Indian IT Industry and its Role in E-Governance.

A transparent smart e-Governance with seamless access, secure and authentic flow of

information crossing the inter-departmental barrier and providing a fair and unbiasedservice to all the citizens

    - APJ Abdul Kalam

    Introduction:

The government has traditionally been recognized as a key driver of the domestic IT market around

the world. Most of the big IT projects are in the government sector and most of the IT companies

eye is lucrative segment for their growth as even 2-3% of the government spending translates into a

few thousand crores. The growth of IT industry in the exports segment has benefited our country

hugely in terms of wealth creation and employment. However, its performance in the domestic

sector has been not as remarkable as compared to the export segment. Slow implementation of e-

Governance by the central and state governments is one of the major reasons of the lacklustre

performance of software industry in the domestic segment.

    E-Governance:

E-Governance is a method by which governments are empowering citizens to act for themselves

without having to go through bureaucracy. Government, perhaps can benefit more than any other

organizations, can benefit from the efficiencies and improved service that stem from digital

    processes. Bill Gates.

Need and Significance of the Study:

The growth of IT Industry in the export segment has benefited our country and there has been a

tremendous growth in terms of wealth creation and employment opportunities.

Still there is a need in terms of developing itself in the domestic market. In terms of domestic

markets IT industry is not doing well so certain measures has to be taken in order to develop

    themselves in the domestic market.

On the surface of it, it seems like IT Governance is a lot of trouble for no tangible return. Yet, if we

really take the time to think about it, a business runs on information. The decision-makers in the

company rely on the data collected, and the information generated by the information systems to

make their decisions. An information system that delivers timely and accurate information is an

    invaluable asset to any company.

    Problem Statement:

Slow implementation of e-Governance by the central and state governments is one of the major

reasons of the lacklustre performance of software industry in the domestic segment.

The prices of the bandwidth tariffs are falling drastically.

E-Governance requires the use of internet and the pace at which the governments are adapting

themselves to the internet is considerably slower than the pace at which the private sector is

    adapting.

The problem with IT governance is that often it is confused with good management practices and IT

    control frameworks.

The directors responsible for this stewardship will look to the management to implement the

necessary systems and IT controls. Whilst managing risk and ensuring compliance are essential

components of good governance, it is more important to be focused on delivering value and

    measuring performance.

    Objectives of the Study:

To study the domestic segment thoroughly to find out the reasons for the downfall. To study the Need and Significance of IT Industry and its impacts in the Domestic Segments. To carry out research activities in the domestic segments for finding the reason of lacklustre

    performance.

The overall objectives of IT governance activities are to understand the issues and thestrategic importance of IT, to ensure that the enterprise can sustain its operations and to

ascertain that it can implement the strategies required to extend its activities into the

    future.

IT governance practices aim at ensuring that expectations for IT are met, IT's performance ismeasured, its resources are managed and its risks are mitigated.

    Review of Literature:

Inspiring and influencing managers in India to some extent in India is a difficult Job but has become

the final determination in the professional world.

It is concluded that conformed and accepted conventions acquire moral dimension that becomes

the main reason of existence in the domestic industry.

The government has traditionally been recognised as a key driver of the domestic IT market around

the world. Most of the big IT projects are in the government sector and most of the IT companies

eye this lucrative segment for their growth as even 2-3% of the government spending translates into

a few thousand crores. However in India, government organisations have been slow to adopt IT even

though they have been catching up of late as the government is becoming IT enabled and using

technology solutions to bring greater benefits to citizens and improve its internal efficiencies.

    Research Methodology:

    Sample Collection:

To determine the number of respondents that will be asked to participate and give information

regarding the study convenience sampling will be used. Convenience sampling means to collect or

interview individuals who actually experience the phenomenon.

    Methodology/Data Collection:

Primary and secondary sources of data would be used for the study. Surveys will be the primary

method of data collection. Internet surveys would be the primary source of data. Internet surveyshave been both hyped for their capabilities and criticised for the security issues it brings. Internets

surveys would also require less time for the researchers and the respondents. Secondary source of

data would involve the use of books and journals.

    Data Analysis:

In analysing the collected data, the paper will be divided into the demographic profiles of the

respondents and the ideas of respondents. The data will be acquired will be put into graphs and

    tables.

    Scope & Limitations:

The scope of this research is limited to study of e-Governance & its implementation and the role

played by electronic communication in this modern era, the role & effect of e-governance on the

lifestyle of the citizens and the use of technology for facilitating the life of the citizens. So the

different aspects regarding e-Governance have been studied in the present research. As per the

limitations of this research concern, it is based on the information which is collected through

primary sources and same information is properly and systematically analysed according to the

techniques and methods of statistics. The conclusions & findings are based on analysis of the

    information procured.

    Utility:

There has been drastic change and development in the field of technology and IT sector in recent

times. "IT department should take best advantage of the latest available technology and create its

strategy for delivery of services through a State Data Centre (SDC) and State Wide Area Network

(SWAN) connecting all identified areas". The initiative of the IT department should determine the

future roadmap for e-governance, transparency and quick response to the public needs
