WELCOME FROM THE AUSTRAL IAN GOVERNMENT

Water reform– The Government’s Agenda

Within this context I’m proud to say that Australia, with itsscarce and unpredictable rainfall, is leading the field ofwater reform.

Water reform is vital if we are to secure the long-termhealth and resilience of our communities, local economiesand the environment.

Water policy in Australia has developed significantlysince the turn of the century. In 2004 the HowardGovernment secured agreement with the states for aNational Water Initiative; a framework for national waterreform that remains just as relevant now as it did then.And in 2007 the Howard Government’s National Plan forWater Security saw passage of the Water Act 2007,which led to the making of the Murray-Darling Basin Planand its pathway to implementation.

The Australian Government is committed to implementingthe Murray-Darling Basin Plan, in full and on time.

In recovering water for the environment, a key priority forthe Australian Government is to ensure the Murray-Darling Basin remains Australia’s primary food bowl. Forthis reason the Australian Government is capping waterpurchase at 1500 gigalitres and giving priority to waterrecovery through infrastructure efficiency savings. Overthe next four years more than $2.3 billion is being spenton irrigation infrastructure projects that also deliversignificant benefits to irrigation communities.

The National Water Initiative paved the way for moreefficient management and use of water resources thatprovides benefits to all. By applying these nationallyagreed principles, our states, cities and communities allbenefit from sound water resource planning to secure the

water supplies we need forthe future; from a disciplinedand competitive approach towater pricing and costrecovery; and from thepromotion of water useefficiency.

Water reform can’t prevent droughts, but it can soften theimpact of drought on rural and regional communities.Secure water entitlements, combined with the continuingdevelopment of Australia’s unique water market, enablesirrigation farmers to buy and sell water in ways that notonly make good business sense to their enterprises, butalso allows for the efficient distribution of available waterresources between competing uses in ways that minimisethe economic impacts of drought.

Finally, water reform has seen terrific advances in theways that we manage water for the environment. Througha strong scientific grounding, partnerships with stategovernment agencies and increasingly informed localcommunity input, the Commonwealth EnvironmentalWater Holder now undertakes environmental wateringacross the Murray Darling Basin. Reports on theenvironmental outcomes achieved with this water arefreely available on the web.

With such a strong agenda of speakers and workshopsover the next two days, I hope that you gain manyinsights into new technologies, sustainability innovationsand new developments in water and wastewater servicesthat can help us achieve a stronger Australia.

1. The China Resource Technology &Equipment Committee (CRTEC) isbringing a delegation of up to 18companies.

The CRTEC is a national industrial organisationlocated in Beijing focused on environmentalprotection technology. Its role is to developcooperation on environmental issues, especiallyin the field of water and sewage treatment, wastedisposal, soil remediation and fuel gas treatment.The CRTEC membership consists of more than500 enterprises, agencies and experts, includingsome central state-owned enterprises and listedcompanies. Aimed at all those delegates who want to find out more aboutwater stewardship, or who are formulating a water stewardshipprogramme for their own organisation, the workshop will explainhow linking advanced technology with a sound water stewardshipplan represents the best opportunity to manage the growing rangeof risks being faced by major water using enterprises and supplychains.

Water is not only vital for our survival ashumans, but is also used in almost allindustrial processes. Natural water resourcesare being constantly depleted. Populationgrowth and industrialisation areexacerbating this trend. Moreover, theincreasingly scarce water resources arebeing polluted by contaminated waste water.

The Innovation Launchpad, brought to youby Inter-Water Australia in associationwith Isle Utilities (which specialises inanalysing new ventures identifyingdisruptive technologies and acceleratingtheir market entry) will take place on Day2 of Inter-Water, Thursday Wednesday 16October. It will adopt the format of thehugely popular 1990s UK TV series,‘Blind Date’, which ran from 1985 to2003.

The originalBlind Date saw ared headedcelebrity calledCilla Black(pictured, right)introduce threepotential dates ofone sex to apotential partnerof the other sexwho would, without being able to see anyof them, ask questions and then chooseone to date! Would you believe that someof the partners even got married?!

In our version, there will be three ‘BlindDate’ sessions, each featuring threeentrepreneurs responsible for aninnovation in one of the sustainable andefficient use of water following areas:.

• The use of remote sensors and remotesensing data.

• The use of ICT-based solutions for watermonitoring, collection and storage, andquality control.

• New materials for water filtration,purification, recycling, etc.

Each entrepreneur will have 10 minutes topresent their innovation to the Inter-Wateraudience before facing toughinterrogation by a secret ‘date’, who willeither be an investor or a utility companyexecutive.

As in the TV series, the ‘date’ will remainhidden behind a screen and the identity of

the entrepreneurs will only be revealed atthe end of the session. The winningentrepreneur in each of the three sessionswill be selected for a 'date' where theywill be able to pitch for investment in theirinnovation, or explore furtheropportunities to accelerate their marketuptake for some business

More details about the participatingentrepreneurs, their innovations, and theirinterrogators will be released in the nearfuture. So stay tuned and see you there!

As we went to press we were still finalisingsome of the innovators that would be pitching,but those participating include:
