The plan is an update to the Government of Guamʼs “Interim Report and Action Plan for Fiscal Recovery” dated July 2006. Chamber recommends additions to Governor’sfiscal recovery and debt elimination plan

The Guam Chamber of Commerce was invited to provide com-ments and recommendations to the Governorʼs Fiscal Policy and Debt Elimination Plan that will be submitted to the Guam Legisla-ture. The plan is an update to the Government of Guamʼs “Interim Report and Action Plan for Fiscal Recovery” dated July 2006. Four initiatives for fiscal recovery were outlined in the Report:- Mandatory Balanced Budget

— appropriate only 98% of

projected revenue and set aside the 2% for a Rainy Day Fund;

- Eliminate carryover appropria-tions starting FYʼ08;

- Create a Rainy Day Fund; and,- Establish a means to fund Retire-

ment Fund Contributions and to reduce the unfunded liability.

The Report also recommends bond borrowing amounting to $300 million and a “moderate annual growth rate in Government revenues.” The pre-ferred action plan scenario for revenue growth recommends a 3% annual

revenue growth, which if implement-ed with the four initiatives and other recommendations in the report, the Government of Guam was expected to be in a surplus starting in FYʼ07 and the cumulative deficit would be eliminated by FY2013. Liability of $1.1 billion). With an an-nual budget of about $450 million, the 3% growth in annual revenue equates to $13.5 million a year. In a January 31, 2007 letter to GEDCA Administrator Andy Jorda-nou, Chairman Steve Ruder outlined recommendations initiated by the Board of Directors at the Chamberʼs Economic Summit in April 2002. Several of the Chamberʼs recommen-dations were enacted into law. Exam-ples include a reduction in the number of Government of Guam Holidays, the relocation of Government offices in Tiyan to more economical loca-tions downtown, the privatization of GTA and collection of residential solid waste. Other summit recommendations that were not acted on were proposed to be included in the Governorʼs plan. They are:• The outsourcing of all bid and

project administration responsi-bilities for CIP projects to private companies;

• The privatization of the Port of Guamʼs terminal operations and the outsourcing of certain gov-ernment services such as plumb-ing maintenance, pest control services, etc., for all GovGuam departments and agencies outlined in the Chamberʼs 2002 Economic Summit papers;

• The privatization of the Govern-ment of Guamʼs assets;

• The timely reimbursement of Federal expenditures;

• Revamp the Entire MIP System; and,

• Cease COLA payments for those Retirees who benefit from both the Hay Study Pay Adjustment and the $5,440 increase.

In addition to the summit recom-mendations, the Board proposed the following additions to the plan:• GovGuam has an opportunity to

stimulate the economy by requir-ing that all taxes associated with the COLA payments be directed to the completion of the FEMA projects from the 2002 typhoons. The ability to bring new money into our economy based on the Federal matching of 90 cents for every 10 cents from the Govern-ment would appear to justify the borrowing of the tax. $20 mil-lion of tax from the COLA would equate to $200 million of FEMA projects. This would lead to around $400 million of stimula-tion in our economy and provide short-term relief to the treasury through increased GRT and in-come taxes.

• The Department of Revenue & Tax lacks the support it needs to collect taxes on federal contracts. All avenues should be explored within the Federal Grants system to hire retired IRS agents, whose sole responsibility would be to monitor federal contracts to as-sure the collection of all taxes, which the Government of Guam is entitled to receive.

• The privatization of the Port of Guamʼs terminal operations and the outsourcing of certain govern-ment services such as plumbing maintenance, pest control servic-es, etc., for all GovGuam depart-

ments and agencies.• Expeditious closure of the Ordot

Landfill and the opening of a new landfill. We also urge the privati-zation or Public/Private Partner-ship for the closure of Ordot and the opening of the new landfill, the collection of residential waste and collection of tipping fees.

• Completely overhaul GovGuamʼs procurement system. GovGuam overpays in many areas due to this weakness.

• There are items that can be increased without affecting the livelihood of our citizens that would help the government recover the true costs, such as driverʼs license fees, business license fees, bus fares, etc.

• Guam has three publicly run Medical Referral Offices that could be privatized.

• Recent heart procedures done at GMH provided a new revenue source for the hospital. Although a proponent of privatization, having partnerships with spe-cial service providers can help subsidize the hospital and reduce its reliance on the General Fund. We also urge the immediate implementation of the private management contract at GMH as called for in the current budget law.

The Chamber continues to strongly advocate that the solution to the Government of Guamʼs General Fund deficit is two-fold: an immediate reduction in current spending and the stimulation of economic activity to expand the local tax base to generate new and increased revenues to the Government of Guam.

GovGuam Procurement Reform

The Board of Directors formed an Ad Hoc Committee on GovGuam Procurement following the Guam Chamber of Commerce participation in Senator Frank Ishizakiʼs February 21, 2007 Round Table meeting on GovGuam Procurement. Attending the Round Table with Chairman Steve Ruder were Direc-tors Paul Blas and Monty McDowell and Chamber member Torgun Smith.

The Honorable B.J. Penn, Assistant Secretary of the Navy (Installations & Environ-ment), was the guest speaker at the Chamber s̓ January 19th General Membership Meeting at the Hilton Guam Resort & Spa. He addressed the mem-bership on the topic, “Status of the Joint Guam Program Office Efforts.”

Among attendees on the government side were the Attor-ney General, Office of the Public Auditor, GSA Chief Pro-curement Officer, DPW Chief Procurement Officer, Senator Palacios, and several members of their staff. Following a lively 90-minute discussion, it was agreed that the group would convene again in 30 days. AG Limtiaco advised she and her staff would review the law along with past and present ideas for improvement, and present her findings at the next Round Table meeting. The Ad Hoc Committee, chaired by Board Director John Limtiaco, will be meeting weekly to develop Chamber recommendations on GovGuam procurement reform. The working groupʼs initial meeting is scheduled on Monday, March 5, 2007, 2:00 p.m. at the Chamber Office. Contact Chamber President Eloise Baza for more information.

Chamber Delegates to Promote Guam at APCAC Ho Chi Minh Conference

Members of the Guam Chamber of Commerce have been invited to attend the Spring APCAC Conference in Ho Chi Minh City, Vietnam, March 22-24, 2007. The theme of this yearʼs conference is Economic Integration in the Asia/Pa-cific – Opportunities and Challenges. Your Chamber has an opportunity to promote invest-ment in Guam and to promote Guam as host of the Spring 2008 APCAC Conference. Members will have opportuni-ties to network with peers from around the region, meet fellow members of AmChams, Boards of Governors, both senior executives from MNCʼs and entrepreneurs that have developed substantial APCAC-based businesses. In addi-tion, members will meet senior U.S. government officials, dynamic Vietnamese business and political leaders, and leaders of regional institutions like APEC, ASEAN, and Asian Development Bank to discuss regional economic integration and the opportunities and challenges for busi-nesses. CKGW Reviews ProposedFair Share Act

The Committee to Keep Guam Working is reviewing Bill No. 44 relative to ensuring that all employees are treated fairly, have choice in the workplace, and do not pay for benefits they do not receive, also called the “Fair Share Act of 2007”. Armed Forces CommitteeMilitary buildup - Department of Defense appropriations

requested for Guam in President Bush ̓FY2008 Budget total $345 million. These projects are as follows:$102 million - Kilo Wharf Extension; $59 million - Hardening of Naval Base Electrical Systems; $57 million - New Navy Family Housing; $45 million - New Fitness Center; $41 million - Wastewater Treatment Plant Repairs and Upgrade; $31 million - Potable Water Distribution System (Phase I); and,$10 million - Northwest Field Infrastructure Upgrade.The amount proposed by the Presidentʼs budget request for FY2008 represents a $152 million, or a 56% increase over the level of current year funding. Congresswoman Bordallo to support the inclusion of these proposed projects in both the authorization and appropriations bills for FY2008. The Honorable B.J. Maritime Affairs Update

MAC Trucking & TransportationSubcommittee monitors Bill No. 34 progressSenator Ray Tenorio introduced Bill No. 34 on January 22, 2007, which addresses the Chamberʼs recommended amend-ments to the Motor Vehicle Code. The three issues to be ad-dressed in Bill No. 34 are:1. Driving on the far right lane;2. Over-height restriction; and,3. Increasing penalties and defining responsible party.Allowing DOT inspectors citation authority along with GPD is addressed in the penalties section of the proposed measure. In addition to monitoring the status of Bill No. 34 and ad-dressing antiquated sections of 16GCA, the committee has adopted the following priorities for the year:• Left Turn at Route 1/Route 8 Intersection (Ongoing)• Dead Manʼs Curve in Anigua (Safety concerns)

The Armed Forces Steering Committee hosted a reception for representa-tives from the Japan Diet, Ministry of Foreign Affairs, and Ministry of Defense. U.S. Ambassador to Japan - Thomas Schieffer, LtGen Daniel Leaf - Deputy PACOM, Mr. David Bice - Joint Guam Program Office and Col Paul Vosti – U.S. Forces Japan, accompanied the visiting Japan Delegation. Port Master Plan Subcommittee - Port Authority Board Chairman Monte Mesa briefed members of the MAC on the status of the Port Master Plan. He advised that he would like to seek Chamber member input on the vision for the Port. The PAG Board recently formed a Port Master Plan Commit-tee, which is spearheaded by Board member Jovyna Lujan. The committee held its first public meeting and will continue to seek input from Port users and those affected by Port ser-vices. The most recent Port Master Plan was updated in 1999 and ratified by the Legislature in 2000. The Port would like to update the plan again, but this time narrow the scope of work to identify what is achievable in a three-year period. At its February 15th meeting, the MAC formed a subcom-mittee to work with the Port Authorityʼs Committee in devel-oping community input on the Master Plan. Customs updates rules on scrap metal ship-ping - The Department of Customs & Quarantine sponsored a forum with scrap metal companies on December 26, 2006 to obtain industry input on Customs ̓guidelines for transporting scrap metal. The deadline for amendments to the guidelines is February 28, 2007. Customs has advised that it will imple-ment the guidelines beginning March 1, 2007. A copy of the guidelines is available at Customs ̓Office in Tiyan.

Small Business Management Seminar Series“Shipping A - Z” was the topic of the February 16th Small Busi-ness Management Seminar held at the Outrigger Guam Resort. Joe Rios along with Phil Santos of Matson Navigation Corpo-ration provided basic information about ocean transportation including the history of intermodalism, profile of a shipment, financial instruments, bill of lading, equipment, cargo flow and regulatory agencies. Rodney Webb, Business Counselor with the Guam Small Busi-ness Development Center (SBDC) provided an overview of the technical assistance available at the SBDC. Special thanks to Mr. Webb, Mr. Rios and Mr. Santos for their participation. The Committee would also like to thank the Outrigger Guam Resort for its support of small businesses! A Small Business Management Seminar event is scheduled once a month and is presented to the membership by your Chamberʼs Small Business Focus & Development Committee in cooperation with the Guam Small Business Development Center. The next seminar entitled “Expand Your Frontline Employeeʼs Role to Maximize Your Business” is scheduled for Friday, March 9th at the Outrigger Guam Resort. Tourism UpdateYour Tourism Committee is working on launching the Carabaos on Vacation campaign in April with two contests: a local contest geared for the youth of Guam, which will provide cash prizes to the winners, and a Japan visitors contest aimed at providing a return trip back to Guam for the winners of this contest. EPA Air Emissions Amnesty ProgramDo you own a 30KW+ generator? If so, P.L. 24-322 (Guamʼs Air Pollution Control Standards and Regulations) may apply to you and your business. Guam law requires certain genera-tors, including some standby generators, to have an air emis-sions permit from Guam EPA. An Amnesty Program is being offered by the Guam Environmental Protection Agency for any generator owner who has not obtained a permit. Those who apply for a permit during the Amnesty Program will only have to pay past due annual emission fees. Any penalties for non-compliance will be waived during the amnesty period. The Amnesty Program began on January 2, 2007 and will end at the close of business (5:00 p.m.) on June 29, 2007.

Guam Juvenile Drug Court Program

The Bank of Guam conducted a House-hold Budgeting Life Skills Workshop on February 7th with Renee Obispo, AC Credits Officer. Youth participants learned the value of managing a budget through an activity called “Survivor Island.” Working in teams, each group worked with $1000 dollars to purchase

necessary supplies to live on a secluded island for four months. The exercise taught participants what items were nec-essary to spend their money on versus what was convenient or extravagant. Advance Management, Inc. offered a Model Building Workshop (Life & Personal Interest Skills) on with Joseph Certeza, Training Manager, on February 7th. Participants learned the basics of simple model building. Each partici-pant was provided with an individual model kit provided by Mr. Certeza. Participants also discussed the history of certain model planes and automobiles that were part of the kits provided. The Chamber would like to thank Ms. Obispo and the Bank of Guam and Mr. Certeza and Advance Management for their participation in offering both workshops for the program. The Guam Chamber of Commerce with the Guam Hotel & Restaurant Association and the Guam Contractors Association spon-sored an EPA Air Emission Amnesty Pro-gram Seminar for the combined member-ship on February 15, 2007 at the Outrigger Guam Resort.
