    INTRODUCTION OF SIMPLIFIED INB ROLE HOLDING FOR SMALL

    BRANCHES

    Extant Procedure

    At present administration of Internet Banking require following 3 role holders at every

    Branch.

    i)

    INB Officer

    ii)

    Rule Authorizer1

    iii)Rule Authorizer 2

    While only INB Officer is required to administer Retail Internet Banking, all the three role

    holders are required to administer Corporate Internet Banking (CINB). Due to this

    mandatory requirement of 3 role holders to administer the Corporate Internet Banking,

    currently the smaller branches with less than 3 officers are experiencing difficulty in

    extending and supporting CINB facility to our corporate customers. Consequently this has

    been a major impediment in marketing the CINB facility.

    Revised instructions

    In order to overcome the above shortcoming and to facilitate small branches to extend CINB

    facility to our corporate customers, it has now been decided to implement simplified INB role

    holding at small branches with less than 3 officers. The salient features of the revised process

    are as under:

    1. The revised set up is applicable only to small branches with less than 3 officers.

    2. The new simplified branch INB role model shall not be applicable to all other branches

    with more than 2 officers. They will continue to function with the present arrangement.

    3. The eligible branches shall have only two INB role holders namely INB Maker and INB

    Authorizer as against 3 INB role holders namely INB Officer, INB Rule Authorizer1 and

    INB Rule Authorizer II required in respect of bigger branches.

    4. While INB Maker will be a member of award staff, the INB Authorizer has to be

    necessarily a member of supervising staff.

    5. INB Maker will carry out the functions of only data input in all the links of the INB branch

    interface.

    6. All the data input by the INB Maker will have to be mandatorily approved by the INB

    Authorizer as per the Maker Checker concept.

    7. An eligible branch can have a maximum of two INB Authorizers where as there is no such

    restriction in respect of INB Maker role.

    8.The eligible branches with less than 3 officers shall apply to the Circle INB Administrator

    at Alternate Channel department of LHO in application forms INB-M and INB-A through

    their controllers for creation of INB Maker and INB Authorizer respectively for their branch.

    These forms can be downloaded from the home page of the Branch INB Interface. The Circle

    INB admin will then create the INB Maker and INB Authorizer after configuring the branch

    for the new model.

    9. Once the branch is configured for the new model and INB Maker and INB Authorizer are

    created by the Circle INB Administrator, the existing role holders namely INB Officer and

    INB Rule Authorizers if created at the branch will get deactivated automatically.

    10. Since the rules set by the Corporate Administrator will have to be subjected to single

    authorization only by the INB Authorizer as against double authorization by two Rule

    Authorizers in the existing set up, it has been decided to restrict the rule amount to Rs 50 lacs

    only.

    11. There is no change in the IP address of the branch INB interface. The INB Maker and

    INB Authorizer can login to the branch INB interface at the existing IP address.

    12 Each role in the new set up will be PF index based to ensure against single

    employee/Officer being created as multiple role holders.

    13. The Branches should ensure that the branch INB role holders are deactivated in the

    system as soon as they are transferred, retired, suspended, dismissed etc. For this purpose the

    branches should write to the Alternate Channel department at LHO through their controllers.

    14 Branches to create standby INB Maker and INB Authorizer role holders for un-interrupted branch INB administration.

    15. In view of login credentials of INB Maker and INB Authorizer being PF index based and

    employee / official specific as against branch based and generic login credential of INB

    officer at present, the maintenance of INB Branch Interface Access Register (IBBIA

    register) has been dispensed with in respect of the branches which are eligible for

    implementation of simplified INB role holding architecture.

    16. The controllers of the branches to ensure that all the branches with less than 3 officers

    under their control are covered under the new set up immediately.

    17. The status of the eligible branches shall be reviewed on a yearly basis by the respective

    controllers and it is their responsibility to initiate steps immediately to revert back the branch

    to the 3 branch INB role holder architecture once the strength of the officers in the branch

    increases to more than 2.18. The details of the duties of INB Maker and INB Authorizer roles can be downloaded

    from the home page of the Branch INB interface.

    Rationale: To eliminate difficulties faced by small branches in extending CINB and to

    facilitate its penetration among our corporate clientele.
