I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY

1. This is the first country operations business plan (COBP) under the country partnership strategy (CPS), 2020–2024 of the Asian Development Bank (ADB) for Indonesia. Against the backdrop of the coronavirus disease (COVID-19) pandemic, the lending assistance for 2021–2023 supports the overall goal of the CPS: achieving inclusive, competitive, and sustainable development in Indonesia. The goal will be achieved through three strategic pathways: (i) improving well-being, (ii) accelerating economic recovery, and (iii) strengthening resilience. This COBP is also aligned with the government’s National Medium-Term Development Plan (RPJMN), 2020–2024.1

2. The COBP reflects an expanding country program that focuses on five of the seven operational priorities of ADB’s Strategy 20302—(i) tackling climate change and disaster risk and enhancing environmental sustainability; (ii) addressing remaining poverty and inequality; (iii) making cities more livable; (iv) strengthening governance and institutions; and (v) promoting rural development and food security. The other two priorities—accelerating gender equality and fostering regional cooperation and integration—will be mainstreamed across projects in the lending pipeline. ADB will explore opportunities for nonsovereign investments as well as public–private partnership options through transaction advisory services. The country assistance results areas are shown in Appendix 1, and the portfolio performance indicators are in Appendix 2.

3. The COBP supports the government’s response to COVID-19 and its economic recovery efforts. The 2020 assistance program includes $2 billion as budget support and contingent disaster financing facility. ADB is providing $3 million in grants for disaster response and $5.5 million in technical assistance (TA) in the form of policy advice and to strengthen Indonesia's social assistance program. The indicative pipeline reflects the government’s reprioritization. The country program will maintain strategic flexibility to respond to urgent needs.

II. INDICATIVE RESOURCE PARAMETERS 4. Indonesia, a group C developing member country, is eligible for regular ordinary capital resources lending. The indicative resources available for commitment during 2021–2023 for sovereign lending total $8.17 billion. The total indicative lending program for sovereign operations for 2021–2023 is $9.1 billion, reflecting a degree of overprogramming to ensure stable lending levels during the planning period. The indicative assistance pipeline for the planning period comprises 35 firm and standby projects (Appendix 3). Policy based lending (PBL) operations for 2021–2023 will be subject to resource availability and the available headroom under ADB’s PBL lending ceiling. ADB will explore cofinancing and funding from other sources. 5. The program consists of a well-balanced mix of investment, policy-based, and results-based lending modalities. The nonlending program for 2021–2023 will support project preparation and implementation, capacity development, and knowledge work (Appendix 3). ADB will provide TA through large regional TA projects or regional transaction TA facilities, with a sector or thematic focus. Lending and nonlending support for the current year is shown in Appendix 4. ADB will support knowledge products, solutions, and events (Appendix 5) to inform about the country operations; further enhance program implementation; and facilitate the creation of knowledge products and events in support of Indonesia’s development priorities.
