Lagoni originated from supporting an EPC firm on National Grid

projects. Our passion for combining Engineering and Innovation

has led to exciting new projects and business areas. We enjoy

building a high calibre team of engineers who challenge each

other and think about things differently.

We continuously engage key stakeholders to better our results

through a deeper understanding of their needs. We increasingly

invest in R&D to build on our services in a world of changing

needs and technology.

Innovation and the application of emerging technologies lie at

ENGINEERING

We offer complex and niche engineering solutions individually or integrated within a larger EPC

contract. Our areas of expertise lie within every stage of the project lifecycle such as conceptual

studies, FEED, detailed design & commissioning.

PROJECT MANAGEMENT

We provide project, pre-construction, construction and commissioning management services

in accordance with the UK CDM 2015 regulations. We have experience of acting as the Principal

Designer under the CDM 2015 regulations which include design, design management and design

assurance. Practising proven management procedures, we are able to incorporate design changes

at an early stage and avoid impacts to cost and schedule.

We carry out technical assurance and audits on behalf of the asset owner or operator and provide

them with sound business oriented engineering advice to allow them to make the best decision

CASE STUDY OPEN SOURCE SCADA

Funded by an Ofgem innovation project, the first of its kind

implementation replaces Windows based SCADA systems

with open source technology, also providing cyber security

compliance to IEC 62443 standards.

Among the benefits, the standardised SCADA is upgradable

and maintainable independently from control systems, so there

is no need for complex and expensive integration.

• Cyber security features are built in, with the ability to monitor

vulnerabilities and threats.

• Applied to the first site – a UK based gas compressor station –

the technology allowed a tailored implementation reducing

size, cost and complexity. This can now be applied to other

sites, because the modular design packages are repeatable

across locations, the secure system can be applied across the

entirety of National Grid’s compressor fleet.


CASE STUDY GRAIN LNG TERMINAL

GLNG is a top tier COMAH site which has been re-purposed

from a LNG peak shaving plant into a LNG importation terminal

in 2005.

Lagoni was contracted to perform a safety assessment to enable

GLNG to demonstrate compliance or to provide the basis for

creating the roadmap toward full compliance in achieving the

required Target Mitigated Event Likelihood (TMEL) and adequate

risk reduction.

The initial phase assessment included:

• Task Analysis / Human Reliability Assessment (HRA)

CASE STUDY AVONMOUTH LNG LIQUEFACTION & STORAGE

The Avonmouth facility is a strategic provider of liquefaction,

storage and gasification of Natural Gas in the UK. As the asset

has completed its technical life, the asset owner decided on the

cessation of operations. Commitment to safety requires safety

assessment and compliance of the asset with regulations, to the

end of its lifecycle.

Lagoni was contracted to provide independent assessment of

the safety functions at this facility to ensure compliance with

National Grid policies and procedures (such as HAZ/9, INS/8)

as well as international standards (IEC 61511, API 521).

The activities on this project included:

• SIL verification to demonstrate safety compliance

• Brownfield modification to enable meeting safety requirements

• Safety software code reviews to prove IEC 61511 compliance

• On-site engineering review to bridge gaps in design records

and as-built documentation

CASE STUDY OIL TANK FARM UPGRADE

Lagoni was awarded the complete MEICA design (approx. 15,000

man-hours) to upgrade a fuel loading facility and tank farm fire-

fighting infrastructure, due to Lagoni’s COMAH expertise and its

ability to de-risk the project delivery through its lifecycle approach.

The oil fuel depot consists of a tank farm storing Diesel F76,

Avcat F44, Returned Fuel Oil (RFO) and Hazardous Oily Waste.


• Detailed Design of the MEICA scope, covering Fuel Oil Piping,

Underground Fire Ring Main Piping, Process, C&I & Electrical design

• Safety studies including HAZID, HAZOP, SIL & ALARP, DSEAR

compliance, Safe Working Design Studies

• Operating under the role of Designer for the purposes

of CDM 2015 BIM/3D mechanical design

• Procurement support

• Construction support

• Commissioning support


Lagoni carried out a study into the compliance of design and

functionality of the compressor antisurge protection system at

St. Fergus Gas Terminal, inline with process and functional safety

standards. They developed a high fidelity dynamic model of the

compressor train to analyse the process and mechanical design

as well as the control and protection algorithms.

The study provided the following value add:

• Process safety time and SIF response time was calculated. This

ensured the Safety Requirement Specification and proof test

procedures could be drawn up for the system to provide

compliance with IEC 61511 standard

• The CV of the Anti Surge Valve was evaluated to ensure a timely

response against surge can be achieved

• The antisurge PID response was tuned to an optimised SIF response

The model was validated against the response of the antisurge

system as a whole. Furthermore, the system response time

was measured to ensure compliance.

CASE STUDY COMPRESSOR SURGE MODELLING


Khazzan tight gas field in Oman has been explored and

developed by BP Exploration providing 1,050 MMscfd of gas.

Lagoni Engineering was engaged by Penspen to support Jacobs

and BP by providing specialist services in the areas of custody

transfer (fiscal) metering and autosampling analyser.


• Provision of a custody transfer meter solution in line with

international standards and best practices such as API MPMS,

SHELL DEP, BP GIS GP

• Design of metering skid, and associated ancillaries to enable

operation on photovoltaic panels due to distance from

electricity supply

• Optimisation of maintenance regime to suit long distance

constraints

• Optioneering and assessment of applicable best technology

CASE STUDY KHAZZAN TIGHT GAS PROJECT


TSG, in Q1 2016, awarded Lagoni a multi-disciplinary FEED

study to determine the safety requirement through QRA and

determine the mechanical, electrical, control & instrumentation

and functional safety requirements (SIL).

Subsequently, Phase 2 of the project was also awarded to Lagoni

and included multi- discipline detailed design to replace the

existing inline valve, instrumentation and pipeline. It also included

the design of a new HIPPS using a Schneider safety controller.

CASE STUDY EASINGTON HIPPS REPLACEMENT


The Felindre compressor station was built in 2008, but was never

verified or fully commissioned due to unavailability of stock gas.

Lagoni were tasked to bring the compressor station into a fully

operational state.

Lagoni provided multi-disciplinary engineering and consultancy

support. Lagoni identified misalignments with the National

Grid specifications and international standards such as IEC 61511,

EEMUA 191 & 202. A further operability assessment also identified

gaps between the design intent and implementation, due to lack

of operational records.

CASE STUDY FELINDRE COMPRESSOR STATION


Mott MacDonald awarded Lagoni the St Fergus Metering

Replacement Project. St Fergus is a key gas terminal and

top tier COMAH site and is capable of a throughput of 50%

of the UK gas demand.

The project included control system and instrumentation detailed

design and build to replace the existing flow meters.


• Formal process safety assessment, such as SIL determination

• Hazardous area instrumentation design

• Brownfield ESD system modifications to IEC-61511

• Honeywell TDC-3000 control software design and implementation

• Replacement of Siemens PCS7 safety and control software design

• Control room SCADA/HMI design to ensure compliance with

HSE’s human factor requirements, following review with the

HSE during the annual inspection.

CASE STUDY ST. FERGUS METERING REPLACEMENT

Zirku Island oil refinery (est. 1979), treats 1MMbbl of sour crude

per day.

Lagoni was contracted to provide engineering advice and design

assurance through the project lifecycle. We worked closely with

the HSE and Loss Prevention department at ZADCO (ADNOC) to

ensure compliance with ZADCO specifications and international

safety standards.
