    Intelligent Optimisation System (IOS)

    In GSM cellular network, its design and planning is dependent on the coverage,density of mobile users and its frequency spectrum availability. The cellular networkperformance is in term of quality of service. Whereby, Frequency planning has identified as

    the root cause factors leading to poor GSM network performance. Motorola is theservices provider for IOS. It develops IOS as the platform for Automated FrequencyPlanning (AFP).

    whyMotorola has provided the IOS services since early 2001. The first IOS

    implementation was on last June. Maxis network performance has improved significantlyupon implementation with reference to DCR from 1.90% to 1.52% ever.

    whatIOS is the platform comprises of data collection, data processor, then import to

    CellOp for Automated Frequency Plan (AFP) generation. These data is the signal strengthmeasurement reported by the mobile phone in the network. Its deflects the actual mobilelocation and behaviour.

    RiskIOS hence AFP is using information of majority of mobile users locality and

    behaviour, it result is quite accurate. However, any major changes or moment of mobileusers locality may degrade network performance; i.e any seasonal function, festival, andetc. Its may degraded in performance upon implementation due to most sites have beenintegrated into the network with manually planned frequency.

    This paper presents an overview of current work within the GSM Systems Division leading towardsthe development ofself-optimising cellular systems providing 5-Nines availability. The concepts of cellular networkperformance areintroduced, in terms of maximising the Quality of Service provided to the subscriber. Experimentalwork is describedwhich resulted in the identification of the root-cause factors leading to poor GSM networkperformance. The mostsignificant of these factors is shown to be interference caused by poor frequency planning. Theprinciple of frequencyplanning is then described and the limitations of traditional methods are identified. To overcome

    these limitations, aradical new approach is introduced, known as the Intelligent Optimisation System. This method,which develops thefrequency plan based upon GSM Measurement Report data, produces a theoretically optimumsolution, reflecting actualsubscriber locations and behaviours. The algorithms associated with this process are discussed, andthe successfulmodification of our infrastructure product to enable this method to become a commercial service isdescribed. Results from

    the latest commercial trials are presented, showing significant improvements in networkperformance. Finally, details ofthe ongoing development work are provided, including enhancements to the existing algorithms toboth improve accuracyand address other aspects of optimisation.
