The National Electrification Administration (NEC) assessed that six (6) Electric Companies (ECs) namely: CANORECO in Camarines Norte; QUEZELCO I and II in Quezon; BATELEC I and II in Batangas and FLECO in Laguna were directly hit by Typhoon “SANTI”. Thus, all these ECs suffered minor damages and experienced total blackout

4. Emergency Incidents 4.1 Flooded Areas

At the height of the typhoon, the following 103 barangays in 20 municipalities and 7 cities in NCR, Region IV-A and V were flooded, with floodwaters ranging from leg-deep and waist-deep to 6 feet

Baras, Binangonan (except Brgys in Talim Island), Cainta, Cardona, Morong, Tanay, Taytay) and Laguna (Los Baños, Liliw)

Power not yet restored in Jalajala and Pililla, Rizal; and in Mabitac and Santa Cruz, Laguna

As of 31 October 2009 at 4:00 PM, electricity in all municipalities in Camarines Norte, Quezon and Batangas under CANORECO, QUEZELCO I and BATELEC I and II were already 100% energized. Three (3) of the four (4) sub-stations of FLECO were also energized and the 4th sub-station serving the municipalities of Pagsanjan, Lumban and Cavinti has been ready to receive power since Friday night October 30, 2009

QUEZELCO II covering Burdeos, General Nakar, Infanta, Jomalig, Panukulan, Patnanungan, Polilio and Real have not yet received power from the NGCP

municipalities: Town Proper of Daet, Mercedes, Talisay, Vinzons, Labo, Basud and Camarines Sur; and partially restored in Jose Panganiban; while restoration in 3 municipalities namely Paracale, Sta. Elena and Capalonga is on-going

6. Status of Roads and Bridges (Tab D)

Region IV-A Laguna: Paete-Pakil Section not passable and San Isidro Bridge incurred damage - not passable Batangas: Bridge of Promise along Lobo Road connecting Brgy. Kumintang Ilaya and Brgy. Gulod, Batangas City collapsed; Colong-Colong Bridge along Palico-Balayan Road - revetment collapsed - not passable Quezon: Vertical settlement at Gunao Section along Lucban-Sampaloc-Mauban Bridge - passable Rizal: Marikina – Infanta Road (Marcos Highway) 3rd Concrete Bridge – not passable

Region V Camarines Norte: Bagong Silang-Capalonga Road is passable as of 5:30 PM, November 1, 2009 Camarines Sur: Caramoran-Peninsula Road (Presentacion-Maligaya Section) -not pasable due to landslides

7. Stranded Passengers/Vessels/Vehicles

At the height of typhoon “SANTI”, there were 8,567 passengers, 411 trucks, 110 cars and 82 Passenger Bus, 15 Vessels, 13 Motor Bancas, 61 Vessels taking shelter, and 48 Motor Bancas taking shelter, stranded in various ports of Regions III, IV-A, IV-B, V, NCR, VI, VII and VIII

II. HUMANITARIAN ACTIONS

A. NATIONAL

National Defense Secretary and Chairman, NDCC Gilbert C. Teodoro, Jr., along with NDCC members, visited the municipalities of Victoria and Sta. Cruz, Laguna; consulted the local officials thereat and conducted an ocular survey of damaged bridge and flooded residences DSWD transported PhP3.8 million worth of assorted relief supplies like family food packs, mineral water, blankets, noodles, medicines, blankets, etc. for pre-positioning in concerned DSWD FOs through the October 29, 2009 “Samasamang Pagtulong Caravan” graced by Her Excellency PGMA. Breakdown: NCR (Php923,000.00, Region IV-A (PhP2,350,102) and Region V (PhP538,083). DSWD Field Offices III, IV-A, IV-B, V and NCR prepositioned stand-by funds, family food packs and stockpile of relief commodities (food and non-food items) worth PhP191,956,245 broken down as PhP81,028 Million stand-by funds and PhP110.928 Million DPWH’s respective composite teams in various District Engineering Offices have provided necessary assistance to ensure safety of the motorists and travelling public

B. REGIONAL NCR

o Taguig City Special Operation Group still conducting post-monitoring inspection of the 28 barangays particularly District 1

o NCRCOM conducted Libreng Sakay, evacuation and water level monitoring in the area of Pasig City

o Elements of BFP facilitated the evacuation of a total of 646 families in Tondo, Manila; Pateros and Taguig

Region III

o LGU Orion in Bataan provided assistance in the amount of PhP 7,600.00

Region IV-A o OCDRC IV-A coordinated with the PA and PNP for massive rescue operations in

Sta. Cruz and Pagsanjan, Laguna and other coastal areas o 1st Battalion, PA, PNP, 202nd Brigade and BFP IV-A assets such as 1 rubber boat, 1

6x6 truck, 2 4x4 trucks, 1 water craft and 3 teams from 202nd Brigade and all available resources conducted massive rescue operations in Laguna

o Composite teams from PNP, PCG STL, Batangas City Rescue Group and PNRC continued SAR operations last night, 01 Nov of the two (2) missing persons swept by strong current when the Promis Bridge in Batangas City collapsed; and recovered dead bodies of Romulo Soriano, 40 y/o and Nicolo Soriano, 3 y/o

o Chairman, RDCC IV-A established an Advance Command Post (ACP) in Sta. Cruz, Laguna to cater the 4th district of said province, with assistance from various response units

o The 202nd Brigade of AFP assisted in the conduct of clearing operations in the municipalities of Pangil and Pakil, Laguna

o DSWD IV-A continued relief operations in areas with transportation support from SOLCOM

o OCDRC IV-A/RDCC IV-A is continuously monitoring the situation and coordinating requirements of the affected areas

Region IV-B o On 24/7 alert: PDCC PDRT Oriental Mindoro; PDCC PSD Calapan City o MDCC Lubang pre-identified 13 elementary and 3 high schools which can

accommodate around 5,000 evacuees o RDCC IV-B set up Command Post at OCD RC IV-B o LGU Lubang in Occidental Mindoro provided assistance in the amount of

PhP 44,115

Region V o C, RDCC with RD, OCD and PN conducted Rapid DANA in the municipalities of

Basud, Daet, and Labo, Camarines Norte. o PDCC Camarines Sur distributed family packs in the coastal barangays of Cabusao,

Siruma, Tinambac, Sangay, Garchitorena, Caramoan and Presentacion o OCD V coordinated with PDCC Catanduanes re - passenger bus stranded at

Kanlanka Spillway. o OCD V coordinated with PNP Libmanan , 902nd IBde PA, DPWH re: Trees that fell

along Maharlika Highway that resulted to heavy traffic between Labo and Daet, Camarines Norte and Brgy. Busac, Libmanan, Camarines Sur; DPWH clearing operations on-going

o The 902nd IBde, PA, 31st IBde, PA, DPWH and CANORECO are still conducting clearing operations in all road network affected by fallen trees and electrical posts specifically along Brgys. Batobalani, Paracale; Brgys. Bautista and Bagong Silang, Labo; Brgy. Calangcawan Sur, Vinzons; and Brgy. Tuaca Basud, all of Camarines Norte

o On October 28, 2009, DSWD prepositioned 200 sacks of rice each for the provinces of Camarines Norte and Catanduanes

o OCD V coordinated with LGU/CSWD Tabaco on the need for a warehouse to temporarily house relief goods from relief CARAVAN intended for Catanduanes Province and disseminated memo to PDCC Chairmen re: Advisory from MGB 5 indicating the list of municipalities found to be susceptible to landslide and flooding for information and dissemination to LDCCs concerned

o LGU Catanduanes served meals to stranded passengers in Tabaco Port o The 42nd IBde, PA assisted MDCC Tinambac in the conduct of pre-emptive

evacuation of 46 families o NFSL-PN evacuated 165 persons (adults and children) from Barangay 7, Mercedes,

Camarines Norte to Mercedes Central School o OCDRC 5 coordinated with DSWD 5 regarding the request of Governor Typoco of

Camarines Norte for shelter assistance for the affected families in said province. DSWD 5 will provide shelter assistance upon conduct of DANA

o OCDRC 5, TOG 5 and NAVFORSOL conducted DANA in Paracale, Malaguit and Labo, Camarines Norte

o OCDRC 5 coordinated with NIA-PIO on the status of power restoration in the province of Camarines Norte
