The City of Westminster recently completed an HVAC
retrofi t project at City Hall to replace the existing HVAC
system with a geothermal cooling loop. The project
did not require cutt ing edge technology or unusual
fi nancing, but rather, it required the use of Lifecycle
Cost Analysis (LCCA) best practices to get approval for
the project which had higher fi rst costs but creates long
term savings for the City.

The City of Westminster, Public Works and Utilities
Department, Utilities Operations Division recently
completed a resource typing project to enhance the
division’s emergency preparedness and mitigate risk.
Resource typing defi nes and categorizes resources, by
capability, which allows for a common language during
resource request and deployment during incidents. Not
only did the Division type their resources in accordance
with industry standards, they utilized a tool developed
specifi cally for the water sector. This tool allowed for the
Division to develop Mission Ready Packages (MRPs), or
teams, based on its capabilities. In this session, you will
learn the value of resource typing and developing MRPs,
a method to conduct resource typing at your agency,
and about the tool used by the City of Westminster, as
well as its benefi ts.

and innovative projects, but when it comes down to
implementation most people back off to a more
traditional or comfortable approach. When McLaughlin
Whitewater Engineers (now Merrick and Company)
approached Urban Drainage and Flood Control District
about incorporating a standing (surf-able) wave into
a drop structure on the South Platt e River, the fi rst
thought was “Cool, let’s do it”, then shortly after came
the challenge of making it happen. Hear three diff erent
perspectives of implementing an innovative project from
the owner, designer and contractor.

The DDI concept proved less costly than other
alternatives analyzed, but the fi nal plan was truly
multi-modal; providing grade-separated bus ramps for
access to the new Bus Rapid Transit facilities on US 36
and bus shelters on the bridge for local bus routes; a
center walkway with an architectural steel archway
canopy; bike lanes adjacent to the walkway; and
multi-use trail underpasses serving the US 36 Bikeway.

Effective Business Relationships
Presented By: John McLaughlin, Merrick & Company
This presentation will look at the time tested basics
behind business relationships, some helpful hints to
get you started and ideas on how to maintain and
strengthen an existing relationship. This will be
accomplished by borrowing from principles learned
from the Dale Carnegie courses, multiple internal and
external training sessions, and various community
organizing groups founded on the importance of
relationships and over thirty years of relationship
building by the author.
TECHNOLOGY: Linking Lookout: US 6 and 19th Street
Interchange
Presented By: Nancy Lambertson and John Hausman,
Muller Engineering; Anne Beierle, City of Golden; Mike
McNish and Nathan Corbin, Kraemer North America
Golden has identifi ed the US 6 and 19th Street
intersection as a priority project for the City. In addition
to 60,000 vehicles, hundreds of residents, cyclists, and
Colorado School of Mines students negotiate this
intersection each day traveling between neighborhoods
and downtown, up Lookout Mountain, and between
classes and student housing. The US 6 and 19th Street
interchange will replace the existing at grade signalized
intersection with a $25 million modifi ed diamond
interchange, featuring a city park and multi-use trails
built on the fi rst highway “lid” in Colorado. This
presentation will step through the development of this
unique local agency/CMGC project through CDOT’s
interchange approval process, and the distinctive design
elements that addressed the topographical constraints
and varied user needs.

In late 2015, Scientifi c American published an article
entitled Climate Change Will be Solved in Cities – Or
Not at All. While some dispute the reality of climate
change, the impacts come home to cities and counties in
dealing with it eff ects. Decisions made to take action on
emission reductions will be counseled by public works
offi cials because the problem is, in part, of a technical
nature. The presentation will provide aspects for public
works staff to consider when advising or advocating for
a correct approach for cities or counties to take emission
reduction actions and protect the economic well-being of
their towns, counties and agencies.

as an abusive client will turn away the best consultants
and contractors or lead to them pricing our work higher.

TECHNOLOGY: Geothermal – The Energy Under our Feet
Presented By: Henry (Bud) Johnston, NREL
This presentation provides an overview of geothermal
energy applications. Earth temperatures at shallow
depths are low and used by heat pumps to heat and cool
buildings. At greater depths, temperatures become high
enough for numerous direct-use applications. Finally,
some rocks are hot and permeable enough at
economically accessible depths to produce suffi cient
volumes of steam or vapor for electricity generation.

Asset Management Program at Your Local Agency

Asphalt Pavement Association (CAPA)
With local agencies continually being tasked to do
more with less, implementing a transportation asset
management program leads to more informed decision
making, maximizing the value of available budget
dollars. Transportation asset management is an
inventory and cross asset prioritization of agency
pavements, hardscapes, bridges, signage and ADA
compliance helping to manage risk, deliver sustainable
solutions to the community and provide a framework
to improve performance on a long-term basis. Sharing
knowledge is a critical component of advancing asset
management practice so we will follow up with a
discussion about how Colorado local agencies are
starting to successfully implement Transportation Asset
Management Programs.
