1.0 EXECUTIVE SUMMARY

M/s. Dankuni Cement Works (A Unit of UltraTech Cement Ltd.) has an existing Stand-alone Clinker

Grinding Unit with Cement Production capacity of 2.0 MTPA and D.G. Sets (2 x 6 MW) at JL No. 80,

Village & Mouza: Panchgarha, PS: Chanditala, District: Hooghly (West Bengal).

Environmental Clearance the for existing capacity has been obtained from Department of

Environment, Government of West Bengal, Kolkata, vide letter no. EN/2404/T-II-I/032/2011 dated

29th September, 2011. (Copy of the same is enclosed as Annexure - 1)

M/s. Dankuni Cement Works (A Unit of UltraTech Cement Ltd.) is now proposing an enhancement

in cement production capacity from 2.0 MTPA to 2.3 MTPA (only 15 % enhancement) of the

existing Standalone Grinding Unit within the existing plant premises by installation of New Slag

Grinder.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of Project and Project Proponent

an extraordinary force of over 120,000 employees, belonging to 42 nationalities. Over 50 per cent

of its revenues flow from its overseas operations spanning 36 countries.

The company has an installed capacity of 69.3 Million Tonnes Per Annum (MTPA) of Grey Cement.

UltraTech Cement has 12 Integrated Plants, 1 Clinkerisation Unit, 19 Grinding Units, 7 Bulk

Terminals, 1 White Cement Plant, 2 Wall Care Putty Plants and more than 100 RMC plants –

spanning India, UAE, Bahrain, Bangladesh and Sri Lanka. UltraTech Cement is also India's largest

exporter of cement and clinker reaching out to meet demand in countries around the Indian

Ocean, Africa, Europe and the Middle East.

In the white cement segment, UltraTech goes to market under the brand name of Birla White. It

has a White Cement Plant with a capacity of 0.56 MTPA and 2 Wall Care putty plants with a

combined capacity of 0.8 MTPA.

With 101 Ready Mix Concrete (RMC) plants in 35 cities, UltraTech is the largest manufacturer of

concrete in India. It also has a slew of specialty concretes that meet specific needs of

discerning customers.

(ii) Brief description of nature of the project

M/s. Dankuni Cement Works (A Unit of UltraTech Cement Ltd.) has an existing Stand-alone Clinker

Grinding Unit with Cement Production capacity of 2.0 MTPA and D.G. Sets (2 x 6 MW) at JL No. 80,

Village & Mouza: Panchgarha, PS: Chanditala, District: Hooghly (West Bengal).

Environmental Clearance the for existing capacity has been obtained from Department of

Environment, Government of West Bengal, Kolkata, vide letter no. EN/2404/T-II-I/032/2011 dated

29th September, 2011.

Grinder.

Screening Category: As per EIA Notification dated 14th Sept., 2006 & its subsequent amendments;

this project falls under Category “B”, Project or Activity ‘3 (b)’ but in the absence of a duly

constituted SEIAA or SEAC, a Category ‘B’ project shall be treated as a Category ‘A’ project”; and

due to absence of SEIAA or SEAC at West Bengal, this project shall be considered at central level).

(iii) Need for the project and its importance to the country and or region

Indian cement industry is large, growing and with consumption of 185kg/capita/yr in 2011

(compared to global average of ~300 kg/capita/yr) the country itself has the capacity to demand

significantly more cement as it develops.

Now with the government of India giving push to various infrastructure projects, housing facilities

and road networks, the cement industry in India is currently growing at an enviable pace and

further growth in the Indian cement industry is expected in the coming years. Therefore, there is

an urgent need to increase the production capacity in the country.

The location of the grinding units is governed by market demand of various types of cements in

the area and availability from local clinker production or from surplus neighbouring states. It is

amply clear from above that there exists an imbalance between availability and demand.

Therefore, to bridge the gap, the company has decided to enhance the existing production

project to cater the increasing demand of Cement in the country and Eastern region. Therefore,

enhancing cement production by Dankuni Cement Works is important in catering the rise in

demand of cement to the country and nearby region.

(iv) Demand- Supply Gap

India's cement demand is expected to reach 550-600 million tonnes per annum (MTPA) by 2025.

Demand - Supply projection for cement on National and State basis reveals that there exists an

imbalance between availability and demand of cement particularly in western region. Under these

circumstances to bridge the gap, UTCL has proposed for enhancement in cement production

capacity in the existing Stand alone Grinding Unit of M/s Dankuni Cement Works.

(v) Imports vs. Indigenous Production

Imports are not feasible. Cement produced in the state will be consumed domestically.

(vi) Export Possibility

Cement produced in the state will be procured domestically. No cement export is envisaged.

(vii) Domestic / Export Markets

The proposed cement production will cater to the cement demands in the state of West Bengal,

Odisha, Jharkhand, and Bihar.

(viii) Employment Generation (Direct and Indirect) due to the project

Since, there is a minor enhancement in cement production capacity; the total manpower

requirement after the proposed enhancement project will remain same.

Since, the proposed enhancement will be done within the existing plant premises; no additional

land is required; therefore, no alternative site has been considered.

M/s. Dankuni Cement Works is proposing an enhancement in cement production capacity from 2.0

MTPA to 2.3 MTPA (only 15 % enhancement) within the existing plant premises by installation of

New Slag Grinder.

Four types products are envisaged:

A) Ordinary Portland Cement (OPC)

B) Portland Pozzolana Cement (PPC)

C) Portland Slag Cement (PSC)

D) Composite Cement (CC)

The total production will be 2.3 MTPA cement.

Process Description

Major steps involved in the process of Clinker Grinding Unit are given as below:

M/s. Dankuni Cement Works 10(A Unit of UltraTech Cement Ltd.)

Clinker is being / will be received at plant site by road & railway. Clinker will be received at the

site; will be unloaded and transported by a belt conveyor to the clinker silo (30,000 MT). From

the silo, clinker is being / will be conveyed to the mill hopper by a combination of extraction

equipment and belt conveyors. Clinker will be sourced from Rawan Cement Works, Raipur,

Chhattisgarh and also from other units of UTCL as ACW, APCW, VC/AC.

Fly ash is being / will be sourced from Thermal power stations of Bandel, Kolaghat and Andal

and is being / will be received through closed bulkers & fed into silo (3500 MT) through

pneumatic system.

Gypsum Storage & Handling

Gypsum will be received by road through road & railway and will be unloaded and transported

to storage yard (5,000 MT) by a belt conveyor. Gypsum will reclaim by pay loader / dozer and

fed to hopper for further conveying to Mill hoppers.

Cement Production & Storage

For PPC Production Clinker, Fly ash and Gypsum is grounded in Roller Press / VRM and for PSC

clinker with gypsum and slag is ground in Roller Press / VRM and for the composite cement

Clinker, Fly ash, Slag and Gypsum are grounded in Roller Press / VRM. In VRM, steel balls are

used as grinding media. The discharge from Mill is being lifted by a bucket elevator and fed to a

high efficiency separator. Fines from the separator being collected in the cyclones and further

transported to the Cement Silo (5,500 MT). The coarse material from the separator is being fed

directly to the separator. Partial quantity of Separator circulating air is vented through a Bag

Filter. For Mill Venting a Bag Filter is installed. Fines collected in a Bag Filter are being

transported to Cement Storage Silo by a System of Air Slides & Elevator.

Coal Storage, Handling, Grinding and Hot Air Generator

Hot Air Generator (10 MKCL) will be installed as the hot air will be required to remove the

moisture of raw materials which will requirement of process. Coal (Imported / indigenous) will

be used.

Cement Packing and Dispatch

Rotary electronic packing machines (8 spouts x 4 Nos.) are being used for packing of cement.

Loading of packed bags onto the trucks is done by truck loading machines. Bags are of 50 kgs

each. Loose cement would also be dispatched through closed bulkers to bulk consumers.

Cement is dispatched by road and railway.

b) Marketing Area and Mode of transportation of Final Product

The primary markets of interest for Dankuni Cement Works are the state of West Bengal, Odisha,

Jharkhand, and Bihar and nearby states.

Mode of transportation for final product will be by road and railway.

(viii) Resources optimization/ recycling and reuse envisaged in the project, if any, should be briefly

outlined.

Dust collected for air pollution control equipments is being / will be recycled into the process.

Water used for cooling is being / will be partially absorbed in the process and/or partially

4.0 SITE ANALYSIS

(i) Connectivity

M/s. Dankuni Cement Works is located at Village & Mouza: Panchgarha, PS: Chanditala, District:

Hooghly (West Bengal). The site is well connected to NH - 2 (Grant Truck Road) which is (0.5 km in

East direction). Nearest city to the plant site is Barrackpore City (~11.5 Km in NE direction). Nearest

Airport is Netaji Subhash Chandra Bose International Airport, Kolkata (~20 Km in SE direction)

from the plant site.

The site is well connected with communication facilities like telephone, fax, wireless and telex and

as such, no constraints are envisaged in this aspect as the Tehsil and District headquarters are near

to the site.

(ii) Land form Land use and land ownership

Total plant area is 41.67 ha and out of the total plant area approx 14.97 ha (36%) area has already

been developed under greenbelt / plantation. Since, the proposed enhancement in cement

production capacity will be done within the existing plant premises, thus, no additional land is

required. Hence, land ownership will be considered as industrial type.

(iii) Topography

The topography of the Hooghly district is slightly undulating land. The topography of the site is

almost flat.

All raw materials and finished product such as Gypsum is stored in closed & covered shed and

Clinker & Fly Ash are stored in silos. Covered storage will be provided for Slag.

A store building needed for storing tools, spare parts, consumables etc. is available.

Adequate sized maintenance cranes, monorails and pulley blocks at all suitable locations at the

plant for ease of maintenance and operation.

and Rail are envisaged to take care of the incoming and outgoing materials in the existing plant

premises.

Bags godown

A separate Bag godown has been provided in the packing plant area for the storage of bags.

Parking

Adequate parking space has been provided in the plant premises for the parking of the vehicles.

(vi) Soil Classification

The area is mainly an agricultural area with around 71 % of the land use is for agricultural purposes.

Besides the urban population, agriculture is the major occupation of the people in the study area.

The area is a flat featureless plain having alluvial soils. The soil type is mainly alluvial similar to the

soil of Indo-Gangetic plains. Quaternary sediments consisting of clay, silt, various grades of sand

and gravel underlie the town. Surface soils of the district are acidic, slightly acidic, neutral and

mildly alkaline.

(vii) Climatic Data from Secondary Sources

The area has generally humid climate. Because of the sub-tropical latitudinal nature of the West

Bengal state, temperature varies considerably from month to month. Though the minimum air

temperature rarely drops below 11ºC, at times, it can go down to 9 to 10ºC. The rise in temperature

is gradual when the air has high moisture content with the sky remaining overcast; the rise is

however steep when the sky is clear and there is less moisture content in the air. The maximum air

temperature goes up to 40ºC. The average annual rainfall in the area is about 1600 mm. The

monthly relative humidity varies between -- Maximum 96% & Minimum 30%.

(vii) Social Infrastructure available

Nearest habitation is at Panchgarha village. The nearest major city is Barrackpore City (11.5 Km in

NE direction) from the plant site.

There are schools, dispensaries, small hospitals, places of worship in nearby area of the plant site.

Most of the villages are electrified.

Telephone, Medical facilities and Telegraph facilities are available in the nearby towns.

Almost all the villages in the buffer zone are electrified. L.T. power is being supplied for drawing

water from a large number of tube wells sunk around the important village of the buffer zone, for

irrigation purpose. Most of the tanks and ponds as well as the river water are being utilized for

irrigation.

5.0 PLANNING BRIEF

(i) Planning Concept (type of industries, facilities, transportation etc.) / Town and country Planning/

Transportation of raw material and final product is being / will be done via existing road and

railway network. Railway siding is available inside plant premises for inward & outward movement

of material and finished product.

(ii) Population Projection

Existing man power requirement is 377 and, no additional manpower is required.

(iii) Land use planning

Proposed enhancement will be done within the existing plant premises; thus, no additional land

will be required. Out of the total plant area, 41.67 ha, 14.97 ha (36 %) has been developed under

greenbelt development / plantation.

(iv) Assessment of infrastructure demand (Physical & Social)

M/s. Dankuni Cement Works (A Unit of UltraTech Cement Limited) has assessed the demand of

infrastructure (Physical & Social) in the nearby area of the plant site and development activities

are being undertaken under corporate social responsibilities program for rural development

initiatives for the up-liftment of the nearby communities from time to time.

(v) Amenities/Facilities

M/s. Dankuni Cement Works has constructed dispensary, staff bus, canteen, dhabha for truckers

etc. at the site.

It is proposed to develop the amenities / facilities in nearby area of the plant site as per

requirement of local people of the nearby area under Corporate Social Responsibilities (CSR)

programme.

6.0 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

Total plant area is 41.67 ha. Proposed enhancement in cement production capacity will be done

within the existing plant premises by installation of New Slag Grinder; therefore, no additional

land will be required.

(ii) Residential Area (Non processing area)

All the Workers reside in the near-by towns / cities; and transportation facilities are being providedfor commutation.

(iii) Greenbelt

Out of the total Plant area (41.67 ha), 14.97 ha (36% of the total plant area) has already been

covered under Greenbelt development/ Plantation. Same will be further enhanced and maintained

in future.

(iv) Social Infrastructure

Proposed project will result in growth of the surrounding areas by increased indirect employment

opportunities in the region including ancillary development and supporting infrastructure.

No industrial waste water is being / will be generated from Clinker grinding unit. Water used for

cooling at various stages of cement manufacturing is being / will be partially subjected to

evaporation and partially recycled; hence, no waste water is being / will be discharged from the

unit.

(ix) Solid waste management

No solid waste generation from the grinding unit. However, dust collected by the Bag Filters/Bag

House is being / will be recycled in the process.

(x) Power requirement and source

The existing power requirement for the Clinker Grinding unit is 10 MW. Additional power required

for proposed expansion will be 8 MW. Thus, the total power requirement after proposed

enhancement will be 18 MW.

Proposed enhancement project will result in growth of the surrounding areas by increasing

indirect employment opportunities in the region including ancillary development and supporting

infrastructure. Special emphasis on financial and social benefits is being/ will be given to the local

people including tribal population, if any, in the area.

Development of social amenities will be in the form of medical facilities, education to

underprivileged and creation of self-help groups.

West Bengal state will get revenues in terms of taxes and local people will get indirect

employment. Business opportunities for local community will be available like transport of cement

to market, fly ash transport from power plant, maintenance & house-keeping contract work etc.
