LOCATION

The Huancayo – Huancavelica Railway is located in the central highlands of Peru, and provides transportation services between the capitals of the Junín and Huancavelica Regions.

The railway passes through the districts of Huancayo, Chilca, Huancán, Huayucachi, Viques, and Cullhuas in the Junín Region; and Ñahuimpuquio, Mariscal Cáceres, Izcuchaca, Pilchaca, Cuenca, Acoria, Yauli and Huancavelica in the Huancavelica Region.

It begins at the Chilca Station (in Huancayo), at an altitude of 3,240 meters above sea level (m.a.s.l.). From there, it descends to the Mariscal Cáceres Station, which sits at 2,819 m.a.s.l., and then ascends again to Huancavelica, at 3,680 m.a.s.l., the highest point on the line.

The longitudinal profile includes slopes that exceed 3% at some points. The steepest slopes are concentrated along the stretch between the Mariscal Cáceres and Acoria stations.

The railway follows a winding route, which includes radii of less than 100 m in some cases. It crosses over 15 bridges and through 38 tunnels, with 7 stations and 20 train stops.

MINIMUM INTERVENTIONS

The construction, repair, and upgrade works for the Huancayo-Huancavelica Railway cover necessary technical aspects, such as:

Proposing and implementing mitigation measures for geotechnical problems at critical points along the railway and/or slope and embankment stabilization problems.

Constructing a longitudinal drainage system and upgrading the transversal drainage along the entire railway.

Increasing the load capacity of the railway to 20 tons per axle.

Replacing the rails 49S (49 EI) profile rails.

Replacing the railway ballast.

Expanding the tunnel clearances.

Building new bridges.

Replacing all of the existing railway switches, in accordance with the new rail type.

Replacing the wooden sleepers with concrete sleepers. Any existing concrete sleepers in good condition will be maintained.

Installing parallel safety fences in urban areas to prevent accidents.

Installing automatic safety barriers, as well

as lighted and acoustic signage, at existing crossings.

Improving accessibility and comfort for users at stations and train stops.

Building a modern yard/shop, in accordance with the needs of the new rolling stock.

Implementing the signage, safety, and communications system.

Implementing the Operations Control Center (OCC).

These interventions will guarantee a safe, efficient, and comfortable passenger and cargo transportation service.

MINIMUM CRITERIAFOR THE PROJECT DESIGN

PARAMETERS FOR THE SIZING OF CIVIL WORKS GEOMETRIC ROUTE LAYOUT

The current route layout will be maintained, with slight lateral displacements in those stretches where the new drainage system must be built for the level sections.

CIVIL WORKS

The main activities to be performed are as follows:

SLOPES

Upper slopes:

Construction of drainage ditches with a trapezoidal cross-section at the top of the slope, with concrete lining.

Construction of drainage ditches with a triangular or rectangular cross-section at the foot of the slope, with concrete lining.

Removal of unstable blocks and/or stones on the slope.

Slope protection with rockfill, rip rap retaining wall, or gabion walls.

Lower slopes:

Construction of rockfill, with extended protection using gabion walls, where necessary.

Construction of platform walls along certain stretches of the railway.

Maximum travel speed: 96 km/hr. (for passengers)64 km/hr. (for cargo)

Maximum axle load: 20 tons

Tunnel clearance: In accordance with the National Railway Regulations

Sizing of level section: As per American Railway Engineering and Maintenance-of-Way Association (AREMA)

Sizing of superstructure: As per American Railway Engineering and Maintenance-of-Way Association (AREMA)

Sizing of buildings: As per the National Building Regulations

BRIDGES

The existing bridges will be replaced with new structures, designed for a COOPER E-80 loading system.

RAILWAY SYSTEMS AND SUBSYSTEMS

SUPERSTRUCTURE

Complete replacement of existing rails with rails with a 49S (49EI) profile, using any concrete sleepers in good condition.

Replacement of existing wooden sleepers with new concrete sleepers.

Replacement of railway switches, in accordance with the new rails to be installed.

Installment of new ballast and reuse of existing ballast as sub-ballast (after being cleaned and sieved).

Replacement of joining and fastening elements and support plates along the railway, including joint bars, elastic clips, pads, etc.

DRAINAGE

Recovery of the railway drainage system, including both longitudinal and transversal drainage works.

TUNNELS

Expansion of tunnel clearances, in accordance with the National Railway Regulations.

Inside tunnels:

Removal of unstable blocks

Longitudinal drainage ditches

Installation of anchor bolts

Triple-twisted mesh on frames

Construction of the longitudinal drainage system (ditches), and upgrading of the transversal drainage system along the railway

Renovation of the railway’s superstructure for a load of 20 tons/axle

Slope protectionand stabilization

At tunnel mouths:

Clearing of vegetation

Rockfall protection mesh

Cut-and-cover tunnel with frame and cover

Transversal canals and drainage

SIGNAGE, COMMUNICATION, AND TELECOMMUNICATIONS SYSTEMS

Repair of the telecommunications system.

Supply and installment of signage along the railway.

Implementation of the Operations Control Center (OCC).

Lighted and acoustic protection and signage at crossings.

STATIONS

Adaptation of stations to facilitate access for persons with limited mobility.

Increase in length of station platforms, as necessary.

Adaptation of station platform heights.

Installation of enclosures along the railway to prevent accidents and separate it from surrounding urban areas.

Installation of fire protection system, in accordance with Peruvian Technical Standard (NTP) 350.043-1.

Upgrading of waiting areas in stations: construction and/or repair of restrooms and platform furniture, and replacement of lighting systems.

Improvement of passenger access at train stops.

Reconstruction of the old Ccocha Train Stop at P.K. 88+060 on the railway.

ROLLING STOCK

Supply of new rolling stock, which shall be compatible with the railway characteristics, including operating altitude, radii, tunnel clearances, and grades.

Below are the minimum requirements for the railway passenger and cargo transportation service.

MANDATORY INVESTMENTS

The future Concessionaire will be responsible for:

The preparation of the Final Engineering Studies (FESs) for the Works and their corresponding Semi-Detailed Environmental Impact Assessment.

The preparation of the Final Engineering Study (FES) for the Rolling Stock.

The implementation of the Works and provision of the new Rolling Stock.

The operation and maintenance of the railway infrastructure.

Compliance with the system’s Service Levels.

RATES

Above all, the Huancayo-Huancavelica Railway is intended to be accessible for all. For many residents of the towns and villages through which it passes, it is the only affordable and reliable means of transportation available to them. During the concession, the rates shall be approved by the Ministry of Transportation and Communications.
