¬Vital records is a “cash cow”—fees are often raided for other purposes

¬ Organizational structures prohibit our being “brokers” of data

So, what’s new and different?

Some of us are going “broke” and will be unable to meet some of our data quality and timeliness responsibilities.

Since VR is like electricity—it’s always there

EVVE has paved the way for us to become recognized as a source of valuable, accessible administrative data

Federal administrative draw down opportunities have been bypassed—50% match can be offered– Death data file is needed to terminate benefits

Unintended consequences

Share data with immunization registry

Medicaid needs medical record and birth verification Immunization registry entered into agreement (like we did) with Medicaid to take advantage of the federal administrative drawdown. Medicaid sees that the source of the data is the birth certificate. They acquire the verification from that query and get a 2 for the price of 1. Immunization won’t share the $$$$!

One state was promised money for supplying records. They weren’t getting paid and the state turned off the “spigot”. Was ordered to turn it back on without the money.
