PROPOSAL

INTRODUCTION / PROJECT SUMMARY:

The purpose of this writing is to present the idea of developing an advanced transport

system linked to and part of a fully self-sustaining living system network, aka T.W.I.N.S.

for the nation of India. This project begins with an advanced underground tube-

transport system connecting New Delhi with New Delhi International Airport

(7.74 mi. / 12.45 km.).

Needless to say, there are various components that will be required to manifest such an

undertaking, however, understand that all of the components are already available in

the market place as is funding, naturally subject to some type of written contracts /

agreements possibly / likely with investors, governments, World Bank, IMF, Engineering

Companies, Contractors, Management Team, and etc.

Once all governmental and business agreements are made, the building of the India

T.W.I.N.S. project begins with phase 1, connecting underground within a tunnel, an

advanced transport- tube linking the city of New Delhi with its nearest international

airport being 7.74 miles / 12.45 km away.

Thereafter, the major aspect of this undertaking begins with all sea ports tied to New

Delhi (see map below). Additionally and based on the current proposal for an

Asia/India road system, we are making an alternative suggesting as outlined by the

below map using the T.W.I.N.S. tube system as the foundation for this advanced (370-

4,000+ mph) transportation system.

Also note that the India city to city links include links to key international airports as

summarized below with an underground tube link (see map illustration below)

operational 24/7/365. An example of the type of tube transport system to be used

with T.W.I.N.S. may be viewed at www.et3.com.

Once this first phase of connecting New Delhi with the first two ports ,east and west

(see map), the T.W.I.N.S. system shall be expanded until all ports are linked to each

other and New Delhi (see map). Simultaneously, efforts may be placed to develop the

city to city and airport connections beginning with first connecting New Delhi with

Indira Gandhi Airport. Once completed and fully debugged, the T.W.I.N.S. system will

be expanded (see India Route Map below) and linked northward to Chandigarh,

Jammu, and Srinagar while also expanded southward from New Delhi to Agra,

Gwalior, Bhopal, Nagpur, Hyderabad, Bangalore, Coimbatore, and Nagercoll. This

forms the central corridor vein.

In addition and along the designed central route path, an underground tube

connection shall be established from the city of Nagpur to Dr. B. Ambedkar Airport,

Hyderabad to E. Gandhi Airport, and also an underground link between Bangalore City

and Bangalore Airport. Thus, the first four (4) major airports are linked, including the

Indira Gandhi Airport, will be linked to the central corridor transport system central

corridor route and thus, each other. As stated, these airports in India will be united

within the T.W.I.N.S. system, not to mention that all locations will be accessible within

minutes with no transfer required, unless desired, at the T.W.I.N.S. Station since the

Self-Driving Electric Vehicles (SDEV) system is included and explained below. In short,

the SDEV allows the passengers / cargo to be delivered to the specific city destination,

utilizing satellite technology (GPS) and vehicle censors / programming features

whereby all is controlled by the programmer.

Basically, the SDEVs are operational as programmed by the passenger, or shipper if

cargo, to the desired city destination and back to the originating T.W.I.N.S. Station either

by the user under written agreement or automatically by the local T.W.I.N.S. Station

operator under the automated vehicle recall system (AVRS) whenever required. All

administration of the SDEV is controlled at the local T.W.I.N.S. Station.

Once the transport capsules containing the SDEV arrive at a distant Station location, the

SDEV drives itself and payload, passengers and / or cargo, out of the transport capsule

to the desired inner city location and returns automatically, or by user, via satellite /

Station control.

It is suggested that the SDEV be provided by India’s and possibly other members of the

auto industry to develop and supply the SDEVs as part of their contribution and thus,

equity participation in this project. With this business structure, each participating

company will share in equity and profits based on their proportional contribution to the

development and delivery of the SDEV vehicles. Additionally, all contractors and

suppliers will follow the same arrangement whereby each contributes their expertise

and materials in return for a proportional interest in the overall project where they

contributed. Once completed, project management will seek sources of funds to pay-off

all of the original investment by these auto industry companies and all others, or they may

choose to remain equity holders and participants in future profits.

In addition to the comprehensive transport component of T.W.I.N.S., there is the fully

self-sustaining T.W.I.N.S. by-pass Station complex which provides for a mini-city

environment that includes portal for the advanced transport system, facilities for the

production of food and water (http://bit.ly/F3Show), shelters via developed real estate

with housing, hotels and many resort and indoor / outdoor entertainment facilities, all in

the interest of building a fully selves staining environment no longer dependent on any

outside sources beyond the T.W.I.N.S. complex.

These internal developments are to be located within the T.W.I.N.S. Station however,

only the transportation portal element is included in this proposal. The other internal

components are to be established later and funded separately / privately through an

investor program and not included in this proposal with the exception of one / first

T.W.I.N.S. Station shell that is to be built in / near New Delhi.

When complete, there shall be city to city to seaports, and to airports links, as

summarized herein, connecting twelve (12) T.W.I.N.S. City-Stations along the central

corridor route of India plus four (4) major airports along the route (see map) and the

network of sea ports, and not necessarily in that order.

Therefrom and after development of the central corridor system, the next phase would

be to expand and build the system East and West until all / most North, South, East, and

West India city locations are linked and further extended therefrom to mini-Stations /

Portals at other (N/S/E/W) India city locations until such time that all city locations,

Airports and Seaports are united under a single standard system via T.W.I.N.S. (see all

map illustration below).

Also note, when the entire India territory is linked with the fully self-sustaining

T.W.I.N.S. program, all cities within India are accessible in minutes regardless of place /

Station of origin. Not possible with the current and outdated proposals now being

presented by others which are basically roads and more rails that will breakdown.

Below are an estimates of the cost of this undertaking and please understand that the

end costs and return may vary even though best efforts are extended in these estimates.

The actual cost will be determined by the submission of bids and agreed-to negotiated

amounts thereafter with participating parties will be those wishing to be involved in this

significant undertaking.

PROJECT TIME LINE and COSTS ESTIMATES

The anticipated time-line to complete phase 1 is estimated to be 3-5 years, subject to

conditions and cooperation of all parties. The remaining development may take 15-20+

years, subject to conditions, if any in the future.

The following are cost estimates which may vary based on a future feasibility study to

be done for this India project once government agrees and supports this self-sustaining

T.W.I.N.S. project development program.

Transport Tubes and Housing Tube System Preliminary COST ESTIMATES

1. General Cost of the underground Tube-transport System - $24M/mi.

Thus, 7.74 mi. / 12.45 km (from New Delhi to New Delhi Int’l Airport) = $185.76M

Then, the remainder of the system shall be built according to mutually agreed to

schedules with governments.

2. T.W.I.N.S. Station (Shell) - $490-690M average at $590M

3. Seamless Transport System Trans-Portal facility at Airport - $50M

4. Long Range Programmed Transport Capsules - $40,000 ea. X 1000 Initial Units =

$40M

5. Inner-city Programmed SDEV – $20,000+/- ea. X 1,000 Initial Units = $20M

6. Indoor Vertical Farm Complex = $129 Million per city Station location

In conclusion, this proposal suggests the establishment of an underground T.W.I.N.S.

tube-transport system in India with this single-standard tube system, and thus make

available to their citizens and visitors to see all the great wonders INDIA has to offer.

Additionally, it is anticipated that India will greatly benefit from the economics of such

a national undertaking for the very, very long term. With the population growing and

likely eventually surpassing China, such a long term project will greatly assist in

providing employment for family members, possibly for generations.
