INSTRUCTIONS TO THE BIDDER

1. Central Coalfields Limited is a Subsidiary of Coal India Limited is having its head quarters situated at

Darbhanga House, Ranchi; intends to establish integrated system of monitoring truck movement

from Mines Check posts to CHP/Coal Stocks/Dump yard/Siding and vice versa automatically using

GPS/GPRS based vehicle tracking system and RFID with CCTV based weighing control and monitoring

system at Magadh & Amrapali Area, Central Coalfields Limited.

2. The prospective bidder must make a survey of the entire Magadh & Amrapali Area, Central

coalfields Limited, where offered GPS/GPRS based vehicle tracking system and RFID with CCTV

based weighing control and monitoring system has to work, to ensure the availability of GPRS

network from the leading mobile service provider, Climatic Conditions, ambient temperatures, etc

before submitting the bid and submit the bid based on the best service provided by individual

service provider in each area. You are also requested to meet the officials at M&A Area to collect

details of Locations, Routes, MAPs & any other parameters (if required) to set up the System.

3. The complete EOI document containing the proposed system Architecture, work plan Description,

schematic diagram of proposed system and required initial data can be downloaded from CCL

website at http://www.centralcoalfields.in/ind/

4. PRE QUALIFICATION CRITERIA of Bidder: - The bidder must have experience in executing similar

type of work i.e. GPS or RFID or CCTV or OITDS as individual work or in combination with

Networking. Moreover the bidders must fulfill following criteria:-

a. The bidder must not have been debarred /black listed by any Government Department Agency, PSUs/institution/ Agencies/autonomous organization.

b. CCL will not bear any cost or expenses incurred by the bidder in connection with preparation or delivery of EOI. Bidders are also requested to submit documents in support of past experience.

5. Date and Time of Submission of Proposal (EOI):- A preliminary meeting shall be held on 18.03.2020

(Wednesday) at 11 AM at Conference Hall, Director (Technical) P&P Office, Central Coalfields

Limited, Darbhanga House Ranchi-834001, Jharkhand. Clarification, if any can be obtained from

the office of HOD(VTS&RFID), CCL HQ, Darbhanga House, through E-mail:- [email protected]

and contact no. 0651-2365566. Bidders are requested to submit their proposal in hard copy or

through E mail (mentioned above) on the following address:

6. The following Documents are required to be submitted by the bidder:-

a. The catalogue of the bidder (mentioning brief introduction) with past experience of the

works of similar nature.

b. The proposed functional methodology details, MAPs, flow chart etc. of the Proposed

GPS/GPRS based vehicle tracking system and RFID with CCTV based weighing control and

monitoring system.

c. Technical Specifications: - The bidder has to submit details of Technical Specifications for all

the items mentioned in the Bill of Quantity. The Technical Specifications must be generic in

nature so that the leading multiple OEM’s can comply the technical parameters.

d. Budgetary Estimate for the all the ITEMS defined in the Bill of Quantity on Rental Basis for 5

Years in the following format:-

TECHNO-COMMERCIAL TERMS OF THE PROJECTS

1. Duration of Contract:

a. The contract shall come into force from the date of commissioning and shall remain in

force up to 60 months.

b. Rental quoted should be firm without escalation.

c. On expiry of the aforesaid period as per clause a, the contract terminates unless it is

renewed upon by the customer’s request in writing for such further period and on such

terms and conditions as are mutually agreed upon. A prior written notice of 3 months

shall be given by the customer of his intension to renew the contract.

2. The bidders should note that availability of GPRS network over the entire operating area

under command control of CCL is not guaranteed. The prospective bidder must make a

survey of the entire area, where offered Vehicle Tracking System has to work, to ensure the

availability of GPRS network from leading mobile service provider before submitting the bid.

3. The climate conditions where VTS and RFID based hardware and software has to work are

tropical to subtropical, dusty with hot and humid atmosphere. Ambient temperature ranges

from 0⁰C to 50⁰C with relative humidity of maximum 98% (non-condensing). The bidders

should make visit to project sites to acquaint themselves with actual condition before

submitting the bid.

4. The bidder has to offer and provide total technical solution with all necessary hardware and

software including installation, commissioning, operation and maintenance for period of 60

month after expiry of warranty period.

5. Safety and security of all hardware and software to be installed for the proposed system

including insurance lies with Implementer of the project. Implementer has to take all

required steps for ensuring safety and security of all hardware and software installed.

6. Implementer has to maintain and operate whole project on Hand Holding basis for the

period of 5 years.

7. All the hardware and software of the proposed system must be IPv6 compatible.

8. A complete CCL portal shall be designed and hosted on control server. CCL portal content

shall be frozen at later stage. Portal shall be single software for both Public contents and

Entire Internal CCL business operation. Portal shall have minimum 6-8 modules and it may

increase further. It will enable transporter and internal CCL employee.

9. Supporting technical brochures / literatures / catalogues indicating each feature in respect

of offered model and make must be submitted along with the offer. The technical brochures

/ literatures / catalogues submitted by the supplier should satisfy the technical criteria for

which the supplier has indicated his compliance in response to the bid. If in any case

submitted technical brochures / literatures / catalogues do not satisfy all the technicalities

specifically, a confirmation from OEM on its letter head is MUST. In absence of which the

offer is liable to be rejected/ignored.

10. Each Component / Peripheral of the Systems must be compatible with each other. There

shall not be any compromise on the specification.

11. Clear-cut mention of Make, Model and Technical Compliance of each and every item/

detailed features of technical specifications (Technical Specifications/Details) is MUST.

12. CCL reserves the right of asking none or any further technical clarification from the bidders /

tenderers.

13. CHARGES FOR LEASED CIRCUIT if any will be borne by bidder. All formalities/ liaisoning

/maintenance with service providers of leased circuits will be responsibility of Project

Implementer.

14. Transportations of goods from Consignee’s office to individual Area Office/Regional

Store/Central Unit locations are the responsibility of Project Implementer and he will have

to bear the cost involved. However the respective E & T In-Charge of Area will coordinate for

smooth execution/installation/Implementation/Integration of the turnkey project of their

areas.

15. Other active/passive hardware’s not mentioned but required will be considered under

scope of supply.

16. The tenderer shall quote as per the technical Specifications, MAPs, Layout/Details, Bill of

Quantity attached in this document.

17. Tenderer should do the liaisoning with WPC, SACFA or any other statutory authority for

obtaining all the necessary clearances. Tenderer should also indicate the License fees etc. in

the offer which CCL has to pay to the concerned Govt. Organizations. Arrangement for its

payment will be the responsibility of the Supplier (Project Implementer).

18. Equipment Type Approval (ETA), wherever required from Wireless Planning Commission,

Govt. of India to be submitted.

19. The bidder should be able to provide online usage / site health report through web.

20. Server shall be capable of handling date for 1000 vehicle and with the provision for handling

data for additional 25% mentioned in the Bill of Quantity which may be brought under

scope of work in future.

21. The application software of the offered system shall be capable to communicate & exchange

data with CCL’s Coal NET ERP package.

22. Industry standard ODBC compliant technology is to be used to provide capability of

integration with other industry standard solution provided by other vendors.

23. The ownership of all the data captured and reports generated by the system during entire

contract period shall remain with CCL and the same be made available to CCL in soft copy

for future uses.

24. Any equipment found broken, defective, malfunctioning; under-functioning will have to be

repaired/replaced by the Project Implementer at no extra cost to CCL during the entire

project life cycle. It shall be the responsibility of the project implementer to make necessary

adjustments and/or repairs/maintenance to keep the Turnkey Project in CCL as per

specification / requirement in proper and satisfactory working condition.

25. Project Implementer assures a minimum availability (Uptime) of 99% for the said project.

The uptime/downtime will be estimated separately for each Area.

26. In case availability of Turnkey Project for falls below 99%, the monthly rental charges

payable by CCL will be reduced by ONE percent for each One percent reduction in

availability, e.g. 4% reduction for 95% availability. However, no monthly rental will be

payable for availability below 80%.

TECHNICAL DETAILS OF THE PROJECT

It is proposed to implement GPS and RFID based Vehicle Tracking System for tracking of the

Vehicles at Magadh & Amrapali Area of Central Coalfields Ltd. The system will primarily track the

movement of 1000 nos. of vehicles which are engaged in transportation of Coal on real time

basis. All relevant process data will be captured and stored in server and converged into

meaningful reports. The GPS based tracking system will help CCL to keep track of the movement

of trucks across the journey and provide following information and report on real time basis.

- Route deviation from defined path.

- Un-authorized stoppage.

- Abnormal delay in reaching destination.

- Total distance travelled report on shift/day/weekly/monthly basis.

- Online web enabled real time tracking of vehicle will enable each area officials to view all

vehicles on single screen in Control Room to utilize resources in efficient and cost effective

way and prevent unwanted movement of trucks.

- The offered system should provide necessary reports to analyze operational parameter to

avoid idle time of the transporting vehicles.

The application software shall be installed in the application server and shall be responsible for

management of fleet. The application server shall also host the maps and database. The

communication server shall be completed to application server through WAN/LAN/Other local

network at control room. The vehicle tracking system software on communication server shall

process the position data received from the vehicle on real time. The position data shall be

displayed on the client display system in control room overload on GIS maps.

Online transport system is an integrated RFID based solution that manage transport pass, access

to Mines, weighbridges, all loading points and unloading points and ensure effective utilization

of the facility while enhancing security by preventing access for unauthorized vehicle to the

facility. The proposed solution includes transport resource management application to register a

transporters and transports like truck, tippers and dumpers. The transport resource

management system shall be integrated with boom barriers, RFID readers and displays and

CCTV.

Once the truck is assigned desired related details like ID Number, Truck Registration Number,

Name of Contractor/ Consumer and any other information as felt essential by the CCL local area

management, the same shall automatically be written by the R.F. IDENTIFICATION writer in the

each truck’s R.F. Tag, with the help of suitable intermediate software (to be supplied by the

vendor along with the consignment). After the data is written and confirmation to this effect is

given by the system the vehicle will be permitted to move-out from the pre assigned exit-gate of

the colliery.

The Tare weight of the Truck/Tipper while entering in to the mine is recorder in the PC of the

weighbridge and the Gross weight as well as net weight of the Truck/Tipper (Gross weight

means Weight of the Truck/Tipper loaded with Coal and Net weight means Net Weight of the

coal loaded in the Truck/Tipper) while leaving the Weighbridge are also recorded in the PC of

the weighbridge shall be transmitted to the server located at Office and the receiving end

weighbridge point.

A virtual challan of each loaded vehicle shall be generated with a provision of hard copy printout

in case of local sale. Unloading Cross Checking of the data stored in the PC of the weighbridge

shall be done with the actual weighment taken at the weighbridge of unloading point.

As such all the vehicle bearing R.F. IDENTIFICATION Tag may pass through the OUT gates after

due authentication from the respective gate’s R.F. IDENTIFICATION Reader which in turn will

operate a suitable boom barriers to be supplied and installed with the R.F. IDENTIFICATION

Reader to administer the control of PERMIT/DENY. Each event of vehicle/truck to pass-out of

the exit gate shall be resonated by activating a Flashing Green light Signal in case of “yes” and

flashing Red visual Signal with in case of “No”.The R.F. IDENTIFICATION systems at each

entry/exit gate shall be required to be networked with a central server located at the local office

of each mining site through WAN network.

1. Specific Objectives of the Project

CCL would like to implement an Online Integrated Coal Transport Management System using GPS, RFID, driver authentication, access control using barriers, CCTV for online monitoring & transfer of data to servers for coal dispatch.

I. Track and Monitor vehicles running for CCL right from entry in loading points till unloading at Coal Stock, Dump Yard, sidings etc in an online, real-time, fool-proof manner.

II. Report Exceptions such as route deviation, idling in loaded condition, stoppage, disconnection etc to a centralized control room.

III. Identify and prevent cases of vehicle diversions, coal pilferage, and adulteration in material en-route thereby preventing revenue leakage.

IV. Analyse and understand anomalies and patterns in vehicle movement and Prevent Entry of Un-authorized vehicles inside the plant premise.

V. Better and futuristic planning for transportation requirement as per availability of material at mines, rescheduling.

VI. Auto-Identify vehicles at various process steps inside the mines, to minimize Turn-Around-Time (TAT) and avoid manual data entries into the system.

VII. Near Man-less operation of weigh-bridges inside the plant.

VIII. Transfer of data from Check posts and Weighbridges to servers kept at Area Offices in real-time to avoid any manipulations and changes in the data.

IX. Automated weight capturing and generation of GST complied invoice and avoid errors due to manual entries at each process steps.

X. Ensure that drivers do not have to get down anywhere inside the mines resulting in reduced TAT and increased safety.

XI. Online record of entry/exit in mines and yards to ensure that vehicles are loading only at the designated locations to uphold terms of contracts.

XII. Online records of each step performed in the system with hierarchy based approval mechanism for exceptions and over-rides.

XIII. Online MIS and Dashboards to track status of material dispatched, quality, quantity, grade and DO wise dispatch, customer wise sales etc.

XIV. Access of critical MIS reports on Android and mobile Apps.

XV. The weighment data can be stored to common server with a backup of 5 yrs. or more.

XVI. Software solution/up gradation during 05 yrs. contract period is included in the scope of the contract.

XVII. The Insurance charges for all the items to be covered and arrangement to be made for immediate replacement with sufficient spare against theft and damages.

XVIII. The software for Integration with Jharkhand Govt JIMMS for Generation for mining challan is to be implemented.

XIX. The RFID tag shall be issued from all check post and collected from all check post (if needed) during exit from the WB.

XX. Existing RFID based check post in Magadh and Amrapali projects is to be integrated by the service provider (Bidder) under the scope of work as stand by boom barrier system.

XXI. Rate also to be quoted for the replacement of the following item by the willful defaulter.

a. GPS device.

b. RFID Tag

c. Boom barrier

2. The main part of the solution will comprise of:

I. Vehicles Movement Information and Planning System and Material Receipt and Dispatch Management System as the platform for providing for planning, controlling coal movement from mines to plants.

II. RFID Readers will be fitted at all entry/exit points. Passive RFID Tags on internal

vehicles to automated data entry and auto-identify vehicles. RFID tags to be issued to road-sale vehicles also so as to maintain integrality of application

III. Boom Barriers with Traffic Light to allow entry/exit of only authorized vehicles in and

out of mines and at various process points inside the plant. IV. Real-time Integration of all the process points – gates, weighbridges with a

centralized server so as to transfer the data between them and avoid redundant manual entries at each step.

V. Desktop Application for Gate operator and weighbridge clerks.

VI. Monitoring of internal vehicles using GPS – All vehicles to be fitted with GPS device

can exceptions during monitoring will be highlighted in real-time. VII. Weigh bridges will be automated – Readers will read tag, take weight along with a

centering system to ensure trucks are properly positioned before taking weight and printed receipt given.

VIII. GST Invoice to be handed over to every road-sale vehicle as per applicable govt norms.

IX. As per government guidelines, integrating with JIMMS portal of DMG Jharkhand.

X. CCTV at each step to capture the image of the vehicle being loaded at the time of saving the weighment related information into database.

XI. There should be provision for installation of load sensors in internal dispatch vehicles

plying within M&A Area. XII. A team of hardware and software engineers to install, design, test and commission

the entire project professionally within timelines and maintenance thereof. XIII. Weight as recorded via Weigh Bridge Digitizer will be automatically captured by the

RFID application. There will be audit trail of changes/rejections if any. XIV. A control room software will be provided to coordinate and review violations in real-

time and manage escalations. Training of control room staff and setup of servers. XV. Designing, setup and customization of reports and dashboards to automate data

entry, trip counting, detention monitoring, coal intake, DO lapses, performance matrix for transporters and operators etc.

3. GPS Vehicle Tracking module of application MUST:

I. Identify all vehicles in which GPS is not operational and send daily email report to the designated officials automatically. The report shall also be available online and assessable to anyone with viewing rights.

II. Automatically detect end of a trip and send email to field staff about route closure. III. Have capability to analyse any route(actual route taken vs. planned route) &

showing Area Geo Fence Alerts & Route Deviation Alerts.

IV. Have capability to detect and highlight prohibited activities /routes (dumping/lifting of waste from unauthorized locations, use of vehicles outside mining premises

V. Single dashboard having the real-time information of vehicle’s location, distance traversed during the day, current speed, no. of trips undertaken, idling time, operating time.

VI. Dashboard to be integrated with weighment and RFID application to display data about a trip.

VII. All the reports generated from the system will have to be color coded for easy differentiation and identification purpose. Parameters which are to be color coded are but not limited to idling time, route deviation, distance traversed, speed, trips etc.

VIII. Exceptions should be highlighted automatically. Emails should be send to the respective parties as soon as an exception is reported. A ticket for the same needs to be opened which has to be closed after entering the reason upon consultation with the concessionaire.

IX. Geo-fencing of the locations should be done from the software end. There should be no limit on the number of geo-fences that can be created. Software should have the provision to create n-shaped polygons.

X. It must be noted that in mines the loading areas for coal and OB changes frequently and the dumping of coal is also not fixed. The software must have the feature to update geo fences, and mark them as loading or unloading points. Different points will have different grade of coal/OB being extracted and the grade of coal obtained by geo-fencing the area must be mentioned in the trips.

XI. Historical playback of vehicle movement on map along with stoppage, route deviations, over speed etc.

XII. Ability to mark routes with different colors. XIII. Visualization of vehicles on map. Different colors and icons to be used for

different type of vehicles like dumpers, loaders, shovels etc. Vehicles which are stopped should be shown in different color from the ones which are moving.

XIV. Ability to create and customize your own maps, add and edit landmarks. All the reports must be generated using the user created landmarks and the resolution between two landmarks should be maximum 30 meters. There should be a provision for integration of the customized maps with Google Maps.

XV. Trip counting for vehicles plying on dedicated routes with fix source and destination will have to be automatic.

XVI. Trip Analysis Reports – Trips completed, trips in progress, trips delayed.

4. GIS Maps used in the application MUST:

I. Dynamic Geo-fencing (Point, Line and Polygon). II. Facility of zoom in, zoom out and panning.

III. Facility to turn on /off of map layers. IV. Facility to have confidentiality of data captured. V. Facility to create Dynamic Routes on the Map Engine by clicking on the Map.

VI. Facility to calculate the distance on the map between two or more points. VII. Map Engine having an option for Full Screen viewing.

VIII. Representation of entire moving GPS fitted vehicle as an icon in the geographical view at the website.

IX. Representing different icons for vehicles on trip and not on trip. X. Representation of all the relevant maps of the mines with road network.

XI. Representation of important landmarks inside the mine operation area. XII. Ability to create own waypoints, geo-fences, routes in different colors.

XIII. Display of strategic locations like coal/OB at source and destination point, entry and exit gates, store, dump workshop, CHP, Weighbridges, Railway sidings, silo etc. on the map.

XIV. Maps of the lease hold area of the mines should indicates the various points such as location of stock, coal handing plants, weighbridges(WB), washeries, workshops, parking places, etc. between which the vehicles are expected to move and the probable routes. The system should have facility to upload these maps and customize later as per requirements. There should be provision for updating number of operating vehicles and the routes assigned to them as and when the need arises. The system should have facility to upload these parameters. Timely changes should also be incorporated in GIS maps. The map should be designed for Magadh & Amrapali Area of CCL as a whole single Unit.

5. RFID Vehicle Access Management module of application MUST:

I. Register RFID Tags uniquely on all the vehicles. System must identify and prevent issuing of two RFID tags to the same vehicle or two vehicles the same RFID Tag.

II. RFID Application should have separate screens with user defined inputs for Gate Entry/Exit, Weigh Bridge, stockyards, registration centre, railway sidings etc.

III. All the data entry must be without mouse intervention. Redundant entries must be automatically populated on the screen. No separate data entry is to be done.

IV. CCL should have the option to create multiple user logins with limited access. V. RFID Tags will be installed in all the vehicles entering the plant including tippers and

Admin vehicles. Application must distinguish between the two. VI. All the data will be stored on the central server located at Area Office. The application

must work and the entries must sync in real time. VII. Information written on the tag must be password protected

VIII. Each buyer is assigned a DO against which it collects the material from the mines. He is only authorized to pick material of a particular grade. Based on the information entry should be restricted in un-authorized mines/yards.

IX. Provision to blacklist a vehicle. If a blacklisted vehicle come to gate then the system must raise a flag.

X. System will have step-wise work flow. If a previous step is missing, entry should be restricted at the next step.

XI. Hierarchical provision to edit/delete the information. XII. At each weigh bridge, weight must be recorded only if the vehicle is properly centered

on the weighbridge. The recording of weight must be disabled until and unless the centering system sends command that the vehicle position is correct.

XIII. Automatic Email alerts of all the exceptions generated such as access time in loading, loading beyond permissible limits, wrong grade of material entered etc.

XIV. Application and reports must be accessible over web. It should have a web based UI for MIS reporting and a web/desktop application for operators.

XV. RFID application must be capable of integrating with the ERP system of Coal India In Future. The data can be exported from the ERP and the weighment/challan data should be pushed into ERP system that will be implemented in future.

XVI. RFID Applications installed on various gates and weighbridges must be time-synced.

6. Automated GST Invoicing module of RFID application MUST:

a. Application should be able to fetch the weighment data automatically from the digitizer. No manual entry of weight, whatsoever, under any circumstances is to be allowed.

b. Application must show the weighment as it is as read from the weigh-bridge on to the computer screen. Weight recorded by the application should be shown in a pop-up window.

c. CCL downloads DO from Coalnet. The Delivery Order (DO) has all the details of the coal to be shipped like party name, GST No. Ship to Address, Rates, Various Taxess, Grade, Type of DO, Validity Date, Quantity etc. This DO information should be directly imported into weighment application either by directly integrating from coalnet or by uploading the excel directly into the RFID weighment application. Note: - The format of DO & all the necessary details shall be shared with the bidder during execution of the project after approval of M&S deptt of CCL.

d. The DOs will be assigned to weigh bridge. Coal should be allowed to be lifted only from the authorized weighbridges for a particular DO.

e. Application must allow capturing of tare and gross on different weighbridges as permitted by mines manager. This should be allowed/disallowed over web.

f. The invoice format shall be finalized after consulting with CCL. g. The application must have the following features :

o Ability to restrict manual entry of vehicle nos. Only RFID Tags read nos. is to be auto-populated on the screen.

o Block weighment till centering system indicates the vehicle is properly station on the platform.

o Two consecutive vehicles should not be allowed to be weighed till the digitizer goes to zero. o Flexibility setup time difference between weighment of same vehicles after a certain time

gap only. o Disallow weighment of vehicles if – vehicle has not completed previous trips, does GPS

exceptions, blacklisted vehicle, unauthorized entry in mines h. Vehicles with expired DO validity status should not be allowed to enter or get weighed. i. Vehicles with lapsed DO (i.e. the alloted quantity has been lifted) should not be

allowed to get weighed. j. Auto-fill entries against a particular DO (like party, grade, transporter, party) upon

reading a vehicle RFID Tag at weighbridge. k. For siding shipments, weighment details captured at mines end should be displayed

on the receiving end’s weighbridge. If the different in Net weight exceeds a threshold, its weighment should be blocked and a notification must be sent to concerned authorities.

l. Average of tare weight – The system should keep record of last 5 tare weights recorded of a vehicle. If the latest tare weight is beyond the threshold its weighment must not be allowed. Proper error message is to be displayed.

m. The application should have the maximum limit of vehicles that can be allowed inside the mines against a particular DO on a given day.

n. The weighment should be done and recorded on server timestamp which should be synced with UNIX timestamp. Changing the time of the PC, should not affect the time of record of weighment.

o. A soft-copy of the invoice printed should be kept as a log.

p. The snapshots of the vehicle on weighbridge platform should be taken by the installed CCTV cameras at the time of saving the weight of the vehicle. It should be linked with the trip. On retrieving the trip detail, CCL should be able to see the snapshot for forensic analysis purposes.

7. Generation of different MIS reports are as follows:-

a. Area-wise Current Operation Status of all vehicles indicating time of tare & gross

weighment at WB at sending end and receiving end, weighment, reconciliation of

weight at sending and receiving end, time taken to complete trip, time spent in

loading and unloading Area etc. as per requirement b. Route Violation Alert & Area Violation Report c. Idle & Stoppage Report d. DO wise lifting and balance report

e. Net quantity of material dispatched from mines for road sale and internal vehicles.

Filters should be for grade, DO No, transporter, party, type etc f. Net quantity received at sidings and relevant shorts g. Value and quantity of coal dispatched, taxes liability, etc. h. Abnormal Delay in reaching destination (more than one hour delay) i. Total Distance Travelled Reports along with Trip Report (daily/Weekly basis) j. Number of round trips per vehicle per day /week/month/custom interval reports. k. Onboard weight per vehicle per trip per day/week/month/custom interval report. l. Time stamping of vehicle for its presence at weighbridge & Boom Barrier at mine and

siding end. m. Capable to generate any customized report as per the requirement of CCL.

1) RFID Systems at WBS

For Local Sale Vehicles: (Pictorial Representation 1)

Vehicle will enter from RFID entry check post where RFID tag will be issued to each vehicle.

After issue of the Tags vehicle will move towards the Weigh Bridge where it’s tear weight will be measured.

After measurement in tear weight it will move to coal stock / loading point passing through RFID entry at coal stock where the coal will be loaded in vehicle

Once vehicle is loaded at coal stock it will get out of coal stock passing by the RFID exit gate at coal stock towards Weigh Bridge for final weight / Gross weight

measurement.

If the Weight is okay then it will move towards RFID Exit Check post gate or else if the weight is overweight then it will move towards Dump Yard and

Will dump the extra coal and then move to Weigh Bridge for final weighment then after will exit from the RFID Check post Gate.

In the entire process vehicle passing through each RFID posts, timing will be noted automatically in the system and it can be monitored from

anywhere as the entire system will be centralized

For Highwas: (Pictorial Representation 2)

Vehicle will enter from the RFID check post where permanent RFID Tag will be issue to the vehicle.

After passing through RFID Check Post, vehicle will move to WB for tear weight measurement where tear weight will be measured

After tear weight calculation the vehicle will be moved to Coal stock where it will be loaded with the coal and then will pass through the Weighbridge agin where

it’s gross weight will be measured

After measurement of the gross weight it will then exit the premises passing by RFID exit check post.

After exit from the premises it will go it’s respective siding to dump the coal passing through RFID entry gate at the Siding and will dump the coal and gets exit

from the siding passing through RFID exit gate again this same will be followed entre time.

Weighment will be at both sides through WB and RFID.

All the WB and siding are interconnected any truck can be tear measured from any WB and final weighment can be done from any WB

WB are released from various areas and 17 new are going to be installed which are included in the proposal.

A. FOR LOCAL SALE & FOR ROAD SALES

Vehicle will enter from RFID entry check post where RFID tag will be issued to each vehicle.

After issue of the Tags vehicle will move towards the Mines Premises.

Once vehicle is loaded at coal stock it will get out of from the exit check post through the final RFID TAG exit gate.

In the entire process vehicle passing through each RFID posts, timing will be noted automatically in the system and it can be monitored from anywhere as the

entire system will be centralized. Finally TAGs will be collected at the EXIT Check Post.

For Local Sale RFID TAG will be temporary/ re-writable.

B. FOR HIGHWA/ Internal Dispatch

Vehicle will enter from RFID entry check post where RFID tag will be issued to each vehicle.

After issue of the Tags vehicle will move towards the Mines Premises.

Once vehicle is loaded at coal stock it will get out of from the exit check post through the final RFID TAG exit gate.

In the entire process vehicle passing through each RFID posts, timing will be noted automatically in the system and it can be monitored from anywhere as the

entire system will be centralized. Finally TAGs will be collected at the EXIT Check Post.

For Internal Dispatch RFID TAG will be permanently fixed.

When vehicle reach at the Siding RFID Check post, it will be Weighing before the unloaded at the Siding and the data will be compiled at the Server so that

theft/ mishandling may be recorded or detected.

At the time of unloading, it should be acknowledged that the vehicle is unloaded. Either it should be through Dala Sensor or some other way.

HENSE BOTH SIDE WEIGHMENT IS MANADATARY IN THIS CASE at both the end (Sending & Receiving End).
