CAPACITY DEVELOPMENT Enlarging the pool of scien5fic manpower, a]rac5ng young people to careers in science and retaining same. STEM & ICT capacity building across all MDAs.
RESEARCH & DEVELOPMENT Establishing globally compe55ve research facili5es for the promo5on of innova5on, research & development in Science & ICT. MDA ADVISORY & CONSULTING SERVICES Provision of advisory & consultancy services for all MDAs on Science & ICT. PPP MODELING Developing new models of Public Private Partnerships (PPPs) in higher educa5on, par5cularly for research in universi5es and technologically-‐industrialized areas. • MOST takes the lead in drawing up S&T development plans and policies, dracing related laws, regula5ons and department rules, and guaranteeing the implementa5on.
• MOST is responsible for dracing the Na5onal Basic Research Program, the Na5onal High-‐tech R&D Program and the S&T Enabling Program. MOST aims to serve socio-‐economic growth by coordina5ng basic research, fron5er technology research, research on social service, key technology and common technology.
• MOST teams up with other organiza5ons in scheme demonstra5on, assessment, acceptance and policy making of major S&T special projects, and provides advice on big changes.
• MOST compiles and implements plans on na5onal laboratories, innova1ve bases, na5onal S&T programs, and research condi5ons so as to promote infrastructure construc5on and resource sharing.
• MOST formulates and supervises S&T plans according to policies, dracs policies on hi-‐tech commercializa5on with other departments, and guides the na5onal high-‐tech industrial development zones.
MoST Kenya
• Develop, in consulta5on with stakeholders, the priori5es in scien5fic, technological and innova5on ac5vi5es in Kenya in rela5on to the economic and social policies of the Government, and the country's interna5onal commitments;
• Lead inter-‐agency efforts to implement sound policies and budgets, working in collabora5on with the county governments, and organisa5ons involved in science and technology and innova5on within Kenya and outside Kenya;
• Advise the na5onal and county governments on the science, technology and innova5on policy, including general planning and assessment of the necessary financial resources;
• Accredit research ins5tutes and approve all Scien5fic research in Kenya; • Assure relevance and quality of science, technology and innova5on
programmes in research ins5tutes; • Advise on science educa5on and innova5on at both basic and advanced
levels; • Promote increased awareness, knowledge and informa5on of research

Information Technology (IT)
Informa2on technology (IT) is the applica2on of computers to store, retrieve, transmit and manipulate data, oUen in the context of a business or other enterprise.
The term is commonly used as a synonym for computers and computer networks, but also encompasses other informa2on distribu2on technologies such as television and telephones.
Information & Communications Technology (ICT)
Informa2on and Communica2ons Technology or ICT, is oUen used as an extended synonym for informa2on technology (IT), but is a more specific term that stresses the role of unified communica2ons and integra2on of telecommunica2ons (telephone lines and wireless signals), computers as well as necessary systems and applica2ons soUware, middleware, storage, and audio-‐visual systems, which enable users to access, store, transmit, and manipulate informa2on.
Innovation
Innova1on simply put is finding a different way of doing something be]er!
This can accomplished through more effec5ve products, processes, services, technologies, or through new ideas that are made available to markets, governments and society.
Innova1on can be divided into two broad categories:
• Evolu2onary innova5on (con5nuous or dynamic evolu5onary innova5on) that are brought about by many incremental advances in technology or processes
• Revolu2onary innova5on (also called discon5nuous innova5ons) which are ocen disrup5ve and new.
Innova5on differs from inven2on in that innova5on refers to the use of a be]er and, as a result, novel idea or method, whereas inven5on refers more directly to the crea5on of the idea or method itself.
Innova5on differs from improvement in that innova5on refers to the no5on of doing something different rather than doing the same thing be]er.

Change is difficult and new approaches warrant close scru5ny. However if we are ever going to experience the
sort of revolu5onary change that technology might afford to virtually every sector of our economy, we need to be willing to rethink the tradi5onal ways of government service to
make innova5on easier and more responsive to the people government is elected to serve.
