Healthcare Data Governance

Indranil Bardhan, UT DallasKirk Kirksey, UTSW Medical Center

Welcome to Your New Job

Your organization has funded an enterprise-wide analytics initiative. Consultants have constructed a scalable and extensible technology architecture that will become operational in 30 days. You have been asked, by your CEO, to devise an operational governance approach for this new function. Your charge is not to oversee the technology (someone else gets this job), Your focus is data and information. Your governance solution must insure the highest levels of information functionality, timeliness, integrity, relevance, accuracy, and security for your organization’s analytic assets.

Analytics Initiative Management involves “managing IT as a portfolio of assets to improve the portfolio performance by balancing risk and return”

Question: How do you measure IT Risk? 7

Data Governance Matrix: Illustrative Example

8

Governance Mechanisms

IT Leadership CommitteeThis mechanism is particularly important in large, multi-business enterprises, where responsibilities for infrastructure services are both enterprise wide and at the business-unit level.Process teamsShould include IT members to better ensure that IT is leveraged when business processes are re-engineered.Business/IT relationship managersThey act as the intermediary between the business and IS, playing a critical daily two-way role by helping IS understand how the business operates and giving the business units an entry point to IS.IT CouncilsIT executives generally have overlapping memberships from IT & business units and provide focused environments for considering several levels of IT policies and investments.

9

Governance Mechanisms (contd.)

Architecture CommitteesThese define architectural guidelines and often involve both business and IT management. Decisions about specific technologies, though, usually reside with the IS organization.

Service-level agreements, tracking of IT projects and resources consumed, tracking the business value of IT and chargeback arrangementsThese are all mechanisms that bring a level of professionalism and discipline to managing IT services supply and demand.

Capital Approval CommitteesResponsible for evaluating and approving major capital expenditures. They use the same process and procedures to evaluate IT-related project proposals.
