sometimes you come across a constraint that is so powerful that it actually percludes you from being able to implement a solution from within the system, something that would actually be beneficial, but stopd is a loop that goes outside government, is filtered through the actual stuff of the world, gains much more momentum, and then comes back to the government.

the word dissent is a red flag in the government, because it means challenging the status quo. and people here are afraid to change.
