Broadband Corridor Q&A 7/10/2019 The following is a result of a discussion which took place on July 10, 2019 at the Greenfield District and involved the Greenfield District Utility Coordinators and the INDOT Broadband team of Todd May and Andrew Brelage. The purpose of this Q&A is to answer specific questions related to utility and railroad coordination that involves the Broadband Corridor. This does NOT pertain to fiber that is outside of the Broadband Corridor. The following is a result of a discussion which took place on July 10, 2019 at the Greenfield District and involved the Greenfield District Utility Coordinators and the INDOT Broadband team of Todd May and Andrew Brelage. The purpose of this Q&A is to answer specific questions related to utility and railroad coordination that involves the Broadband Corridor. Question:Once a conflict with the broadband corridors has been determined how do we coordinate relocation/impacts of the broadband facilities? Answer:Contact Andrew Brelage as soon as we are aware of a future project with potential to impact the broadband corridors.

Question:Do you want to see project plans? Answer:Yes, send to Andrew.

Question:Do you want broadband facilities shown on our project plans? Answer:Yes, coordinators will pull broadband as-built plans from EPS or work with Andrew to make sure broadband is properly shown on our plans.

Question:Once impacts are determined will you work with us utility coordinators or directly with the designers to coordinate relocation? Or will we be working with the broadband representatives? Answer:District Utility Coordinators will first work with Andrew and he will work with the Broadband representative as necessary.

Question:What guidelines are they expected to follow since they do not follow the UAP? Answer:Currently the Broadband Guidance Document located on the INDOT website. A policy is in the works to replace the guidance document.

Question:Is there an expected turnaround time for them to relocate once we have determined conflicts?Answer:Expectation of broadband relocation starting 180 days prior to construction start date. This will vary on a project by project basis and will require sufficient communication between all stakeholders.

Question:Will it be necessary for broadband information to be listed in the 107-R-169 special provisions of our contracts? Answer:Yes, we will work with Andrew to ensure proper information is included in the 107-R-169.

Question:Is the applicant responsible for RR crossing agreements?Answer:Facility owner is responsible for obtaining any and all necessary right of entry’s or agreements from the railroads.

Question:How does ITS factor in?Answer:ITS and broadband are closely working together. Broadband facility owners are aware they must contact ITS for locates.

Question:How do they become aware of INDOT water/sewer/highway lighting lines feeding rest areas?Answer:Andrew will work with Brian Shattuck (Major Project Delivery Highway Engineer) to obtain rest area plans to notify facility owners of these facilities.

Question:Do they require any service points? If so, where and how are they fed?Answer:Yes, service points are located every 60 +/- miles and will not be located on INDOT right of way. Facility owner is responsible for purchasing easement from property owners for placement of service points.

Question:Are we allowing aerial installs?Answer:No

Answer:Yes, Todd and Andrew working with Central Office staff as necessary.

Question:Will there be above ground delineation of the broadband?Answer:Yes, there will be orange fiber markers. Hand holes will be located every 500 to 600 feet with traffic rated lids.

Question:Are there standard depths and offsets? Answer:Longitudinal installation will be 48 inches deep and within 2 feet of the right of way line. (2 feet from daylight)

Transverse crossings will be at a minimum of 10 feet deep with 48 inches below flow line of ditch.

Question:Are they reimbursable?Answer:Short answer is no. Unless there is an emergency project or extenuating circumstance that will impact their facilities.
