INTERIM REPORT Himachal

1.0 PREPARATORY WORK

2.0 STATUS OF THE QUESTIONNAIRE

2.1 On 5th of June the undersigned left for Simla and visited the DES on 6 th

morning. The head of the DES Smt. Had been on tour and was expected

back only by 13th or 14th. However Shri Chouhan Deputy Director was

entrusted with the work and had been placed to liaison on the issue. The DES

has not filled up the questionnaire by that time but had sent the same to 8 line

departments Education, Industry, Agriculture, Rural Development, Health,

Horticulture and Land Records. But they have not included the Animal

Husbandry Department among the eight. I suggested that they may also

request the Animal Husbandry Department and as per this suggestion a copy

of the preformed was sent by DES to the Directorate of animal Husbandry

too.

2.2 They have also received back the filled in formats in respect of the Education,

Industry, Health and horticulture departments though not very much

satisfactorily. At DES the staff of the State income unit were being deployed

for the work of collecting information and putting them in order besides Shri

Chouhan himself taking interest in preparing notes for the purpose. As they

needed clarifications and explanations a briefing session was held in the

chambers of Shri Chauhan with the presence of all his staff deployed for the

work. They assured they will complete the format properly in time before I

leave Simla.

2.3 On going through the filled in questionnaires of the Departments, I felt that it

is necessary to visit them and get the gaps filled and seek clarifications on

various points. I also thought it may be useful to vest some of the offices for 

which DES has sent the proforma but have not received any response. DES

also does not seem to have reminded them.

3.0 STATUS OF DES

3.1 The department is under secretary (Finance \) and not under Secretary

(Planning)... Any resource that comes to the State for DES comes in the

name of Planning and grabbed by Planning Department. The centre assumes

that DES is under the Planning whereas it is not so. This fact has been

brought to the knowledge of CSO and other Central Departments more than

once. But the situation has not been corrected. Recently under UNDP project

of strengthening the DES six computers have been given to the State, but all

of them have gone to the Planning Department and nothing has been

received by DES.

3.2 The DES suffers from inadequate staff and inadequate machinery in the

opinion of all the officials. There is no official Internet connection and there is

no official e-mail for the office. There are five computers in the DES two

purchased by them and three given by NAD, CSO. There is one computer ineach of the districts provided by the State to enter the NSSO data. Some

more computers have been promised and provided by ADG, NSSO and they

are on the pipeline.

4.0 VISITS OF CONSULTANT TO OTHER OFFICES

4.1 I also met Mr. Sadhu JD, NSSO, FOD, who expressed that pooling of data is

not at all being attempted. The personnel of the DES do go for training and

get trained by DPD, NSSO, but the training is not being put to use at any

point of time. Data processing in DES is very much a weak area and needs to

be strengthened. A mechanism for data processing by establishment of 

processing centre with NSSO and CSO are partners could be thought of. The

consultant also visited the line departments such as Agriculture, Animal

Husbandry, Education, Health, Industries, Rural Development, Land records

and two of the district offices of DES one from the progressive area and the

other from the not so progressive area viz., Kangra and Kinnaur 

4.2 The consultant gained an impression that top bosses do not pay much

attention to such maters. They routinely pass on the matters to lower staff to

deal with. Personal involvement of top officials would have helped ore. If the

chief Secretary of the State / other secretaries are involved more involvement

at Director's level in various departments could have been there.

5.0 LOCATION OF THE STATE 

The State of Himachal Pradesh is bordered by Jammu & Kashmir on North,

Punjab on West and Southwest, Haryana on South, Uttar Pradesh on

Southeast and China on the East.

7.0 THE STATISTICAL SYSTEM IN THE STATE

7.1 In Himachal Pradesh, Department of Economics and Statistics is the apex body for 

all statistical activities. All the important departments have their independent

statistical cells which are generally headed by a Joint Director, Deputy Director or 

Statistical Officer with staff strength of 3 to 10 persons in each district. The main

cells in the various line departments and their functions in nutshell are given below

along with some of the limitations in certain cases.

7.2 Agriculture

The main functions of the statistical cell in the Agriculture department are collection

of data regarding crop production, Irrigation facilities and other related items. Crop

cutting experiments are conducted for five major crops viz, Maize, Wheat Paddy

Barely and Potato

7.3 Land Records.

(a) The Statistical in the Department dealing with Land Records is engaged in

data collection with regard to land utilization, Area under crops, Area and

production various crops, Rainfall data and Livestock Census etc.

(b) Limitations: The poor quality of statistics and time lag in the release of data are

the main drawbacks. This is all because of (i) the failure of Patwari Agency

to devote adequate time and attention to Gridawari operations as they are

already burdened with various grass root assignments and (ii) the poor 

performance in crop cutting experiments. The methodology for the

estimation of vegetables, fruits and oilseeds needs to be explored.

Collection of prices of Agricultural commodities is also of vital importance

to facilitate market intelligence to the producers and needs attention.

7.4 Forest

The statistics wing in the forest wing collect the data on major and minor 

forest produce. The data on major forest produce is collected on the basis of 

extraction carried out by the forest Corporation. The data on minor forest

produce is collected through local permit holders who are issued permits for 

the extraction of such minor produce. This system results in the under 

estimation of various forest produce.

7.4.1 Health

The Statistical wing of the Health Department has a good network up to the village

level. The main fields on which data is maintained are birth and death statistics,

infantile mortality, family planning, deaths by causes and patients treated under 

different diseases.

7.5 Education

The statistical cell in Education department compiles the data received from district

level officers who collect it from various educational institutions and Block Primary

Education Officers. The number of educational institutions being very large it is

very difficult for one statistical person posted in one district to ensure the full

coverage resulting in under reporting and in some cases repetition of data The

data collected by Education department includes data on enrolment, dropouts,

female education teacher pupil ratio etc.,

7.6 Industries

Industries Department has a separate statistical cell but no system has been

evolved to collect the industrial production in the State. The list of industrial units

maintained by the department is not reflective of real picture as there is no system

to deregister the defunct units.

7.7 Others

Besides above there also exist statistical cells in the departments of Labour &

Employment, Rural Development Horticulture and Urban Development etc, all

these cells work independently in the respective departments.

The Directorate is known as Department of Economics and Statistics

8.2 Functions:

Department of Economics and Statistics is the main Statistical body in the State

assigned with the following functions

8.3 The Nodal Agency

The department has been declared as the Nodal Agency to coordinate the

statistical activities of all the departments. Being the apex statistical body of

the state this department is required to provide a strong and reliable statistical

database for effective Plan Programme and implementation.

8.4 Structure

Directorate of Economics and Statistics has been functioning since the year 

1955-56. The chief Minister is the Minister in charge of the Department. The

additional Chief Secretary (Finance) is the Secretary of this Department and

the administrative department at the secretariat level is Planning Branch. The

Economic Adviser, Directorate of Economic and Statistics are the Head of the

Department. The Economic Advisor, Ms. M. Malhotra assisted by one Joint

Director, two Deputy Directors, two District Statistical Officers, 5 Research Officers

8.5 Recruitment

The recruitment to the post of Deputy Director onwards is by promotion. For the

posts of District Statistical Officers, Research officers, Statistician Assistant

Research Officers, Statistical Assistant the recruitment is done adopting 75% by

promotion and 25% by direct recruitment. . The entry post on the technical side is

that of the investigator for which the recruitment is don by 100% by direct

recruitment

The qualification required for the all posts other than Investigator is MA in

Economics or M.Sc in Mathematics. For the post of Investigator the

qualification is BA in Economics or Mathematics

8.6 Returns and Publications

The DES is receiving as many as 20 or more returns/reports only one of them

being adhoc and the rest being regular in nature. The department is bringing

out as many as 13 publications all of them annual and regular and not priced.

8.7 Information Technology

8.7.1 The DES is having only 6 computers out of which two are not working

properly and they computers are put to work on average for 8 hours a day.

They have got one laser printer, two inkjet printers and 2 data matrix

printers which are put to use from 6 –10 hours on an average per day.

They have a scanner which is not working. They also have a dial up

modem one CD writer and two Combo drives whish are also put to use at

the rate of 8 hours per day on an average. On the software side Window

XP, MS Office and Norton Antivirus are available. They have prepared

their own software for pay roll. They have got the annual maintenance for 

the computers on call basis. There is no web server, website. However 

dial up Internet connection is available. The staff could not talk about

volume of data stored by them

8.7.2 DES has no separate staff of IT. However from among the staff there are more

than a dozen people who are well versed in working with computer for data entry,

analysis presentation data base management and report writing. Their experience

varies from is normally about 5 years. One of them has only two year experience

where as one has 10 years experience.

9.0 ABOUT SUBJECTS IN LINE DEPARTMENTS

9.1 Agriculture

(i) The data regarding area and production of various crops is

supplied by Land Records Department with a gap two to three years.

(ii) Vegetable area and production figures are not reported

by revenue department Annual crop season report which now has

bees used as gathered from Agriculture department.

9.2 Horticulture

(i) Variations in the prices supplied by the department and National

Horticulture Board.

(ii) Production and area of floriculture

(iii) Production and value of other left out fruits

9.3 Animal Husbandry

The two livestock census which were conducted after every five years have not

been conducted after 1997. Thus the two livestock figures are old. No figures are

available for feed and fodders in the state of its own. Prices from field are

unrealistic.

9.4 Local Level Development Statistics

To collect the Local Level data the 23 posts of Statistical Assistants were

sanctioned, but with out proper infrastructure made available to them. They are all

posted in district headquarters. To collect the data all the blocks may be provided

with these personnel.

9.5 Pooling of Central and State Samples of socio economic survey data

The decision regarding pooling of Central and State Samples of the State may be

taken up at Central Government Level. If it is not possible then relevant software

should be provided to States.

9.6 Estimation Sate and District Domestic Product.

Due to time lag in Agriculture, Forest and Manufacturing data the department I s

not able to compute advance estimates quarterly an half yearly estimates. The

department is estimating district domestic product regularly now.

9.7 Population Statistics and Uniform area codes

DES wishes to implement the NSC recommendations. The concerned

departments are yet to be requested

Labour statistics returns as received from the Labour commissioner are sent to

Labour Bureau after scrutiny. The Labour and Employment department has

requested for the creation of statistical cell in their department

 All type of health statistics are collected and disseminated by health department.

But there are delays

9.10 Education Statistics

Being looked after by the education department. To improve the quality of 

Statistics and reduce the time lag and data gap in the supply of educational

statistics, the department proposed for providing

9.11 Miscellaneous Statistics

Under this had Environment statistics is the major area of concern. An

environment Statistics cell is to b created in DES.

10.0 DISTRICT STATISTICAL OFFICES,

10.1 Kinnaur  

10.1.1 The Office is situated in a couple of very small rooms in the office complex. It

is ill ventilated and ill lighted. The office is having no computer, no telephone.

There is only one typewriter. The District office is bringing out a number of 

publications. The quality of the publication is very poor and needs

improvement

major line departments. The undersigned as well as JPS Headquarterscontacted the Joint Director Shri. Of the DES Jammu & Kashmir at their 

Srinagar Office over phone announcing the visit of the undersigned and

seeking the cooperation of the persons concerned.

 

2.0 STATUS OF THE QUESTIONNAIRE

2.1 On 20th of June the undersigned left for Srinagar and visited the DES on the

same day at noon hours and called on the head of the DES, it’s Director Shri.

Siddiqui. He was too busy with the Annual NSSO training conference of State

and Central Staff and was busy attending to Shri Jaydeb De, Director,

NSSO, DPD, Calcutta who had come as an observer for the conference and

the delegates to the conference to give any time. He was expressing his

predicament as the conference was to be held on 20th to 22nd of June and he

will be al the time engaged with the conference. However we have forced a

meeting with the officers of the DES especially Shri Ahangar and Shri S.S.

Sasan the two Joint Directors at the Head Quarters, The Assistant Director 

Coordination, the section officers and a couple of other officers. The letter 

from the JPS was found in the file and the letter from the Department of 

Statistics could not be readily traced. They have sent a note to the

administration to do the needful and nothing else has been done so far. All

the copies of the questionnaires were lying at the DES and not even a single

copy of the questionnaire has been sent to any of the line Departments.

In the DES there seems to be some confusion with regard the work allotment

and responsibilities as to who would exactly attend to these issues. Earlier 

perhaps the file was handled by Mr. Ahangar Joint Director (Evaluation) and

we had in fact spoken to him. In the meeting called far by the Director where

the contents and requirements of the data were explained by the consultant,

the over all responsibility for the work was handed over to Mr. S.S. Sasan,

Joint Director (Central) ad his team consisting of the Assistant Director 

(coordination) and S.O. (Coordination). Through out the period it was found

that Joint Director (Central) was evincing the least interest in the matter and

he did not take the matter seriously and did not attend to the issue at all as a

result of which even after few days by which time the consultant has collected

information from the line departments, the DES proper has not compiled any

information and wished to have further time. Consultant had dugout some

information contacting various sections and asked them to send the rest of 

the information by post. Later they had sent the information by post but

compiling them in haphazard manner.

The consultant got the letters prepared by the DES addressed to the line

Departments and took the letter along with blank copies of the questionnaire

and visited the line departments, handed over the letter from DES and the

blank questionnaire and explained them the requirement of the survey and

requested them to provide the information. Many of them provided the

information after a few days of persuasion.

3.0 THE CONSTRAINTS

In Srinagar the offices are working only from 10 am to 4.pm. The staff used to

come to the office only by about 11. Am. A majority of them used to leave theoffice by 12 or 12.30 and return back only by 2.30 or 3.00 p.m. Again many

of them used to leave by 3.30 pm or so. The offices were scattered in various

locations. Some of the offices are located in the DC office complex. Many are

in the compound of the New Secretariat. The entry to the New Secretariat is

regulated by passes and is also restricted during particular periods. The pass

has to be obtained every day for every visit. There are long winding path to

reach the main building pitted with several security checks.

4.0 STATUS OF DES

4.1 The Directorate of Economics and Statistics (DES) in Jammu and Kashmir 

(J&K) has its own historical background. A nucleus Statistical unit consisting

of four persons, one Research Officer, One Research Superintendent and

two Senior Assistants was formed somewhere in 1950s in the Planning

Department. The first expansion took place in 1957 when a survey section

consisting of one Statistician, one Statistical Assistant and four Field

Investigators was set up. It was in due course of time further extended by

adding few more posts and was designated as “Statistical Bureau”. However 

the total staff was not more than 20. The need for creating a sound Statistical

System led to the establishment DES. The centralized planning gave boost to

these activities and this organization was redesignated as Directorate of 

Economics and Statistics. The DES came into being with the new

nomenclature in 1967-68. This is working under the Planning and

Development Department of the State Government. The DES is serving in the

Planning area as well as in the Area of Statistics evaluation. It is situated in

an isolated area in its own building. DES is more or less supposed to have

the control over all the statistical activities in the State.

4.2 The infrastructure of the DES is very poor. It has only two telephones and one

is often hooked to fax machine and thus to get them over telephone

practically becomes difficult. Suffers from inadequate staff and inadequate

machinery in the opinion of all the officials. There is no official internet

connection and there is no official e mail for the office. There are two

computer labs and few IT staff. One of the labs is used purely for training of 

the staff in utilization of Computer. But still some of the officers were reporting

lack of computer for them for processing their information. It has also come to

notice that political influence plays a part in utilization or mis-utilisation of 

infrastructure. Computers and vehicles are relocated at the place of the

political bosses depriving the DES the utilization of those resources.

5.0 VISITS OF CONSULTANT TO OTHER OFFICES

5.1 The consultant met Mr. Jaydeb De, Director, NSSO, DPD, and Calcutta who

expressed that pooling of data is not at all being attempted, though the staff of 

DES are being trained at Calcutta. . The personnel of the DES do go for 

training and get trained by DPD, NSSO, but the training is not being put to

use at any point of time. Data processing in DES is very much a weak area in

spite of their having enough hardware and needs to be strengthened. A

mechanism for data processing by establishment of processing centre with

NSSO and CSO are partners could be thought of. The consultant also visited

the line departments such as Department of Agricultural Production,

Departments of Health, Education, Forest, Financial commissioner’s office in

the Revenue Department, Regional Joint Directors office of Kashmir Region,

District Statistical offices of Srinagar and Kargil District, Chief Planning

officer’s office at Srinagar and Kargil.

5.2 The consultant gained an impression that top bosses do not pay much

attention to such matters. They routinely pass on the matters to lower staff to

deal with. Personal involvement of top officials would have helped more. If the

chief Secretary of the State / other secretaries are involved more involvement

at Director's level in various departments could have been there.

6.0 LOCATION OF THE STATE 

6.1 Strategically located Jammu and Kashmir State constitutes the northern most

extremity of India State is 22, 22,236 sq. kms. The State is bounded by

Pakistan, Afghanistan and China from the West to the East. The State ranks

6th in area and 17th in population among the States and Union Territories of 

India. The State consists of 14 districts, 59 Tahsils, 119 blocks, 3

municipalities, 54 towns and notified area committee, 6477 inhabited villages

and 281 uninhabited villages.

6.2 A major portion of J&K State consists of the western Himalayas, which

besides many lofty mountain ranges with varying heights of 3000 to 6000

meters and above, also abounds in rivers, lakes, passes, glaciers, plateaus

and plains. The number of streams, brooks, hill torrents and rivers is also

fairly large. The most important rivers are the Indus, Chenab, Jehlum and

Ravi.

Geographical zones of 

1. Sub-mountain and semi-mountain plain known as kanji or dry belt,

3. The high mountain zone constituting the Kashmir Valley, Pir Panchal

range and it’s offshoots including Doda, Poonch and Rajouri districts

and part of Kathua and Udhampur districts

4. The middle run of the Indus river comprising Leh and Kargil.

6.3 Population of J& K is 10143700. Only one fifth of the population in J&K

resides in urban areas. The rate of literacy for the State is indicated as

55.52%. There are more than 17000 schools with an enrolment of about 2.0

million. Similarly, there are 33 colleges with an enrolment of about 0.45 lakh.

For higher studies, there are now three universities one in Jammu and others

in Kashmir. The total number of students in general education at the

university stage is about 0.4 lakh, which includes 14083 females.

• Director Area Planning.

 All the Directors except Director Area Planning belong to the Statistics Cum

Evaluation Service and all of them function under the overall supervision of a super 

time scale IAS officer, Finance Commissioner in the Planning and Development

Department of the State.

8.1.2 Department of Economics and Statistics is the apex body for all statistical and

planning activities. It has now statistical cells or divisions in almost every

department of Government of J&K for collection, compilation and interpretation

data emanating from day to day working of these departments and for conduct of 

sample surveys evaluation studies and for monitoring of projects and programmes.

The Statistical personnel are now charged with preparation / coordination of the

district and departmental developmental plans also. In fact the Planning Machinery

at all levels is either manned fully or substantially by the statistical personnel.

Statistical cells or Divisions in all the important departments have are generally

headed by a Joint Director, supported by other staff. The functions of the main

cells in the various line departments are given below in nutshell along with some of 

the limitations in certain cases.

8.2 Agriculture

The major statistical activities pertaining to agriculture are carried out by the office

of Joint Director with the Financial Commissioner’s office in the Ministry of 

Revenue. The major work handled are General Crop Estimation Surveys, Crop

 Area Enumeration system, Timely Reporting Schemes and Improvement of Crop

Statistics. Under the General Crop Estimation Surveys, three principal crops

Paddy Maize and wheat and three minor crops Rapeseed &mustard, linseed and

saffron and the vegetable Potato are covered. The revenue department also hasconducted Horticulture census in collaboration with Horticulture department and

Directorate of Economics. Minor Irrigation and Agricultural Census are also looked

after by the revenue department.

Reliability, timeliness, and effective mechanism of data collection have become

subject matter of criticism b governmental and non governmental agencies. The

infrastructure is week and inadequate and it affects the output. Several new crops

emerging out of new technology are not being properly enumerated. Horticulture

crops remain un-enumerated. Timely reporting scheme has been affect by non

filling up of the posts. The depleted condition of Gridawari / jamabandhi registers

has also affected the work."Latha” the basic revenue record is not being properly

maintained. In the Improvement of Crop Statistics Schemes the Centre is not

participating due to insurgency problems though the state carries out its part of the

 job. There is a dual control over the staff of the Improvement of Crop Statistics

scheme. Though they are posted in the Revenue Department somehow they are

being controlled by the Directorate of Economics and Statistics.

It is felt that Patwaris burden should be reduced. Statistical post should be created

at Tahsils level exclusively to look after the collection statistics

Besides the Revenue Department looking after the Agriculture work, there is an

 Agriculture Production Department. The Statistics division here is headed by a

Joint Director (Planning and Statistics). Horticulture, Sericulture, Command Area

Development, and Cooperatives are looked after b this department.

8.3 Local Development Statistics

Surveys and evaluation studies are being conducted on various schemes of Rural

Development Department. There is a need for the staff to get acquainted with the

developments elsewhere and with latest techniques. The officers at various levels

looking after this work never had a chance of undergoing any training organized by

CSO.

8.4 District Domestic Product

Estimates of District Domestic Product have been worked out for the commodity

producing sectors for the years 2000-2002 and 2001 – 2002. Similar estimates for other sectors could not be prepared due to paucity of data and other administrative

difficulties including paucity of staff.

8.5 Rates and ratios

These are to be updated. The State is looking into this matter.

The civil registration system is in vogue for more than 30 years. But still the

registration of births and deaths is not taking place at the desired level. It remains

at about 60% and 50% respectively. The reasons are

• People in rural areas are not fully aware of the benefits and importance of 

registration of births and deaths

• There is no separate staff for the work

 At present the registration is being done by the Police in the rural areas of the

State and by the Municipalities in the urban areas.

It would be better if the work is assigned to Panchayats, Local bodies, Anganwadi

workers etc., of Rural Development Department

 At present the Registration of Births and Deaths Act 1969 is controlled by the

Director General, Family Welfare in the Ministry of Health and immunization (who

acts as the Chief Registrar of Births and Deaths) in the J&K State. But the Director 

Economics and Statistics have been actively involved in the compilation of 

Statistics on registration of births and deaths and preparation of Annual Vital

Statistics Bulletin. The latest bulletin available is for the year 2002.

It has been reported that copies of the manual of registration of births and deaths

in local language is not readily available.

8.7 Labour Statistics

The statistics include

• No. of cases of closures retrenchments and lay offs

• Workers affected and man days lost due to lay-offs

• Employment, wages earning, industrial disputes accidents absenteeism

etc.,

The data in this regard is some times directly sent by the Labour Department of 

the State to Labour Bureau Simla, Ministry of Labour Government of India and

some times to the Directorate of Economics and Statistics for onward transmission

to the Labour Bureau.

8.8 Health Statistics

The Directorate of Health Services in the State is the main agency to provide data

to the DES which is the main agency to collect compile consolidate and analyze

the data.

8.9 Education Statistics

The data providers in this regard are the Directorates of School education,

University education etc, in the Education Department of the State. The data

presented in this sector are

• Trained and untrained teachers

• Teacher –pupil ratio

• Institution – pupil ratio

Enrolment• Input/outturn of professional/ technical institutions

• Board / University examination results

8.10 Industrial Statistics

 At present the preparation of Index of Industrial production is restricted only to

mining, manufacturing and electricity generation sectors. The production data of 

mining sector is obtained from the Indian Bureau of Mines, Nagpur. Information on

electricity is obtained from the Central Electricity Sector and is based upon the ASI

schedules obtained from NSSO. In he manufacturing sector, the monthly data

from selected nits is collected by the Directorate of Economics for IIP. The

manufacturing units in Jammu region only are considered for the collection of this

information.

The recommendations of the CSO for building up comparable State level IIPs is

yet to be implemented fully.

development of various sectors of the economy.

9.4 Structure

Directorate of Economics and Statistics has been functioning since the year 

67-68 more or less in the present shape. The Finance Commissioner in the

Planning and Development Department is over all in charge of the

Department. The Director, Directorate of Economic and Statistics is the Head

of the Department. The organization has grown both vertically and

horizontally. With DES at the apex level, there are two Regional Joint

Directors at Regional level one each for Jammu Region and Kashmir Region.

Below that there are District Statistical Officers at district level and a ministatistical cell at Block level consisting of One Statistical Officer, One

Statistical Assistant and one Junior Assistant. The directorate as already had

been said has cells in all important departments of the Government, semi

Government organization at the Secretariat level as well as at regional and

lower levels.

The Director Shri. Siddiqui is assisted by two Joint Director, three Deputy Directors,

ten Assistant Directors, one administrative officer, one accounts officer one Assistant programmer. Each of he Regional joint Directors are assisted by three

 Assistant Directors. At district level there is one Deputy Director Evaluation and

Statistics in each of the fourteen districts. Again in each of the 14 districts one

Deputy Director is posted as Chief Planning Officer and he is assisted by an

 Assistant Director (Economics). There are two Statistical training Schools one

each at Jammu and Srinagar with a Deputy director each acting as Senior 

instructor assisted by one Assistant Director each acting as Junior instructor. The

lower formation at the headquarters include 17 Statistical Officers, 23 Statistical Assistants, 27 Junior Statistical Assistants, 30 Ministerial Staff and 26 class IV

staff.

The DES is receiving a number of returns from the DSEOs and from the

statistical cells in the line departments. The department is bringing out as

many as 10 publications at State level, one publication at District level and 4

publications at district level more or less regularly.

10.0 INFORMATION TECHNOLOGY

10.1 The DES is having 2 servers and a number of computers. It has got two

computer labs one exclusively meant for training of staff in computer applications.

There are a number of laser printers and dot matrix printers. Two desk jet printers

are also there. More than 50 UPSs are available. Most of these equipments are

working properly. Thee 3 scanners and 2 CD writers. Annual maintenance contract

is available for the maintenance of the equipments. On the software side Window

XP and Norton antivirus 10 copies of each are available. The Directorate is having

separate IT staff, Two Programmers, 4 Assistant Programmers, 46 key punch

operators, and four machine cleaners are available. Te post of Programmer and

 Assistant Programmers are at present vacant. The minimum qualification for the

post of Programmer is MCA or M.Sc and for the Assistant Programmers BCA or 

B.Sc. The qualification for the key punch operators is 10+2. All the key punch

operators’ posts are filled up. 20 of them have 15 years of experience and the rest

have 10 years of experience. The IT staff have not received any training.

Practically there are only two staff in the office. They have a room in the DC

office complex not well furnished not well looked after. Eve among the only

two staff the lone Statistical Assistant is also under orders of transfer. This will

earlier has a long list of activities, many of them go unattended. There seems

to be more on paper than in action. He has got no email connection.

INTERIM REPORT HARYANA

1.0 PREPARATORY WORK

The project started with a brain storming session for a week of all the

consultants at JPS Headquarters where in the questionnaire was given a

shape and a format of the inception report was agreed to. After the finalization

of the questionnaire it was informed that the letters have been sent by Shri.

K.V. Rao, DG, NSSO and JPS Associates regarding the scheme and asking

them to extend cooperation in collection of the required information and

helping the consultants as and when they visit to the field. JPS had also sent

enough number of questionnaires to the DESs requesting them to get the

same filled in by their own office their subordinate offices one or two and the

major line departments. The undersigned wrote to the Economics and

Statistics Director of Haryana announcing the programme of visit of the

undersigned also spoke to hi over phone.

2.0 STATUS OF THE QUESTIONNAIRE

2.1 On 27th of July the undersigned left for Chandigarh and visited the DES onthe same day in the morning session and called on the head of the DES, Shri.

R.C. Sharma, Economics and Statistics Advisor. The Office of the Economics

and Statistics Advisor is functioning under the Planning Department. Shri

Sharma has recently taken over charge as Economics and Statistics Advisor 

in the month of April 2005. The consultant has also met the Additional

Economics and Statistics Advisor Shri Bishnoi and the Joint Economic s and

Statistics Advisor Mr. O.P. Dhankar who had been nominated as the liaison

officer for the project. The consultant also met with all the staff who have

compiled some information or the other till date. The DES has filled in the

proforma and got the proforma filled in by some of the lie departments though

not completely giving all the relevant information. They have not sent the

proforma to the District Statistical Offices (DSOs) and as such the proforma

has not been filled up by any of the DSOs. The officers in the DES and all the

staff, especially the section dealing with the coordination of collection of 

information from various sources had been quite cooperative. The DES has

attempted to systematically collect and compile the required information. The

Consultant had the discussion with various sections of the DES including IT

personal and the IT expert of our team also joined for the discussions with the

IT experts and some line departments.

The consultant got the assistance of the DES to go to line Departments and

get introduced to them as well as for further liaison with them.

3.0 STATUS OF DES

3.1 The Directorate of Economics and Statistics (DES) in Haryana is known as

the Office of the Economics and Statistics Advisor and is functioning under 

the over all control of the Planning Department. The Office is situated at

Chandigarh in the busy market place. The Economic and StatisticalOrganisation in Haryana is the central Organisation responsible for collection,

compilation, analysis, interpretation and dissemination of all types of 

statistical data relating to the socio-economic development of the State. This

is a nodal agency for collection and supply of all types of statistical data in the

State. All types of statistical data required by the Central Government and

other State Governments regarding Haryana State is also supplied by this

Organisation.

3.2 The infrastructure of the DES is fairly good. (Describe the infrastructure).

They have separate IT section with separate IT staff.

4.0 VISITS OF CONSULTANT TO OTHER OFFICES

4.1 The consultant has visited the lie departments such as education health

Labour and transport.

4.2 The consultant gained an impression that top bosses do not pay much

attention to the programmes such as this project. They routinely pass on the

matters to lower staff especially in the line departments, to deal with the work

relating to such projects as the present one for supplying the necessary

information. Personal involvement of top officials would have helped more. If 

the chief Secretary of the State / other secretaries are involved more

involvement at Director's level in various departments could have been there.

5.0 THE STATE 

Haryana emerged as a separate State in the federal galaxy of the Indian

Republic on November 1, 1966. With just 1.37% of the total geographicalarea and less than 2% of India’s population, Haryana has carved a place of 

distinction for itself during the past three decades. Whether it is agriculture or 

industry, canal irrigation or rural electrification, Haryana has marched towards

modernity with leaps and bounds. Today, it enjoys the unique distinction in

India of having provided electricity, metalled roads and potable drinking water 

to all its villages within record time. Haryana is among the most prosperous

states in India, having one of the highest per-capita income in the country.

Haryana is located in the northwest part of the country and the climate is arid to

semi arid with average rainfall of 455 mm. Around 70 % rainfall is received during

the month from July to September and the remaining rainfall is received during

Dec. to Feb. There are two agro climatic zones in the state. The north western part

is suitable for Rice, Wheat, Vegetable and temperate fruits and the south western

part is suitable for high quality agricultural produce, tropical fruits, exotic vegetables

and herbal and medicinal plants.

The total geographical area of the state is 4.42 m ha, which is 1.4 % of the

geographical area of the country. The cultivable area is 3.8 m ha, which is 86 % of 

the geographical area of the state out of which 3.62 m ha i.e 96.2 % is under 

cultivation. The gross cropped area of the state is 6.32m ha and net cropped area

is 3.62 m ha with a cropping intensity of 177%.

 About 80% population of the State is engaged in agriculture, directly or 

indirectly. Apart from meeting its own requirement for food grains, Haryana

also contributes about 45 lakh tonnes of food grains to the Central Pool

annually

7.0 The Statistical System in the State

7.1 The working of the Economic and Statistical Organisation can be broadly be

classified under three divisions viz., (a) Statistical, (b) Planning and (c) Evaluation.

7.2 The Statistics wing is responsible for collection compilation, analysis and

dissemination of statistical data on all socio-economic aspects of the development

of the State of use of Administrators, Planners, Researchers and the like. It

prepares the State Statistical abstract, the Economic survey of the state annually.

It has organized itself into various sections to look after the statistics pertaining to

various sectors / aspects of the economy.

7.3 The Planning wing looks after all the work pertaining to planning.

7.4 There is an evaluation committee under the chairmanship of the Chief Secretary

and all the Administrative Secretaries concerned with the plan as members. . It

suggests programmes schemes to be evaluated and the evaluation wing does the

evaluation work.

7.5 Besides the above the line departments in the state have their own statistical cells

and carry out statistical activities pertaining to their subject matters.

7.12 Directorate of Land Records

The Statistical Cell of the Directorate is headed by a Joint Director Statistics. He is

assisted by sixteen statistical assistants for field work. Besides the sere vides of a

large number of officials from the revenue department and agricultural department

are used.

This Directorate is responsible for collection, compilation analysis ad interpretation

of data relating to agriculture, livestock including fisheries, irrigation, etc., Crop

forecast and season and crops reports are also prepared and issued by this cell. In

addition to this, cell also conducts agricultural and livestock censuses. This cell is

also responsible for implementation of Computerisation scheme of Land Records

in the state.

7.13 Forest Department

The Forest Department has a statistical cell manned by:

8.0 Gaps, deficiencies, problems and suggestions for improvement in different

sectors

8.1 Agriculture sector 

8.1.1 The latest data in respect of area and production of agriculture crops based on

season and crops report prepared by State Land Records Department is treated

as final for all proposes, but the Central Statistical Organisation uses the data basis

on final fore- cast report of State Agriculture Department supplied to them by the

Ministry of Agriculture, Government of India. This results in the difference of SDP

estimates prepared by Central Statistical Organisation and DES. To narrow down

the difference I the SDP estimates prepared by Central Statistical Organisation

and DES, Central Statistical Organisation should use the data based on season

and crops report.

There is a time lag of about one and a half year when the final data or area and

production of agriculture crops is made available by the State Land Records

Department. The time lag for finalizing the area and production data of Agriculture

Cops by the State Land Records Department should be reduced.

8.1.2 In case miscellaneous and unspecified crops such as other cereals other pulses

and other oil seeds etc., The State Land Records Department provides only area

estimate under these crops. Production figures for these crops are not available. In

the absence of production data for these crops, direct method (value per unit of 

area) for their evaluation is being used. For bringing improvement in the estimates

of Agriculture sector efforts shall gave to be made to estimate the production data

for these crops which is possible if these crops are covered under crop cutting

experiments being presently conducted for estimating the production agriculturecrops or some regular surveys may be conduced to work out the yield rats of these

crops.

8.1.3 For estimation of value of output from fruits and vegetables only area under fruits

and vegetables is obtained from State Land Records Department, but production

data for these crops is not available with this Department. Of late, State horticulture

Department as also started preparing the estimates of area and production for all

the fruits and vegetables in the State. But on comparison of data from these two

sources it has been observed that there is wide variation in the area statistics for 

finding out the reasons for these variations, both the departments were contacted.

Both these departments have claimed that the area statistics supplied by them are

correct. AT last it was decided that the area figures supplied b DLR maybe used

for estimating of state domestic product. They will also provide production data for 

all the fruits and vegetables using yield rates as per Horticulture Department

Survey. But in this case he claim of Horticulture Department that the area and

production data of fruits and vegetables provided by them is final and is based on

actual survey conducted by their officers, has been ignored.

8.2 Manufacturing sector 

8.2.1 The estimates of SDP in case of registered manufacturing sector are based on

 Annual Survey Industries. This survey provides data regarding gross value of 

output input gross value added, consumption of fixed capital k net value added and

number of workers. But there is a time lag of about one year when the results of 

the survey are made available. There is no data available at State level for 

preparing the quick estimates of SDP from registered manufacturing sector. The

time schedule of ASI must be advanced so that the survey results should be

available in time.

8.3 Construction Sector 

8.3.1 For the private sector construction the estimates of SDP are prepared separately

for household and on household sectors.

8.3.2 Household sector covers residential and residential buildings of individual

household both for urban rural areas. The estimates for this sector are based onthe results of the All India Debt ad Investment Survey 1991-92. The survey

provides data regarding fixed capital expenditure and expenditure incurred and

normal repairs maintenance by the household separately for residential and

nonresidential buildings both in rural and urban areas. These estimates of 

expenditure on new construction and repairs and maintenance based on ADIS

1991-92 are moved backward forward wit the help of different indicators to get the

SDP estimates for different years. All India Debt and Investment Surveys are

conducted after a gap of 10 years which is very log span of time. It would be

prudent if All India Debt and investment Surveys are conducted after every 5

years.

8.3.3 In the case of the non-household sector ASI returns are only source for 

compilation of Gross Capital Expenditure on buildings etc., as no data is made

available by the Registrar of Companies regarding corporate sector.

8.3.4 Registrar of Companies should be perused to make the information on corporate

sector made available.

8.4 National Accounts.

8.4.1 Revised System of National Accounts 1993 recommends preparation of completer 

sequence of accounts for various institutional sectors for which lot of additional

data are to be colleted. DES does not have funds to undertake any additional work

of conducting special surveys. Response from institutions other than Government

is very poor. The data from public o financial and financial institutions is also

received after a gap of 2 to 3 years.

8.4.2 In the unorganized services sector there is a problem of maximum concealed

income. Unorganized sector estimates are now based upon the surveys

conducted by National Sample Survey Organisation (NSSO.). These surveys do

not reveal the real income of the persons. To get the income different approaches

such as the standard of living consumption expenditure etc could be used. The

concealed income can also be taken from Income Tax Department who conducts

raids to unearth concealed income.

8.5 Input output tables.

This work could not be taken up by the states in true perspective due scarcity of 

resources. Resources are needed for creation of exclusive cell for this purpose.

8.6 Index of Industrial Production.

525 registered units from a total frame of 5264 units covered by Annual Survey of 

Industries have been identified in the year 1993-94 for the purpose the index. But

the Reponses are being received from only a fraction of the units that is leas than

50% of the units selected. In terms of number of items too the response had been

less than 50%. .The system needs to be strengthened.

8.7 General

There is no act empowering Statistics Department to take action against persons

supplying wrong Informtion. This is one of the reasons for the poor quality of data

collected through the various surveys.

9.3 Functions

• The Major functions of the Office of Economic and Statistical Office are

• To collect, compile analyses the date relating to various socio economic

aspects of the State

• To serve as a store house for all types of Statistics required for planning

and formulation of development programmes

• To undertake surveys and enquiries regarding various socio economic

problems of the State

• To coordinate statistical activities of various departments of the State

Government

To advise the government on economic and Statistical matters

• To work in liaison with Central Statistical Organization, Government of 

India and various State Statistical bureaus

• Formulation and Implementation.

9.4 Staff  

The Advisor Shri Sharma, Economic and Statistical Advisor is assisted by two

 Additional Economic and Statistical Advisors, Two Joint Economic and Statistical

 Advisors, twelve Deputy Economic and Statistical Advisors, One Deputy Plan

 Advisor, One Manpower Employment and Coordination Officer and other Junior 

officials.  At district level there exists a District Statistical Office headed by a District

Statistical Officer in each of the 19 districts of the State. He is assisted by one or 

two Assistant District Statistical Officers / Statistical Assistant / Field Assistant /

Field Investigators etc. The number of supporting staff in each district varies

according to the size of the distinct and special / adhoc surveys take up in the

districts. 

9.5 Functions of the different sections at the Head Quarters of the Directorate

9.5.1 Collection Compilation

This section collects compiles and publishes the statistical information on social

and economic aspects of the State. The major publication is the Statistical

 Abstract. The book on the economic status 2005 has been prepared. It is also

engaged in the collection information for survey on Government employees. I t

collects retail prices on agricultural labourers and Rural retail prices. It has also

conducted a pilot study on Basic statistics for Local Level Development. With

100% Central Assistance.

9.5.2 Prices

Collection of weekly retail prices and wholesale prices and preparation of working

class consumer Price index are the responsibilities of this section. Working Class

Consumer price Index is being prepared with base year 1982 = 100 at 6 centres.

The wholesale price index for agricultural produce is being prepared wit the base

year 1980-81 = 100.

9.5.3 State Income

Estimates of State Domestic Product and per capita income on current and

constant prices are prepared. . The base year for these estimates is 1993-94. The

estimates have been prepared up to the year 2002-2003. Quick estimates for the

year 2003-2004 have also been released. The methodology has been explained in

the publication specially brought out for the purpose. Estimates of Household

production have also been done up to the year 2004.

9.5.4 Public finance and regional accounts

Economic and functional classification of State budget, budgets of urban local

bodies analysis of state finance are the main work carried out in these section. The

economic and functional classification for the year 2003-2004 has been completed

in the case of State budget and for the year 2001-2002 in the case of urban localbodies.

9.5.5 Capital formation

The estimates of fixed capital formation being prepared annually. The estimates

are prepared with base year 1993-94 for all the 13 sectors of the economy. The

work has been completed for the year 2002-2003.

9.5.6 Agriculture

It brings out two publications every year one on the economic status of the

agriculturists of the State, and the other on the family budget of the agriculturists of 

the state. The reports for the year 2002-2003 have been released.

9.5.7 National Sample Survey

9.5.8 Index of Industrial Production

It prepares the index of industrial production annually. The indices have been

prepared for the year 2002-2003. The base year adopted is 1993-94. Monthly

indices are also being prepared and the work in this case has been completed up

to the year 2003-2004. In the case of the Sample Scale Industries, the figures of 

output, input, depreciation, value added and number of workers have been

finalized for the year 2002-2003.

9.5.9 Training

This section organizes the trailing programmed for the middle and lower level

statistical employees. The training is being organized at the divisional

headquarters. I t prepares the Economic Survey of the state and publishes the

same. The report for the year 2004-2005 has been published.

9.5.10 Improvement of Social Statistics

It prepares various socio economic indices on different aspects of the social life of 

the people of the state for in inclusion in the state statistical abstract. Such indices

have been prepared for the year 2003-2004.

9.5.11 Planning Wing

• It has five sections.

• It prepares the five-year plans and annual plans and monitors the

implementation of the various schemes. It has district-planning units as part of 

decentralized planning. To approve the work programmes at district level under the

decentralized planning, District local area development boards have been constituted. A

quarterly report of the decentralized planning is being prepared. Under the scheme the

special component plan is being prepared by the Scheduled Tribal and Backward Classes

welfare board.

• It evaluates all development works and schemes. .

• Perspective planning work is being carried out by this section

• Manpower and employment related work is also looked after. This section

estimates the demand and supply of the technical personnel. It studies the issues related

to employment and unemployment.

10. Main functions of District Statistical Agencies.

a) To collect, compile and maintain all types of statistics relating to socioeconomic conditions in the districts

b) To guide and supervise the reporting agencies in the matter of collection

compilation of statistics

c) To render necessary assistance in connection with surveys and enquiries

undertaken at the district level

d) To coordinate the statistical activities of the virus departments at the district

level

e) To conduct periodical training of officials concerned with collection andmaintenance of statistical data in various offices.

11. Recruitment 

There is no common Statistical cadre in the state.

12. Returns and Publications

The DES is receiving a number of returns from the DSEOs and from the

statistical cells in the line departments. The department is bringing out a

number of publications. Almost all of them not priced.
