In the late 2013, NIPA received new Presidential mandate toassist public sector (esp. local governments) to accelerateinnovation, but we have no a solid system and method yet.Knowledge on assisting public sector to innovate has to becreated.

• Reading Interest Index in 2014 is the highest among neighboring regions, which is 79,42;
• Limitation in building, reading-rooms, and other facilities due to increasing visitors;
The Rationale
� Increase in books borrowing;
� Increase in visitors comfortable compared to previous period before the initiative;
� Providing different choices of services for the public.

� Enlarging service coverage;
� Busy people may get the book easily;
� Delivery service every Monday, Wednesday, and Friday afternor (13.00-15.00).
