using content• Interoperability for re-use of content
Conditions: different types of material, clear selection criteria, compliance to Europeana licensing conditions and agreements
Impact: Increase quantity and quality of digital content available through Europeana
Several Best Practice Networks
Objective 2.1.aContent for Europeana
Some issues to consider:
• Is the content to be made accessible through Europeana of interest and to whom?
• Does it constitute critical mass / why?• How are you going to ensure that your metadata meet the technical
and licensing requirements of Europeana?• How will you ensure availability of the content after the end of the
project?
Objective 2.1.aContent for Europeana
Objective 2.1.bExperimenting with the use of cultural material for creativity
• Creative re-use of cultural resources/ Europeana• open lab environments for experimentation, creative
applications and services
Conditions: involve creative industry, scenarios for experimentation, IPR, exploitation potential
Impact: Increase substantially the use and re-use of cultural heritage resources
Several Best Practice Networks
Objective 2.1.cEuropean Rights Information Management
• Registry of Orphan Works for Audiovisual Content / interoperable systems for the exchange of rights
• Standards for better rights information for companies and end-users
Conditions: stakeholders, link to ongoing initiatives, exploitation potential
Impact: easier retrieval of copyright info, sustainable open infrastructure facilitating trading in rights
2 Pilot B (one each)
Aims:(Audiovisual works)
• To demonstrate solutions to provide better information on rights and to facilitate clearance of these rights in order to develop registries of orphan-out-of-commerce works.
(Standards for rights information)
• To develop systems for online rights trading including automatedlicensing.
• create an interoperable communication layer between registries and user transaction services.
Objective 2.1.cEuropean Rights Information Management
Objective 2.1.dNew business models for publishing in the digital age
• Networking publishers and ICT solution providers • Strategies for business models and revenue streams
Conditions: balanced mix of stakeholders, road-mapping
Impact: Reinforce partnership among stakeholders to support innovation in publishing
1 Thematic network
Open Data and open access to content
12 M€
Objective 2.2Open Data and open access to content
Commission Communication an Open Data (Dec 2011)
• Strengthen European innovative potential and use of its resources
• public data for re-use: geographical information, statistics, weather data, data from publicly funded research projects, and digitised books from libraries
• overcome existing barriers and fragmentation across the EU:• Adapting the legal framework for data re-use• Mobilising financing instruments in support of open data• Facilitating coordination and experience sharing across the MS
• Estimated overall economic gains from opening up PSI (Vickery Study, 2011) : €40 billion/year for the EU27 / € 140 billion/year direct and indirect gains EU 27
Objective 2.2Open Data and open access to content
Aims• Stimulate the opening up of European data
resources for re-use by businesses• Work on legal aspects of Public Sector Information
and standards for open data• Experiment with Open Access to scientific
information
Objective 2.2Open Data and open access to content
Thematic Network4. Organising competitions for using open data
2 Thematic Networks3. Legal aspects of Public Sector Information and standards for open data
Pilots B2. Open access to scientific information
Pilot A1. Geographic Information
Funding instrument:4 target outcomes:
Objective 2.2.aGeographic Information
• Foster the wider use of spatial data by public and private sector organisations and citizens
• Make available harmonised information related to the INSPIRE Directive
• Foster development of innovative value-added services by the private sector
Conditions: Critical mass (significant part of territory at least 6 MS), rights clearance, accessibility and reusability datasets bythird parties, multilingualism, exploitation and indicators.
Impact: economic growth through value-added services created by the private sector and based on the innovative use ofharmonized public geographic information datasets.
Pilot A
Objective 2.2.aGeographic Information
Focus:• making available harmonised information related to the
themes of INSPIRE Directive• innovative value-added services based on interoperable
information on a cross-border or pan-European level• availability of developed datasets for access, use and reuse
for a variety of uses
Objective 2.2.a
Baseline on geographic information17 GI projects in eContentplus and CIP to build on
-lessons learned – no repetition - consensus -demonstrate added value
Support enabling services e.g.
- visualisation of information layers- overlay of information from different sources- spatial and temporal analysis
Scalable to pan-European coverage- Explore extending results to other strategic sectors
(transport, agriculture, health etc)- Seek stakeholder consensus!
Objective 2.2.bOpen access to scientific information
• Support experiments with open access to scientific information
• Explore new paradigms for accessing, querying, using and evaluating this information ( e.g. article level assessment, text mining, research/research paper identifiers, etc)
Impact: Opening wider access to more scientific information, contributing to new ways to asses and re-use evaluate scientific informationPilot B
Objective 2.2.c Legal aspects of PSI and
standards for open data
• Legal aspects of PSI - barriers to access to and reuse of PSI
• Standards for open data
Conditions: involve legal experts (PSI) and broad range of stakeholders (OD)
Impact: Identification of legal barriers and agreement on standards
Thematic Networks (two)
Objective 2.2.c Legal aspects of PSI and standards for open data
Legal aspects PSI• Take into account the results of the LAPSI thematic
network
• Excellence in the field of legal aspects of PSI
Standards for open data• Interoperability (technical and legal) and open data• Broad range of stakeholders (content holders,
academics, civil societies, etc.)
Objective 2.2.c Organising competitions
for using open data
• Organise competitions for using open data and stimulate the winners to start business ventures
• covering government data, publicly funded scientific data and publicly funded cultural content
Conditions: coordination requires solid experience, and clear follow up mechanisms.
Impact: creation of economic activities based on government data
Thematic Network
eLearning
