A s a country we entered the fall season on a som-ber note, following a se-

ries of devastating hurricanes and one of the most heart-wrenching events in US history. Although the Las Vegas tragedy has been difficult for many of us to absorb, it has been even more challenging to help the

younger members of our communities to process. Please consider the following link, suggested by the local school districts, as an additional resource: Talking to Children about Violence. Our hearts and prayers go out to the victims and loved ones affect-ed by the hurricanes and the senseless violence.

In light of the partnership we have with the Texas District of ITE for the upcoming joint meeting, our $2000 FY2017 charitable contribution was donated to the American Red Cross to help the victims of Hurricane Harvey. The donation was made via Camping World, who is matching donations dollar for dollar.

We are still seeking volunteers to support the Local Arrangements Committee (LAC) for the upcoming Western District and Texas District Joint Meeting in Keystone. To request more information, please contact me at [email protected] or reach out directly to the LAC co-chairs, Ben Waldman and Aaron Heumann.

After three years of operations in Colorado, the section’s September luncheon was held at the Top-golf facility in Centennial, CO. For those of you

● Brian Staley, PE, PTOE has taken a position with Adams County as their Senior Traffic Engineer.

● Scot Lewis has recently returned to Colorado after having spent the last year working as a Project Man-ager for Lake Havasu City in Arizona. Scot is now a Traffic Engineer III with the City of Arvada.

● Michelle Edwards is now the District 4 Traffic Engi-neer for the Wyoming Department of Transportation in their Sheridan office. In Michelle’s previous posi-

tion, she was employed with Morrison Maierle (formerly Vista West Engineering) as a Trans-portation Project Engineer for eight years in their Sheridan of-fice.

September Meeting Highlights Devin Joslin, Section Scribe

T he new section year teed off on September 22 with the annual business meeting held at Top-golf in Centennial. Nearly 80 attendees gath-

ered to socialize after the summer hiatus. True to its name, the meeting agenda included a number of section-related business items. Karen Aspelin, Western District International Director, swore in Lou Davenport (President), Duane Cleere (Vice President), Susi Marlina (Secretary-Treasurer), and Ryan Germeroth (Past President) as this year’s of-ficers. Lou announced changes to the Executive Committee. Evan Brigham (Website Co-Chair) and Rachel Ackermann (Legislative Committee) have joined. Freddy He (Past President), Scott Thomas (Legislative Committee), and Will Johnson (Vendor Show) have resigned. Thank you for your years of service. Next, the section membership voted to ap-prove the fiscal year 2018 budget. Duane cleverly

gave out door prizes as a reward to attendees for listening attentively to his budget presentation. Lou presented Ryan with the Past President’s Award. Thanks to Ryan for his three years of service and for the continued advice and guidance he’ll provide in his role as Past President. Ryan currently looks like most former presidents do – relaxed!

Olivia Brey of Atkins was the speaker for the tech-nical session. She gave an informative presentation entitled, “Accelerating Intelligent Mobility Solu-tions.” Intelligent mobility is an end-user and out-come-focused approach to connecting people, plac-es, and services – reimagining infrastructure across all transport modes, enabled by data, technology, and innovative ideas. Consultants work with agen-cies, stakeholders, and the public to discuss and develop mobility concepts that are thoughtful, flexi-ble, and actionable. The collaborative approach fo-cuses on finding practical applications in five key areas: 1. mobility as a service; 2. journey manage-ment; 3. cyber resilience and security; 4. connect-ed and autonomous vehicles; and 5. big data ana-lytics. The Regional Transportation Commission of Southern Nevada’s efforts to identify opportunities, complete a self-assessment of needs and goals, and conduct a visioning workshop to ultimately de-velop a mobility roadmap for the region was cited as a successful implementation of the intelligent mobility process.

The Lamar Street Center is home to a jaw-dropping collec-tion of foreign and domestic supercars from many eras. As a fun bonus, attendees had the opportunity to ogle these gor-geous cars during the lunch break.

Following the meet-ing, ITE hosted a happy hour at Home-grown Tap and Dough in Arvada. The meeting events con-tinued on October 6; about 40 people at-tended a half-day, USDOT training course on Cyber Security at the CDOT Transportation Management Center. The course provided an overview of cyber security awareness and offered some insights into how agencies can increase the security of their TMCs and edge devices, such as traffic signals and varia-ble message signs.

T he fast start to the section year continued as the 2017 Joint Meeting of the CO/WY ITE and ITS Rocky Mountain chapters sped into the

Lamar Street Center on October 5. The full-day program brought together nearly 175 attendees and over 30 vendors to discuss the latest trends and products in ITS. Four technical sessions featur-ing 12 speakers covered a range of topics from Smart Cities to Probe Data Collection.

JOB SUMMARY:

This position is responsible for the management of the Transportation Services Division and its 15 employees. Responsibilities in-

clude: assisting & development, and overseeing division budget, overseeing the Transportation Planning section of the division, im-

plementing the City’s Comprehensive Transportation Plan, conducting traffic and multi-modal transportation studies, overseeing the

Bicycle Masterplan, reviewing development proposals, and providing support to the traffic operations staff.. Additional responsibilities

include serving on the North Front Range MPO Technical Advisory Committee to develop the Transportation Improvement Program,

and overseeing State/Federal grant programs.

This is a professional civil engineering position requiring independent judgment and initiative. Primary assignments include review of

design and management of public works capital traffic related improvements, coordination with engineering consultants, timing of

traffic signals, neighborhood traffic calming program, downtown parking, coordination of street light program, maintenance of City

engineering records, coordination with technical boards (such as Transportation Citizens Advisory Board and the North Front Range

Metropolitan Planning Organization).

EXPERIENCE, KNOWLEDGE, SKILLS:

● Bachelor’s Degree in Civil Engineering with emphasis on traffic engineering or a similar engineering degree along with traffic en-

gineering experience and training.

● Colorado Professional Engineer registration.

● Minimum of five (5) years experience in municipal traffic engineering or related work experience.

● Previous supervisory responsibility.

● Valid driver’s license and good driving record.

● Residency in Greeley city limits desired

● Thorough knowledge of traffic engineering principles and practices concerning municipal public works applications with emphasis

on the planning and design of streets and traffic improvements.

● Skill in the use and care of traffic engineering design tools. General knowledge of personal computers, spreadsheets, data bases,

work processing, geographic information systems, and traffic modeling programs such as Synchro.

● Effective oral and written communication, leadership and time management skills.

● Experience in reviewing and conducting traffic engineering studies including timing of traffic signals and traffic signal warrant

analysis.

● Be thoroughly familiar with ITE standards and MUTCD.

ESSENTIAL FUNCTIONS:

● Perform technical research, develop and evaluate alternatives, prepare informative and understandable reports and provide relia-

ble advice on engineering problems.

● Respond to requests for information and traffic engineering assistance from other departments, developers, consultants, and the

public concerning traffic engineering records, addressing development requirements and special projects.

● Represent the Department, attend advisory boards, Planning Commission, or City Council meetings to explain traffic engineering

details, department concerns, or programs.

● Provide project management for the design of major traffic projects and traffic engineering or planning studies, participate in the

selection of consultants, obtain and review qualifications and proposals, negotiate scope of services and contracts, recommend

design procedures and decisions, and review and accept consultant work.

● Ability to attend after hours and night meetings.

● Prepare and monitor program operational budget and assigned capital improvement project budgets.

● Plan, schedule, assign, and supervise work. Evaluate performance and provide leadership and training opportunities in a manner

conducive to full performance and high morale.

● Directly supervise Technicians and Supervisors including direction of daily activities, reviewing their work and providing their peri-

Sr. Project Manager-Transportation/Traffic/Planning

MAJOR FUNCTION/ROLE:

This position supports Atkins statewide, regional, and corridor transportation planning and transportation policy activi-

ties, with a focus on Colorado. Diverse assignments may include active transportation planning, using big data in the

decision-making process, intelligent mobility, corridor planning, and supporting a diverse range of clients.

This position will fill the following roles: lead technical professional, project manager or task manager, and contribute

expertise in advanced concepts and techniques to solve unconventional problems. The individual will manage internal

project staff and subconsultants, coordinate with clients, and facilitate engagement with public and agency stakehold-

ers. The individual also will participate in proposals and business development and function as a mentor to technical

staff.

Primary Responsibilities:

Manage projects and perform technical work that involves conventional transportation planning and traffic engineering

practices, and a variety of complex issues such as issues such as transportation safety, multimodal planning, and inno-

vative technologies. Primary job responsibilities include, but are not limited to, the following:

● Manage large transportation planning studies including multimodal corridor planning studies, Planning and Environ-

mental Linkages Studies, and Transportation Master Plans.

● Manage projects that include traffic simulation and capacity analysis as a primary task

● Coordinate and participate in contract negotiations with clients and subconsultants

● Conduct quality control reviews

● As a project manager, monitor scopes, schedules, and budgets, and review and approve invoicing.

● Participate in business development and marketing activities, including proposal writing

● Maintain frequent contact with clients and regulatory agency personnel to determine their respective needs and re-

quirements

● Supervise other project managers, technical professionals and other design staff

● Mentor junior staff through projects and career development

Desired Qualifications:

● Positive attitude and ability to work independently or as part of a team

● Transportation planning and/or traffic engineering background required

● Demonstrated ability to monitor scopes, schedules, and budgets, manage subconsultants, and review and approve

invoicing interest as a project manager

● Understanding of transit, bicycle, and pedestrian planning and design principals

● Proven ability to develop high quality work products

● Solid business development skills; demonstrated ability to relate well to clients, demonstrated presentation skills,

and ability to write proposals

● Experience with traffic simulation and travel demand forecasting software programs including TransModeler, VIS-

Primary Duties and Responsibilities

● Reviews and evaluates traffic impact analysis reports, transportation studies, and civil construction plans including
