The National Plan of Productive Diversification (PNDP) is a multisectoral strategy leaded by the Ministry of Production (PRODUCE).Through the National Program of Productive Diversification,PRODUCE is in charge of promoting, facilitating, enhancing anddeveloping appropriate productive infrastructure, whichcontributes to the yield and competitiveness of businesses, as wellas generate a more dynamism internal and external trade thatallows greater economic growth.

Specific objectives

• Achieve high economic growth rates which aresustainable in the long term.

• Promote productive transformation in order toreduce economic dependence on naturalresources.

• Reduce regional productivity gaps.• Increase formal and qualified employment in

order to reduce business informality.

Main objectiveGenerate new economic growth engines, that willlead to economic diversification, to reducedependence on commodity prices, to improveproductivity, to increase formal and qualifiedemployment; and to the sustainable economicgrowth in the long term.

a. Definition and objetives

DefinitionThe National Programa of Productive Diversification isresponsible for developing and promoting new specificproductive infrastructure and existing in order tofacilitate productive diversification and support thesustainable economic growth.

Specific productive infrastructure includes thosespaces with a defined area that keeps services andactivities of a sector, production chain and / ordomestic trade.

Program objectives:• Promoting, facilitating, developing and implementing specific productive infrastructure.• Encourage collaboration between the public and private sectors.• Promote engagement of regional and local governments with a view to productive diversification.

Techno-ecological industrial park (PITE)(Law N° 30078 that promotes its development)

a. Objective and components National System of industrial parks

The National System of industrial Parks, created as a mechanism to contribute and to impulse thedevelopment of industrial parks in Peru, promotes the implementation of industrial parks which willallow to articulate various actors from the public and private sector, also to ensure the operationalsustainability of these industrial parks in long term.

Industrial Parks of National Relevance of public orprivate initiative, with a focus on clusters and value chains.

System’s Components

The industrial parks developing under this system, ensure a several benefits to all the actors such as the promoters of theinitiative, the resident companies and other stakeholders.

a. Industrial Park of Ancon Description

Located in the department of Lima, in the central coast. Proposing the creation of a new industrial center, toincorporate a system of integrated management, specialized clusters, technological innovation, environmentalsustainability and territorial competitiveness is proposed. This project seeks to promote the food industry, chemicalindustry, paper industry, textile industry, among others. Furthermore, the development of mega projects ofinfrastructure, transport and communications will be promoted.

• Lima’s Gross Domestic Product (GDP) was USD 63,549 million (48.1% ofPeru’s GDP) in 2014.

• Manufacturing activity represents 21% of Lima’s economy. It is mainlyconcentrated in the production of clothing, furniture, food production,chemicals, and others.

• Lima’s Traditional Exports reached a value of USD 3,836 million(liquified natural gas and mining).

• Non-Traditional Exports reached up to USD 5,489 million andfocused on clothing (24%), agropecuary (21%) and chemicals(18%), others (37%)

Project located in Ascope province, department of La Libertad, in the north coast of Peru; neighboring the third stage ofthe Special Project Chavimochic (hydro and power project).This project is a great opportunity to develop and consolidate the productive sectors profile of the department,considering tanneries, leather and footwear, metalworking, clothing and agribusiness.

• La Libertad’s Gross Domestic Product was USD 5,985 million (4% ofPeru’s GDP) in 2014

• Manufacturing activity represents 16% of La Libertad’s economy. It ismainly concentrated in the production of tanneries, textiles, metalmechanic and agricultural products.

• La Libertad’s Traditional Exports reached a value of USD 2,067.7million (mining products).

• Non-Traditional Exports reached up to USD 726 million and werefocused on agricultural products (90%), chemicals (5.3%),nonmetallic mining (3.2%), others (1.7%).

Located in the departamento of Ica, in the south coast of Peru. This project is part of Ciudadela Pachacútec Project andrepresents a great opportunity to develop productive sectors profile of the department especially agroindustry relatedto: asparagus, cotton, paprika, grapes and fruit. Furthermore, the development of mega projects of infrastructure,transport and communications will be promoted.

• Ica’s Gross Domestic Product (GDP) was USD 4,528 million in 2014 (3% ofPeru’s GDP).

• Manufacture activity represents 21% of Ica’s GDP. It’s mainlyconcentrated in agroindustry, textile industry, wine production, amongothers.

• Ica exportó un valor de 3,205 millones de dólares americanos porconcepto de exportaciones tradicionales (principalmente productosmineros).

• Las exportaciones no tradicionales ascendieron a 1,134 millones dedólares americanos, impulsado por productos agropecuarios (78%),textiles (10%), pesqueros(6%) sidero – metalúrgico y joyería(3%) yotros (3%).

Description

CETICOS (Special Economic Zones) aredelimited tax and customs benefits areas,which look forward to generatedevelopment poles and promote privateinvestment in productive infrastructurefocused on goods and services activities.

Currently, there are 03 CETICOS operatingnationally: Ilo (Moquegua), Matarani(Arequipa), Paita (Piura).

CETICOS

“Zona Franca” or Free Zone is a delimitedgeographic area in which if goods entrance isnot considered as if they where at the customsterritory in relation to the imports duties andtaxes payments. Furthermore, they are notsubject to the routine customs control.

Currently there is only 01 Zona Franca (FreeZone), located in Tacna and namedZOFRATACNA.

With the objective of promoting private investments and increase exports, Peru have created ZOFRATACNA andCETICOS as territorial areas with tax and customs benefits.

Located in the department of Tacna, southern Peru. The enhancement of ZOFRATACNA looks forward to increaseeconomic development in the region of Tacna, by means of impulse and execution of industrial infrastructure.because of its geographic location and special economic zone condition, this project is a key factor of greatstrategic value for Peru.

• Tacna’s Domestic Product in 2014 was USD 1,889 million (1.3% ofPeru’s GDP).

• Manufacturing activity represents 4.4% of Tacna’s economy. It ismainly concentrated in the production of olive oil, hydrobiologicalproducts, furniture, clothing, bakery products, metallic products,among others.

• Tacna’s Traditional exports reached a value of USD 247.2 million(mining products).

• Non-Traditional Exports reached up to USD 116.7 million andfocused on agricultural products (42%), fishery (24%), metalmechanic (11.4%) and others (25.1%).

• Piura ’s Gross Domestic Product in 2014 was USD 5,362 million (1.6%of Peru’s GDP).

• Manufacturing activity represents 19% of Piura’s economy. It focuseson: fishmeal and fish oil and other fishing derivatives, oil refining,edible oils, palm oil and cotton yarn, among others.

• Piura’s Traditional Exports reached a value of USD 1,158 million(oil).

• Non-Traditional Exports reached up to USD 1,255 million andwere mainly concentrated on fish products (33.5%), agroindustry(30%), nonmetallic mining (20%), chemicals (3%) and others(14%).
