A. LEA Information OurDistrictTheVestalCentralSchoolDistrictislocatedinupstateNewYorkservingroughly3,350studentsingradesK‐12atsevenschools.Thesevenbuildingsarecomprisedoffiveelementaryschools(AfricanRoad,ClaytonAve,Glenwood,TiogaHillsandVestalHills),onemiddleschoolandahighschool.Thereare300professionalstaffand150supportstaffthatserviceourstudents.Introduction/HistoryOnMarch14,1995,theVestalCentralSchoolBoardofEducationadoptedtheDistrict’sfirstInformationTechnologyPlan.Thatplanprovidedthefoundationforintroducingtechnologyintotheclassroom.Italsoarticulatedavisionforinstructionaltechnology,providedanassessmentofthecurrentleveloftechnology,andaddressedavarietyoftechnologyissuesincludingsoftware,networking,buildinginfrastructure,training,andfunding.In1996theInformationTechnologyPlanAdvisoryCommitteedevelopedanamendmenttothe1995Plan.ThisamendmentwasapprovedbytheBoardofEducationinJune1996.Thefollowingrecommendations,includedintheamendment,wereaccomplishedduringthefirstfouryears.

InJanuary2006anewinstructionalcommitteewasformed.Thepurposeofthecommitteewastodevelopanewtechnologyplantoaddresscurrentandfutureneedsofstaffandstudents.InMarch2006thecommitteesurveyedtheprofessionalstafftoassesscurrentlevelsoftechnologyexpertiseanduse,aswellascurrentintegrationoftechnologyintothecurriculum.Theinformationinthesurveywasusedasabasisforaninitialpurchaseagreementof$300,000toacquiretechnologyequipmentforthe06‐07schoolyear.Thecommitteecommunicatedthesesurveyresultsthroughstaffmeetings,thedistrictwebpage,andBoardofEducationmeetings.ThecommitteealsoprovidedinputtoBearschCompeauKnudsonArchitectsforthe$55million3‐yearcapitalproject.

Duringthespringof2008,theVestalSchoolDistrictpurchasedtheITManagementServicethroughBTBOCEStooverseeNetworkmanagementandongoingtechnicalsupport.Inthefallof2011thecommittee,inconjunctionwiththeBOCESMITSService,mettolookintothefutureandestablishanewthreeyearplantosupportbuildingleveltechnologycommitteesandshiftfromacquiringequipmenttointegratingtechnologyintoinstructionalpractice.
Duringthe2013‐2014school‐year,undertheleadershipofDr.LauraLamash,AssistantSuperintendentforInstruction,andincollaborationwithDodieAinslie,CoordinatorofInstruction,adynamicmodelfortechnologyintegrationwassetintoplacewiththedesignoftheTechnologyLiaisonmodel.ThismodelformalizesafeedbackprocessthatallowstheTechnologyPlanningTeamtopilotandtrialhardwareandsoftwareintheclassroomsandreceivepertinentfeedbackfrominstructionalfacultytoframefuturetechnologydecisionsandpurchases.Adynamicmodeloffeedbackrecognizesthattechnologyisdevelopingatanincreasinglymorerapidpace;informeddecisionsrequireknowledgeablefeedbackfromtrainededucators.Tothisend,theTechnologyLiaisonsareateamofrepresentativeteachersfromallbuildingswhomeetmonthlytoreceivetrainingandupdatesoncurrentapplications,reviewcurrentresearchandpracticesintechnologyintegration,pilotandreviewhardwareandsoftware,andsupportandmentorcolleaguesontechnologyintegration.Importantly,theTechnologyLiaisonsareabletospeakknowledgeablyabouttheclassroomimplicationsofnewhardwareandsoftware,providingcriticalinformationtoguidesoftwareandhardwaredeploymentandstrategicplanning.Inaddition,thepositionofTechnologyIntegrationSpecialistwascreatedtooverseeamodeloftechnologyintegrationasatoolforadvancinginstructionalpracticesalignedtotheRegentsReformAgenda(2010).The2013‐2014schoolyearmarkedthefirstdeploymentoftablettechnologyfortheVestalSchoolDistrict.ClassroomsetsofiPadtabletsweredistributedtoallTechnologyLiaisons.Significantly,allK‐2classroomswereoutfittedwithiPadlearningcenters.K‐2teachersreceivedtrainingontheinstructionaluseofiPads,providedinpartbytheelementaryTechnologyLiaisons.Inaddition,K‐2teachersreceivedateacherspecificiPadfortheirinstructionaluse.ThiswasfollowedbythedeploymentofChromebooksforgrades3‐8duringthe2014‐2015schoolyear.Theseinitiativesmarkthedistrict’stransitiontousingmultipledevicesastheportaltoonlinecreation,collaborationandcommunicationtools.Thisrequiresasoftwareandhardwaremanagementsystemthatfunctionsremotely.Thefirststepinthisprocesswasidentifyingonlinetoolstobestfacilitateworkflow.Managingdevicescontinuestobeafocustoassurethebestdeploymentofapplicationsthatstaffandstudentsneed.

B. Instructional Technology Vision and Goals
VisionVestal’svisionforinstructionaltechnologystartswithanunderstandingofqualitypedagogy.Technologyshouldbuildongoodteachingandlearning,strengthenexistingcurricula,andenhancelessonstoengagestudentsinauthenticlearningopportunities.Wealsobelievethatembeddedinalltechnologyusecomesaresponsibilitytoourglobalworldtobeacontributing,positivedigitalcitizen.Thisvisionsupportsourdistrict’smissionthateachstudentwillbecomeacriticalthinker,alifelonglearnerandaresponsiblecontributingcitizeninachangingglobalsociety.Goals
PolicyandProcedures:Tomaintaincurrentandresponsivepoliciesandprocedurestosupportauthenticandresponsibletechnologyuseandintegration.

PlanningProcessDevelopingtheInstructionalTechnologyPlanisanongoingprocessandinvolvesgettingfeedbackfromstakeholdersthroughouttheyear.Feedbacktakestheformofinformalverbalcommunication,aswellasformalsurveys.OurTechnologyLiaisonsareacrucialpartofthisprocesssincetheyareusingthetechnologytoimpactlearningonadailybasisandtheyreceivefeedbackdirectlyfromthestaffandstudentsintheirbuilding.ThisfeedbackisbroughttomonthlymeetingsthroughouttheschoolyearandtooursummerTechnologyLiaisonSummerInstitute.Emergingtechnologythatweresearchanddeterminetobeworthexploringinvolvesapilotthefirstyear.Agroupofteacherswillreceiveprofessionaldevelopment,thenimplementthenewtechnology(whetheritbehardwareorsoftware).Throughoutthepilotfeedbackisgivenandrecommendationsaremadepriortofullrolloutofnewtechnology.Thefollowingmeetingswereinvolvedindevelopingthiscurrentplan: StakeholderGroup OutcomesInstructionalTechnologyLeadershipTeamMetJune10,June25,July21todiscussplan.Wemeettwiceamonththroughoutschoolyeartoimplement.

Software and IT Support Softwareneedshaveshiftedinthepastseveralyears.Manyapplicationsareavailablethroughappsorextensionsondevices.OncetheworkflowisdeterminedthroughtheuseofaLearningManagementSystem,aswellasothertoolslikeGoogleAppsforEducation,thentheaccesstoneededsoftwareapplicationsbecomeseasierforbothstudentsandstaff.Asnewlearningneedsarise,staffcanrequestsoftwareapplicationsbeeitheraddedtoourChromewebstore,loadedonouriPadimage,ormadeavailablethroughotherloadingcapabilities.Updatesofexistingsoftwareareeitherautomaticallypusheddown,orexploredandpurchasedtokeepapplicationsthatareusedfrequentlycurrentanduptodate.TechnologyissuesaresubmittedbystaffthroughServiceNowticketsystem.TechniciansareemployedthroughBTBOCESandareincludedinourMITS(ManagedITService).Thesetechniciansareresponsibleforthedailytechnologysupportforallourstaff.Home/schoolcommunicationisveryimportant,andisencouragedthroughourLearningManagementSystem(Schoology),StudentManagementSystem(eSchoolhomeaccess),Websiteupdates,andEmergencyBroadcastSystem.

Curriculum and Instruction Digitalconnectivityandtechnologydevicesdon’t,ofthemselves,improveteachingandlearning.Itishowthesedevicesareusedtoenhanceteachingandlearningthathasthegreatestimpact.Solidpedagogyiskeyforteacherstodeveloplessonsthatallowstudentstoengageinthecurriculum.WeusebothTPACK(TechnologyPedagogicalContentKnowledge)andSAMR(Substitution‐Augmentation‐Modification‐Redefinition)modelstounderstandtheconnectionsbetweentechnology,pedagogy,andcontent(curriculum).ThroughoutthelastyearwehavestartedtoembedUDL(UniversalDesignforLearning)principlesintoourlessonplanning.Teachersarestartingtopurposefullyincorporatemultiplemeansofrepresentation,engagementandaction/expressionintotheirlessonplans.Theseprinciplesallowallstudentstobesuccessful.Technologyaddsmoreoptionstoenhanceandsupporttheseprinciples.Duringthe2015TechnologyLiaisonSummerInstituteweexploredmakereducation,discussingconstructivismandconstructionism.Makereducationisnotjustaspace,butateachingandlearningpedagogy.Weexperiencedstudentcenteredlearningstationswheretechnologyisjustanothermaterial.Wedeterminedthattechnologycan,andshouldimproveteachingandlearningbydoingthefollowing:Teaching

3. Afterthetrialasummaryiscompletedidentifyingthestudentuseandwhetheritsuccessfullymetthecriteria.FromthisarecommendationiswrittenfortheCommitteeonSpecialEducationastothecontinuedneedfortheassistivetechnology.
