What is aSovereignWealth Fund?A Sovereign Wealth Fund (SWF) is a state-owned investment fund or entity that is commonly established from balance of payments surpluses, official foreign currency operations, the proceeds of privatizations, governmental transfer payments, fiscal surpluses, and/or receipts resulting from resource exports. The definition of sovereign wealth fund excludes, among other things, foreign currency reserve assets held by monetary authorities for the traditional balance of payments or monetary policy purposes, state-owned enterprises (SOEs) in the traditional sense, government-employee pension funds (funded by employee/employer contributions), or assets managed for the benefit of individuals.

02Context - Sovereign Wealth Funds //
Sovereign wealth funds are entrenched in many facets
of the global economy. Since the onset of the 2000s,
there has been a momentous wave of new sovereign
wealth funds making an entrance in the capital
markets. Asset managers, banks, pension funds, law
firms, policymakers and the like have stepped up their
interest in sovereign funds. A need for continuing
education and accurate intelligence has grown in this
space.
Historically, there have been no significant known
risks to the capital recipient countries from sovereign
wealth funds. Some experts think there might be
other objectives that sovereign wealth funds are
hoping to achieve. Questions regarding national
security implications have been raised by the media
and policymakers. For example, investments in
technological firms may create a scenario in which
funds could attain trade secrets or technology to benefit
their national strategic interests. This would supersede
their commercial interests of achieving a higher return
on investment.
Another issue would be if investment decisions were
influenced by political interests. A number of wealth
funds are not transparent or publicly accountable, and
very little is known about their fiduciary controls and
governance structures. One can postulate that many
sovereign wealth funds are too opaque to make valid
conclusions about their intentions.
Since the global financial crisis, the tables have turned
for the moment. Sovereign wealth funds are being
courted by everyone, including governments. Wealth
continues to transfer across the shores of the world.
