Iran is rebuilding its energy industryand seek to restore sales of crudeto international markets after US andEuropean Union sanctions were liftedin January 2016. Six months on, Iranis gearing up for tenders on oilfielddevelopmentrightstoIOCs.
Itsgoal: forproductionandexportstorise back to pre-sanctions level. foreign firms, from international oilcompaniestoserviceproviders,asstate-controlled oil company Petrobras stillplans to investaroundUS$98.4billionbetween2015and2019—althoughthisis significantly lower than the originalforecast of US$130.3 billion. Currentlytheworld’smostindebtedoilcompany,Petrobrashascommencedsaleofsomeofitsassets,trimmedcapitalexpenditureinabidtoreducedebt.
“Itisimportanttonotethatinternationaloperators’shareofproduction[inBrazil]have risen steadily in recent years,”Ferreirasaid,therebysignallingpotentialjobs. The Brazilian government alsoannouncedsomechangesthatallowmoreoperatorsbesidesPetrobrastoparticipateinBrazil’soilandgasindustry.
Apex’sFerreiraadded that “There isawindow of opportunity for Malaysianplayers. In many ways, Malaysian andBrazilianfirmssharealotofsimilarities,with themove to deeper waters. Thetechnological challenges are similarandwebelieveuniquebenefitscanbefoundwithMalaysian firms partneringwithBraziliancompaniesto jointlytapopportunities[inBrazil]viatheBrazilianPetroleumPartnershipProgrammes,”hesaid,addingthat21Brazilianfirmsfromthe subsea and naval parts segmentsuch as Micromazza, TMSA and DelpEngineeringwerepartoftheBPPP.

Looking to Brazil
The oil and gas industry has been amainstay of Brazil’s economy for thelast decade, accounting about 12%of the Latin American nation’s GDP.Recentoffshoreoilandgasdiscoverieshave made Brazil one of the world’smajorproducers,thusprovidingampleinvestmentandpartnershipopportunitiesforsuppliersaroundtheworld,includingMalaysia’s oil and gas services andequipmentcompanies.
Itisworthnotingthatmuchofthenationcontinues to be underexplored—thisincludestheSantosandCamposbasin.Withanalystspeggingpre-saltoffshoreareainBraziltocontain56billionbarrelsof oil, Brazil’s geological opportunitycontinuestobeattractivetoforeignIOCs.
AtMPRC’s recent industrynetworkingand talk session on Brazil, MPRCexecutive director Ir Dr ShahreenMadrosopinedthatwithbothMalaysiaandBrazilpushingdeeperand fartherintotechnologicallydifficultfieldsforoildeposits,opportunitiesaboundforbothnationstocollaborateanddevelopcost-effectivesolutions.
“IseeplentyofopportunitiesforMalaysianOGSEfirmstoexpandtheirpresenceinBrazil. Similar toBrazil,we are seeingtheshifttodeeperwatersandmarginalfields in the search for oil deposits inMalaysia.Sothereisasignificantoverlapintechnologyandcapabilitiesthatwecantapinto,”hesaid.

Opportunities in Libra Field
Brazilhasprovenoilreservesof14billionbarrels,makingitthe15thlargestoilandgasplayer intheworld.However, largeand promising discoveries in pre-saltarea in recent years couldmakeBrazilthe6thlargestproducerwithoilreservesestimatesreaching42billionbarrels.
“What Iwant topointout is that thesediscoveriesinoneofthelargefields,suchastheLibrafield,areundeveloped.ThereservesestimateforLibrafieldisastonishing.YetPetrobras does not have the financialstrengthnorthecapabilitytodevelopthisfield.Tome,thisisawonderfulproblemasitgivesopportunitytoforeignplayerstoparticipateinthisexcitingdevelopment,”saidAloisioNobrega,adirectoratONIP,a national organisationwhich serves asintermediaryforthecooperationbetweenupstream, midstream and downstreamcompanies, as well as suppliers andgovernmentwithintheoilsectorinordertoenhanceindustrycompetitiveness.

WhileBrazil’soilandgas isoneof themost economically interesting industryinthecountry,thecountryhassunkintotheworstrecessionin25years.Businessconfidence was also undermined by aturbulentpoliticalsituation.
Askedwhetherdevelopmentinoil&gaswill be curtained significantly due toBrazil’spoliticalsituation.Nobregasharedthat“theoildiscoveriesareundercontract,andthus,thereisanobligationtocompletethecontracts.”
“WithPetrobrasinturmoil, internationaloilcompanieswillthereforeplayamoreimportant role in Brazil’s oil and gaslandscape.SoIhavenodoubtthattheoilandgasdevelopmentwillgoon.Itisstilleconomicallyviabletoexploreandproduce,”Nobregasaid.
In Nobrega’s second part of hispresentation,heexplainedthatthelocalcontent policy that was launched in2003,hasreachedacriticalphaseforthecountry,requiringatleast35%ofgoodsandservicestobesourcedfromdomestic
suppliers in exploration phase. In thecaseofLibrafield,thelocalcontentforproductionisaround50%to59%.
“The goal of the Brazilian governmentis to boost local content through asustainableway.Thereisahugedemandfor subsea but the existing Brazilian
suppliersaren’tequippedtomanufacturesubseahardware,leadingtoabacklogofdemandandrequirement.ThatiswhyIamhereinMalaysia.MalaysianfirmshavetheexperienceandexistingexpertiseinsubseatogotoBrazilandestablishyourfirmsthere.”

SME Bank’s Mohd Azhar Mohd Yusof,whoheadsthebank’sBusinessBankingdepartment said with increased callsfor consolidation within the oil & gassegment,thebankintroduceditsEquityFinancingProgrammethatwillhelptoincreaseBumiputeraequityownershiponBursaMalaysia.
“We’ve seen and heard about calls forconsolidation in oil and gas. To helpBumiputeraSMEscatchup,therearethreeprogrammeseligibleBumiputerafirmscanundertake,namelytheBumiputeraEquityFinancingFacility,BumiputeraFinancingFund and the Bumiputera SME EquityFinancingFacility,foracquisitionpurposes,”MohdAzharsaid.
For companies seeking financing forspecificcontractsawardedbygovernmentministries,departmentsoragencies,SMEBank’sSpecialisedBankingDepartmentHeadAzharKasanhighlighteditscontractfinancingschemeasanidealsolutiontoSMEs.
“Thepurposeof the contract financingschemeistohelpfinancetheimplementationofcontractsSMEshavesecureduntilfullcompletion[ofcontract]. O il & gas services and equipmentcompanies (OGSE) in Malaysia
continue to invest in technologydevelopmentandinnovationdespitethecurrent stateof theglobal oil andgaslandscape.
AtMPRC’srecentOilandGasInnovationForum(OGIF)2016,wesawexpertsfromlocalandglobalcompanies reaffirmingcommitmentsoninnovationforsolutionsin greater efficiency and effectiveness.The forum gathered a diverse groupof individuals from the oil and gascommunity—fromtheoperatorstomajorserviceproviders,SMEsandresearchers—to explore industry collaboration ontechnologydevelopmentandsparknewideas in theOGSE industry.MPRCalsocarriedoutasurveywithforumparticipantsto learn about their current standingtowardsresearchanddevelopmentandthedevelopmentofindigenoustechnologies.
The survey outlined positive trends oftechnology development in the nexttwoyears.Atleast50%oflocalmid-tierOGSE companies are increasing R&Dexpenditure,particularlyinacquisitionoftechnology,whileanoverwhelming90%ofsmall-andmedium-sizedOGSEfirmsareinvestinginresearchanddevelopmentthrough collaborative efforts betweenUniversitiesandtheirrespectivein-houseR&Dteams.
Alsofromthesurvey,90%oflargeOGSEcompanies inMalaysia spendingon in-houseresearchcapabilitiesandacquisitionofnewtechnologies.
Theramp-upinR&Dduringadownturnin oil prices is hardly surprising, givenhowtechnologyisincreasinglybecomingan integral component of products forall manufacturers, not just within thetechnologysphere.Companiesalsorealisethattheirfutureandnear-termprofitabilityhingesongrowthdriversandnewproducts.
MPRC’s survey also found that OGSEcompanies are increasingly open orturning to external collaboration withuniversities. Following the one-day
OGIF2016,UniversitiTeknologiPetronas,UniversitiTeknologiMalaysiaandUniversitiMalayahaveembarkedondiscussionswithOGSEfirmsforcollaborationintechnologydevelopment.
