EDITORIAL

Singapore students never had such good opportunities. In the last few years, the structure of education at primary and secondary levels has been changed to help students acquire skills suitable for specific jobs.

Until technical education was introduced and state-run industrialisation was launched, there were the school drop-outs and misfits who made up the problem youth of the time. Thanks to the far-sighted policy of the government, emphasis was laid on technical education, and much streamlining went into it. Streaming has eli­minated the unfortunate students who would have stumbled into the upper secondaries. About 70 % of secondary two students are reported to be opting for technical education. Usually only a quarter or a third this number was accepted, but the Ministry of Education is now willing to take about 40 % of them.

While emphasis on bi-lingualism in the lower classes contributes to greater multi-racial har­mony, accent on technical education has at least two important features. Firstly, this can help meet the need for skilled workers and high quality labour. Secondly, every technical or industrial graduand is assured of a job. He gets the satisfaction of gainful occupation from a young age. To add to all, there is assurance by the government that in the next few years there will be a substantial increase in the enrolment of technical students.

St. Andrew's has stepped into the government line by providing from this year, two technical classes in secondary three and we have reason to believe that the student intake is to increase shortly, depending on the availability of space. With all these facilities and opportunities await­ing them, what more can the students want? Truly, the up and coming generation had never been so well catered for. May they 'KEEP THE FLAME BURNING BRIGHTLY EVER' for St. Andrew's.

WARDEN'S REPORT

Mr. Francis Thomas MA(cantab), J.P.,

gives his report.

St. Andrew's students have done better in public examinations in 1970 than in 1969. The Junior School's Primary Six boys raised their percentage success in PSLE from 70 % to 74 ° 0 ,

in a year when overall success rates fell slightly. Their teachers deserve congratulations on this.

Our School Certificate results showed an improvement of 10 % for AM Session and 100 % for PM Session. But as the 1969 results were the worst for many years, this is not a striking success. There were still 32 % of AM boys who Failed; and 64 % of PM boys.

In the Higher School Certificate our students retained their leading position, improving their success rate from 77.4 %in 1969 to 79.5 %in 1970. This made St Andrews second only to National Junior College in Singapore. As we do not have the College's beneficial recruitment and selection arrangements, this was a considerable achieve­ment for which all concerned, staff and students, deserve hearty congratulations.

In games, Junior School boys won their District Swimming Championships for the 4th successive year, and also won their District Badminton Championships. In National Indi­vidual Chess Championships, Derek Kiong was 2nd, and Low Cheng Tee and Teo Sin Phew were both 3rd.

St Andrews Rugger teams had an outstanding year in National 7-a-side and 15-a-side Cham­pionships, winning four Golds and three Silvers. As the Golds were at "B" & "C" Division levels, this gives us good hopes of keeping a high standard next year in this difficult game, which requires moral character as well as athletic ability. Success was made possible by dedicated work in training and coaching, which deserves high praise.

One of our teachers has been awarded a distinction that must be mentioned. The Lim Tay Boh Gold Medal for the best First Class Honours degree in Social Sciences was won this

year by Mrs. Chua Siok Hwa, who is our former student and now our teacher. This makes her the youngest person on a considerable list of Old Boys whose distinguished achievements have been honoured in one way or another recently­Professor Phoon and several other Old Boy Professors here or overseas; the Commissioner of Police; Permanent Secretaries; a dozen or so in the 1971 National Day Honours list; and of course, the President of our Republic himself, who will be Guest of Honour of our Old Boys annual Dinner in this Quadrangle this Saturday.

We had a successful Funfair at the end of 2nd Term. We set a target of $50,000 last March, and that was the amount we raised. Through the dedicated efforts of a few we were able to mobilise the help of a great many, and we owe them deep gratitude. Most of the money raised has to go on equipment for teaching in our Workshops, in Science, in Geography and in Mathematics; but I hope there will be something to spare for what might be called civilisation, human needs of our boys and girls outside their classrooms.

In the Bible there is a proverb about the vampire who has two daughters shouting "Give; Give." I sometimes feel as if I was a vampire's daughter. The success of this Funfair is far from solving our financial problems, which are likely to continue year by year for a long time to come. We shall need more money before our Workshops are fully equipped, and sometime we shall have to find the money to give our buildings a face lift. Inside in this Quadrangle they look alright, but from Toa Payoh Road they are not what we should like.

Channelling of Secondary Two boys to Secondary Three Technical courses is in hand, and will remain in hand for the rest of this tenn. Very appropriately, everything has to go through a computer, which has its own way and time for doing its work, and we have to wait for its decisions. We hope to let parents know the outcome at the end of this term.

Our Junior College proposals are not going through a computer as far as I know, but we have some delays in spite of a lot of work in trying to match our hopes to central policies. It is not yet possible to issue an Appeal based

on firm building plans, but we will do that as soon as we can. Meanwhile we are expanding our Pre University classes, which total eleven this year, with twelve planned for 1972. In this way we can build up staff and experience ready for the happy day when we have the College in operation.

It would be a strange challenge to old tradi­tions if a Report at Speech Day dealt with failures instead of achievements; things that go wrong instead of things that go right. But plenty does go wrong. Our School as a community, and its students as young citizens of Singapore, are under continual pressure of human crime and folly. Hooliganism, vandalism, gangsterism, armed robbery, unarmed robbery, theft-these are all parts of the experience to which our students, and all Singapore students, are exposed as part of their educational background. It seems that St Andrews is relatively fortunate compared to many schools, but nothing can guarantee our good fortune.

As a Christian school we have a vital task of social understanding and social leadership. The endless nuisance of robbers and rapists and the rest of the sad calatogue of crime starts with failure to understand the needs of boys and girls and to give them the help and training they ought to have. To try to meet this need, we have our Schools Counselling Service, with a greatly expanded staff at this time; we have our Parents Teachers Association; we have the invaluable links with our 50-year-old Old Boys Association; and we have a developing programme of Chris­tian and moral teaching, for which we hope next year to add an experienced man who can under­take Student Advice & Counselling.

St Andrews is probably ahead of most schools in Singapore in the care and understanding we give to our students, but we are very far from all that needs to be done. To maintain our standards and produce the kind of public successes of which we can be proud, we must have this basis of care and understanding for the weakest and most difficult of our students as well as for the high achievers and glamorous winners. This is the Christian meaning and the human meaning of our motto-UP & ON.

The year began with the election of 12 new prefects and the appointment of 5 girl prefects. Also, 7 prefects from the p.m. session were reappointed, with the transfer of the Sec. 3's and 4's to the morning session. This brings the total strength of the prefects to 38. During the year, Senior Prefect Valentine Ezekiel, left the panel to further his studies at the Singapore Polythechnic. The best wishes of the prefects go with him.

The ceremony of the year was the Prefect's Commendation Service at St. Andrew's Cathe­dral, officiated by Canon S. C. Weller. During the occasion, Commendation Certificates were awarded to the following outstanding prefects of 1970: Allan Heng (Captain), Kwan Weng Kin (Vice-Captain), Senior Prefects Loke Yuen Kee, Sim Seng Chye, Vincent Lee; and School Prefects Helena Teo (Miss) and Gwendoline Goh (Miss). After the Service, the prefects were treated to lunch by the Board of Governors in the War Memorial Hall.

During the course of the year, the prefects took part in a varied programme. They were present in official capacity on Sports Day, Swimming Carnival, Speech Day, Fun-Fair and other School activities. The Prefects Satay Party was held on 20th March at Mr. Lee Kong Chian's bungalow in Meyer Road. Prefects were invited to dinner by the Principal and Mrs. Thomas at Woodsville House. The prefects were also treated to lunch by the Students Council on 5th April in a bid to foster relations between the two organisations.

General Meetings for the panel and fort­nightly Board meetings were conducted in which

school and prefectorial matters were dealt with. A number of cases were heard before the Disci­plinary Board, all of which were carefully dealt with and appropriate punishment meted out. The Appeals Board however has heard only one case to date and we feel that the facilities afforded by the Board are not being fully made use of. Students are encouraged to being forward any appeal against punishment given to them and all cases will be conducted impartially to all concerned.

Two names very long associated with the prefects of St. Andrew's School are missed this year-Mr. Vivian Quek and Mr. Kiong Beng Huat. They have contributed immensely during their term as Prefect Masters in the A.M. and P.M. sessions respectively. They devoted their energies to giving the prefects their real identity and making them a force of discipline to be reckoned with. With the help of Mr. Quek especially, the prefects assumed a role of res­ponsibility in maintaining student discipline, a role to which they brought a high degree of conscientiousness and sincerity. Their posts have been filled by Miss Lenn Mei Lin who has devoted much of her time and energy to guide the panel. She has given much encourage­ment to the Board during its roughest moments.

The continued existence of such a system as ours requires support from the Principal, Pre­fects' Teacher, Staff and students alike. We hope that with the passage of years, the Prefec­torial System of St. Andrew's School will grow from strength to strength.

"The Student Council was formed as a result of the growing realisation, both among the Governors of the school and a number of teachers, that students need a channel for their ideas and their criticisms. It was felt that once there was a proper channel of communication between students and school authorities, relation­ship would improve and school life be vastly more interesting and meaningful. Besides, there was a need in this system of education which tends to be studies and exams oriented, for something that would enable the students to turn their interests and efforts to an aspect of activity that was different." ACTIVITIES a) On the 5th of April, a lunch for class

chairmen and prefects took place in the boarding house.

b) A pavement alongside Toa Payoh road was erected at the request of the Student Council.

c) A request for mirrors in the toilets was agreed to by the school authorities.

The Student Council advisor, Mrs. C. Lim, left the school for another teaching post and Mrs. Pricilla Krempl replaced her as teacher­advisor. On 18th May, another election took

place and Yeo Yew Heong replaced Lim Han Tiong, then the chairman.

d) The S.C. raised $300 for the cyclostyling machine. This was done by screening three films in the school on the 27th, 28th and 29th of July.

e) A request to change Pre-U l exams to a series of tests was granted.

f) Fun-fair preparations were co-ordinated through the Student Council.

g) A suggestion for bus-shelters along Toa Payoh Road was made and school autho­rities said the matter would be dealt with by the proper authorities.

h) A request by the school authorities for students to sweep their classrooms was made and a majority of the Pre-U classes agreed to do so.

i) Pre- U classes voted for cash vouchers as school prizes for academic achievements, as opposed to books and book vouchers.

j) Suggestion boxes would be set up for any new suggestions by students.

The main aim of the Council is to foster a closer relationship between the students and the school authorities and staff. The Council medi­ates between the students and the school and, thus, opinions and suggestions are conveniently exchanged in this manner.

In the course of the Student Council's involvement in students' problems and needs, several suggestions were contributed in the hope of benefit and satisfaction for the entire school. Despite the keen participation of the Council, however, its success was considerably marred by the occasionally irresponsive role on the part of the school officials. Students helpfully making requests in concern and on behalf of their fellow students were often disappointed, not by an instant negative reply, but usually by th~ 'dor­mant' state that the authorities put situations in. Such a problem is, of course, negligible, and may, with ease be remedied and leaving it out of

consideration, one may, perhaps, consider the final outcome of all Council undertakings as satisfactory.

Much effort was put in by the Council to solve a few problems, like the easing of congestion at the tuckshop during recess, but it was only successful for a short period of time. Requests for rubber studs for the chairs in the classrooms and softboards were put forward and were given the necessary considerations by the school authorities but some of these were shelved due to financial difficulties.

In conclusion, we would like to express our deepest appreciation for all the support, guidance and time our advisor, Mrs. Yap, has so unselfishly provided us and to the school authorities for all the help rendered during our term of office.

The beginning of 1971 saw a major reshuffle in the running of the Senior School Library with the transfer of all the Secondary Three and Four students to the morning session and the Secondary Two's and One's to the afternoon session. The Librarians thus had to cater for the afternoon school boys as well.

However, a call for longer functioning hours by the afternoon boys has led to the opening of the General Library daily from 11 a.m. to 12.30 p.m. As it was not feasible for the Libra­rians to cater for this, IO Junior Secondary Two Librarians were appointed.

Both the relative increases in classes and students has made the Library quite unable to cope with the large number of students especially at recess time. But due to limited space we are unable to expand and increase seating capacity.

Two new shelves were made for the General Library for the increase in the number of non­fiction books. A total number of 790 books have been put on the shelves during the past year; 592 non-fiction books, 73 fiction books for the General Library and 125 reference books.

These books help to replace and make up for the number of books that need to be removed from circulation every year.

Late last year, the Library hours were shortened from 1.30 p.m. to 4.30 p.m. instead of 5.30 p.m. after the Librarians maintained that very few and in fact no students use the Library after 4.30 p.m. On Saturdays, it is open from 9.00 a.m. to 12 noon.

The Librarians had their first get-together -a barbecue during the April holidays this year. Apart from the 'eats' those present were also entertained by some Librarian guitarists and participated in the various items arranged.

Recently, 10 new Librarians from Secondary Three were appointed in addition to the 34 Pre-University One Librarians and it is hoped that they will do their best to maintain efficiency.

The aim of the Arts Society is to promote the interest of students in the field of the Arts. On the 8th. of April 1970 the Arts Society held its annual General Meeting for the election of office bearers and committee members. At the time, the Committee was an amalgamation of the L.D.D .S. Historical, Geographical and Econo­mics Societies. Membership cards were issued to members and renewed every term.

The main project of the Arts Society in 1970 was the Interschool Oratorical Contest for the Catherine Lim Challenge Shield which was held on July 3rd. On July 24th., the Arts Society held a musical night known as "Songtime '70". The main project in 1971 was an orientation for the Pre-U Ones. The aim of this project was to welcome the new Pre-U Ones and to get to know them.

Due to the lack of co-operation and the fact that the committee was finally reduced to only six active members, catering for over 500 students,

the Arts Society of 1970/71 failed to fulfill its aims. Because of this, the committee sought a solution to enable future success and thus, it was decided that the Arts Society should consist of four sub-committees.

The purpose of this division is to lighten the heavy burden carried by the Arts Society. By having the sub-committees, it is hoped that more attention can be given to the individual sections of the Society, thus assisting the Arts Society to fulfill its aims. At present, the Arts Society no longer caters for the lower Secondary, that is the Secondary I and Secondary II.

Finally, we would like to thank Mrs. Catherine Lim for her much appreciated services to the 1970/71 society, and we would like to welcome Mrs. Jeanette Yong who will be the advisor of the 1971/72 committee of the Arts Society.

In only its second year of existence, the Careers' Club is proud to have more than 150 members, easily making it one of the largest clubs in the school. This is partly due to the Club being the only group that feeds career information to the students by way of conducted excursions, talks, quizes and film shows.

This year, to instill career-consciousness among member students, the Committee con­ducted numerous documentaries, excursions,

The Chapel Fund has been set up with the sole purpose of chanelling weekly donations to a worthy cause.

This year's fund totals about $1,800-quite a sum from weekly contributions of a few cents!

Rev. Allen, our chairman, is the means from which we get information about needy cases. He usually forwards these cases to the committee for consideration. The committee then decides the allotment of money for each case.

LANDSCAPING AND GARDENING SOCIETY

1970 was a fruitful year for the Gardening Society. Various projects were carried out to improve the scenery in the school compound. We thank our enthusiastic members who helped to make these projects a success. Our working sessions are held every Friday. Of late, we have bought a large amount of gardening equipments and the number of society members has also increased enormously.

During the August holidays, the society built a flower-trough stretching from the outside of the Senior Assistant's office right down to the flight of stairs in Graham White Drive.

New plants were planted in the pear-shaped area facing the science block and in Robert's

Court. Along the Old Boy's Drive, plants were planted in two square plots, surrounded by bricks. Besides this, other brick-laying projects were also carried out. The Chess Club has more than 200 members from the Secondary School and about 180 members from the Primary School. The increase in Secondary School membership can be attri­buted to the amalgamation of the A.M. and P.M. Chess Clubs.

This year, practices are held on Fridays and Saturdays. The Saturday practices were intro­duced for the benefit of members from the afternoon session.

Early in the year, a Chinese Chess Cham­pionship and a Girls' Chess Championship Tournaments were held among others. This year's Individual Open Championship met with

The Singapore Inter-School Chess Champion­ship was held during the second term. Our School Team emerged as the champion. The Chess Club has thus gone a long way in promo­ting this game in school.

The Chinese Art of Self-Defence Society has a membership of over 60 students. In 1971, Mr. Wong replaced Mr. Lim Hwee Kiang as our advisor and we would like to take this opportunity to thank Mr. Lim for the devotion and dedication he has shown to our society.

Four assistant instructors were appointed by our instructors early this year. The assistant instructors in addition to assisting our instructors, also serve on the committee running the society. Practices continue to be held every Sunday morning in the school's main hall. Despite the lack of time, which has always limited our activities outside our weekly practices, our society represented the school in the Potong Pasir Constituency National Day Celebration by staging a performance at the Constituency's Community Centre.

Our art of self-defence originated from Tibet but in the course of its history had come under the influence of Southern Chinese martial arts. Training involves both fast and slow movements of the body and limbs, the former aims at building a strong physique while the latter has the sole purpose of maintaining good health.

During the course of the year, our members have gone through basic courses in the use of swords, sticks and in unarmed combat. It is our hope that as our members become more proficient in these various fields, we will be able to hold more performances on our art of self-defence.

The aim of the Chinese Language Society is to inculcate the interest of learning the Chinese Language in the school and also to promote the usage of Chinese amongst the students of our school.

The new committee took office during the middle of May 1970. The former advisor was Mr. Wong Peng Hock. As Mr. Wong was bur­dened with work towards the end of 1970, Mr. Ng Choon Seng took over Mr. Wong's post as advisor.

The Society has organised various activities for the students. In the middle of 1970, Chhoa Kian Lim and Chan Cheow Peng represented the school in the Raffles Institution Inter-School Quiz sponsored by the Nanyang Siang Pau. The committee also organised an excursion to Nan­yang Siang Pau for its members. The response to this excursion was excellent. Two buses

were needed to transport the students. There was also an inter-class essay contest organised by the society.

As the prime aim of the society is to promote the usage of Chinese amongst the students, the committee has published the Chinese Bulletin. We have found the present notice board insuffi­cient for the Bulletin and we are planning to have a larger notice board.

The society owes its success and progress to both Mr. Wong Peng Hock and Mr. Ng Choon Seng who have been most helpful and encouraging to the committee. We would also like to express our gratitude to Mr. Ng Chong Kiat who has been most helpful to us in setting up the Chinese Bulletin.

The Christian Group holds its weekly meetings on Fridays at 1.30 pm. The venue is usually at the Roberts Court or at the chapel.

Prayer meetings are held every Wednesday in the chapel at 1.30 pm. All are welcome.

The present committee, except for the Presi­dent and Secretary were elected during the annual general meeting on May 1971. For the first time, the group is having two vice-Presidents and five committee members.

Besides this, a monthly issue of the Newsletter is published and the present committee has decided to retain its name "Theopneustos" meaning "Gop Inspired".

A Gospel Campaign was conducted earlier this year for 4 successive days on March 30th, 31st., April 1st., and 2nd 1971.

SERVICE REPORT (i) Three visits were made to the Tampines

Home For The Retarded Children. (ii) A retaining wall was built for the School.

This project took several months to complete but the result was to everybody's satisfaction.

(iii) The Club set up and managed 5 stalls at the Fun-Fair of the Church of the Ascension. Our help was also solicited by the Rama­krishna Mission and the Singapore Kidney Foundation for their Flags Days.

(iv) Old clothes and other belongings were collected from students and sent to the Interact Club of Montfort Secondary School which in turn distributed these to the various Homes in Singapore.

Our club sent a delegation of 7 members. Tan Kok Eng's paper on 'The Greater Need for Participation in Interact' was one of four selected for presentation. He was also elected Chairman of the Funding Workshop. More than 270 Interactors from 7 countries took part in the conference.

The School's National Language Society formed in June 1966, aims at promoting the use of the National Language amongst the students. This is done through organised National Lan­guage activities and competitions for student participation.

During the first term, the society's activities were two excursions, one to the Magnolia Dairies and the other to MacGraw Hill Far Eastern Publishers. An inter-class National Language Essay Competition was held for the lower secondaries in the second term to promote the use of the National Language. The response was so encouraging that we organised a National

Language Quiz for the Secondary Four and Pre-University Classes.

The Society also participated in an inter­school National Language Quiz organised by the Katong Convent National Language Society. We were represented by Doreen Goh and Liem Kiem Lan who both successfully obtained the third prize.

The annual general meeting was held at the beginning of the year and only about twelve members turned up. The newly elected commit­tee decided that the success of the club could only be possible if we had more members. We finally recruited a total of over a hundred members.

The society covered many school functions such as the prefect's commendation service, speech day, school sports and also the old boy's dinner. We also arranged for the photographs of the classes to be taken. Due to a misunder­standing, we did not cover the swimming carnival and the school's fun-fair. We did not carry out many projects due to a lack of funds and the

society still does not possess a workable enlarger which had been planned for at the beginning of the year. We were also unable to repair the damaged switches in our dark room. The lack of funds is due to the fact that our main source of finance, the commission from the sale of photographs, has been taken over by the school magazine. The future of the club looks bleak in this respect as photography is quite an expensive hobby and it would be difficult for the members to provide the necessary funds.

The committee, however, is trying its best to keep the club as active as it can.

The club almost ceased to exist at the beginning of the year when our former advisor, Miss Heng Meng Kee, was transferred to the afternoon session and three-quarters of the committee left school. With the lack of man­power, no membership drive was undertaken. In July, a general election was held and new blood was added to the committee. Later, a total of more than 150 members were recruited from both sessions of the school. In order to work closely with members of the afternoon session, a Junior Management Committee was set up, to be responsible to the above Committee. In view of the enthusiasm shown by the younger members in First Aid, a class was set up, taught by Miss Sandra Segeram, holder of an advanced First Aid certificate.

There were no activities at the beginning of the year. However, towards the end of the second

term, a bulletin was published. Cash prizes were awarded to winners of the various com­petitions in the bulletin.

For the third term, an inter-class quiz based on Safety knowledge will be held for the Senior members. Excursions will also be held.

The club also participated in a series of inter­school quizzes. In the Chinese Oratorical Con­test organised by the Singapore Junior Safety First Council, our representative Leo Juat Beh, qualified for the Finals.

The membership of the society has dropped from about 400 last year to about 300 this year. However, this drop in membership is good as it implies a higher percentage of really enthu­siastic members. Changes took place in the committee this year and Mr. Blackburn has temporarily taken over Mrs. Yeo's post as advisor.

The society has always been an active one. Excursions have been organised to many in­teresting places such as Singapore Oxygen Pte. Ltd., Nippon Paint Co. Pte. Ltd., the Port of Singapore Authority, Singapore Shipbuilding and Engineering Ltd., and Fraser and Neave Pte. Ltd ..

Apart from the excursions, many interclass science quizzes were held, in which the winning class enjoyed a free excursion trip as a prize. The Interschool Science Quizzes organised by the society included the Vivian Quek Trophy Quiz, in which six schools were represented and

The Science Bulletin Committee too, has done a good job of publishing several issues which contained some very interesting articles.

Finally, we are very much indebted to our advisor, Mrs. Yeo Yuen Chin and also Mr. Blackburn, our acting advisor at present, for their invaluable services rendered during our term of office.

We must admit that the aim of this society is rather ambitious, but it is our desire to put forth our time and effort in promoting the welfare of the underprivileged and unfortunate people.

A considerable sum of money is needed to run this society in order to ensure its success. A film show was held at Capitol Theatre last year and we managed to raise $1,200 which was allocated to the buying of food. Supplies of food are also obtainable from the Catholic Welfare.

Mission Hospital and Tampines Homes, where we look after the children and do some odd jobs. On Saturdays, tuition is given to a group of primary school boys so as to help them in their lessons. This is conducted by Mrs. E. Choy. Food and old clothes are distributed fortnightly on Saturdays to the poor of Potong Pasir.

ANGLICAN WELFARE COUNCIL

Surprisingly, few students seem to know of the existence of the Anglican Welfare Council. So, two Pre-University One students, Ebenezer Jebamoney and June Tan recently set out to interview the executive committee of the council. This council runs the Schools Counselling Service and the Sick and Needy Service. But they only concerned themselves with the Schools Counsell­ing Service as it is more relevant to the students.

The council was formed in 1967. Its first major task was the setting up of the Schools Counselling Service in 1968 with one full-time professional social worker, Mrs. June Cheong. She has had 11 years' experience in the children's section of the Johore State Social Welfare Service.

The service is designed to help boys and girls in the Anglican schools in Singapore who face problems of poverty, broken homes, delinquency, maladjustment in school and so on. It also helps students to take the best advantage of educational opportunities. The council is also helping children from other government schools.

This is not an international organisation. The Schools Counselling Service is the first of its kind in Singapore and is a pilot project. There are no branch offices yet, but it operates from the premises of St. Margaret's Primary School in Sophia Road. Counsellors visit schools, and interviews are held at the headquarters. Schools are visited on definite days. Further visits are made according to demand or to supervise a student in the initial stages of coun­selling. Anyone in need of help can consult the social workers from the council. The visit to St. Andrew's School is on the first Monday of every month.

The council now has four professional social workers, an untrained investigator and clerical and other subordinate staff. Besides the paid professional workers, volunteers are needed to run the remedial teaching and tuition pro­grammes. There are a few tutors from St. Andrew's, St. Margaret's and St. Hilda's Secon­dary Schools. Several Pre-U One students from St. Andrew's have volunteered for this worthy cause. Among the volunteers are some qualified teachers, a volunteer from the British Voluntary Service Overseas and undergraduates from the University of Singapore. There is no govern­ment aid. The service is wholly dependent on the annual flag days and small fund-raising projects like fun fairs and sale of key chains. The Lee Foundation provides up to $25,000 a year solely for educational purposes.

Those who need assistance appeal through the visiting social workers or are referred to the counselling service by their school teachers or principals. They may also approach the head­quarters directly.

Parents and teachers have made periodic reports to the centre on the progress made by those receiving aid, and the counsellors say they find the results rewarding enough for the good work to be continued.

The Anglican Welfare Council is thus doing a great service to the needy with very limited personnel and funds. It is hoped that more and more volunteers from among the teachers as well as the student body would come forward to help the council in this social work. We are convinced that the need is urgent.

The annual recrmtmg campaign was con­ducted early this year. A total of 25 boys were enrolled bringing the Company strength to 60. The Company has been divided into 5 squads, each under a Squad Commander.

This year has proved an active one for the members. Unfortunately 3 of our senior members -2nd-Lt. Tan Siak Huan, 2nd-Lt. Michael Er and Cpl. William Ching had to leave us for full-time National Service. The Company is proud to have played a part in their training to become loyal and defending citizens.

The Company Enrolment Service, The Com­pany Church-Parade and reviewing of the Colours were held on 25th April 1971 and 29th August 1971, respectively. At both occassions the Reviewing Officer was the Chaplain Revd. Ross Allen.

A trumpet section, with 3 trumpeters, has been added to the Band. We are also considering the formation of a bag-pipe section. At present, the instructors of the various sections of the Band are instructing several Scouts attached to the Maris Stella High School, who have sought

For the first 6 months of the session, 5 of our N.C.O.'s underwent Musketry Training con­ducted by the Brigade at Rangoon Road Secon­dary School. At present our members are instructed in arms-drill using rifles from the school armoury.

During the August vacation the Scouts attached to Maris Stella High School led 20 of our boys on a hike at Ponggol. The hike proved exciting and beneficial to the boys. Meanwhile a camp at the end of the year is being considered by the Planning Committee.

B.B. Week brought a total sum of $610 and I take this opportunity to thank those involved and those who have given their support for the Company.

ST. ANDREW'S N.C.C. (SERVICES) UNIT.

The unit consists of 3 platoons with a total of 135 cadets. Parades are held weekly during which footdrill, arms drill and lectures on military knowledge are conducted.

We welcome 2 officers to the unit, namely Lt. A. Pillai and 2nd Lt. Allan Chan. Lt. Victor Wee is on secondment to the Scout Troop. We wish to congratulate 2nd Lts. Ng Chong Kiat, A. Pillai and Victor Wee on their promotions to full Lieutenants.

Since the introduction of the Cadet Officers' Course for students, Staff Sgt. Raymond Wong has been promoted to the rank of Cadet 2nd Lt. whilst Sgt. Lim Teik Hock and Sgt. Allan Goh are presently undergoing training. L/Cpl. Chow Yee Shing was awarded the Straits Steamship Scholarship to undergo training aboard the S. S. Kunak.

During the camp, they underwent military training in various fields.

On Armed Forces Day, a minor celebration was held in the School Quadrangle. This was followed by demonstrations of section attacks by cadets of our unit on the School Field. A variety of military equipment was displayed on the Field. Approximately 2000 cadets from various units in Serangoon District gathered at the School Field for the occasion.

Our cadets participated in the Youth Festival and National Day Parades. They also rendered service at the School's Annual Athletic Meet and Fun Fair.

On the whole, this has been a highly successful year for the St. Andrew's N.C.C. (Services) unit.

The strength of the Division now stands at 47, including 19 probationary cadets or recuits.

Meetings are held regularly on Saturdays. During these weekly sessions, the cadets and recruits are trained in First-Aid, Footdrill, Stretcher Drill, and other subjects which may be beneficial to them later on in their lives.

Administration: When our Divisional Officer Mr. Christopher

Sunny Yap left to do National Service, the running of the Division was entrusted to Cpl. Low Cheng Ooi and his assistants.

Occasionally, Mr. Sunny Yap would write to us, giving us advice in the running of the Division. Mr. Ong Soo Kiong, the Teacher-in­charge, too, had given us his full co-operation and advice when we needed him.

In the running of a Division, the discipline of the cadets and recruits is very important. For this reason, Higher and Lower Councils have been set up. The Councils are called upon to decide the punishment suited, whenever a member fails to abide by the Divisional regu­lations.

Activities: To arouse the interests of the members, a

Planning Committee was set up the previous year. This Committee consists of a body of cadets who plans out activities to be carried out by the capable NCOs of the Division.

A camp was organised by the Committee which was held between 12th-14th August 1971 for all cadets and recruits. The purpose of this camp was to foster better relationship between the members.

Public Duties: The Division was called on to render First-Aid

Parades: The Division sent 15 boys to participate in

the Youth Festival which was held on 17th August 1971 and another group of 15 boys to participate in the National Day Parade which was held on 9th August 1971.

Competitions: In the First-Aid competition organised by

the St. John Headquarters, the Division was placed third. The Division was represented by 2 teams. Unfortunately one of the teams was knocked out in the Preliminary Rounds.

In the Footdrill Competition organised by the Anglo-Chinese School, the Division was placed second. They lost to the ACS team by a close margin of one mark.

The Division is indebted to the Divisional Officers for their kind and generous co-operation. The Division feels that special thanks be given to Mr. Ong Soo Kiong for his active participation in Divisional affairs.

2501 ST. ANDREW'S STAR GROUP

1971 will always be remembered as one of the most successful years of scouting in St. Andrew's. It is one of the years in which scouting received a tremendous boost with the secondment or Mr. Victor Wee to the Scout Group for a whole year. A well planned series of fruitful activities were organised and many commendable achievements were added to the group's record.

At the start of the year, about fifty recruits were taken in, giving the scout unit a total strength of 100. Training began for these new recruits immediately which included a weekend camp at Sarimbun from 26th-28th February, and climaxed the activities with an impressive investiture ceremony on 13th March. The District Commissioner Mr. George Goh Yong Chua who was present on the occasion, gave away the awards.

At the same time a vigorous training pro­gramme for 20 scouts were carried out to prepare them and the ventures for the Gunong Tahan

Expedition initiated and also led by Mr. Victor Wee. The team of 12 scouts and ventures left Singapore on 13th April and became the first Scout Group to reach the summit of Gunong Tahan on 19th April. They returned to Singapore triumphantly on 23rd April.

Job Week 1971 is to be well remembered as it is the second time in the Group's history when over $3,000.00 were collected. This mag­nificent effort by all the scouts won high Commen­dation from the District Committee. We retained the Lim Cheng Hai Trophy for the highest Job Week per capita earnings and the Trophy for the Primary School Job Week Average, which once again demonstrated the Group's undoubted first position in the Toa Payoh District.

Choo Siew Boon represented Toa Payoh District at the World Jamboree. The free place was awarded on individual merit, and Eugene Seow Soo Keng was chosen to represent the District in the forthcoming Thailand Jamboree

in December. Both of them have behind them impressive scouting records and honours and indeed they are an asset not only to the Group, but also to the District.

These laudable achievements did not in any way deter the group in engaging themselves in remembering the less fortunate ones in our society. We organised a series of public service projects as part of the Scout training, for the Tampines Home for Retarded Children, The Little Sisters of the Poor, and the Blind School. It is our intention to render further services to these homes as a regular part of our training programme.

During the August holidays ten scouts went on a district expedition to Mount Ophir.

The others participated in a series of activities keeping them usefully occupied during the holi­days. The Scout Unit intends to give many more scouts the chance to experience mountain climbing and it planning to organise another expedition to climb Mount Ophir during the December holidays.

The record of activities for this year certainly is very impressive. It would not have been possible to achieve this, but for the dedication and perseverence of each and every member of the group who truly is loyal to the association and is living up to the accepted motto-Be Prepared. We are proud to be in the group and pledge our support and we sure will go a long way to create yet further scouting records in St. Andrew's.

ATHLETICS

Athletics was held this year with one major change: meets were held on a divisional basis with no overall champions. The 'C' Division boys had their athletics held separately because of the transfer of the Lower Secondary classes to the afternoon.

The Annual Cross-Country for 'A' & 'B' Divisions was held in February. The 'C' boys held theirs separately on an inter-class basis.

The Annual Athletics Championship in May was very successful. Altogether ten records were broken; six in the 'B' Div., two in the 'C' Div., and two by the girls.

Our teams did well in the District Champion­ship. Our school was unofficially overall third while the 'B' Division was officially runners-up.

Our boys set 4 new records mainly in the 'B' Div. We should be proud that the records for the 400 metres Relay in the 'A', 'B', and 'C' divisions are held by Saints. Our training sessions were mostly held at the Cedar Secondary School Sports Complex's new bitumen track. We thank the Principal and the Sports-Secretary of the Cedar Girl's School for the loan of their facilities.

The school Relay team had a good year. Notable among the many successes of the team was the winning of the Challenge Trophy at the Victoria School Meet.

BADMINTON

This year our badminton players have had a fair share of success. In the Serangoon District Team Tournament, our 'A' team lost to Wham­poa Secondary School in a touch-and-go final. Although we lost the title which was ours in the previous year, our players were not disgraced because Whampoa was a much improved team this year. Our 'B' team performed well against tough opposition to enter the final rounds, but they could not sustain their effort and finished a disappointing fourth. Our 'C' team was head and shoulders above all their opponents, beating every team 5-0 in every game to become the champion team. However, when it came to Inter-District matches, our 'A' and 'C' teams were not good enough and finished down the list.

These results are only fair because our players have been training from the start of the December holidays through the tournament period. If we hope to be more successful in future, our players will have to put more effort in systematic training if we are to emerge as next year's champions.

BOXING

Boxing as a pugilistic sport and as a noble art of self-defence seems to have declined in recent years, at least at St. Andrew's-partly because many people nowadays believe boxing to be dangerous and brutal, and partly because we seem to be the only school in Singapore having boxing as part of our Extra-Curricular Activities. Hence, the lack of competition makes it difficult to promote and improve the standard of school­boy boxing.

However, we made a fairly good start at the beginning of this year with a membership of 46 boys, mainly from the upper Secondary. We are grateful to the New Nation for publicising this sport in our school in their newspaper.

Trainings are held twice a week and a typica 1 training session includes calisthenics, footwork. shadow-boxing, skipping, endurance building. general sparring and bag-punching.

This year's Tournament will be held as usual in the Main Hall in the middle of October and

This year we began the season by doing fairly well in the 6-A-Side tournaments. Our 'A' team managed to get the 2nd place in the Serangoon District games, but our 'B' team failed to get a place. In the Inter-district 6-A-Side, the 'A' team did their very best and managed a bronze, after beating Raffles Institution.

For the Serangoon District 11-A-Side games. the 'A' boys played good hockey but were unfor­tunately not placed. The 'B' boys were runners-up. There is an improvement in the Girl's hockey team though not enough to do well in the Inter­school matches, where they were eliminated.

1971 has again been a very successful season for the Saints. This year, we saw the new grouping system of A, B and C divisions, according to age limits.

. Though training began late this season, we were by no means lacking in standard. Our high standard of rugby and consistency in all three divisions were displayed in the National seven­a-side Tournament. Both our teams in the C division met each other in the finals, thus cap­turing both the Gold and the Silver. The B division met Dunearn Technical School in the finals, and they found no difficulty in pocketing the B division title as well. Our A division found no resistence through the preliminary rounds and semi-finals. We met top-seeded Raffles in the finals. Though without Captain Leow Kim Swun in the finals due to an injury, we managed to hold them 3-3 at full time. Injury struck again and we had to play with six men. Only after 5 periods of extra time did they manage a lucky try which robbed us of a clean sweep of the titles.

Although we lost many players this year, we were still determined to be the top rugby­playing school in Singapore. In the 15 a-side

tournament, all the A, B and C division teams found themselves a place in the finals. Our superiority was again displayed during the finals when our C division beat St. Joseph's 11-3 and our B division, which played good rugby, found no difficulty in beating St. Joseph's 25-3. Our A division managed a creditable second. Thus, in this year's season, we Saints have managed to capture 4 out of 6 possible titles and 3 silvers. St. Andrew's has again become the Singapore Schools' overall champion for the second con­secutive year.

After a week of centralised training, we met Raffles for the Kiwi Cup. On the 1st. Test, they managed to beat us 18-9. On the 2nd. Test, we displayed our superior, fast and clean rugby. beating them 13-6. However, we were unluck1 to have lost the Cup on the final tally of 24-22.

The season has just ended and we Saints will be back again the next season to work and achieve more than what we have done this year.

For our success we would like to thank our rugby master Mr. Yee Teck Peng for his time, hard work and endless patience in training us.

SOCCER

"A" TEAM

This year's soccer season was marked by great enthusiasm. Teams were selected and training sessions were organised. The weeks of hard work finally paid off. In the Inter-School's National Seven-a-side tournament, the Saints emerged as one of the eight finalists. We were finally placed in the second position.

In the I I-a-side tournament, the Saints managed to field three teams, the 'A', 'B' and 'C' divisions, of which the 'B' was the most impressive. In this division, the Sai~ts showe_d intelligence and high standards to wm all their

initial matches. But in the finals we lost to Victoria.

The Inter-District matches saw a weakened Saints side which consequently failed to create much devastation among opposing teams. Al­though the Saints were unable to win any medals, their performance was a show of brillance.

Judging from this year's standards, the future of Soccer looks very bright.

With the start of 1971, the School Swimming Committee was elected and a training programme for our swimmers was worked out. Classes were conducted by Mr. Tong and Miss Tan with the help of Adrian Boon and Daniel Howe.

Training is held at the Mount Emily Swim­ming Pool on Thursdays and although a large number of boys attend the training, only a handful qualified to represent the school.

In the Invitation Relay, we had a reasonably good team but unfortunately we were no match for the International Swimming Stars. Although we did not do well in this section, our boys tried their best and we established a School all-time record of 1 :57.5.

The first item on our Swimming agenda was the 34th Annual Swimming Carnival held at the Chinese Swimming Club. Eng Kwang House won the Inter-House Championship with Fung

Whai House as runner-up. For the girls, Lye Whatt House was Champion. The 'A' Division Individual Champion was Daniel Howe with Adrian Boon as runner-up. The 'B' Division Champion was Eng Siew Kwan with Thomas Lek was runner-up. Marcus Ang was the 'C' Division Champion and Peter Lee was runner-up. In the girls section, Peggy Wee was the Champion and Tan Mei Sinn was the runner-up.

With the 12th Serangoon District Swimming Championship just around the corner, training sessions at the Mount Emily pool were increased to twice weekly. In the Championship, we had a good team and we emerged as the Overall Champions. We were champions in the 'C' Division and runners-up in the 'B' and 'A' Divisions. Our girls did exceedingly well by winning the 'A' Division Championship. Hear­tiest Congratulations to all.

The table-tennis season started off well with regularly held practice sessions and seemingly bright prospects for the rapidly on coming inter-school tournaments. Response from the girls improved immensely over the last year and great enthusiasm among all players was evident. Even the school authorities had begun finally to show signs of interest in the game and played its role in introducing two new tables for the benefit of all "ping-pong" lovers.

In June came the holding of the Inter-School

championship tournaments ............ and disap-pointments. Due to some complications and unforseen circumstances, neither a boys' team nor a girls' team could be organised for entry into the battle for the title. Thus, for the first time, the fighting Saints had gone down without a fight. Despair, however, has not shown itself on the faces of the players. A renewed spirit to compete again in the future years has taken its place. There is hope yet!

Gomes House fared quite well in the annual cross-country race which was held in the first term.

We almost made it a hattrick in the annual athletics meet by capturing the 'A' and 'B' division championships. Credit must be given to Chin Kee Choy who won the 'A' division Individual Championship, and Quek Buan Li who captured the 'B' division individual cham­pionship. Our 'C' division was not well repre­sented at all.

We did not fare very well in the other games that took place. We hope that in the future Gomes House would be able to exert superiority in these other fields as well.

A word of thanks should certainly go to Mr. Goh Choon Hee, without whose bubbling energy and enthusiasm, Gomes house would not be where it is today.

The school sports activities started off this year as usual with the Annual Cross-Country Race. The number of entries from our house was encouraging and we did quite well in the race. We were placed second in both the 'A· and 'B' divisions.

This year, a large number of our 'A' and 'B' division athletes were involved in the National

Schools 7-a-side Rugby Tournament. Because of this, we did very badly in the Annual Athletics Competition. On Sports Day itself, we were represented by a very small number of boys, as the finals of the Rugby Tournament took place on the same afternoon, and most of our athletes were representing the school in those matches.

In the Annual Swimming Carnival, the 'A' Division fared rather badly because of the poor response from the house. But, the 'B' Division, under the guidance of our house swimming captain, Donald Thia, did quite well.

Finally, I would like to thank, on behalf of all the members of the house, Mr. Lim Hwee Kiang for his guidance and advice.

We started the year comparatively well by winning the 'A' division cross-country race. Credit should be given to Tan Swee Him and Michael Rajendra who ran splendidly to make right a first-second for Romanis.

In athletics, it turned out to be a rather disappointing year for us. Our standard as compared to the other houses was not satisfactory. Nevertheless, we managed to pull ourselves to victory in the last event of the day which was the Tug-of-War. With the expectation of more support and greater interest from the boys, we hope that the following year should be an improvement.

In conclusion, we would like to thank our House Master, Mr. Ng Chong Kiat for his valu­able assistance and keen support for the house.

ANNUAL SPORTS MEET

The 16th Annual Athletic Meet was held on Friday, 7th May 1971 at our School Grounds. Blessed by very fine weather, our 25 event programme was completed successfully according to schedule with 4 new records established.

On the day of the Finals, the School invited the wife of the Chairman of the Parents-Teachers' Association, Mrs. Fok Tai Loy to give away the prizes.

The overall results were: Individual Champion 'C' -Quek Choy Cup Champion: Lee Cheng Boon (13pts.)

Inter-Schools Invitation Relays We have accepted invitations from the

following schools in the McNair Group to participate in the 4 x 100 metres Relay at their Annual Athletic Meets:

Our School Relay comprises: Lim Ooi Tuck, Chong Ming Kiong, Chua Hong Hee, Edward Leong and Y ok Loy Soon. Regular training sessions were held on the School Ground under the athletics masters, Mr. Stanley Wong and Mr. Thomas Goon.

12th McNair District Athletic Meet This year, our school has been elected

Secretary of the McN air District Primary Schools Sports Council. We were the Organising Secre­tary for the 12th Annual Athletic Meet which was held at the Farrer Park Athletic Centre.

A total of 42 boys from our School took part in this Meet, the Heats being held from 18th to 20th May at the Balestier Mixed School Grounds and the Finals on June 4th at the Farrer Park Stadium.

The boys who excelled in their respective events were:

Lim Ooi Teck-lOOm. Open-1st, 200. Open -1st, High Jump Open-2nd. Chong Ming Kiong-High Jump 'A'-4th. Lim Kok Hoe-Shot Put 'B' -6th. Edward Leong-200m. 'A'-3rd.

Our Relay Team came in second in the 4 x 100m. 'A'. Although the School did not win any divisional championships, we are proud of our participant Lim Ooi Tuck at having established District Records in the 100m. and 200m. events with times of 12.5sec. and 26.4sec. respectively.

National Athletic Championships The same group of boys participated in the

12th National Athletic Championships which was held at the Chinese High School Grounds. A few of our participants scored points for the District. Lim Ooi Tuck came in 3rd in the 1 OOm. Open.

BADMINTON

Badminton began when the school com­menced during the first term. The School Team was selected on January 15th at the Main Hall. The following were selected to represent the School: Stephen Lim, David Lee, Chua Sook Pieh, Wong Chee Ming, Edward Leong, Gan Seow Ann.

Mr. Tan Quee Song and Miss P. T. Ang, held regular practices for the School team at 2.00 p.m. on Mondays and at 8.00 p.m. on Saturdays.

In the McNair District Championships, the School took part in the 'A' Division Tournament and ended up as runners-up to Poi Ching School to whom we lost 2-3 in the Finals. The School represented the District in the National Badmin­ton Championships but we did not fare too well.

Inter-House Championships began in June. Brown House emerged as the Champion House, winning the S. K. Tan Challenge Shield by beating Red House 3 matches to 2.

"Job Week 1971" was held from 10th to 14th of April. About 48 boys participated in it. All worked hard and with great enthusiasm. The collection amounted to $700/-, the highest amount colected by Packs in the Toa Payoh District. Our Pack also won the District Award for the highest per capita collection of $12.96. The 3 top boys in the Pack were Eddie Cheng, Erwin Quahe and Stephen Krempl. All boys earning more than $10/­were also given prizes. Congratulations, boys!

This year forty Cadet Scouts attended the Annual Picnic held at Loyang on 3rd July. Every­thing went smoothly in spite of bad weather. As swimming was allowed, some boys swam and had a jolly good time. There were games, sketches and songs to make the day enjoyable.

However there was a very poor response to this year's District Pack Holiday. This overnight camp was attended by only fourteen Cadet Scouts. Though the group was small, the boys thoroughly

enjoyed themselves. I hope next year's Pack Holiday will meet with a better response as it is a good opportunity to get to know other Cadet Scouts from our District and to experience camp-life.

This year the total enrolment for the St. Andrew's Cadet Scout Pack is 60. We would like more boys to take an interest in Cadet Scouting as there are many exciting and interesting activities in store. So boys, if you are interested, enrol now!

CHESS

Regular Chinese Chess practice sessions were held every Saturday under Mr. Wong Shin Chee and Madam P. L. Ong. Results of the Individual Championships:

1st: Chong Ming Kiong, 2nd: See Sing Bok, 3rd: Koh Chin Song, 4th: Ho Kian Kheong, 5th: Yip Peng Kuan.

The National Individual Chess Champion­ships 1971 for all Singapore Primary Schools competiting for the Tay Kheng Hong Cup was held at the Chinese Girls School from 11th to 18th April.

The following boys represented the School and the results are in the brackets: Derek Kiong (2nd), Low Cheng Tee (3rd), Teo Sin Pheow (3rd).

In the Inter-House Chess Tournaments Junior I Blue House won the Championships and Brown House was runner-up. Inter-School Chess Tournaments Results:-1. School vs. A.C.S. lost 1 t-3t 2. VOLLEYBALL

For the second successive year, we partici­pated in the McNair District Volleyball Tourna­ment. Most of the School Team players are from Primary Six. We were eliminated from the tournament in the semi-finals.

Regular practices are being held on Saturday mornings between 9 .30 a.m. and 11.00 a.m. under the Volleyball masters: Mr. Koh Kim Teng (Jr. I) and Mr. A. Kasah (Jr. 2).

The McNair District Soccer Tournament was held during the first term. Training sessions were held regularly after school hours. The following players represented the School: Edward Leong (Captain), Velu Suppiah (Vice-Captain), James Defor, Chua Chik Liang, Donald Lai, Mohd. Jalil, Ahmad bin Said, Tan Boon Keng, Selamat b. Rakisan, Thomas George, Lim Siau Ghee.
