PREFACE

ThisIndexisoneofaseriesoffourteencoveringthewholeoftheUnitedKingdomandNorthernIreland,thoughsincethenumberofparliamentaryconstituenciesinvolvedissmallcomparedwithGreaterLondonandtheNorthWestRegions,itoccupiesconsiderablyfewerpages.

TherehasbeenparticulardifficultycompilingthisIndex,withsomanyindividualssharingrelativelyfewsurnames.Nopresumptionshavebeenmadeinidentifyingthem,evenincasesofcandidatesofthesamenamefightingthesameconstituenciesatsuccessivegeneralelections.Forexample,ofthecandidatesnamedJones,fivehavecontestedMerionethatvarioustimes.Wales,however,hassharedveryfewcandidateswithotherregionswhichhasgreatlysimplifiedthebusinessofcross-checking.TheIndexlistsanumberofcolourfulpersonalitieswhohavebeenwidelyknowninfieldsbeyondpoliticsandthereistheusualhandfulofeccentricsandmavericks.

TheIndexisfarfromcompletewithrespecttobiographicaldetails.Somefiguresareatpresentidentifiableonlybytheconstituency(-ies)theycontested.Furtherinformationwillbemostwelcome.Readersareinvitedtopointouterrorsandomissions.Allnewmaterialwillbeincluded,afterverification,insubsequenteditions.

ThePartyhasagoodrecordofcontestingparliamentaryelectionsinWales.Until1951,Waleswasconsideredsomethingofaminipartystronghold,returningfourLiberalMPs.TherewerehowevermanyconstituenciesintheSouthWalesminingareaswheretheLiberalshadbeenabsentfromthefightfromaslongagoasthe1920s.Somethingofarevivalbeganduringthe1970sandtherewereusuallytwoorthreeWelshMPsontheLiberalbenchesuntilthedebacleof2015,whichleftthepartywithjustonerepresentativeintheCommons.AftertheGeneralElectionof2017theWelshpartywaslefttotallywithoutrepresentationatWestminster.

THEMARTELLPLAN

TheMartellPlan,mentionedinpassinginvirtuallyalltheregionaldirectories,wastheelectoralstrategyadoptedbytheLiberalPartyfortheGeneralElectionof1950.ItwasfirstnamedafterEdwardMartellqv(GreaterLondon),aparty‘grandee’oftheimmediatepost-waryearswhoadvocatedthenominationofover150additionalcandidatesinconstituencieswhichhadlittleornoLiberalorganizationnorhistoryofLiberalactivityinrecentyears.Mostwereadoptedlessthantwomonthsbeforenominationday,manyattheeleventhhour,Martell’sobjectivebeingtoincreasetheLiberalchallengetoalevelatwhichthepartywouldbeenabledtoformagovernment,presumingenoughMPswereelected.

Martellandhissupporters,amongthemmanyyoungerpartymembersincludingJeremyThorpe,IsaacHyamqqv,believedthatasteadilygrowingnumberofadoptionsbeingannouncedinthemediawouldcreateamomentumofitsowninthemindsoftheelectorate.ThemajorityoftheconstituenciesinvolvedwereinurbanareasofGreaterLondon,theNorthWest,SouthEast,ScotlandandtheWestMidlandRegions,thoughotherregionswereinvolvedtolesserdegree.Quixotically,aconsiderablenumberoflargelyruralconstituencieswentuncontestedwhereaLiberalcandidatemighthavefaredreasonablywell,judginguponresultsobtainedatthe1945GeneralElection.Thefinalnationaltallyofcandidates,afairproportionofthemofdubiousLiberalpedigree,wasover450.Thepartylostover300deposits,thoughwithoutcontemporaryrecordsofLiberalassociations,orregionalparties,coveringtheperiod,itisnowimpossibletodifferentiatetechnicallybetweena‘MartellPlanCandidate’andacandidate,albeitinanunpromisingconstituency,adoptedfollowingmoreformalprocedures,wellinadvanceofnominationday.AnenormouspercentageoftheMartellPlancandidateswereamongthosetolosetheirdepositsof£150,thensetat121/2%ofvotescast.FortunatelyprovisionhadbeenmadeforsomemeasureofinsurancecoverwithLloydsintheCityofLondonagainstthiscontingency.

ThegoaloffightingeverymainlandconstituencyintheUKwasfinallyachieved25yearslaterundertheleadershipofJeremyThorpeattheGeneralElectionofOctober1974.Thebroadfrontwasreduced,marginally,atthefollowingelectionof1979.Inboth1983and1987theLiberalsandtheirallies,theSDP,eachcontestedroughly50%oftheUKparliamentaryconstituencies,avoidingcontestsagainsteachothersaveinahandfulofcases.Since1992theLiberalDemocratshavecontestedeveryconstituencyinmainlandUK,saveforthatheldbyTheSpeakerandahandfulofotherinstances,ateverysuccessivegeneralelection.Inrecenttimespartynomineeswhoarenominatedatthelastminuteinunpromisingconstituencies,simplytoshowtheflag,havecometobetermed‘papercandidates.’Virtuallyeverycandidateatrecentgeneralelections,however,hasbeenapprovedbytheparty’sparliamentarycandidates’committeeandadoptedaccordingtoformalprocedure.

ThescaleofdefeatfortheLiberalPartyinthe1950GeneralElection,inwhichnineLiberalMPswereelected,waseclipsedbythedebacleof2015whenonlyeightofthepreviouslyheld57constituenciesreturnedaLiberalDemocratMP.Nolessthan340of631depositswereforfeited,£170,000,atthecurrentrateof£500,withthethresholdat5%ofvotescast.NodepositshadbeenlostbythepartyattheGeneralElectionof2010.375depositswerelosttotaling£187,500atthe
