Resettlement/Social Half Yearly Report

This half Yearly report up to September 2013 is earmarked with the detailed assessment and

verification of the micro plan containing details of APs, requirement of land size for laying double

track and amount required for compensation to the inhabitants.

1. Back Ground In general, the resettlement planning documents were disclosed in March 2011. Besides two

projects requiring land acquisition, four projects will affect non-titleholders only. For this, field work

for land acquisition is still going on by NGO. The current status of field work of land acquisition of

different projects is provided in Table 1.

2. Evolution during the relevant period As a matter of fact, the assessment during this period related to APs and land occupied by them

was not measured appropriately keeping the actual requirement in view. As a result, the amount

proposed in micro plan submitted by NGO was not correct. In other words, correct assessment is

required for number of APs and optimum requirement of land for fair allocation of social

investment. In this connection, joint site assessment conducted by RVNL, NGO & General Consultant

revealed that number of APs is actually 303 against 829 proposed in micro plan. Further, width of

corridor for proposed railway lines has also been reduced. All this has resulted into significant

reduction in the investment amount from Rs. 105,461,462 to Rs. 27,610,138. However, it will be

appropriate to examine the evidences related to vulnerabilities such a social and economically

marginalization levels and actual displacement to be caused by this intervention as per the existing

criteria and norms laid down in ADB policy document.

During the last six month a major exercise took place regarding verification of large deviation in

number of APs between the RP and the actual condition for the Raipur-Titlagarh (CG) section &

including verification of Micro Plan of NTH of Raipur – Titilagarh & Sambalpur – Titilagarh subproject.

On verification the number of the APs in Raipur – Titlagarh section has reduced from 681 to 265 and

in Sambalpur – Titilagarh from 148 to 38 only, thereby reducing investment of RVNL by 77 % when

compared with proposed amount in the micro plan submitted by the concerned NGO. It shows that

micro plan developed and submitted was exaggerated and was not linked with the real grassroots

situation.




The Micro plan submitted by the NGO for both the packages along with the nos and cost are as

under.

3. Status of Current Issues under Social Development The current status of field work of land acquisition of different projects is as follows:-

3.1 Sambalpur–Titlagarh project

This project passes through four districts namely Sambalpur, Sonepur/Subarnapur, Bargarh &

Balangir in state of Odisha (previously Orissa).

Scope of Non Title Holders (NTH) and Resettlement Impact

A detailed census was conducted to assess various impacts of the subproject by f o o t b y f oot

s u r v e y along the track. There are only 16 structures displaced due to the doubling (belong to

non-title holders/squatters). The total number of displaced persons (DPs) in these households is

65. The details of the subproject impacts are summarized in the Table 2.

The total land acquisition is about 107.869 Acre (Private Land to be acquired: 67.03 Acres, Forest

Land: 12.804 acre, Govt. Land: 27.765 acre). The survey details of the Title holders are under

process. NGO has completed the Verification of NTHs in this stretch. GRC letters issued by DM

concerned.

3.2 Raipur – Titlagarh project

This project passes through two states Chhattisgarh and Odisha. In Chhattisgarh section there are

three districts namely Raipur, Mahasamund and Nawapada. There is no land acquisition in this

project.

Resettlement Impact NTH

The project will not require any land acquisition. A detailed census survey was conducted to

assess various impacts of the project by walking along the track. There are only 249 structures

affected due to the doubling (belonging to non-title holders/squatters). Among the private

structures displaced in the subproject, 112 Nos are total displaced households and remaining

137 Nos. structures will be displaced between 10% to 25%. Only 121 Nos. Boundary walls, 8 Nos.

wells & 72 Nos. WC tanks structures will be affected up to 100%. It is assessed that there will

be 168 vulnerable households displaced in the subproject including 33 Scheduled Tribes (ST),

134 Below Poverty Line (BPL) households. The BPL households include 69 Scheduled Caste (SC)

households also. The total number of displaced persons (DPs) in those households is 468. No

household is losing livelihood through loss of the structure. The details of the project impacts are

summarized in the Table 3.

There are some changes in proposed alignment of Railway track in Raipur-Titlagarh Project due to fly

over at Parwati Nagar between chainage Ch.3+500 to Ch.13+500, resulting in large deviation of

number of affected persons habiting particularly in the Chhattisgarh section. A joint survey by an

NGO and RVNL along with General Consultant was carried out to assess the total affected NTH in the

project. The valuation of structures and Micro Plan has been submitted by NGO.

An updating of the RP of Raipur-Titlagarh project will be submitted.

3.3 Daund-Gulbarga project

This project passes through two states Karnataka and Maharashtra. There is no Land acquisition in

this project. In Karnataka section there is no presence of TH & NTH.NGO has completed the

Verification of NTHs in Maharashtra section. Micro plan approved for NTH and about 83% amount

has been disbursed. GRC letters issued by DM concerned.

3.4 Hospet – Tinaighat Project

The total land acquisition is about 32.22 Acre in this project. No NTH were found in this section. The

Micro plan approved for 50% of the TH for Rs. 4, 32,000 for 28 HHs. Cheques are under preparation.

GRC letters have been issued by DM concerned. One GRC meeting was held on 6th July, 2013.

3.5 Electrification of Pune-Wadi Guntakal project

No TH & NTH in this section

Field work for land acquisition is still going on. Work is going on only in sections where no R&R is

required.
