1st International Scientific Congress Globalistics – 2009:

Ways out of the Global Crisis and Models of a New World Order

that took place in May, 2009 during the time of the financial crisis of 2007-2009 and the following global

recession. This once more stressed the interdependency of states in the modern world.

Globalistics 2011 Foreword

The events that took place since the global financial crisis of 2007-2009 and the subsequent near-global recession have served once more to highlight the extent to which countries and regions in the world have become strongly

interdependent.

Impressive efficiency gains in international transport and trade since the mid 20th century, and, more recently,

rapid advances in information and communication technology have facilitated unprecedented levels of

global interwovenness and interdependence.


Economically, today, we are witnessing sustained high levels of growth in key emerging economies. These developments are reshaping

international trade balances and the global terms of trade.

On the other hand, the levels of public and private debt in several major western

economies have reached historically unprecedented levels. And in the aftermath of the financial crisis, we

have seen a dramatic shift of the burden of risk from the financial sector to the public

sector in these countries.


The high rates of economic growth in major emerging economies also fuel the

rising global demand for food, for energy, for minerals, and for other industrial and agricultural commodities.

Such economic developments contribute to the structural transformation of economic, technological and political

power balances in the world.


Hand in hand with these global economic processes, and in the face of ongoing developments in global and regional

population growth and distribution, pressures on the global environment are inevitably increasing.

Associated questions of stability and sustainability, effectively relegated to the back burner after the days of

the Club of Rome, have once again become key global policy issues.


Politically, however, the matters are complex and diverse. The corporate and financial sectors continue to globalize.

And the supply chains of energy, food and other commodities increasingly defy distances and national

boundaries. And so do key environmental issues.

Yet, there remains an near-universal emphasis on the importance of the notion of the sovereign nation state

and on national autonomy.


Efforts to transcend such national political boundaries in order to be able to deal effectively and efficiently

with global challenges, remain fraught with difficulty. Consequently, adequate, timely and

regionally and globally well-coordinated policy responses to such challenges remain patchy.

Further, despite long-standing international efforts and despite the existence of the world of increasing global opportunities, many countries still remain ravaged by

mismanagement, poverty, and local conflict.


Socially and culturally, the picture also appears to be mixed. There are strong global developments and trends which facilitate exchange and which tend to level cultural

differences.

Yet, at the same time, we see assertive counter-trends, some claiming historical roots, some novel, reinforcing

social identity and stressing local uniqueness.


The issues of safety and security, too, have taken on new dimensions in an increasingly open, interconnected and

technologically advanced world. Crime and terrorism, for instance, are less and less inhibited by national

boundaries. And more and more easily, local conflicts can take on extra-territorial dimensions, affecting

international relations and global stability.

The revelation, analysis, generalization and the comparative measurement of the global processes based on the juxtaposition of the points of view of the leading scientists in this sphere, who are

forming the international experts network devoted to the analysis of the global socionatural tendencies.

The interdiciplinarity of global studies forms the respective scale and form of the organization of the Congress. This enables the participants to concentrate on the study of

recent groundbreaking trends in the field of the global processes and problems.

We invite the specialists in the spheres of global studies from the perspective of economy, political and social studies, philosophy, geography, ecology, applied mathematics, management

and other spheres of science and practice to participate in the congress.

Globalistics 2011 On the Conference Sessions

The Sessions Each of the twelve topical congress sessions opens with an invited presentation by a distinguished international scholar, followed by four contributed papers and a plenary discussion. 5 main panel discussions will focus on interdisciplinary problems. Moderators in a short briefing will announce issues to be discussed. To enter the panel discussion one should announce one’s intention to participate during the registration.

Globalistics 2011 On the Conference Sessions

Young scholars on the Congress As well as reports prepared by reputable scholars and scientists, each session will include presentations given by eminent research students and postgraduates. The Congress Organizing Committee regards it a priority to encourage young and upcoming academics in the field of global studies. Participating in Globalistics-2011 offers such "apprentice scientists" a unique opportunity to meet distinguished established scholars in the field from across the world. And it introduces them to a broad range of perspectives in state-of-the-art research in the field of global studies.

Globalistics 2011 Contributing a Paper

The Organizing Committee warmly welcomes submissions for contributed papers. The emphasis of contributed papers may be on ground-breaking and insightful empirical research and policy studies, but also on data issues or on innovative methodological topics. In all conference papers and presentations, attention to policy relevance is strongly encouraged. Papers may be global in perspective. But papers exploring more local issues set in a context of globalization are equally welcome. The Organizing Committee hopes that some of the contributed papers will deal with the

position and future of Russia in a globalizing world.

Globalistics 2011 Contributing a Paper

There may well be interested researchers, policy analysts and policy makers involved in subjects which, in their view, are highly relevant to the study of globalization or to policy approaches to globalization, but who cannot find a good match among the conference session topics. They are nevertheless encouraged to propose a paper. The Organizing Committee welcomes such initiatives, and it will seriously consider these

proposals. And it may, for example, decide to organize one or more additional parallel sessions to accommodate such topics.

Students aiming to present in sessions may be nominated by a member of their faculty, but they may also apply direct without such nomination.

Globalistics 2011 Practical Guidelines for Contributed Papers

Prospective authors must submit a 500-word abstract by 30 November 2010. Notifications of acceptance will be sent by 31 December 2010.

The full paper must be unpublished and must not exceed 5000 words. It must be

submitted not later than 31 March 2011. Because of the preparation required for the translators, unfortunately this deadline cannot be extended. Late submission of the full paper may therefore involve the designation by the Organizing Committee of a substitute author.


By 30 April, authors must submit a slide presentation supporting their session presentation. This is the deadline required by the conference translators. Slide presentations must not exceed 5 slides (pages). Slide dimensions must be 4x3. A character size suitably large for auditorium presentation must be used.

Abstract and full papers must be submitted by e-mail as editable OpenOffice.org

.odt or Microsoft .doc files. Slide presentations, similarly, must be submitted by e-mail in editable .odp or .ppt format.

To facilitate effective and proper translation, in the weeks prior to the conference, authors must be prepared to answer any e-mailed questions and requests for clarification put by the translators.


Selected conference papers will be eligible for publication in a special issue of the bi-annual English-language Journal of Globalization Studies,

published under the auspices of the Faculty of Global Processes of Lomonosov University.

Globalistics 2011 Conference Working Languages

The official working languages of the conference will be Russian and English. Translation services will be provided if necessary.

Authors wishing to present in a major other language must notify the Organizing Committee prior to submitting an abstract. Every effort will be

made to accommodate such other languages, but this cannot be guaranteed.

In addition to the formal day-time conference sessions, and in line with the

well-established tradition of the Globalistics annual conference series, the

Globalistics-2011 programme will again feature a comprehensive evening social

programme.

This evening programme allows conference participants not only to relax

and to enjoy legendary Russian hospitality.

It also enables participants to mix and meet informally, to discuss issues of

mutual interest in a more personal setting, to further international co-operation and exchange, and to explore collaborative

endeavours.

All prospective Globalistics-2011 conference participants, both presenters of papers and other attendees, must complete a short conference registration form.

Prospective conference participants who do not yet have a copy of the registration form may obtain one by writing an e-mail message to the Organizing Committee.

In order to be able to meet the deadline for the visa application procedure (see below), completed registration forms must be received by the Organizing Committee not later

than 15 March 2011.

Globalistics 2011 Conference Registration Fees

The prestigious annual Globalistics series of conferences are seen as a core international flagship activity of the Faculty of Global Processes. Therefore, the organization of the

2011 conference is fully sponsored by the Faculty and the University.

As a result, registration fees for the participants at Globalistics-2011 are waived.

Globalistics 2011 Transport

As the capital of the Russian Federation, Moscow is the central air transport hub for the country. The city is served by three international airports, connecting Russia with frequent flights to the major and many smaller airports around the world. In addition,

these airports serve a dense network of domestic destinations.

As the need arises, the Faculty of Global Processes will endeavour to arrange for a multi-lingual student to accompany non-Russian-speaking foreign guests on- and off-campus. If requested, the Faculty will also arrange for airport pick-up and drop-off.

Globalistics 2011 Accommodation

Lomonosov University can offer low-cost on-campus hostel accommodation for

conference participants.

This on-campus accommodation is characterized by relatively modest and traditional academic levels of comfort

and service.


However, at the same time, such accommodation offers conference participants the unique experience

of lodging in the University's main building. This is a world-famous historical skyscraper located in the very centre of the campus,

and designed at the time to rival New York's Empire State Building.

It is featured worldwide as one of the defining architectural landmarks of the

Moscow skyline.


For participants preferring more comfort, the Organizing Committee can assist in finding hotel accommodation in Moscow. However, unfortunately the city does not have an abundance of modern hotels, and room price levels can be high to excessive. Several of the major city hotels, however, are well located relative to stations on the metro system.
