INITIATIVES TAKEN / ACHIEVEMENTS OF DHANBAD DIVISION DURING 2013-14 (upto February) (A) COACHING: 1. (A) COACHING: 1. Introduction of Bogie Mounted Brake Cylinder overhauling

First time, Dhanbad depot has started overhauling of Bogie Mounted Brake Cylinder of ICF coaches. Total 60 nos. of Brake cylinders were overhauled from Nov’13 to Feb’14.

2. Improvements in Pit lighting arrangement

Pit lightings at all the four pits of Dhanbad depot has been improved by providing sufficient numbers of tube lights under the cat walks throughout the pit length. With this arrangement, under gear examination has improved during night maintenance.

3. Improvements in coaching trains:

(a) Quality improvements of Pantry cars

Outside, inside & ceiling painting of pantry cars was done to improve the aesthetic look.

Intensive cleaning of vent holes, gas cylinder rooms, stores of the pantry cars, cladding on the gas pipe lines & exhausters was carried out and pest control also ensured after vacating the pantry cars.

New Aqua Guard water filter provided in Pantry Car. The fitness certificate of gas pipe lines of pantry cars are issued by the Gas agency. Pantry car, OBHS, Linens are also checked from officers & supervisors level during

run & schedule inspections. Collected feedback forms are checked and passengers are contacted over phone.

(b) Following modifications done in Pantry Cars of Alleppy Express

4. Provision of Bib Cock in AC coaches

Bib Cocks of make Jaguar have been fitted in all AC coaches of Ganga Damodar Express for smooth flow of water & improve the passenger amenities of the coaches. It is sturdy, corrosion resistant and easy to operate. Total 16 bob cocks were fitted in 06 AC sleeper coaches.

5. Renovation of Lavatory floor

During IOH attention, total 16 lavatory floors in 08 coaches have been renovated by replacing old PVC flooring for better look.

6. Provision of ports in side bearers of coaches where ports are not available

A special drive for checking ports in side bearers of coaching stocks for oiling purpose. Out of 348 side bearers in 87 coaches, 107 side bearers i.e. 30.7% were found without ports and ports were made available in side bearer covers for toping up of oil.

7. Development of gadget for changing broken Equalizing stay tube

Division has developed gadget for changing broken Equalizing stay tube of coaching trains. It has been provided at platform office of Dhanbad, Gomoh, Barkakana, Chopan and Singrauli for enroute attention. On 14/12/13, one broken equalizing stay tube of 12988 DN AII-SDAH Express was changed at Dhanbad station by the help of this gadget.

8. Bye-pass arrangement

Two nos. Bye-pass arrangements have been provided in the cupboards of SLR coaches in trains originating from Dhanbad division. These have been added in Standard list of brake van equipment. If any problem occurs en-route due to metal brake pipe damage in twin pipe system then these bye-pass arrangements will help the crew/other train passing staff to bye-pass the affected coach in minimum time.

9. Labeling of blankets

Cleaning of blankets is carried out after 02 months. A label on all the blankets have been provided indicating the washing and next due washing date.

(B) FREIGHT 1. Reduction in train parting

During the year, train parting in division as well as train parting in GJD-GAP ghat section has reduced compared to the last year. These have been curbed down by adopting a strategic plan of continuous escorting by C&W staffs from Gujhandi to Gurpa during night. None of the trains have misbehaved during escorting Incidences of parting have registered a decrease of 50% in ghat section and 56% over the division.

2. Reduction in Hot Axle:

Hot axle has been reduced in Dhanbad division compared to the last year and registered an improvement of 32% over the last year & 24% over the proportionate target.

The en route wagon detachment has been reduced by implementation of rolling examination & practice of box feeling especially at GMO & BRWD and also at non rolling examination point such as RAY, GJD. During the period from Apr-13 to Feb-14, total 45 wagons were detected/detached for grease oozing which may lead to hot axle en route. As a result, a decreasing trend of hot axle in ECR has been reflected in the statistics of Equipment failures of Railway Board (upto Dec).

3. ISO Certification 9001:2008 of ART/PEH & BRWD ROH depot

ART/Patheridh and Barwadih ROH depot of Dhanbad division have been awarded ISO 9001:2008 certification by M/s Transpacific Certifications Limited, New Delhi for a period of three years. period of three years

4. Development of gadget at Barwadih

Barwadih ROH shed has developed a gadget to straighten the bent doors of BOBRN wagon. It is simple in design where air brake cylinder has been used. Gadget can be placed under the bent portion of door by rotating the handle & compressed air is used to straighten the bent door of BOBRN wagon. Total 21 doors were straightened by this gadget from Jan’14 onwards.

5. Development of gadget at Patratu

Patratu sick line has developed a gadget to straighten the bent doors of BOXN wagon. It is simple in design where air brake cylinders have been fitted in a structure & compressed air is used to straighten the bent doors of BOXN wagon. Total 69 doors were straightened from July’13 to Feb’14.

6. Development of CBC lifting and lowering gadget

Barwadih ROH shed has developed a CBC gadget for easy lifting and lowering of the coupler during fitment. The height is adjusted manually by rotating the lever situated at the lower frame of the gadget. This gadget helps in handling the heavily weighted coupler parts like CBC shank, draft gear during changing operation safely to the working staff. In addition time & manpower is also minimized.

7. NPOH “C” category repairs

For the first time Dhanbad division’s Patratu C&W depot started NPOH “C” category repairs from Sept.’13 onwards. Total 331 wagons were given “C” category repair till Feb’14.

8. Salvaging of BOXN wheels & Trolleys

During 2013-14, 01 wagon, 273 BOXN wheels, 08 Tank wheels, 47 CASNUB trolleys & 1 UIC trolley have been salvaged by the division. Out of salvaged wheels, 81 pairs of wheels have been utilised after thorough checking at BRWD ROH shed. Thus it has become helpful to save the detention of wagons as well as saved the cost of wheels i.e. approximately Rs.85,24,926/- (Rs.1,05,246 x 81).

9. Development of gadget for lifting loaded BOXNHL & BCNHL wagons

Due to design constraint of BOXNHL & BCNHL wagons, it has been observed that sole bar is getting damaged/bent during lifting of loaded wagons. Hence to overcome this problem, division has developed gadgets for lifting loaded BOXNHL & BCNHL wagons to avoid sole bar damage/bent.

10. Detection of irregularities during rolling in/out examination & axle box checking

Division has intensified the rolling in/out examination and axle box checking especially at GMO and BRWD depot for arresting enroute irregularities. During the period from Apr-13 to Feb-14, total 386 irregularities were identified by C&W staff & to encourage them, all have been awarded with Rs.1000/-. In 2012-13, 258 C&W staff have been awarded for the same work.

11. Detection of bolster broken wagons during rolling in examination

During the year upto Feb’14, five cases of major mishap were avoided by detecting the broken bolster of wagon during rolling in examination at GMO, BRWD, BRKA & RAY. The rolling-in examination staffs have been rewarded accordingly for avoiding the accident. SN Date Location Train No. Loco

12. Outsourcing of unloadable repair of wagons

Repairing of unloadable wagons has been outsourced at West Bokaro siding. Average 842 wagons are being repaired monthly, this has resulted in additional 14 rakes revenue generation by facilitating extra loading which ensured an additional loading of 0.5 million tonnes.

13. Provision of stiffener on door hinge & white band marking To reduce the failure of BOBRN wagons’ door hinges, an extra stiffener is being

welded at the bend portion of the door hinge. Total 6,150 Nos. of modified door hinge stiffeners have been fitted in 385 wagons at BRWD & PEH based BOBRN wagons to reduce the failure on account of door hinge and till now no failure has been noticed. Besides, white marking on primary & secondary lock for easy detection of proper fittings of primary & secondary locks by line staff has also been taken up during sick line & ROH attention.

One Diesel Hydraulic Road Mobile Crane, Capacity: 15 ton has been procured through COFMOW for loading/unloading purpose and supplied by M/s Escorts Pvt. Ltd. to Barwadih on 24/01/14 that has been commissioned in Feb’14.

15. Reduction of ineffective wagons at Barwadih

Wagon ineffective at Barwadih has been increased in Jan’14 that has been reduced in Feb’14 from average 111 ineffective wagons to 16 wagons as on 27/02/14 by utilizing the yard manpower for repairing the damage wagons at yard. On an average 10 wagons were repaired in yard w.e.f 18/02/14. Apart from the above, a damage special of 56 wagons was dispatched to Patratu depot for effective utilization of PTRU staff & reduction of divisional wagon ineffective.

20. Material Managements Nomination of Survey Committee for condemnation of surplus stock items First time in ECR, a Divisional Survey Committee has been formed in Dhanbad

Division for condemnation of surplus stock items of Mechanical and Electrical department. The committee consists of DME(C&W), DEE(G) & Sr.DMM. The concerned department member will act as Secretary. 197 & 295 surplus or inactive items have been identified and circulated over Indian Railways on 30/10/12 & 24/06/13 respectively. Out of them, few items had been issued on demand note to other Divisions/Railways and 309 items already condemned by survey committee (DHN:98, GMO:181, PEH:10, OBRA:15, CSRS:5) and rest items will be condemned shortly.

(C) Drives undertaken:

1. Quality improvements of Pantry cars

Outside, inside & ceiling painting of pantry cars was done to improve the aesthetic look.

Intensive cleaning of vent holes, gas cylinder rooms, stores of the pantry cars, cladding on the gas pipe lines & exhausters was carried out and pest control also ensured after vacating the pantry cars.

New Aqua Guard water filter provided in Pantry Car. The fitness certificate of gas pipe lines of pantry cars were issued by the Gas agency.

This is also jointly verified by Sr.SE(C&W)/DHN & Pantry Car. Pantry car, OBHS, Linens are also checked from officers & supervisors level during

run & schedule inspections. Collected feedback forms are checked and passengers are contacted over phone.

2. Drive on Equalizing stay rod, Anchor link & Vertical shock absorber of coaching stock

Above drives on coaching stocks were conducted in Apr-13 at all the four coaching

depots viz DHN, GMO, BRKA & SGRL. Total 446 coaches (DHN:282, GMO:103, BRKA:41, SGRL:20) were checked and found following irregularities.

3. Drive on thorough examination on wheels to detect wheel defects & cracks Above mentioned drive on coaching stocks was conducted in May-13 at all the four

4. 15 days drive on GDR checking

In May-13, total 55 trains were checked at different locations. Out of 55, only one released BOXN/Ey. rake left from BRKA RE Military sdg. for CNPR without GDR checking by Driver Sri Ritesh Kumar/BRKA & Guard Sri M.M.Khan/PTRU. It has been observed that most of the GDR checking is being done at the point of loading. GDR is being done only from one side & other side is left unchecked due to loading platform especially at BRKA RE/Military sdg., BCRA, RCM & KDH sdg. 5. Drive on Pantry Cars

During Jun-13, the following initiatives were taken in all pantry cars of 13351/13352 Dhanbad-Alleppey Express. i. Outside, inside & ceiling painting of 08 pantry cars was done to improve the

aesthetic look. ii. Intensive cleaning of vent holes, gas cylinder rooms, stores of the pantry cars,

cladding on the gas pipe lines & exhausters was carried out and pest control also ensured after vacating the pantry cars.

iii. One new Aqua Guard water filter has been provided in one Pantry Car No. EC-WGCB-04805 in place of old water filter. Rest pantry cars will be provided shortly.

6. Drive on prevention against fire

(a) Inspection of Pantry cars: Pantry cars of 13351/13352 Dhanbad-Alleppey Express were checked by DRM along with Sr.DME(C&W), Sr.DEE(G), Sr.DCM & other officers from 05/06/13 to 11/06/13.

(b) No leakage in gas pipe lines & a fitness certificate of 07 pantry cars were ensured by the Gas agency for a period of one month. This is also jointly verified by Sr.SE(C&W)/DHN & Pantry Car Manager.

(c) Refilling of fire extinguishers once in a year and testing/checking after 03 months have been ensured.

(d) Provision of stainless steel wire mesh in all the GS, WGSCN coaches running in the division was ensured.

(e) Padlocking of coaches are ensured during terminating at platform & after pit maintenance. Locks are opened 30 minutes before departure of the train.

(f) All the AC coaches are provided with fire retardant curtains. (g) Disposal of garbage: Collection of garbage from the pit line & surroundings are

dumped at suitable location in the premises, from where the garbage is periodically disposed off to the Municipal garbage dump outside Railway premises.

7. Drive on counseling of Loco Pilot to follow proper rules/instructions in aftermath

of Train parting During Jun & July’13, total 282 loco pilots were counseled at yard/crew lobby

regarding train parting/enroute trouble shooting & brake power testing

8. Drive on brake power of coaching trains including alarm chain, safety wire ropes,

brake blocks with bushes, checking of DV, angle cock & isolating cocks. Above drives on coaching stocks were conducted in Jul-13 at all the four coaching

depots viz DHN, GMO, BRKA & SGRL. Total 473 coaches (DHN:304, GMO:106, BRKA:40, SGRL:23) were checked and found following irregularities.

9. Drive on Brake Van A two days drive on Brake Van checking was conducted to ensure whether the Brake

Van which is endorsed on the BPC is actually available in the load or not. During the drive, total 55 loads were checked. Out of 55, 14 brake vans (25.5%) were not matched with Brake Power Certificate

10. Securing of vehicles

a) Line lock facility made with iron Arch Lever and vertical lever with proper locking arrangement is being ensured at Dhanbad pit lines during maintenance.

b) Red protection, skid/wooden wedges & Stop board etc. are used during maintenance/examination at different pit lines/yards.

c) LED based RED protection lamp is used on last vehicles during night time. 11. Counseling of Loco Pilots and Asstt.Loco pilots regarding CBC operating

mechanism in LHB coaches During 06/09/13 to 13/09/13, Loco Pilot:41 & Asstt.Loco Pilot:12 (Total:53) have been

counseled at Dhanbad regarding CBC operating mechanism in LHB coaches. 12. Drive on Equalizing stay rod & Fall plate of coaching stock Above drive on coaching stocks were conducted in Sep-13 at all the four coaching

depots viz DHN, GMO, BRKA & SGRL. Total 503 coaches (DHN:314, GMO:115, BRKA:49, SGRL:25) were checked and found following irregularities noticed in 19 coaches.

13. Drive on GDR checking During Sep’13, total 137 goods trains were checked at different locations. It has been observed that most of the GDR checking is being done at the loading points. At siding area, GDR is being done only from one side & other side is left unchecked due to loading platform especially at BRKA RE/Military sdg., BCRA, RCM & KDH sdg.

of coaching stocks for oiling purpose. Out of 348 side bearers in 87 coaches, 107 side bearers i.e. 30.7% were found without ports and ports were made available in side bearer covers for toping up of oil.

15. Counseling of C&W staff

During Oct-13, safety counselling of 275 staff has been carried out at Gomoh regarding fitment of Bye-pass arrangement, effectiveness of rolling in/out and box feeling examination, examination & testing of coaching rakes, wearing of uniform, helmets and shoes etc. Apart from the above, 30 staff of Dhanbad sick line have been trained/counselled regarding using of different gauges for measurement of different parameters in coaches.

16. Pantry car drive against fire

From 01/11/13 to 27/11/13, a drive was conducted to prevent fire in pantry cars at Dhanbad by officers & supervisors. Total six pantry cars are running in 13351/13352 DHN-APY Express and seven pantry cars were checked during this drive. Again a drive for checking of safety items of each coach has been carried out from 30/01/14 to 08/02/14 at coaching depots DHN, GMO, BRKA & SGRL. Total 492 coaches including spare & slip coaches were checked in 42 rakes. Fire extinguishers, condition of burners/flame arrestor, locking of vestibule gates have been ensured. Wire mesh also checked in GS & SLR coaches. Out of 309 coaches (GS:222, SLR:87), only 20 coaches (GS:9, SLR:11) remain at DHN for wire mesh fitting due to non-availability of wire mesh which is under process of procurement (Indent No. 0593650112, dtd. 14/02/14, Qty: 1000 Sq.feet).

17. Drive on APD of knuckle pin A drive on availability of APD of knuckle pin on through load was conducted at GMO,

BRWD & PEH in the month of Feb’14 and total 225 rakes were checked (GMO:195, BRWD:14, PEH:16) and found 4622 APD of knuckle pins missing registering 21 APD missing per rake. As fitment of APD on through load is not possible, all sick lines/ROH outturn wagons are ensured with knuckle pin APD.
