Spring 2016 Groundwater Resources Status Update E345-007-001 (Report prepared by Peter Davidson)

Each Spring, Marlborough District Council hydrological science staff provide an update to the Council on the state of the district’s underground water resources heading into the summer irrigation season when abstraction from wells is highest.

The update defines the quantum of water stored in each of the main economically or ecologically important aquifers relative to the spring seasonal normal.

Without exception, groundwater levels at all Council monitoring wells are above those of a year ago in Spring 2015.

This reflects the return to more normal rainfall and river flows providing aquifer recharge following the record low rainfall received in Blenheim for 2015. Only 1mm of rain fell in Blenheim in November 2015.

Spring groundwater levels around Marlborough District are a mixed bag, even within a single same aquifer system in some cases.

The plan view below shows how the current November 2016 level at each of the Council Wairau Plain monitoring wells compares with the long-term seasonal average for this time of year. Sites with levels below the seasonal average are marked red, those with levels close to normal are green and wells with high levels blue.

Pressures in some deep aquifers are approaching the highest observed since monitoring began around 1999. This reflects relatively low rates of abstraction from these deep aquifers with the bulk of irrigators using SVIS water instead. These deep aquifers have slowly recovered back to their pre-development state as the series of blue or green dots in the Southern Valleys catchments illustrates.

Rarangi Shallow Aquifer levels are generally normal or high with the exception of the inland Golf Club well. The reasons for the variation are uncertain but may reflect local pumping patterns or the transient effects of runoff water draining to the coast.

Well levels at Ward (Flaxbourne) and Wairau Valley are normal for spring.

Western Wairau Aquifer levels and aquifer fed Spring flows remain depleted as they have been since mid 2014, although those at the Cloudy Bay coast and near Rarangi are close to their seasonal normal.

These low Wairau Aquifer levels are not driven by abstraction as the irrigation season has yet to start in earnest and soil moistures are not low. The exact causes are being investigated as part of the ongoing project between Council staff, Lincoln AgriTech and the University of Dresden.

There is likely to be a combination of factors at work involving rates of Wairau River recharge, groundwater abstraction rates and channel factors. Regardless of the reason, the declining trend in well levels in the western/recharge sector of the Wairau Aquifer makes it harder for recovery back to historic values, especially in conjunction with a dry summer season.

This report is prepared using data from Council’s Environmental monitoring network, as well as sites operated by NIWA and data from the Marlborough Research Centre.

Executive Summary After a couple of slightly drier months, October rainfall was close to normal for much of the district, with the exception of some inland and East Coast areas. Together with slightly warmer than normal temperatures, this means that the district generally looks fairly good for this time of the year. However, it is likely that while shallow soil moisture is being replenished sufficiently to keep vegetation growing, deeper soil moisture is probably quite low, so if the regular showers disappear, then wilt point may be reached quite quickly.

Rainfall With reasonable rainfall received across most of the district during October, rainfall totals for the district for the year to date are still above average in the north and west, but slightly below average in the south and east. In Blenheim evapotranspiration has exceeded rainfall for the last four months, and the results of this will begin to show soon.

The following graphs show the monthly rainfall totals for 2016 at four representative sites, compared to the long term monthly averages for those sites. The Blenheim graph also shows the actual monthly evapo-transpiration (ET). The difference between monthly rain and ET indicates the likely soil moisture gain or loss.

River Flows – October 2016 River flows vary across the district, northern areas, and smaller East Coast catchments showed the benefit of the variable October rainfall; however the larger inland river systems were below normal, partly as a result of less rainfall in August and September.

The ENSO status is generally neutral in the tropical Pacific Ocean, but leaning slightly toward La Nina conditions.

Seasonal rainfall totals, river flows, and soil moisture levels for Marlborough are all forecast to be about normal. Air temperatures are likely to be above normal.

Harbour Functions

Harbour Six Weekly Activity Summary H100-014-01 (Report prepared by the Harbour Master)

The purpose of this report is to inform the Committee of Harbour Activity undertaken since the last regular Committee meeting.

The Harbour Maritime Safety Management System Maritime sets out Performance Monitoring and Reporting requirements. By reporting regularly on key indicators, reflecting both the performance of the Harbour Authority and that of port and harbour users, appropriate measures can be adopted and introduced which may further improve maritime safety.

The table below provides an overview of the critical functions delivered by the Harbour Master Group since the last Committee meeting.

Inspection of Swimming and Water Ski Lanes

Swimming and water-ski lanes all inspected and maintenance completed prior to commencement of boating season (Labour Weekend).

Harbour Patrols commenced on Labour Weekend.

The following new initiatives are not yet included in the safety management system but are mentioned for the interest of committee members.

Dredging is underway in Shakespeare Bay in anticipation of the arrival of the 347m cruise vessel Ovation of the Seas. Reports from PMNZ are that the dredging programme is progressing well.

A Harbour Open Day was held on Labour Weekend as part of the National Safer Boating Week. This event attracted approximately 1000 visitors to the Picton marina and provided an opportunity for the community to engage with organisations committed to keeping the Sounds environment and people safe. The Harbour Master co-hosted the event with St. John, Coastguard, Marlborough Sounds Marinas and special guests NIWA.

The development of a Boating Safety brochure specific for children has been well received and is being distributed widely. The brochure contains the original artwork of a locally based and nationally recognised illustrator.

The first Harbour Masters recreational boat skipper training workshop was delivered at the Picton Emergency Operations centre in early November. These free courses are funded by Maritime New Zealand and enable the Harbour Master, in conjunction with Coastguard Marlborough, to provide a valuable and enjoyable educational course for persons new to boating in the region. Feedback from participants on the first course was very positive.

Nelson, Tasman and Marlborough Harbour Masters are working with NPD to roll out a safer boating programme aimed at ensuring boaties are prepped and ready for sea. NPD has sponsored prizes and fuel discount vouchers for participants.

MNZ will roll out a no excuses campaign this summer targeting persons who are in breach of lifejacket and speed regulations. MDC is one of nine councils supporting the scheme which will be funded by MNZ and take place on five pre-determined days over summer. Exact dates of the ‘no excuses’ days are yet to be finalised for Marlborough.

The Harbour Maritime Safety Management Systems defines Performance Monitoring and Reporting requirements.

A summary of activities undertaken by the Harbour Master Group meets these reporting requirements and provides assurance to the Council, as Harbour Authority, that the MSMS is operative and effective.

Monthly Harbours Incident Summary H100-004-001-14 The Committee will be aware that the Harbours team deals with a variety of incidents that occur within the Sounds. Some of the incidents are reported in the media due to their nature, but the majority are only received by the Harbour Master’s office.

With the introduction of the Port and Harbour Safety Code and the requirement to undertake a risk assessment, staff have reviewed the Harbours Incident database and revised it to the extent that retrieval and manipulation of statistical information is simplified and that standard reporting on a month-by-month basis is made easier. Current cumulative incident totals are as from the start of the current calendar year.

Attached to this item is the summary of the incident reports that have occurred since the Committee’s last regular meeting. It should be noted that incidents are generally up to the day prior to the Agenda closure. Staff will be on hand to outline and explain the data, however, information as it is set out will generally form the basis of the report.

A variety of incidents occur and these are recorded with a view to keeping the Committee informed, identifying potential trends as well as using the data to plan educational initiatives.

The grounding of the cruise ship Azamara Quest in January of this year continues to drive positive change in regard to the safe provision of pilotage and harbour safety in regard to the transit of large ships. The Harbour Master and Port Company are working to assess whether or not risks associated with cruise ships can be sufficiently managed so as to enable cruise ships to resume transits through Tory Channel. At present, cruise ships visiting Picton must arrive and depart via the Northern entrance of Queen Charlotte Sound.

Building Control Group

Building Control Group (Building Consent Authority) Activity for October 2016

Over this year the Building Consent Authority (BCA) has put a huge effort into developing strategies and setting up resources to address the increased activity in the building industry. This effort is finally starting to show dividends and the group is now able to start processing building consent applications around day 14. This is a great improvement from recent months were the group was struggling to begin processing applications until 19 to 20 days.

Over recent weeks there has also be a drop off in consent applications, however it has been confirmed by many agents and designers that they are all extremely busy preparing applications to submit prior to 20 November. This date allows 20 working days in which to get the consent issued prior to Christmas. We are expecting busy times ahead of Christmas.

Other Issues

Fencing of Swimming Pools Act Repealed:

The Building (Pools) Amendment Bill, which will take effect from 1 January 2017, represents a major overhaul of swimming pool safety requirements. The Bill repeals the Fencing of Swimming Pools Act 1987, and incorporates swimming pool safety requirements into the Building Act 2004. This means that swimming pool safety requirements will now stand alongside the other safety and building regulation powers contained within that Act.

One of the biggest impacts of the Amendment Bill is that Council will have to increase the number of pool inspections it carries out every year. Under the old Act, Council had to complete inspections for 15% of all registered pools. It will now have to carry inspections for all pools over a three year turn around.

Another change: Lockable spa pool covers will be an accepted means of compliance and they will no longer require an “Exemption” from the Fencing of Swimming Pools Act requirements.

Craig Balaam (Building Compliance Officer) started our annual pool inspection process late October. To date most pools have been found to be compliant.

Over the calendar year until the end of October, Council has received 1118 applications for resource consent. Of that total, 1047 were new applications for resource consent. Council also received 67 applications under section 127 (variations to resource consent conditions), three extension to lapse dates under section 125 and one objection under section 375. Over the same period in 2014 and 2015 Council received 1012 and 1014 applications respectively. This represents a 10.4 % increase in resource consent applications received over the same period in 2014 and a 10.3 % increase over 2015. To date the average number of applications received weekly is 26. Last year the average was 25 and in 2014 the average was 24.

Over the calendar year until the end of October, Council issued 918 applications. Of that total, 855 were applications for resource consent. Council also issued 57 section 127 decisions (variations to resource consent conditions), six extension to lapse dates under section 125. This represents no increase in resource consent applications issued over the same period in 2015 and a 3.7 % increase over 2014.

Since the final part of the Resource Management Amendment Act 2013 came into effect on 3 March 2015, Council has rejected 205 applications for resource consent for incompleteness. In previous years Council has rejected less than 1% of all applications received. Since the more stringent informational requirements have been in effect Council has rejected 18% of all applications received. Over this calendar year this number has decreased to just over 8%, which indicates a better understanding by applicants of the new requirements.

There are currently 303 applications being processed by the team. In 2014 the number in processing was 250 and in 2015 the number in processing was 236. This represents a 21.2 % increase in resource consents in processing over the same period in 2014 and a 28.3 % increase over 2015. The number of applications has spiked with notification of the new Plan on 9 June 2016.
