    Audit of Supervisors Training Centers (STCs) on Indian Railways BACKGROUND

    In the meeting of CMEs held at Railway Board on 17/12/2016, it was decided that audit of

    STCs shall be conducted by IRIMEE, Jamalpur. Railway Board vide letter

    No.:2016/M(W)/814/36 dt. 27/12/2016 had directed IRIMEE to audit the STCs by faculty of

    IRIMEE and submit the report to Board after subsequent meeting with Principals at IRIMEE.

    An Audit Report was submitted to Railway Board on 9th February 2017. Subsequently, it was

    advised vide Railway Board Letter No. Railway Board’s letter No.:2017/M

    (M&P)/1063/Audit-STC dated- 23/11/2017 to conduct a follow up audit this year. The Audit

    was conducted by nominated IRIIMEE faculty in Dec ’17-Jan ’18. A meeting with the

    Principals of STCs was conducted at IRIMEE on 11th January 2018 and the Principals were

    briefed regarding their areas of improvement and deterioration/stagnation, if any. The STCs

    were also given rankings on the basis of this audit. In the CME’s conference of January 2018,

    the best two STCs- JHS and SC were awarded by Member Rolling Stock.

    METHODOLOGY ADOPTED

    The pro-forma for auditing the STCs was the same as that adopted during audit of last year.

    IRIMEE had prepared this check sheet (Annexure-4) for audit in consultation with Railway

    Board last year. STCs were informed of the date of audit in advance. They were also mailed

    a copy of last year’s audit report so that they could prepare for the audit. The IRIMEE faculty

    nominated for audit were also briefed that this was a follow-up audit and they were

    expected to ensure uniform auditing standards. The audits were then conducted by IRIMEE

    faculty on planned dates as under:

    Facilities at STCs are grouped under following categories:

    1. Standard of Training

    2. Training Infrastructure

    3. Training Amenities

    4. Support facilities

    These were inspected by the Auditors. Audit of Course Modules was carried out as per

    revised training modules for the supervisors of Mechanical Engineering department

    circulated vide Board’s letter no. E (MPP)2009/3/10 dated 03/06/2011.

    Each STC was rated by nominated faculty of IRIMEE after a detailed inspection of the STC.

    The STCs were rated on a 5 point scale comprising of 31 items. Attributes were rated

    between 1 and 5 for each item (1=Poor, 5=Excellent).

    There are no standardized benchmarks available for STCs at present. To arrive at a standard,

    the score ranges were compared and the mean of all STCs’s score on each parameter was

    calculated. STCs falling between one standard deviation of mean were categorized as

    normal and their performance rated as ADEQUATE. STCs with better performance than

    these were rated as VERY GOOD, while those with below normal performance were rated

    as NEEDING IMPROVEMENT. This analysis in provided on Page 7.

    Subsequently, the Audit results were presented and discussed with Principals of STCs during

    a review meeting at IRIMEE on 11th January, 2018.

    The results are as summarized above. While the top STCs of JHS and SC have more or less

    improved their ranking, Lucknow has dropped significantly in ranking and Kanchrapara has

    improved a lot.

    Audit scores of STCs item wise along with an identification of their ‘Strong and

    Weak Areas are placed at Annexure 1.

    The individual Auditor’s Comments have been enclosed as Annexure 3.

    The Principals of STC-JHS/SC/KGP/SPJ gave a presentation on their STC and highlighted their

    achievements over the past year.

    Issues raised by the Principals of STCs during their meeting at IRIMEE are as follows:

    1. DELAYED COMMUNICATION OF TRG. CIRCULARS

    STCs are being sent Training Related Circulars through their HQ. Often the

    communication is delayed or doesn't reach on time. A Direct Marking of such

    instructions from board to STCs is desirable.

    2. BENEFITS OF AUDIT

    STCs were very positive about the audit as it helped them to draw attention towards

    their infrastructure requirements and has enabled them to get works etc. sanctioned.

    3. SANCTION OF WORKS

    There are practical difficulties in getting WORKS sanctioned for hostel improvement etc.

    sanctioned since PH-42 is mostly used for shops and the Training Plan Head-65 sees very

    little allocation to STCs. As a result, Hostel Capacity augmentation and renovation lag the

    requirement.

    4. REVISION OF TRG. MODULES

    The Revised Training Modules for Supervisors issued by Board dates to June 2011 and

    that of running staff to around 2005-06. Hence, redundant topics like Vacuum brakes

    persist in the course content. STCs are individually taking dispensation of HQ to set right

    such anomalies but a formal mechanism would be more desirable at a pan INDIA level.

    5. ROLE OF STCS IN DISASTER MGT. TRG.

    Railway Board Letter No. E (Trg.)2004(34)/2 dated 16.01.2009 on Disaster

    Management Training exclusively nominates IRITM/RSC and STC/SBC/SWR for this kind

    of training. Almost all STCs have a module on Disaster Management as a result of their

    traditional orientation and requirement of Zonal Railways. As such, the applicability of

    this letter needs to be clarified and the training being provided in STCs should be

    continued.

    ANALYSIS OF AUDIT RESULTS:

    A. OVERALL ATTRIBUTES

    Almost all STCs except LKO have improved in their Overall Scores. The improvement is

    shown in the graph below. This indicates that all STCs have taken the audit seriously and

    have taken steps to improve their training experience.

    STC/SBC has greatly improved on this count as they have introduced more field

    training and also good quality handouts which are given in hard/soft copy to all the

    trainees. KGP & KPA have also shown significant improvement. LKO is the only STC

    which has been almost stagnant on this account.

    C. TRAINING INFRASTRUCTURE

    KGP & KPA have shown good improvement on this account. SBC was also ranked lower,

    mostly due to ongoing Metro Work, but they have recovered nicely by improving their

    model rooms etc.

    D. TRAINING AMENITIES

    KPA has shown enormous improvement on this account. SC has dropped marginally.

    the top row. The legend for color coding is as follows:

    PINK SHADE- Indicates that the score is outside one Standard Deviation in Negative

    Side

    KPA is among the STCs which have shown dramatic improvement in all areas. SBC has also

    shown good improvement while support facilities at SPJ continue to remain a matter of

    concern.

    MAJOR IMPROVEMENTS/CONCERN AREAS

    VISITING FACULTY ATTRIBUTE: Adequacy of visiting faculties and experts for training in essential subjects (Sl. No-3 of Audit Points. Avg. Score of 9.3 against 8.4 Last Year) All STCs have scored uniformly well in this area. The scores are 10 or close to 10 and the average is 9.3. This is a significant improvement over last year.

    TRAINING NEED ASSESMENT ATTRIBUTE: STC carries out training need assessment/analysis regularly (Sl. No-4 of Audit Points. Avg. Score of 7.2 against 4.4 Last Year) This is an area where the average score is just 7.2. This is a significant improvement over last year, but still an area of concern. Most STCs are limiting themselves to a correspondence with their HQ in this area. More proactive approach in the form of reaching out to divisions or to the field staff through a survey would be really desirable.

    FEEDBACK FROM ZONAL RAILWAYS ATTRIBUTE: STC collects and acts upon feedback from zonal railways (Sl. No-10 of Audit Points. Avg. Score of 6.5 against 3.6 Last Year) Some STCs like SC have a robust system of corresponding with the Railways where their staff are posted and the Controlling Officer (ex- Sr. DME) grades the trainees on a Ranking Scale. However, there are STCs which do not take this area seriously enough. In spite of the improvement over last year, the system needs to be further formalized and improved.

    TRAINEE EVALUATION ATTRIBUTE: The system of evaluation of trainees is well-established and transparent (Sl. No-12 of Audit Points. Avg. Score of 9.6 against 8.8 Last Year) With most STCs going in for a CCTV monitored exam and coding of answer sheets. This problem is largely solved and the average score is very close to 10. Element of fairness in training and evaluation would go a long way in boosting employee morale.

    FACULTY AVAILABILITY ATTRIBUTE: Availability of faculty vis-a-vis sanctions (Sl. No-15 of Audit Points. Avg. Score of 7.9 against 7.4 Last Year) There is not much improvement in this significant area. This aspect remains a matter of concern for at least the lower ranking STCs. Support from HQ is desired since the selection process involves CPO office and a committee from HQ to evaluate the applicants. The process is long drawn and some STCs have a problem in expediting it.

    LIBRARY FACILITY ATTRIBUTE: Library facilities - stocking of course relevant books, e-learning etc. and Use of library facilities by trainees (Sl. No-18 of Audit Points. Avg. Score of 7.8 against 7 Last Year) Although E-learning Centers and Kiosks are being set up, trainee use of these resources is not very encouraging. A dedicated Librarian and innovative methods like asking the trainees to review/present particular books will help to improve this aspect of training. Libraries are essential for encouraging learning beyond the classroom.

    LADY TRAINEES ATTRIBUTE: Facility for lady trainees at STC and in the hostel (Sl. No-20 of Audit Points. Avg. Score of 7.6 against 6.4 Last Year) This still remains a matter of concern. A simple earmarking and seclusion of rooms would suffice, but all STCs are yet to do this.

    HOUSING ATTRIBUTE: Quarters for Faculty (Sl. No-20 of Audit Points. Avg. Score of 4.6 against 3.9 Last Year) In most places, private housing is preferred by the faculty and HRA has also improved, so this point can be dropped from future audits.

    The faculty were found wellexperienced in their teachingareas and conversant withlatest developments in theirfields. However, only 3 weregraduates. The sanctionedstrength is 1Gaz + 13NonGazetted, out of whichthere is a vacancy of 1 Gaz + 1NonGaz.

    At present out of 1(Gaz) + 13(NG) sanctionedstrength of STC faculties, vacancy of 1(Gaz) &1(NG) is existing in STC/JHS. Qualification &experience of existing faculty members isadequate. They are either GraduateEngineers/Diploma Holders or ScienceGraduate.All faculties have undergone T.O.Ttraining
