The Indian Nursing Council is an Autonomous Body under the Government of India; Ministry of
Health & Family Welfare was constituted by the Central Government under section 3(1) of the
Indian Nursing Council Act, 1947 of parliament in order to establish a uniform standard of
training for nurses, Midwives and health
FUNCTIONS OF INC
The basic Aims, Objectives and functions of Indian Nursing Council are as follows
To establish and monitor a uniform standard of nursing education for nurses midwife,
Auxiliary Nurse-Midwives and health visitors by doing inspection of the institution.
To recognize the qualifications under section 10(2)(4) of the Indian Nursing Council Act,
1947 for the purpose of registration and employment in India and abroad.
To give approval for registration of Indian and Foreign Nurses possessing foreign
qualification under section 11(2)(a) of the Indian Nursing Council Act 1947.
To prescribe the syllabus & regulations for Nursing programs.
Power to withdraw the recognition of qualification under section 14 of the Act in case the
institution fails to maintain its standards under Section 14 (1)(b) that an institution
recognized by a State Council for the training of nurses, midwives, auxiliary nurse
midwives or health visitors does not satisfy the requirements of the council.
To advise the State Nursing Councils, Examining Boards, State Governments and Central
Government in various important items regarding Nursing Education in the in the
country.

GUIDELINES TO START NURSING SCHOOLS AND COLLEGES
GUIDELINES TO START A.N.M. COURSE
Any organization under the Central Government, State Government, Local body
or a Private or Public Trust, Mission, Voluntary registered under Society
Registration Act or a Company registered under company’s act wishes to
open and ANM Training School, should obtain the No
Objection/Essentiality certificate from the State Government.
If any Nursing Programme is recognized by Indian Nursing Council, then the
institution will be exempted from NOC/Essentiality certificate for A.N.M. from
the state Government. The Indian Nursing Council on receipt of the proposal from the Institution
to start ANM training program, will undertake the first inspection to assess
suitability with regard to physical infrastructure, clinical facility and teaching
faculty in order to give permission to start the programme.
After the receipt of the permission to start ANM training program from Indian
Nursing Council, the institution shall obtain the approval from the State Nursing
Council and Examination Board.
Institution will admit the students only after taking approval of State Nursing
Council and Examination Board.
The Indian Nursing Council will conduct inspection every year till the first batch
completes the programme. Permission will be given year by year till the first
batch completes.
COMPETENCIES:
On completion of the course, the ANM/FHW will be able to:
Appreciate the concept of holistic health and understand the influence of socio
economic and environmental factors on the health status of the community.
Identify health problems/needs and resources in the community and mobilize social
support for active participation of the community in health care activities.
Provide preventive, promotive, restorative and emergency health care to individuals
and community as required.
Provide treatment of minor ailments.
Provide skilled midwifery services to all mothers in the community and refer mothers
at risk to hospitals.
Provide skilled care to all neonates in community and refer neonates at risk to the
appropriate levels.
Render skilled child care services at home, clinic and school.
Guide/Train birth attendants, Anganwadi workers (AWW)s, other community health
activists and volunteers.
Provide need-based information and counseling related to health of individuals,
family and groups.
Participate in all the National health and Family welfare programmes at community
level.
Act as a team member in the health care delivery system.
Coordinate and collaborate with the other health team members and community
based organizations, non-govt. organizations (NGO) and village administration.
Manage the health centre including equipments and supplies, and maintain the
records in order to provide quality based people friendly services.
Updates knowledge and skills for professional and personal growth.
G N M

should obtain the No Objection/Essentiality certificate from the State Government.

Government.
The Indian Nursing Council on receipt of the proposal from the Institution to start

to start nursing College, will undertake the first inspection to assess suitability
with regard to physical infrastructure, clinical facility and teaching faculty in
order to give permission to start the programme. After the receipt of the permission to start the nursing programme from Indian

Council and University.

Guidelines to start P.B.B.Sc course:
Any organization under the Central Government, State Government, Local body or a
Private or Public Trust, Mission, Voluntary registered under Society Registration Act
or a Company registered under company’s act wishes to open a M.Sc. Nursing
programme, should obtain the No Objection/Essentiality certificate from the State
Government.
If any Nursing Programme is recognized by Indian Nursing Council, then the institution
will be exempted from NOC/Essentiality certificate for P.B.B.Sc. (N) from the state
Government
The Indian Nursing council on receipt of the proposal from the Institution to start
nursing program, will undertake the first inspection to assess suitability with regard to
physical infrastructure, clinical facility and teaching faculty in order to give permission
to start the programme.
After the receipt of the permission to start the nursing programme from Indian Nursing
Council, the institution shall obtain the approval from the State Nursing Council and
University.
Institution will admit the students only after taking approval of State Nursing Council and
University.

Super Speciality Hospital can start M.Sc. (N) programme, however they have to get
NOC/Essentiality certificate from respective State Government to start the M.Sc. (N)

REGULATION AND NORMS OF A N M
MINIMUM STANDARD REQUIREMENTS
A school for training of the ANMS should be located in a community Health Centre
(PHC annexe) or a Rural Hospital (RH) having minimum bed strength of 30 and
maximum 50 and serving an area with community health programmes. The school should
also be affiliated to a district hospital or a secondary care hospital in order to provide
experiences of secondary level health care and an extensive gynae-obstertical care.
An organization having a hospital with 150 beds with minimum 30-50 obstetrics and
gynecology beds, and 100 delivery cases monthly can also open ANM school. The
should also have an affiliation of PHC/CHC for the community Health Nursing field
experience.
Existing ANM schools attached to District Hospitals should have PHC annexe
(accommodation facility for 20-30 students) for community health field experience

Hostel block:
Proportionately the size of the built-up area will increase according to the number of
students admitted.
School and College of nursing can share laboratories, if they are in same campus under
same name and under same trust, that is the institution is one but offering different
nursing programmes. However they should have equipments and articles proportionate to
the strength of admission. And the class rooms should be available as per the requirement
stipulated by Indian Nursing Council of each programme
Clinical Facilities
School of nursing should have a 120-150 bedded Parent/Affiliated Hospital for 40 annual intake
in each programme:

The size of the Hospital/Nursing Home for affiliation should not be less than 50

Affiliation of psychiatric hospital should be of minimum 30-50 beds.
The Nursing Staffing norms in the affiliated Hospital should be as per the INC
norms.
The affiliated Hospital should give student status to the candidates of the nursing
programme.
Affiliated hospitals should be in the radius of 15-30 kms.
1:3 student patient ratios to be maintained.
If the institution is having both GNM and B.Sc(N) programme, it would require 240 bedded
parent/affiliated hospital for 40 annual intake in each programme to maintain 1:3 student patient
ratio.
Teaching facility - Qualification of Teaching Staff:
For School of nursing with 60 students (i.e., an annual intake of 20 students):
TYPES OF INSPECTION
First inspection:
First Inspection is conducted on receipt of the proposal received from the institute to start any
nursing program prescribed by Indian Nursing Council. The proposal should have the following
requisite documents:
Application form
The requisite annexure for School of Nursing:
Permission letter by State Government/Essentiality certificate of the respective State
Government, duly attested by notary.
Duly attested Registration Certificate of Society or Trust Deed A bank draft for Rs. 50,000/- towards first inspection fee for School of Nursing in favour
of Secretary, Indian Nursing Council, New Delhi (ANM, GNM, Post Basic Diploma
Course). Proposal for starting School of Nursing, which includes in detail teaching, clinical &
physical facility including budget. The requisite annexure for College of Nursing:
Permission letter by State Government/Essentiality certificate of the respective State
Government.
Consent letter from the University.
Duly attested Registration Certificate of Society or Trust Deed A bank draft for Rs. 1,00,000/- towards first inspection fee for College of Nursing in
favour of Secretary, Indian Nursing Council, New Delhi {P.B.B.Sc.(N), B.Sc.(N), M.Sc.
(N), M. Phil(N), Ph.D(N)} Proposal for starting College of Nursing, which includes in detail teaching, clinical &
physical facility including budget
Re inspection:Re-inspections are conducted for those institutions, which are found unsuitable by Indian
Nursing Council. The institutions and the government are informed about the deficiencies
and advised to improve upon them. Once the institution takes necessary steps to rectify the
deficiencies, institution should submit the compliance report with documentary proof of the
deficiencies pointed out and re-inspection fees. On receipt of the Compliance report
& fees from the institution it will be considered for re-inspection.
Periodic inspectionIndian Nursing Council conducts periodical (after 3 years) inspection of the institution
once the institution is found suitable by Indian Nursing Council to monitor the standard of
nursing education and the adherence of the norms prescribed by INC. Institution are required
to pay annual affiliation fees every year. However, if the institution does not comply to the
norms prescribed by Indian Nursing Council for teaching, clinical & physical facilities, the
institution will be declared unsuitable.
Enhancements of seat Indian Nursing Council will conduct inspection after one year from the last inspection
conducted subject to the condition that the students are admitted.
Proposal of enhancement of seats will be considered only from those institutions who
are found suitable by Indian Nursing Council.
Indian Nursing Council will conduct inspection on above guidelines and on receipt of
the fees and the proposal for Enhancement of seats
