UNLISTED VARIETIES ANDFORGERIES OF A PHILIPPINE

Only the fact thatvery few collectorsare in terested intelegraph stampscan account for theexistence of at leasteleven unlisted va-rieties of one ofthe most commonof Philippine tele-graph stamps. Thisstamp is cataloguedby Yvert as No. 10,by Galvez as Nos.

10,11, 12 and 13, and by Messrs. Palmer,Bartels and Foster as Nos. 13 and l3a.It is the 24/8 c. postage stamp of 1882surcharged in red "HABILIT ADO TE-LEGRAMAS SUBMARINOS 1 PESO."

The postage stamp itself exists inthree types, Scott's Nos. 78, 79, and 80,which are distinguished by minute yetrecognizable differences. Galvez desig-nates these three types of the stamp as:Type I (Scott's No. 78); type II (Scott'sNo. 79); and type III (Scott's No. 80).These stamps will be referred to hereafteras types I, II and III, as described byGalvez.

Of the surcharge two types only arelisted. These are vaguely described as"large" and "small" by both Palmerand Galvez. Palmer lists each typeof the surcharge as occuring on only onetype (Type II) of the stamp. Palmeralso lists the "small" type of the sur-charge on the authority of another cata-logue and does not himself vouch forits existence. The writer is thereforeforced to conclude that Palmer, althoa painstaking student of Philippinepostage stamps, never made any studyof Philippine telegraph stamps. Galvezlists both the "large" and the "small"types of the surcharge as occuring ontwo types (Types II and III) of thestamp, making in all four varieties ofthe telegraph stamp which are listed byGalvez.

In attempting to identify the fourvarieties listed by Galvez the writerhas discovered that there are at leasteight types of the surcharge, some ofwhich occur on three types of the stamp,and one of which is said to be a forgery

•which was made to defraud the Govern-ment .and was actually used in largequantities for telegraph purposes. Thewriter also discovered two types offorgery which were evidently made todeceive the stamp collector.

VARJETJES ENCOUNTEREDThe writer has examined nearlv four

thousand specimens of this surchargedstamp and has classified these both asto type of surcharge and as to type ofstamp on which the surcharge occurs.In listing these the writer starts withNo. 10, the first number given to thisstamp by Galvez. The writer's No. 10is not, however, the same variety of th~stamp as that listed by Galvez as No.1 0.The types of surcharge included in thewriter's list are described hereafter.

TYPES OF SURCHARGE DESCRIBED

TYPE J. The H of Habilltado isabove the T of Telegramas. The wordSubmarines is about 15.5 mm. long. TheB of Submarinos is narrower than the Bof Hahilitado. The 0 of Subrnarinosis very narrow. The letter 0 is in allcases rather rectangular in shape. Themiddle bar of the R is above the centerof the letter. The lines of the lettersare thin. The ink used was a brightred and was evidently very "thick"because the letters when examined undera glass appear to be "raised" above thesurface of the paper. This surchargeis very common on type II of the stampand is rare on type T of the stamp.

TYPE 2. This surcharge is verysimilar to type 1 in general appearance,and might easily be confused with type l.Many of the letters of type 2 are notice-ably wider than the same letters of type.Note particularly the letters S, U, B,and 0 of Submarinos. Tn type 1 theoutside lines of the letter M are verticalin the word Submarinos. In type 2the outside lines of the letter Maresloping in the word Submarinos. Intype 2 the middle bar of the letter Ris at the center of the letter. The wordSubmarinos is about 15.75 mm. long.The letter 0 is well rounded. The linesof the letters are thin. The ink usedis the same as that used for type 1, andthe letters of the surcharge have thesame raised appearance. The H ofHabilitado is above the T of Telegramas.Occurs on type III of stamp.

TYPE 3. This surcharge differs intwo outstanding details from all othertypes. The S of Peso leans very notice-ably to the right. The R of Submarinosis very "short-waisted", that is, themiddle bar much above the center of theletter. The letters ILl of Habilitadoare very close together and the verticallines of these letters are very nearlyparallel. The H of Habilitado is abovethe T of Telegrama. The word Sub-marinas is about 15.5 mm. long. Thelines of the letters are thin. The inkused is the same as that used for types1 and 2, and the letters present the same"raised" appearance. This surchargeoccurs on type II of the stamp.

TYPE 4. The H of Habilitado isabove the E of Telegrarnas, The Hof Hahilitado is narrow, being only 1mm. wide. The word Submarinos isabout 16.75 mm. wide. The R of Sub-marinas is very wide. The 0 of Sub-marines is narrow and rather rectan-gular. The letters LIT of Habilitadoare very close together and the verticallines of these letters are nearly parallel.The outside lines of the M of Suhmarinoscurve outward slightly at the middle.The ink used for this surcharge is thesame as that used for types 1, 2 and 3,and the letters have the same "raised"appearance. The lines of the letters arethin. This surcharge occurs on type IT,and, rarely, on types I and III of thestamp.

TYPE 5. The H of Habilitado iabove the E of Telegramas. The H ofHabilitado is fully J.5 mm. wide, beingmuch larger than in type 4. This sur-charge is the largest of the eight types.The word Submarinos is about 17.25mm. long. The 0 of both Habilitadoand Submarinos is wider and morerounded than in type 4. The lettersILlT of Habilitado are close togetherand the vertical lines of these lettersare nearly parallel. The G of Telegra-mas is noticeably taller and wider thanin any other type. The ink used isthe same as that used for all precedingtypes and the letters present the sameraised appearance. The lines of theletters are thin. This surcharge occurson type II and, rarely, on type III of thestamp.

TYPE 6. The most distinguishingfeatures of this surcharge are due to thekind of ink used for the surcharge. Thecolor of the ink is a dull brick red. Theink was evidently rather "thin" so thatthe surcharge presents a "flat" appear-ance. On many specimens the sur-charge appears faded. The lines of theletters are noticeably thicker than inany of the preceding types, due perhapsto the spreading of a thin ink. Onmost specimens this surcharge is rathercarefully stamped, so that it is verylegible. The serif of the 1 of 1 PESO isvery long, much longer than in any othertype. The H of Habilitado is abovethe T of Telegramas. The word Sub-marinos is about 15.75 mm. long. Thefinal S of Telegramas and of Submarinoson many specimens appears almost likea figure 8. The letter L of Telegrarnasleans to the left, a characteristic peculiarto type 6. The upper part a the P ofPeso is almost circular. In all precedingtypes that part of the P is flattenedhorizontally. This surcharge occurs on

type II of the stamp. The writer hasseen two stamps bearing double sur-charges, both type 6.

TYPE 7. The letters of this surchargeare smaller than those of any other typeand are quite irregular. The H of Ha-bilitado is above the T of Telegramas.The word Submarmos is about 15 mm.long. The final S of Sub marin os isabout one-half a letter to the left of thefinal S of Telegramas. In all othertypes the final S of Submarinos is di-rectly below the final S of Telegramas.The E of Peso is very irregular, the outerends of the upper and lower bars beingbent toward each other. The letters LIof Habilitado are short and very closetogether, and the vertical lines of theseletters are parallel. The lines of theletters are thick. The ink used is adull brick red, apparently similar tothat used for type 6. On most specimensthe surcharge appears to have beenvery carelessly stamped, so that a portion,at least, of the surcharge is illegible.This surcharge occurs on type II of thestamp. Type 7, according to Dr. Ri-cardo A. Reyes, is a forgery which wasmade by a student engraver and soldto the public in 1885 by. his part.ner,Maxima Guerrero. The writer examined

J83 specimens of type 7, all of whichevidently had actually been used fortelegraphic purposes.

TYPE 8. The ink used for this sur-charge was a dark red "thick" ink, sothat the letters are "raised" as in types1 to 5, inclusive. The lines of theletters are heavier than those of types1 . to 5. The H of Habilitado isabove the T of Telegrarnas. The wordSubmarinos is about 1.5mm.long. Themiddle har of the R of Telegramas isat the eent.er of the letter. The middlebar of the R of Submarinos is abovethe center. The upper bar of the firstE of Telegramas is much longer thanthe lower bar. The upper half of the Bof Habilitado is wider than the lowerhalf. On many specimens only theupper half of this B is legible. Theletters LIT of Habilitado are rather farapart and the vertical lines are nearlyparallel. The N of Submarinos leansto the right. The B is very close to thefirst I of Habilitado, This surchargeoccurs on all three types of the stamp,but is rare on types I and III of thestamp. On most specimens the sur-charge is very carelessly stamped sothat a portion is illegible.

It is worthy of note that 2900 of theabove represented the stock of one dealerand that among these 2900 not a singlespecimen of either type 6 or type 7 ofthe surcharge was found. A greatmany of this lot of 2900 bore postal can-cellations dated 1887 and 1888. Onthe other hand every specimen of bothtype 6 and type 7 of the surcharge borethe same type of cancellation, the largeoval telegraph cancellation of Binondo(Manila). Since Dr. Reyes states thattype 7 is the forgery which appeared in1885 we might possibly infer that type6 also appeared about 1885, altha thewriter has no proof of this. Anothercurious fact is that in one dealer's stockof only 29 specimens the writer found 7specimens of the rare type 2 surcharge.The writer therefore believes that anumber of varieties may be considerablymore numerous than the above listwould seem to indicate. It is also pos-sible that there are additional varietieswhich the writer has not seen. Thewriter believes, for example, that thetype (b) surcharge listed by Galvez isthe same as type 7 listed by the writer.Galvez lists this type as occurinz ontype III of the stamp, but the writerhas not seen this variety.

CANCELLATIONS OBSERVED

, The writer infers that all of the eighttypes of surcharge described above wereactually used for telegraph and postalpurposes because on every specimen.examined the cancellation had beenapplied AFTER the surcharge wasapplied.

No dated cancellations were found ontypes 6 and 7. In every case the can-cellation was the large oval telegraphcancellation of Binondo (Manila), bear-ing in the center a star and brokenarrows (thunderbolts).

Many dated postal cancellations oc-cured on types 1, 2, 3, 4, 5, and 8. Thedates of these cancellations are 1887 and1888.

Three specimens of type 1 were foundpunched and bearing a cancellationconsisting of a monogram which includesthe letter T. This double cancellationwas at one time in common use on tele-grams, altho later the use of the punchwas prohibited. The writer does notknow the date on which the use of the

'punch was prohibited, but if this dateon which the use of the punch was pro-hibited, but if this date is known itmight indicate how early type 1 wasin use.

A FORGERY MADE TO DEFRAUDTHE PHILIPPINE GOVER ME T

It is to be noted that the face valueof this stamp was increased by meansof the surcharge from 24/8 centavosto one peso. This fact created an op-portunity for profit which, it appears,was not overlooked by forgers of thattime.

Dr. Ricardo A. Reyes, for many yearsa keen student of Philippine stamps. inJuly, 1937, wrote me substantially asfollows: (I do not quote his exactwords because I do not have his letterbefore me as 1 wrote.)

" At that time (1885) a studentengraver employed by Adolfo Garcia,Sr., proposed to an old woman (MaximaGuerrero) who sold stamps in the WalledCity (of Manila) that they could makemoney by placing forged surcharges oncertain Philippine stamps of that period.The first forgery they made was of the24/8c. postage stamp surcharged HA-BILlT ADO TELEGRAMAS SUBMA-RINOS 1 PESO. They paid 2 4/8 cen-tavos for a genuine postage stamp andafter placing on it a forged surchargesold it for one peso. Perhaps you knowthat there are two types of this surcharge:one large and regular, the other smalland irregular. The small and irregulartype is the forgery that they made.'they succeeded so well in selling thisforgery to the public that they thenproceeded to imitate most of the sur-charged stamps which were then in use.In 1886 their activities were discoveredand they were sentenced to Bilibid (Ma-nila) prison for forgery. Many of theforgeries' which' they made were sold

to the public and were actually usedfor telegraph and postal purposes. Ibelieve that forgeries which were ac-tually used for postal and telegraphpurposes may be included by the collectorin his collection, especially in used con-dition. Some collectors do collect them."

I did not give much thought to theabove portion of Dr. Reyes' letter forsome time. But in May, 1938, I sentto him for examination six specimensof the surcharge HABILTTADO TELE-GRAMAS SUB MARINOS 1 PESO.Two of these specimens, which I num-bered 3 and 4, J inferred to he the for-gery which Dr. Reyes had described inhis letter of July 27, 1937.

On May 14, 1938, Dr. Reyes repliedas follows:

"I have received your letter of the9th of May with the six stamps surcharged

•"Telegram as Submarinos", which I re-turn to you attached hereto.

"You are right. Nos. 3 and 4 arethe forgery of Maxima Guerrero of1885-86 of which I spoke to you in myletter of July 27, 1937. Note that theletters are smaller then in the othertypes and that the letter of S of PESOhas the lower curl very small.

"This forgery was discovered in 1886and was the object of an investigation,as the result of which various personsentered Bilibid (Prison).

"J attempted to find the record inthe General Archives, but I did not findit; the official in charge of the recordsdid not know what had become of thisrecord.

"As a result of the discovery of thisforgery, when in 1887 the Governmentordered the die to be made for 24/8centimos (Scott Type A-25 & A-35),the engraver, Don Adolfo Garcia, madea more perfect die, of oval shape, theletters "HABILITADO" with serifs andmore finely executed. This surchargewas more difficult to falsify (Scott'sNos. 107 up to Ill, 130, 131 and 136)and as a result I do not know of anyforgery of this surcharge."

By way of further explanation it is tobe noted that in order to make suppliesof postage and telegraph stamps moreconveniently available to the publicthe Philippine Government of thatperiod (1881-88) authorized small store-keepers in various parts of the city ofManila to sell postage and telegraphstamps. Such authorized stamp ven-dors were called "estancas". MaximaGuerrero was an authorized stamp vendorwhose store was located in the WalledCity. She therefore provided the faci-lities for selling the forgeries which were

made by her partner, the student en-graver.

The forgery above described by Dr.Reyes is listed by the writer as type 7.Since this forgery was actually usedfor telegraphic purposes we believe thatit has a legitimate place in any cata-logue of Philippine telegraph stamps.It should be listed, however, as a forgerymade for the purpose of defrauding theGovernment.

The large number of types of thissurcharge encountered by the writernaturally raises the question as to whetheror not there was more than one typeof forgery made and sold to defraudthe Government. Probably we shallnever be certain about this. But wedo know that, whether genuine or for-geries, at least eight types of this sur-charge were actually used for postaland telegraphic purposes.

FORGERIES MADE TO DEFRAUDTHE STAMP COLLECTOR

To the stamp collector a forgery isan imitation of a stamp made for thepurpose of defrauding the stamp collec-tor. The word, as applied to stamps,has acquired this special definition he-cause forgeries of stamps made for thepurpose of defrauding a Governmentare exceedingly rare.

As a rule, forgeries made for the pur-pose of defrauding the stamp collectorare imitations of rare and costly stamps.But such is not always the case. Thewriter has seen forgeries of a numberof very common Philippine stamps,stamps so cheap that it may well bedoubted whether the total revenuewhich could be obtained from the saleof the forgeries would pay the cost ofproducing the forgery. The writer ma-kes no attempt to explain the motivefor making such forgeries. He merelyrecords their existence.

Of this latter category are two dif-ferent forgeries of the surcharge, "HA-BILIT ADO TELEGRAM AS SUBMA-RINOS 1 PESO". Since genuine spe-cimens sell at from five to fifteen cen-tavos each it is difficult to find an ade-quate motive for making the forgeries.The writer concludes, however, thatthese two forgeries were not made forthe purpose of defrauding the Govern-ment because the surcharge was in eachcase applied AFTER the stamp wascancelled. These two forgeries couldnot, therefore, have been used for postalor telegraph purposes. These two for-geries are described as follows:

Type F-l. This surcharge appears tohave been drawn with pen and ink.The letters are verv irregular. The 0of Suhmarinos is very wide. The 1\1of both Telegramas and Submarinoshas vertical outside lines. Ten of thesehand-drawn forgeries were encountered,no two of which were exactly alike.All of them were on tvpe III of the stamp.

Type F-2. The letters of this forgeryare very small and narrow. The lettersare very far apart. The word Subma-rinos is barelv 13.5 mm. long. Thewords 1 PEBO form an almost straightlint'. Six specimens of this forgery wereencountered, all of them on badly fade:!specimens of type II of the stamp.

A PROVISIONAL ISSUE OF CHINABy Yu Siu Chong, AFF

Xorth China, under the Chinese com-munists, issued recently a provisionalstamp. This provisional stamp of Chinawas issued at Wutaishan, NorthernSansi province, within 100 miles fromJapanese arrnv headquarters at Peipingor Peking. It is imperforate and thevalue is 5 cents. The first line in theupper panel reads-"Hope, Chanhaniand Sansi Provinces." And the secondline is transcribed-"Provisional Post-age." Below the second line is a sun,emblem of the Khomintang (NationalPeople's Party). Under it, the cipher"5" is shown, which stands for "5 cents".Inset the two triangles on both sidesand base of the stamp are two Chinesecharacters. The Chinese letter on theleft of the stamp stands for "Five",

while that on the right is for "Cents."The position of these two characters isnot a curiosity at all, as we must re-member that Chinese letters are alwaysread from left to right-a contrast tothe English language.

ANOTHER FORGERYOF THE MADRID-MANILA

It seems that theforgers have shownagain their wares.And this time-onour famous Ma-drid-Manila issue-26c, perforation12. It. is the thirdforgery of this issueI have seen.

Through thecourtesy of our col-league, Don JoseTrill, I was able

to make a study of this forgery.And for the benefit of all collectors andof my fellow members as well, in mystudy of this forgery, I found it as adangerous one. The overprint was madeh~· zincograph and well executed likerhat of the "Broken Wing." What stri-kes one's attention is the weak printing.The ink is violet and much weaken thanthe original. Other differences are pre-sent and they are very minor whichrequire a minutious s t u d y. Amongthem, I found the following:

In the word AIR, the A has a shorterleg which is farther from the base of I

and from the extreme of the blade ofthe propeller. The I is also short.The R has the top more round but nar-rower than the original and the rightleg is shorter. The distance betweenthe A and 1 is wider than that of theoriginal.

In the numbers 1926 the figure 1 isnoticeably separated from the extremeof the I top of the last leg of the M inMANILA.

In the word MANILA, t.he last A ismuch shorter than the L.

General Strokes: The seriffs are absentin several letters. The fine letters onthe original appear double on the fake.Characteristics tltat can be noted onthe fake as well as on the "Broken Wing."To make an account of all these detailsa comparative study has to be madewi th the original.

The general measurements of theoverprint on the fake are almost thesame as those of the original. Whichdenotes, fabrication was made by meansof zincograph. As to the ink appliedon the fake stamp I had examined, Iam inclined to believed that it is of theordinary violet stamping ink. For thisreason the overprint appears weak andhas no shine at all.

As mentioned above, this forgery ismore dangerous than the two I hadseen and I would therefore advise mycolleagues that before acquiring anystamp of this issue, a careful study ofsame should be made with the original.

A man would have no pleas-ures in discovering all thebeauties of the universe, evenin heaven itself, unless he hada partner to whom he mightcommunicate his joys.-Cice-ro.

PHILIPPINES TO HOLD ITS FIRSTAIRMAIL EXHIBITION

Aviation-marches on in the Philip-pines. So does the hobby or airmail.Collecting in these Islands.

Believing it highly fitting and veryopportune, the Philippine Air MailSociety, Chapter 13 of the AmericanAir Mail Society, will conduct thePHILIPPINE AIRMAIL EXHIBI-TION-the purpose of which is tohold the first Airmail Exhibition ofthe Philippines and to interpret thejoys of Airmail Collecting.

Arrangements have been definitelymade to hold this first airmail exhi-bition of the Philippines from Feb-ruary 17 to 19, 1939. The entire thirdfloor of the spacious Plaza Hotel inthe heart of the city of Manila willbe occupied by the exhibition. Noadmission fees will be made andeverybody is welcome.

Aside from indications shown byPhilippine government authorities tocooperate in this airmail exhibition,particularly on the part of the Bu-reau of Aeronautics and Bureau ofPosts, it is expected that exhibits ofprominent Philippine collectors whichwere never shown in any philatelicexhibitions will be submitted.

Invitations have been sent to Hon.Manuel L. Quezon, President of theCommonwealth of the Philippines andan aviation enthusiast, who signifiesto participate in the interest of avia-tion in these Islands, as well as toPresident Franklin D. Roosevelt ofthe United States, who is expected tosend an exhibit for the promotion ofthe hobby. To several authoritiescollectors of airposts of the world,invitations have likewise been sentand it is hoped they will also pa rti-cipate.

Five sections comprise the ex-hibition, namely, (1) Philippines,(2) United States of America, (3)Europe, (4) Rest of the World,and (5) Aerophilatelic Literature.Awards to be given consist of: Grand

Award-Prize donated by the Philip-pine Air Mail Society. For First,Second and Third Prizes in each sec-tion-Gold, silver and bronze medals,respectively. Honorable Mention-Certificates of Merit. Awards willbe made on the following basis: (1)Philatelic Knowledge, (2) Complete-ness, (3) Rarity (4) Condition, and(5) Arrangement and Neatness.

Entries submitted will be mountedand exhibited in frames (13" x 37.5"inside measurement) and an entryfee of $1.25 for every frame will becharged. Airmail or airpost collec-tions that won already first awardsin any Philippine philatelic exhibitionscan be submitted only for exhibitionbut not for competition. Thus givinga change to the average collector tocomplete in this exhibition, particu-larly for foreign airmail and airpostcollectors.

Considering the time and latitudewith which it takes mails to and fromthe Philippines to the United Statesand foreign countries, the PhilippineAirmail Exhibition deemed it wise toassign prominent collectors abroadand was fortunate enough to count onthe kind assistance of the followinggentlemen from whom copies of theprospectus and entry forms can ob-tained by communicating with them:

interpret the joys of Airmail Collecting.

Rules and Regulations

1. - Persons of any nationality can submit airmail or airpost exhibits.

2. - Exhibits that won already first- awards in any Philippine philatelicexhibitions cannot be entered for competition, altho they may besubmitted for exhibition only.

3. - Any airmail or airpost exhibit from foreign countries, irrespectivewhether or not they received already awards can be submitted forcompetition.

4. - Every entry must be made on the prescribed form and must be signedby the exhibitor and such signature shall signify the acceptance ofthe exhibitor of these rules and regulations.

5. - Exhibits intended for display in the frames must be on loose leaves,thin cards or on covers.

15. - Exhibitors' fees shall be 1'2.50 ($1.25 U. S. Currency) for every frameof 13 inches by 37-1/2 inches (inside measurement) and shall bepayable in advance.

7. - Exhibits must be delivered, carriage paid, registered or insured.

8. - Exhibits will be returned at owner's risk, altho it will be made by re-gistered mail. Insurance may be arranged by the Committee atexhibitor's expense.

9. - While every care will be t-aken of all exhibits duly delivered, the Ad-ministrative Officers and the Executive Committee accept no respon-sibility for loss or damage.

10. - No exhibit, or part thereof, may be removed from the Exhibition be-fore the close of the Exhibition.
