INTEGRATED PEST MANAGEMENT COMMITTEE MEETING MINUTES

FOR JANUARY 15, 2010

Patrick Squires opened the meeting with introductions of the committee members and participants.

The guest speaker, Gerhard Hubner, was unable to attend this meeting. His associate, Arne Anselm, gave the PowerPoint presentation on New Stormwater Permit Roles and Responsibilities. This presentation concerned NPDES Permit No. CAS004002, Order No. 09-0057.

Mr. Anselm started his presentation with a brief explanation of Best Management Practices (BMP) as they pertained to this permit. He also explained that their department is the Los Angeles Regional Water Quality Control Board (LARWQB) liaison for the County (see slide No. 8). Arne touched on the subjects of maintaining Hotline reporting, such as calls regarding storm drain dumping, and compliance and enforcement of permit requirements.

Arne led a discussion of differences in requirements between outside the city and inside the city (see slide No. 10). Participants discussed runoff from new local road construction and that of existing parking lots. Arne talked about how local agriculture is working to comply with this new permit. He also presented a graph (see slide No. 16), which explained the differences between absorption and low absorption in County areas.

Arne then led a discussion on Water as a Pollutant, and presented a graph on the City of Camarillo’s Proposed Urban Monitoring Station.

Jock Doss asked for a clarification from Arne regarding vehicle and equipment wash areas. These areas must fall into compliance by 5/7/10 (see slide No. 26). Arne explained that this regulation pertains to City, County and residential, including mobile car wash services.

An explanation of Total Maximum Daily Loads (TMDLs) started with a graph presentation (see slide No. 32). Arne explained that the trash level tolerance in rivers will be 0%. Arne then explained that the next steps were to make County agencies aware of the new requirements, create a new Ventura County Implementation Agreement and update the Technical Guidance Manual.

Questions:Scott Bucy asked about monitoring and implementation of a waiver. Arne wasn’t as well versed as Mr. Hubner and said a waiver process existed within the permit.

Jock Doss asked about capturing elements before they headed for storm drains. Arne referred back to the BMPs, seen in slide No. 4, where grass areas filter elements before they are washed into storm drains.

Scott Bucy asked for clarification that the permitting was geared toward new construction. Arne confirmed this, and explained that future permit revisions may include retrofitting.

Scott Bucy gave his PowerPoint presentation on Soil Solarization for Gardens and Landscapes (see slide No. 37). This interesting presentation by Mr. Bucy centered on the use of specific plastics, used in agriculture, that actually use solar energy to kill harmful organisms and bacteria in the soil. Soil Solarization is now widely used in local agriculture and Scott explained the added benefits of this technique. Scott gave an example of strawberries, where the soil, wrapped in plastic, was then seeded, allowing the strawberries to rest on the solarizing material, thus keeping it free from ground bacteria.

Dave Watkins of Hydrex gave his presentation. He started with the simple statement that the public appear to blame pest control companies for using excessive pesticides. In fact, Hydrex is trying to use products more effectively and efficiently. Dave spent a few minutes talking about Hydrex proactive involvement with the Pro Green Committee and the Water Quality Task Force Committee.

Dave brought examples of two sticky traps, passing them around the table, and talked about the use of sticky traps for insects and roaches. Dave also explained the product, Invade Bio Foam, which is used by the County of Ventura for drain fungi. This foam eats through scum where drain flies and gnats breed. Dave also talked about bait gels for cockroaches and Max Force bait gel for ants. Apparently Max Force contains Fipronil, which has been proven effective on subterranean termites. Hydrex uses other products that are eco exempt, which are exempt from being federally regulated.

Ron Whitehurst of Rincon-Vitova Insectaries, Inc. brought an Antpro Bait Dispenser, for display. These dispensers are used in fruit groves ever 100 feet to control pest populations. The Catalog of Beneficials, 2009-2010, is available through their website at www.rinconvitova.com, and contains descriptions of pests, treatments, and products for sale.

The next meeting may be scheduled for Matilija Nursery, with Bob Sussman

Round Table: Patrick Squires asked that members submit subjects for future consideration. Patrick announced that the next meeting may be a field trip to Matilija Nursery with Bob Sussman. The date is to be determined.
