On the 18th and 19th ofJanuary 1999, UNESCObrought together interna-tional experts for a global conference on childsex abuse, child pornogra-phy and paedophilia on theInternet. Together, theydevised an action planwhich highlighted ways inwhich to combat all typesof child abuse, particularly sexual.

15th April 1999:On the initiative ofFrederico Mayor, the thenDirector General of UNES-CO, an international committee assembled tolaunch this action plan.Homayru Sellier was elected president.She decided to bring together industrialists,internet specialists,lawyers, political, econo-mic and media decision

makers working towardsalerting world opinion to,and taking direct actionagainst, the plague ofpaedocriminality and moreprecisely cyberpaedocriminality.For this reason, in April2000, the independentassociation
