According to the
data available with the
Brihanmumbai Mu-
nicipal Corporation
(BMC), in the last
14month period from
January 2012 to
March 2013, the civic
body received
as many as
21,011 com-
plaints about
unauthorised construc-
tions in the city. Of
them, 15,278 were at-
tended and 5,733 are
still pending. Most of
the complaints are about illegal
structures are either about
unauthorised slums or exten-
sions and changes carried out

and the issue of leaders having to do many
things including wearing a skull cap in Bihar
chief minister Nitish Kumar’s recent speech.
party, the JD(U), would not accept
Narendra Modi as the prime ministerial
candidate of the NDA in the coming elections.
The BJP on its part seems to correctly
suggest that the choice should be left to it
were it to lead an alliance. The JD(U) brings
with it 20 seats to Parliament as of now,
propping up the table for the 153-strong NDA
grouping. Nitish Kumar’s aversion to naming
Modi the leader, indeed he is trying to force
the NDA’s hand sooner rather than later, could
mean that the BJP will have to chose between
its trump card Modi and a valuable ally the
JD(U). That the BJP is not on a very strong
wicket in Bihar is seen from the fact that in
the last general election, it won only 12 seats,
all of which were in alliance with the JD(U).
However, there is a section in the BJP which
reckons that it would be better to stick with
Mr Modi who could bring in a greater tally of
votes for it overall than last time (where it got
115 seats) than be held to ransom for a
possible 20 seats which the JD(U) could bring
with it. All this is, of course, speculation at
this stage. If the BJP is planning to jettison
allies like the JD(U), then it should look at
a considerable increase in its vote share,
something which does not look likely at the
moment.The Modi factor is also largely an
untried one, it remains to be seen how much
of a pan-India appeal the Gujarat chief
minister will have. The NDA leadership while
making it clear that it will not push Mr Modi
aside for any ally, seems to be focusing its
energies on removing the UPA rather than
coming up with an agenda that will catch
people’s attention. Negative campaigns don’t
always work too well as we have seen in
the past. While Nitish Kumar may sound
unrelenting now, it is also clear that he is
sending a message to his Muslim vote-bank
which is a significant factor in any election
in the state.
The BJP Bihar state unit has expressed
its unhappiness with the chief minister’s
stand, which means that the NDA alliance
is now under severe strain. It will require
more than a bit of effort on BJP president
Rajnath Singh’s part to smooth things over.
The only thing that the NDA can feel
slightly satisfied about is that the UPA is
also on shaky ground when it comes to
allies. But Nitish Kumar’s veiled references
have effectively pulled the veil off the many
contradictions that the NDA faces as it
begins the run-up to elections 2014.

In politics there are no permanent friends
or foes, or so it is believed. With elections
drawing near, the Congress is opening its
doors to estranged allies. While the CPI(M)
politburo member Sitaram Yechury remains
a key interlocutor
between the Congress and the Left, the
ruling party is now knocking on the party’s
general secretary Prakash Karat’s doors too.
Rural development minister Jairam
Ramesh will meet Karat on April 17 to seek
support for the land acquisition Bill. Ramesh
has had a meeting with Yechury, but keeping
the channel open with Karat is crucial.
Meanwhile, senior Congress leader AK
Antony did not rule out an alliance with the
Left post-2014. A Left turn in Congress
politics, it would seem.
Leaving no one in any doubt
The BJP interlocutors who have been in
touch with Bihar chief minister Nitish Kumar
did expect some fireworks in his speech on
Sunday. But even they were shocked by the
ferocity of his anti-Modi tirade.
When Kumar met BJP president Rajnath
Singh on Saturday evening, the BJP leaders
were under the impression that the JD(U)
leader’s assault on the Gujarat chief minister
would be more in the nature of playing to the
galleries and that there would be some room
for manoeuvre.
But Nitish almost exclusively dedicated his
40-minute speech to Modi, something that
has made the BJP-JD(U) alliance virtually
unsustainable. He will not modify his remarks
for now.
Full Marx for his political acumen
Former West Bengal chief minister and
politburo member Buddhadeb Bhattacharjee
continues to put the CPI(M) central
leadership in a spot. Bhattacharjee chided the
central leadership over the protest by Delhi-
based CPI(M) activists against chief minister
Mamata Banerjee and finance minister Amit
Mitra in Delhi last week.
He has told Delhi-based leaders that
suchhasty political moves could put the
party’s cadres at greater risk at a time when
the TMC activists and CPI(M) workers are
engaged in street fights. Yet another reason
for Bhattacharjee to ignore the central
leadership of the party, which he considers
is not up to the task in any case. A risk-averse
comrade.
From lukewarm to slightly warm
The friction between the Samajwadi Party
and the Congress is playing out in Rae Bareli,
UPA chairperson Sonia Gandhi’s
constituency. Gandhi’s plan to launch a
special scheme for slum-dwellers has been
hanging fire due to the lukewarm response
from the SP-led state government.
It took several visits by senior officials in
the Union housing and urban poverty
alleviation ministry to Lucknow to persuade
the state government, which has finally given
the go-ahead for the initiative involving
construction of 2,000 houses for slum-
dwellers and the upgrade of basic amenities
like sewerage and sanitation. Sonia Gandhi
will finally inaugurate it sometime in May. A
grudging go-ahead.
The urban transformer
Urban development minister Ajay Maken
belongs to the Congress that is ruling in
Maharashtra in coalition with the NCP. But
party affiliations did not stop the man in
charge of transforming the nation’s urban
landscape from criticising his colleagues in
Mumbai.
After the recent building collapse that killed
dozens in Thane, Maken offered support to
Narmada Bachao Andolan leader Medha
Patkar who was fasting on behalf of the slum-
dwellers.
Maken publicly saluted Patkar for “taking
up the just cause of slum-dwellers against
the building mafia in Mumbai.” For the
Prithviraj Chavan government in
Maharashtra, that must really have hurt. Not
building too many bridges with his partymen.
BMC RECEIVEDofficials said, the action against illegal
constructions in the city is an ongoing pro-
cess and the ward offices have been in-
structed to act strictly against them. As a
part of this action, demolition drives are
being taken across several parts of the city
time and again.
"However, once the demolitions are car-
ried out, people come again and construct
structures. This mostly happens in slums
or on open plots. In case of buildings and
high-rises, irregularities like extension of
other areas like balcony, terrace or struc-tural changes take place," the official said.
The High Court had recently passedstrictures on the civic body for failing totake prompt action against illegal struc-tures in the city. The BMC has also de-manded the state government to provide aspecially designated police force for ef-fective and quick action against illegalstructures.

quantum of sentence for
Baig April 18. A powerful
bomb had exploded at the
German Bakery, a popular
eatery also frequented by
foreigners, on February 13,
2010, which left 17 dead
and 64 injured, in first ter-
ror attack in Pune. Among
the dead were five foreigner
national.
It was also the first ma-
jor terror strike after the 26/
11 Mumbai attacks in
2008.

tors in the case had not been
arrested and Abu Jundal,
named in the charge sheet,
was not even brought to the
court. "Police has shown
Jundal as one of the con-
spirators in this case but he
was not brought to the
court...it is unfortunate," he
said, adding, "more than one
person is required for a con-
spiracy."
"It is the allegation of the
police that conspiracy took
place in (Sri) Lanka be-
tween Fayyaz Kagzi and
Mohsin Chaudhari.
It is unfortunate that
none of the police officers
or investigating officer vis-
ited Lanka to find out at
which place the conspiracy
had taken place. That part
remains to be proved by the
police," he said.
HC BACKS FOOD AND DRUG ADMINISTRA-
TION OVER DRUG THAT MAKES TALL CLAIMMUMBAI: Television is a powerful medium and many
gullible people will believe advertisements to be true, said
the Bombay high court while rejecting a petition that chal-
lenged the Food and Drug Administration (FDA) circular
to various channels to stop telecast of a drug that promised
to increase a person's height. On April 12, a division bench
of Justice Abhay Oka and Justice Mridula Bhatkar gave
their verdict on a petition by GMT Teleshopping Pvt Ltd,
which is marketing "StepUp Body Growth Formula". The
FDA said the advertisement is prohibited under Section 3
of the Drugs and Magic Remedies (Objectionable Adver-
tisements) Act 1954. GMT's counsel Aspi Chinoy argued
that the prohibition extends only to harmful and prohibited
drugs and that the product is not a harmful drug. He said it
is being manufactured under a licence granted by the
Madhya Pradesh government under the Drugs and Cos-
metics Act, 1940 and hence it cannot be termed as a pro-
hibited drug. FDA's advocates Ashutosh Kumbhakoni and
Shardul Singh submitted that the DMR Act is not confined
only to the prohibited drugs but even to those which are
licensed. They also said the prohibition under Section 3 of
the Act pertains to the publication of any advertisement
irrespective of whether the drug that is advertised is pro-
hibited or not. The judges said the content of StepUp
advertisements shows that they present the drug to the
public as a product which will enhance the overall per-
sonality of an individual. "The petition shows that it is
projected that the use of medicine will increase a
person's height," they added. The judges said the re-
striction under Section 3 of the DMR Act prohibits
publication of advertisements that claim to cure or treat
any disease or condition mentioned in the schedule. "A
perusal of the schedule shows that item no.47 is stat-
ure of persons. The advertisements profess that the
drug will help in treatment of the condition of stature
of persons," they wrote.

say Shah Rukh Khan had almost set up his home and office in the quaint
village. The actor had moved bag and baggage to Wai, just outside
Panchgani to concentrate on his film that clashes on Eid with Akshay
Kumar’s upcoming gangster film. And not just the film, SRK had also been
shooting for all his upcoming brand endorsements in Wai. A source says,
“SRK stayed put in Wai to leave no stone unturned in making Chennai
Express as big as it gets. He was also getting his other work done sitting
there. In the past one month, he had shot for five ads there, including a tea
and automobile brand. The people behind the brands had to fly down to
Wai to get their work done.” A source close to the star says that SRK’s
focus right now is solely resting on his upcoming film helmed by Rohit Shetty.
“He is a perfectionist and considering it’s an Eid release, he is juggling time
between the film, his commercials and his other work commitments.”
Sources add that while 80 per cent of the shoot is complete, the last sched-
ule of the film has just moved to Kerala.

sion. “The subject of the film is
quite controversial and Jacky is
thinking things through. She is
excited to get an offer from a Sri
Lankan filmmaker.” The plot
deals with the story of Father
Matthew Pieris, a priest who
planned the chilling murders of
his wife and the husband of his
mistress. The incident is also fa-
mously known as the Vicarage
Murders.

Suresh Raina is one crick-
eter who every franchise would
love to have in its ranks. A true
match winner, who has not only
helped Chennai Super Kings
win the Indian Premier League
twice but also helped Team
India win on several occasions
in shorter formats.
Last season, Raina scored
441 runs at an average of a
shade below 26 in 18 innings.
The piece of statistic may not
sound great, but the fact is, he
finished several matches. This
time too, Raina is one of
Chennai Super Kings’ batting
mainstays. Though he hasn’t
done anything of note as yet in

We have won the IPL twice
so we always back ourselves
to do well and chase down huge
totals. We have a formidable
batting line-up and the partner-
ship between MS and
Ravindra Jadeja was simply
amazing. Till the time MS
was there, I was very sure
he would pull this off for us,
but I think Jadeja played re-
ally well. He has proved that
he is a match-winner and a
true performer with the bat.
How difficult was it to
bounce back after the loss
to Mumbai in Chennai’s
opening match?
We would have loved to
start the tournament with a
win, but unfortunately that
did not happen. It was a
close game but there is a
long way to go in this com-
petition. It is just the open-
ing phase of the tournament
and we are looking forward
to learning from our mis-
takes and continue our win-
ning ways.
You will back Chennai to
win the title obviously, but
which team seems most im-
pressive to you?
I think all teams are do-
ing very well. One team that
I feel is on a roll is the
Mumbai Indians. They have
a new captain in Ricky
Ponting. Also their batting
unit is clicking with Dinesh
Karthik and Rohit Sharma
scoring heavily. They really
seem to be the team to
watch out for.
Chennai appear very
cool when faced with big
targets. Is it because of the
kind of confidence you guys
have or would you put it
down to thorough mental
training? We always back
ourselves to perform well.
We have lot of depth in our
batting and experienced
players around. Chasing
huge totals is all about han-
dling pressure and with MS
as captain, there is always
a sense of calmness in the
dugout. He gives everybody
a lot of freedom and confi-
dence which helps the
team.

have booked Samajwadi Party
(SP) councilor Ashraf Azmi in
connection with a case of
murder. Cops have arrested four
persons so far, but Azmi is still
on the run.
According to police, on
February 13 Azmi, who
represents ward no 158,
informed police that Sana Khan
(24) a housewife, who resided
in the area had committed
suicide by hanging herself in
her MIG colony house at Kurla
(West). Police rushed to the
spot and found Sana's body
suspended from a ceiling fan. A
case of accidental death was
registered and investigations
began. The same day, the
deceased's mother Anjum Khan
(65) was informed by Sana's in-
laws about the tragedy. Anjum,
a resident of Hamidpur in Uttar
Pradesh, rushed to Mumbai.
But she and her associates
refused to perform the last rites,
claiming that Sana did not
commit suicide, and she was, in
fact, murdered. In her
supplementary statement
Anjum told police that on
February 12 Sana was tortured
by her in-laws. The victim had
also phoned her brother in
South Africa, saying that she
was being tormented for Rs 10
lakh as dowry.
During a detailed probe
police found that on the day of
the death, the deceased's
husband Gayasuddin (31) had
thrashed Sana in the bathroom
where she fell and eventually
succumbed to injuries. Scared,
the family contacted Azmi, who
allegedly went to the spot,
fabricated the suicide, and then
called the police. Azmi's wife
Dilshad is also a councilor, from
ward no 159. Smelling
something fishy, BJP leader
Anil Upadhyay contacted
several top cops and narrated
the entire story. He also warned
that if the police fail to give
justice to Sana's family, he
would organize a morcha. "The
investigation officer was
favoring Azmi. Following our
demand, he was replaced. Later,
police registered a murder
case," said Upadhayay.
Azmi is absconding. "We
have registered an FIR under
sections 302, 498 (a), 304 (b),
306, 201, 506, 34b of IPC and
sections 3, 4, of Dowry
Prohibition Act. We are
searching for Azmi. He is
absconding," said an officer
from VB Nagar police station.

36 Mumbai cops suspended for
accepting bribe to allow illegal
construction; probe orderedThe incident comes days after the collapse of an illegal
structure at Mumbra in adjoining Thane district which
claimed 74 lives and left scores injured. Thirty-six
policemen were suspended after an activist caught them
on camera allegedly accepting bribes to turn a blind eye
to an illegal structure, even as an embarrassed Mumbai
Police Commissioner Satyapal Singh on Thursday ordered
a departmental inquiry, terming it a "shameful act". The
exposé by activist Kasim Khan took the city police by
storm with junior cops, mostly constables, attached with
the Nehru Nagar police station in suburban Kurla, seen in
the video accepting money from him."As of now, 36
policemen are suspended. It is a very shameful act. We
will not tolerate such acts. Now, we are taking
departmental action which will be followed by a legal action
soon," Singh said. The action follows an incriminating
video that Khan had recorded at different periods between
March 9 and March 26. Singh, however, observed that
the cops could have been "induced" to accept money.
"Going by the video footage and visuals it seems that
policemen were induced to accept money," Singh said,
adding the Anti-Corruption Bureau will be probing the
matter. "Any police officer indulging in such acts will invite
a strict action and it will not be tolerated," he said.
Most of the suspended cops are constables, besides
those ranked above from the sub-inspector to insp ector
level. Singh said more policemen could also face similar
action. According to Khan, his friend Prakash Nevle was
renovating his house at Thakkar Bappa colony in Kurla
and policemen of Nehru Nagar wanted money to allow
him to proceed with the work after municipal authorities
had stopped it for want of necessary clearances. When
Nevle told him about the demand, Khan suggested him to
direct those policemen to him. He then installed a spy
camera on which he recorded footage of the police
personnel accepting bribe. The activist handed over the
footage to the Deputy Commissioner of Police of the
concerned zone, who forwarded it to the Commissioner
of Police. The incident comes days after the collapse of
an illegal structure at Mumbra in adjoining Thane district
which claimed 74 lives and left scores injured. A massive
demolition exercise has been launched in Thane after the
collapse, the worst such incident in Maharashtra.

made a request to the BMC
seeking permission for a
police chowki at his plush
residence, Antil ia. The
decision has been made
after Ambani’s office received
a letter, allegedly by the
banned terror outfit Indian
Mujahideen (IM) earlier in
Februray threatening to
cause heavy destruction to
the building for supporting
Gujarat Chief Minister
Narendra Modi. Seeking
permission, Mumbai police
commissioner Satya Pal
Singh has already
approached the BMC to
arrange for a chowki at Antilia
and had also written a letter
seeking its approval, said
BMC Commissioner Sitaram
Kunte to reporters. The
commissioner in his letter
has also declared that the
proposed chowki cannot be
set up for the sake of any
individual but can be arranged
for the entire area
encompassing Altamount
Road. However, the officer
said that if the Ambanis
provide a place then a
temporary chowki can be
immediately erected. Before
permitting to build a chowki
on the building’s premises,
officials claimed that the
police will have to give proper
reason first to the
government and get an
approval. The BMC also will
have to grant more FSI in
case the original FSI
becomes invalid.
Meanwhile, security has
been tightened at Antilia road
including Ambani’s office
building, said the Police. The
letter which was believed to
be sent by the Indian
Mujahideen however did not
carry the group’s original
trademark signature or logo,
but still investigation is under
process and crime branch is
taking all steps to trace out
the culprit Officials also
claimed that during monsoon
season, policemen were put to
great difficulties due to the
absence of proper roof and
there was no proper washroom
as well in the locality. These
problems will be solved by
arranging a chowki in the area,
added the officials.
