In each of the different tables we will have one moderator

fostering the discussion:

(i) The challenge of modelling agency and social dynamics in energy models.

Wander Jager

(ii) Alternative methods for studying agency and social practices in energy models.

Mario Giampietro

(iii) Governance implications of agency and social dynamics in energy model outcomes.

Raúl Velasco-Fernández

Three issues to be discussed but not limited to those

Expected outcomes

• Identification of common challenges and problems when addressing agency and social dynamics in energy models.

• Possible solutions for a better analysis of agency and institutional effects in energy models.

• Suggestions for improving energy modelling informing policy and avoiding the attractor of technocentric advices.

Fostering the debate

Looking beyond technology…

How we explain the differences among these households? - It is just a individual choice? A rational behavior? - It is just a social practice?

Rational choice, rational agents • The rational agent is assumed to take account of available information, probabilities

of events, and potential costs and benefits in determining preferences, and to act

consistently in choosing the self-determined best choice of action.

• A rational agent is an agent that has clear preferences, models uncertainty via

expected values of variables or functions of variables, and always chooses to perform

the action with the optimal expected outcome for itself from among all feasible

actions.

• Homo economicus is the portrayal of humans as agents who are consistently rational,

narrowly self-interested, and who pursue their subjectively-defined ends optimally.

Practice theory

• Practice theory is a theory of how social beings, with their diverse motives

and their diverse intentions, make and transform the world which they live in.

• It seeks to explain the relationship(s) that obtain between human action, on

the one hand, and some global entity which we call 'the system' on the other.

• It focus in activities and their patterns instead of the individual agents

performing it (e.g. food-preparation and serving rituals, religious rites, games,

modes of transport, literary and non-literary text) exploring by which meaning

is produced and reproduced within the culture.

The 3 lenses used to check the quality of governance for sustainability

#1 - Checking the quality of the framing

Who have chosen the given story-telling? How have they been chosen? Why have they been chosen?

Whose concerns are acknowledged? Whose concerns are ignored? Whose problems will be solved first?

What are the problems to be solved? What is the priority given to existing concerns?

JUSTIFICATION NARRATIVES

#2 - Checking the quality of the proposed policies

Are they feasible? (compatible with external limits) Are they viable? (compatible with internal limits)

What are the gains and losses across the various indicators of performance (impact matrix) What are the winners and losers among the various social actors (equity matrix)

How do the policies look when considering an evolutionary view?

NORMATIVE NARRATIVES

#3 - Checking the quality of the process used to decide

What information is missing for a better informed decision?

Can we organize the available information into a more robust decision support tool?

Can we implement procedures based on participatory processes allowing a robust co-production of knowledge claims and a fairer deliberation?
