MESSAGES

It is of great pride that the company celebrates its 11th Annual Crew Conference this November 2018 along with our Shipowners, Seafarers and Employees. Going back, the company has started its Annual Crew Conference year 2008 and it gives me great satisfaction that over the years, the company is progressing in all its endeavors towards overall performance.

This Annual Crew Conference is the time where our Shipowners, Seafarers and the Company are gathered together to once again share their thoughts and knowledge about the current demands of the Shipping Industry that we are facing today.

I want to express my gratitude to everyone for extending their constant support for this industry that we love. Let us not be discouraged by the challenges that we faced today in the shipping, instead let us take it as a chance to be more resilient and proactive in helping this industry to go through the most challenging opportunities ahead of us.

In behalf of the company, welcome to our 11th Annual Crew Conference!

Every year, November is the month where we are going to meet together with the Owners and our seafarers. The event is becoming bigger year by year and more important for us is that it is always the highest point of the year because we have the possibility to review together the activities of the previous year.

The Shipping Industry has become the most dynamic one because of introduction of technology and the start of digitalization and Introduction of Big Data. Like all the big changes, everybody is looking and analyzing its impact. At the moment, we can say that all these changes were not producing the expected benefits in our industry, instead, in some cases, we noted an increase of incidents. From our point of view, we may say that the industry and technology are going much faster than what the shipping, and in particular, the seafarers can adopt. In other words, we are building the most sophisticated vessel but we are not building up the crew who run the vessel.

This is the main reason why this year’s main theme is “Big Data and Digitalization in the Shipping Industry”. Our aim is to discuss with you and analyze where we are and where we must go in order to be capable to offer, always, to our customers the most skilled and competent seafarers in the market.

DETENTION RATE

Paris MoU remains a challenging region with regards to Port State Control given that a wide area at the northern part of the region is considered as Special area and ECA area. During the last decade, a lot of requirements and rules have been entered into force such as MLC, MARPOL amendments, STCW amendments and BWM Convention, and thus, PSCOs of Paris MoU focus on all critical items that are needed to verify compliance. The key findings for the last decade from Paris MoUs PSC Annual Reports are summarized in the table below.

The Detention per inspection factor reduced almost half during 2010 but since then an increasing trend is noticed.

DEFICIENCY PER INSPECTIONA significant reduction in deficiencies has partly affected the deficiency per inspection factor.

The top 5 deficiency categories are: Safety of Navigation; Fire Fighting; Labor Conditions; Life Saving Appliances; Certificate and Documentation. Since MLC implementation (2013), Labour Conditions have been reduced almost to half in comparison with previous years.

Being a seafarer was not the thing I wanted to become in life at first, because I dreamt of being a Computer Engineer. But God has the best route which led me to where and who I am today.

My mother was a plain housewife and my father was a retired Ordinary Seafarer whom both were loving and worked hard for our future. It has been embedded in my blood and an honor of the family of going to sea. I may not that passionate enough to pursue this career, but it seems like after years onboard, I have fallen in love with the seas, its calmness and wrath, just like how I have fallen in love with my wife every day.

How I climbed the ladder to the summit of my career? I visualized myself, to be a man in uniform with those four commanding bars. That’s how big my dream was! It scared me at first, but like what they said, if your dreams don’t give you fear, then it is not big enough. I took the fear and felt it from the beginning until now. But I was stagnant in my first three companies; though I am always grateful to them where I learned the virtue of patience. I held the maximum position as Second Officer for more than 6 years with them. No chance of achieving my goal, since that was the highest rank given to Filipinos at that time with them. I remember those days that I had to pick some thrashed notes from my Chief Officer out of the garbage bins just to collect knowledge and information from his pre-cargo calculations. I felt I was not in the right place at that time and sometimes in life, our conviction and convenience don’t live in the same block.

Year 2008, I first joined Elburg Shipmanagement Philippines. Though I did not start my career with them, the management had an open arm to welcome me as part of the family. They employed me as Second Officer on M/T EAST POINT and after three months I was promoted onboard to Chief Officer just as what they have planned and promised. After two (2) more vessel assignments with PB Tankers, they transferred me to K-Ships where I have the chance to achieve my dream: the one I truly visualized from the beginning. I’ll take this opportunity to thank Elburg Shipmanagement for believing in me. It is through their initiative that they recommended me to the Principal to be the Master on one of their manned ships. Going back on September of 2010 when K-Ships approved my first command on M/T NIKE. As the journey continues, they assigned me back to PB Tankers for they have started a full Filipino crew to run on their fleet of Product Tankers. That was when I was entrusted to supervise and launch the new building of M/T SILVER POINT on 2011. For that, I am forever grateful and honored.

To my Tart, my miniMe, my miniTart and my Langga, you are my inspiration and the greatest blessing bestowed from God. I have missed half of my life away from you that I wanted to savor every moment that we are together. The ultimate dream that I have now is to watch my children grow.

To my fellow seafarers, don’t stop dreaming and don’t stop learning. You don’t need to know everything as long as you know where to find what you are looking for then it’s more than enough. And most of all, learn to share whatever you have learned.

“Seafarers have always gone to sea for many different reasons, some said it is a sense of adventure, for others a challenge, while some are in for the money and pay the cost of being away from home for long periods. For me the sea meant freedom from everything, the tranquility is like a spiritual refreshment and the chance to build a riches which is beyond ashore”.

From my childhood I have always had a fascination for how machines work and today I am more fascinated when I see the ships machinery in a good shape and behaving like a baby asleep. Everybody has always a dream of becoming somebody, and for me my dream of becoming a Chief Engineer was a reality. Back in 2008 when I first visited the Elburg Shipmanagement premises, I felt like I am stepping into a

different future. I have observed the crewing had a new way of approach and totally not the same in my previous one. In short, I am satisfied and join the company without a doubt of having a consequence for being an ‘NIS / NSA- Project’ Scholar.

My first contract as Third Engineer on M/T AIGRAN D was an immense challenge and a big adjustment for me. The officers and crew were five different nationalities and the ship had uncertain voyages. Anyway, I just called it simply “It was my transition time in Maritime Performances B.V.”. Today, De Poli Shipmanagement had already conquered the market and have known to the world of Oil and Chemical Carrier industry.

The great challenge in my career was when I have chosen to be the Chief Engineer of the very first prototype newly built Duplex Stainless-Steel IMO Tier 2 vessel of De Poli Tankers B.V. M/T GIANCARLO D. The successful delivery of the vessel took place in China last 2016. By then and till now I am still the responsible of her beauty ‘the lady M/T GIANCARLO D.

To Elburg Shipmanagement and De Poli Shipmanagement, I would like to thank you for giving me a chance and be part of your growing company.

At first glance, anyone would agree that the 24th Batch of RINA Academy Philippines cadets are so lucky. For less than a year of training and utility works, one by one, the cadets are publishing social media posts, flaunting the wonders of the world as we join our respective vessels. The peak of our iceberg could be visible now, but the stories of rejections, frustrations and false hopes remain hidden beneath the surface of the water.

Six full moons have passed before I joined the Oil/Chemical tanker M/T BARBARICA of Mediterranea di Navigazione SPA since I set foot on RINA Academy / Elburg Shipmanagement as Deck Cadet. Quick as it may seem, it took me almost three years of waiting, four employments, two failed applications in other companies, several volunteers work and countless intoxicated

nights followed by melancholic sobermornings before I was called and accepted to join the Batch 24 of the Cadetship Training Program. Months before our commencement exercises in college, I was confident that my life at sea will start immediately since I fortunately passed the entrance examination conducted by Elburg Shipmanagement Phils. Inc., I thought I will be on board a vessel before the year ends.

My completion of the required trainings and documents was my sunshine of hope and made me daydream of strolling along the cold streets of Europe. Suddenly, a heavy rainfall came to my sunny day when the list for Batch 22 of then Italian Maritime Academy was released and my name is nowhere to be found. Twelve of my batch mates in Mariners were included. I learned that they will undergo the three-month In-House Cadetship Training Program which subsume free lodging at the cadets’ apartment, monthly allowance, rice provision and above all, quality education with the aid of top of the line materials and updated simulators. There’s no easy way to look for another company that would offer the same and I heard stories of struggle and survival at the capital while chasing for a shipping agency, therefore I decided to prolong my patience although I am bothered by the possible time the waiting would consume. Hence, I stayed in Bicol and started to look for an occupation that would bring food to my plate while cutting my idle hours.

becoming more disciplined and sterner made me more dedicated to touch their lives and retain values to them. After, I was given the opportunity to learn more about the demography of my hometown as a Team Supervisor during the 2015 Census of Population Conducted by the Philippine Statistics Authority.

At the dawn of 2016, the list of Batch 23 was released. Another 12 cadets from Mariners are stepping in to the portals of Rina Academy and I was not one of the them, again. Friends and acquaintances are asking from time to time when will I embark. I cannot provide an absolute answer and the questions were starting to get annoying. The frustration was taking its toll so I refrained from looking for a job and chose to perform volunteer works. I sat down with several student council as their consultant. I took part in matter loading of the debate varsity of my high school alma mater. When I had the need for income, I relied on seasonal events and occasions and received some extra as a freelance host. I kept myself busy and time flew so fast that I haven’t noticed the dusk blanketing 2016 and yet there’s no news about the start of Batch 24.

My relatives started reaching out by referring me to their friends that belong to the so called big four, hoping that they could be of help for me to join any vessel of any flag. Positive responses were equivalent to going on board as Messman or Catering/OS. I humbly refused every suggestion for I understand that this could deviate me from the course of being a deck officer. My eyes remain directed to the Cadetship Training Program and Career Development Program of ESPI so I chose to gamble the time and

rather improve myself in land-based fields.

And so, I set a safeguard by taking the Civil Service Examination. The results came along with delight as I was able to obtain Level II Eligibility after first take. My interest in governance paved my way to work for the highest office in the country - the Office of The President of the Philippines. I served as Presidential Staff Officer under the Presidential Management Staff.

During the commemoration of Balangiga Encounter, an event relative to the Balangiga Bells taken as loot during the American occupation in our soil, the President graced the occasion and I was part of the advance party. I’ve been having outgoing and incoming calls every now and then to coordinate with people concerned for the preparations, until I received a call from an unknown number. It was Ms. Rica Alonsagay, the Cadetship Coordinator of Elburg Shipmanagement. It was the call that I’ve been waiting for years. Right after the presidential engagement, I flew to the capital to personally present myself at the office. Despite the time constrain, I was able to comply with the new requirements while squeezing my schedule at work and make everything pass through the bottleneck.

Finally, I became part of the “lucky” Batch 24 - Grande Fortezza. Facilities of RINA Academy, the Transas Simulators, the numerous desktops for E-Learning, the complete and updated materials for navigation and much more, left me astounded as our training was onset. The sponsored education that we experienced nourished our knowledge and proficiency, while we forge friendship and harmony with

our fellow cadets. Many of my friends say that I have a remarkable threshold of patience to wait for the call from Elburg. I say, patience without the strive to be productive is good as nothing. Waiting without understanding the shifts of the situation will be a total mistake. The frustration and pressure that I had to overcome was overwhelming, yet still no match to my countering perseverance and fortitude. I share the same story of resilience with my batch mates and labeling our grounds right now as mere luck will be a discredit to our hard climb to this steep gangway from shore to ship.

Now, as I sail the Mediterranean Sea, all the rocks of inconvenience that I hurdled before are being called to mind. I realized how every low moment are paid with larger accomplishments. Future is brighter now as we perform our best while hoping to attain the stripes on our shoulder board soon. With a boosted desire for learning and competency together with God-centered values, I strongly believe that I am fortunate to grow with this company and be triumphant in achieving yesterday’s dream.

As I write this story, I am somewhere in the Italian coast on board an Oil Chemical Tanker vessel loading liquid cargo to be delivered in Greece for the next few days. It has been months of continuous sailing from one port to another and one thing you should know about traveling on sea, is that the tides always change. There are days when the weather is good and the sea is calm you hear nothing but the birds chirping as they soar on the blue skies, everything just works so fine. On the contrary there are days when you come across a bad weather making massive waves knocking on the ship’s hull making an unstable condition of sailing and you hear the sound of falling objects and furniture inside the ship then realize how hard life on board is. This is the best representation I could give to the story that I am about to tell you.

When I finished high school, I was left confused and undecided, not just of what

field to pursue but also of how am I going to do it. My parents were both retired and all of my siblings have already a family to support. Not having any source of income, I moved to the city under my sister’s aid equipped with hope and desperation to finish college. I don’t want to disappoint my parents and promise them that someday I will repay all their sacrifices. That time I was just starting to understand independence, working for money and being a responsible adult something I know very little about. A month before the class semester starts, I was working as a staff in a water filling station and at the same time with the help of my sisters, I made some applications on universities that offer working scholar programs. This program will allow me to take a chosen course free of tuition fee and work in the university grounds on a given time, anything just to pursue college. Fortunately, I got a yes from one of the biggest universities in the city and my great voyage began. Time pressured and still confused for the upcoming start of the semester I took up Bachelor of Science in Industrial Engineering because why not. Well, engineering was always been in my consideration but for some reason it did not go so well for me. This part of my life is what I called -staying upright. For one semester I barely survived keeping up not only with my studies and work but much more with some financial issues even for having the tuition for free. On the second semester something happened that will bring me down rock bottom, I failed to pass one of my subjects and lost my scholarship. You know, a factor that makes ships upright is the balance of downward force in the center of gravity and its buoyancy acting upward. Then I realized how similar it is in reality

of the life which we live that in order for us to stay upright, we need to balance every aspect that makes us human. You need to maintain relationships with your family, give time on your studies, plan for your finances, take care of your health and the list goes on. If something taken for granted, everything else is ruined. So never lose the balance.

It was a heartbreaking experience; however, it also became my way to a new opportunity that took me far beyond. With the right motivation and the will to survive you’ll never find a reason to give up. Few months before I lost the scholarship, I met Capt. Juan Antione Dela Torre, a Class Instructor in the Maritime Department who happens to also be the President of Cebu Gems Maritime Review Center, the leading maritime review center in the Philippines. Being compassionate and kind that he is, he offered me the same scholarship program I have in school under the support of his company. With my intent to pursue college, I grab the offer but this time I took Bachelor of Science in Marine Engineering and work for a minimum of 4 hours a day. God really made some good plans for me.

I once read a quote that says, “If you’re offered a seat on a rocket ship, you don’t ask which seat. You just get on.” This was my second rocket ship so I got to make it count. So, years had passed and I have to say things were not easy for me those days. I did almost the same jobs I use to do the in the university so catching up with work was easy. I clean the rooms, sweep floors, do inventory you know usual office clerical jobs. After my shift I needed to catch up with my class which is a twenty minutes

ride from the office so time management is crucial. I cope up my expenses and needs from the weekly allowance given by the office and with the help of my family and friends. I remember one time I took a jeepney for school and not able to pay the fare, sitting in comfort I suddenly felt this guilt but I was really broke and I had no choice. So, I just closed my eyes praying to God that hope He understands and ask for His forgiveness. Hey, don’t feel too sad not all things were hard to me before, I also had some fun times and good memories those days. What I’m trying to say is that same as the tide in the sea, life is not always good as it seems, sometimes you need to go through difficult times because that is how you grow and develop the more of yourself. Three years have passed so quickly and one of the best days of my life came. I finally finished my Academics and as I march to the stage in front of a huge crowd to receive the diploma on my recognition day, I saw my parents teary eyed burst with joy and excitement. Being able to achieve my goal on my own ways made me even more dynamic and allowed me to create a diverse network which led to a great foundation of where I am right now.

After college my search for the next big thing began this part of my life is what I called – meeting the Captain. Searching for shipping companies and agencies to continue my on-board training without any help from the inside was not easy despite me having to know a lot of people in the Maritime Industry. Both overseas and domestic, the competition is high and most of companies make their own scholarship programs with the universities. There were days when I would take a walk on shipping

companies around Cebu then being rejected for not having a good transcript and one time I was told to wait for hours just for them to tell me they don’t accept walk in applications. Since I was a kid, I’ve been enamored with stories of failure and biographies of people who made a difference so being turn down and rejected did not shatter me. Few months later, God answered my prayer when I was dragged by a friend to submit an application to one of the big players in the field, Elburg Shipmanagement Phils. Inc., which provides Filipino Officers and Crew to major shipping companies worldwide. Unprepared I took the entrance exam on short notice and barely passed, I was lucky people in the office were very considerate so finally I got in.

Of course, the waiting was long so while waiting for an open slot to finally be on board ship, I was chosen to be one of the on duty cadets in the Cebu office with all the work experience I had it was trouble-free. It even went better when I was sent to the main office in Manila where I had to chance to work beside the Managing Director himself, Capt. Nicolo Terrei. On those few times, I served the company as an Engine Cadet. I’ve known him for a very passionate and optimistic person who also loves his espresso first thing in the office, he used to call me “Coffee Cadet” because I know how he likes his coffee and follow him to serve it. Probably, if he’s reading this he will remember and I’d like to take this opportunity to thank him in behalf of all the cadets he had helped for creating opportunities and giving us the chance to fulfil our seafaring career. My patience all paid off after few months. I got on board one of the vessels under Elburg and finished my on-board training completing my bachelor’s degree. Right after that I took and passed the Marina Licensure Exam for Officer-In-Charge of an Engineering Watch courtesy of Cebu Gems Review Center, now that’s the perks of having a diverse network. So that brings me here in my second contract as an engine cadet gaining more experience and preparing myself to someday become a responsible Marine Engineer. I am writing this because I know my story is not alone, I know somebody out there is experiencing a storm in their life so that my story be an inspiration and source of hope. This is my message and I quote, be patient and the tides will change. Your day will come when you will get a suitable opportunity. Shortcuts can lead to disaster.

Last July, a Mini Crew Conference co-hosted by Elburg Shipmanagement Phils. Inc., Augustea Ship Manning Philippines Inc. and RINA Academy Philippines Inc., and spearheaded by Director, Captain Nicolo Terrei was held to talk about the new regulations and changes in the shipping industry to seafarers, principals, and shipowners. General Data Protection Regulation, benchmark of the company with worldwide shipping, new rule in EU MRV, Web Portal updates, and Safety Culture and Port State Control Training was specifically discussed in the conference. This event also led in having discussions between respective principals regarding their vessels, the crew, and company matters. The event resulted to success as all attendees gained knowledge in regard to ship and company-related day to day activities. //

While the crude oil tanker vessel MT Giovanni Battista De Carlini was on Lamao Port, Bataan, Elburg representatives paid a visit last August 4, 2018. Both Master and Chief Engineer showed their satisfactions with the Filipino crew during their quick meeting and discussed potential promotions among the Deck and Engine Department. Overall, the crew onboard the vessel maintains good rapport with each other.

Elburg Manila expressed its intention last September 20, 2018 in Cebu Technological University and in University of Cebu METC for a call on Cadet Electrician and Cadet Fitter, and Deck and Engine Cadets respectively. The potential seafarers are invited to have partnerships with the company

and soon become one of the officers of Elburg in the future.

On August 3, 2018, representatives of the Elburg Company visited the vessel MV Aurilia of Western River/SeaQuest fleet at Malita port, Davao. Captain Sanjin, Master of the vessel, welcomed and invited them for lunch along

with three Filipino crew and one Croatian officer. They had small talk until 3:00 in the afternoon regarding their experiences and recreational activities such as movie box, videoke and television. Next port of the vessel will be in Samarinda, Indonesia estimated on August 7, 2018. //

The company has successfully passed the Re-Certification Audit which covers the Standards of ISO 9001:2015, Competence Management System and Maritime Labour Convention 2006. The audit was conducted by RINA Services on October 1-4, 2018. Company functions such as the processes involved and its implementation were examined to verify compliance with the standards. During the closing meeting, the Auditors has recommended the company for re-certification and ended with flying colors with the help and hard work of everyone in the company.
