Inspire services of the Spanish Directorate General for Cadastre and its use to resolve an old problem of coordination between

summary Cadastre and Property Rights Registry are different
institutions in Spain For a century they are trying to coordinate, with some results:
parcel identification in deeds and titles by its cadastral reference or code (1996)
2015 reform aims to adjust description of the Registry and cadastral cartography using INSPIRE GML of Cadastral Parcel and automated exchanges
The coordination procedure is a case of success My point of view is the geographical information, the GML,
more than the coordination process

Cadaster ‐ Register

From 2015, the description of properties in the Property Rights Registry may include a geo‐referenced graphical representation, based on the cadastral cartography.

How cadastral cartography is supplied Cadastre is the LMO for Cadastral Parcel in Spain and is
providing INSPIRE services for CP Cadastre has a web site as a point of access to electronic
services where users can download cadastral data, including INSPIRE GML and cadastral certification in PDF
In some cases the cadastral cartography is not updated and citizens or Register have more recent information. Then Register can use “alternative geo‐referenced representation” (AGR)
AGR is used to update cadastre, but It must pass a technical validation provided by cadastre as a service (alternative graphical validation)

How the georeference of a parcel is expressed?Georeferencing of a parcel includes the reference system (ETRS89, REGCAN95), projection system (UTM), coordinates (x,y)We use the INSPIRE cadastral parcel format (GML format, XML with geographic content).All the agents that work with real state information in Spain are using the INSPIRE cadastral parcel.

How to make the information available?The GML INSPIRE cadastral parcel can be obtained at the Electronic Office of Cadastre :•As a service using the WFS INSPIRE cadastral Parcel.•Through free access from the screen query results.

cadastral certification details•It is used by citizens to describe the parcel in notaries and registry•PDF file, signed electronically using a Secure Verification Code (CSV). This code makes possible to obtain the file, and verify its origin and validity in the Electronic Office of Cadastre.•Applications of notaries and registrars use a web service to access the content of the GML attached file using the CSV code .

Alternative Graphical Representation (RGA)AGR is needed when:• Cadastral description in not correct• Cadastral information is not updated• There are (or there will be) changes in the territory, new parcels: segregations, grouped plots, public works, parcelling, Land consolidation, urban planning, etc. •A Surveyor supplies a more accurate parcel mapAs the GML will change the parcel and the cadastral mapping, but, It is necessary to assure changes will fit in the cadastral map.Alternative graphic Validation Service is a technical and cartographic check , prior to processing it at notary or register

Details about de Graphical validation report• The cadastral cartography is the basis. Geographical reality is an
overlay on the cadastral cartography, expressing the twists and displacements, if exists
• the perimeters of the new parcels correspond with those of the old parcels to keep the continuity of the map
• The csv of the record avoids the physical exchange of files, and enables the automated capture of information
• Notaries don’t need to use a GIS. They incorporate the PDF directly to the deed
• Registrars access the graphical content in the XML file automatically.

How it works in the Register?• 13/2015 act lets the registration of graphical georeferenced
representation of real estates in Registry. It can be cadastral or alternative provided by the owner.
• Graphical georeferenced representation gets into Property Rights Registry by a GML INSPIRE file.
• Land Register takes the UTM coordinates, unique registered estates number and file number to make a GML INSPIRE file signed electronically. The secure verification code (CSV) assigned is incorporated to the registration in a paper sheet.
• Graphical georeferenced representation registered produces the strong effects of registration.

Coordination between cadastre and Register• If the geographical representation is add or not to the Register
inscription (if the geographical representation fits or not with the description) is a decision, a qualifed one, of land registrar.
• The coordination between registered estate and cadastral parcel is a decision of the land registrar– Coordinated: georeferenced cadastral parcel– Non coordinated: alternative graphical georeferenced representation
(not the same protection)

Conclusions• Geographical information is reinforced as a key part of the e‐
government.• GML INSPIRE Cadastral Parcel has a practical and legal use.• GML file is known by surveyors, engineers, architect, notaries,
register workers, etc. It is becoming a standard in cartography exchange
• All the applications, products and services have been developed and work together. There are apps, complements, applets for CAD and GIS developed by private initiative
• Technology enables solutions that previously they were impossible to think about.
