Creativity “An organized way to allow the mind to produce ideas without getting bogged
down in trying to judge the value of those ideas at the same time”
Dr. Alex Osborn
“A behavior that uncovers a relationship when none previously existed; a
relationship between people, objects, symbols, or any combination of ideas”

MoDOT Module I
VA Alternative “Peanabout”
• The peanabout solution geometry provides the requisite low speeds to allow gaps for entry vehicles .• Joining two intersections (five legs) into one. • Allows storage within the intersection, including driveway access. • Allows movement across the intersecting roadways when the train causes delays. •Low cost solution (small County budget)

The right of way acquisition associated with the facility's footprint was the cost driver. The cost of right of way was variable – parcel by parcel along the length of the highway , so playing with the shape of the footprint was critical.

“Corredor Nordeste”Supplanting Low Investments In Planning & Engineering
Figure 3: Typical
Urban Section
Project: 336 Km long, 2 lane to 4 lane conversion : 3 major urban centers: Recife , Joao Pessoa, Natal in 3 states Assembled into 8 contracts adding to USD $ 800 million .
Study involved eight team members and included a week long field trip.
“Corredor Nordeste”Supplanting Low Investments In Planning & Engineering
Study Objectives:
1‐ improve the delivery of the key project objectives: congestion relief / safety improvements2‐ reduce the impact of discontinuous funding 3‐ Provide a corridor analysis with a large variety of alternatives in scope, cost and schedule that can deliver the project objectives
KEY RECOMMENDATIONS:• Partial Lane Conversion Alternatives• Typical Section Alternatives • Urban Solutions • Pavement Rehabilitation Alternatives • Access Improvement Alternatives • Roadway Safety Improvement Alternatives.
8 new project alternatives were developed with equivalent or better performance in safety and congestion relief with savings potential from 40 to 80% of the original costs with better potential to break down into smaller and more numerous contracts.
Could a VA study could be used to supplant low investments in planning and engineering?
Art Gallery– Daegu City: Public Private Partnership“ Using VE to develop a Bidder’s Proposal, Earning $”
Creek
Original Concept Bidder’s Proposal
Modify layout of building (w/in + 5% of programmed space gross area per bidding reqts).‐ Add multipurpose hall and event hall ‐ Increase internal display space (natural lighting)
Original Concept Bidder’s Proposal
•Change roof canopy column-Provide more outdoor event space (restaurant/ cafe)-Save material quantity
Original Concept Bidder’s Proposal
Revise the cubic glass design - Use glass as projection surface to announce Art Gallery events-Extend & increase internal display space - Decrease heating and maintenance
Art Gallery– Daegu City: Public Private Partnership“ Using VE to develop a Bidder’s Proposal, Earning $”
Study allowed the bidder to score the highest in the performance qualifications with the highest costs (capital $47 million). A key strategy was to develop third party revenue sources that could be used to offset the operating and maintenance costs (and win the bid) or in this case, operate restaurants, cafes and “after hour events” not in conflict with the City of Daegu’s Art Gallery operation.
1. Language
2. Western vs. Non‐Western Mind‐Set• Influence of Renaissance (Age of Reasoning) • Discovery and Application of Scientific Knowledge – physics, chemistry, mathematics, astronomy, etc..• Questioning Authority• Democracy / Social Justice• Understanding human mind‐ psychology
3. Influence of Economic Systems•Agricultural ‐ Industrial ‐ Information Age Transition•Social Systems – Labor Unions & Cooperatives/ Government‐ Taxes & Regulation / Corporations‐ large, medium & small operations•Free Market vs Planned Economies ‐ consumption & resource utilization•Political Stability •Globalization

Value Methodology & Creativity
Value Methodology & Creativity“Rules of Brainstorming”
• No criticism
• Free wheel
• Quantity of Ideas
• Combine and improve
Value Methodology & Creativity“Brainstorming Critiques”
• Psychology more than science and technology
• Highly dependent on facilitation skills
• Randomness
• Limited by knowledge within the room
• Team environment not conducive to all participants
Some thoughts on Enhancing Creativity?
• Data Mining‐ use previous VE studies & other targets to study trends/ principles of creativity that can be reapplied.
• Borrow from methodogies with more defined creativity, such as TRIZ:
1. Identify and Resolve Contradiction
2. Patterns of Invention: Ideality principle
3. 40 inventive principles
Thank you !
