colombia: indigenous communities under firePolice in Colombia have violently suppressed protests from indigenous groups by firing bullets and throwing teargas. At the beginning of October, thousands of Colombia's indigenous people began a popular uprising around thecountry to protest about the cultural and physical genocide they are suffering at the hands of the state and todefend their territory, autonomy and culture. Police forces have repressed protests in Cuaca and Valle del Caucawith bullets and tear gas, killing some, including a child, and wounding more than one hundred. The indigenouscommunities in Colombia are becoming increasingly marginalized. They need your support! climate justice & energy: foei and foee teams gather in poznan for climate change talksFoEI and FoEE have sent strong teams to Poznan for the 14th Conference of the Parties (COP-14) to theFramework Climate Change Convention (UNFCCC). Their activities are complemented by an additional group thistime around, with about 50 activists from Young Friends of the Earth Europe also in Poland for the talks! Manythanks to FoE Poland, which has been involved in national preparations for the event. The two-week long meetingkicked off on 1 December under the banner 'good climate for negotiations' (although the temperature was only justabove zero degrees). Although the Convention's 192 signatory countries aren't expected to reach a final agreementto tackle climate change until COP-15 in Copenhagen next year, some deals may still be done in Poznan. Keyissues on the table include adaptation and mitigation of climate change in the global South, a North-South transferof funds to reach these goals, technology transfer for sustainable production in the South, industrialized countries'reduction of carbon dioxide emissions and implementation mechanisms. climate justice & energy: will ambition be the missing ingredient in poznan climate talks?The UN recently reported continuing increases in greenhouse gas emissions in industrialized countries, exposing aworrying lack of ambition when it comes to addressing climate change. FoEI is calling for industrialized (Annex I)countries to commit to emissions reduction targets of at least 40% less than 1990 levels by 2020; and is pressingthem to commit to a timetable of work that will lead to a strong post-2012 agreement in Copenhagen in December2009. A suite of financial mechanisms is also needed to provide reliable and consistent funds for mitigation andadaptation in developing countries through means other than carbon offsetting. climate justice & energy: young foee's 'countdown to poz'n'hagen'Young FoE Europe's international youth climate tour is underway, involving 50 young climate activists from over 20European countries. 'Countdown to Poz'n'Hagen' encompasses three stages: in 2008, the climate tour went to theEuropean Social Forum in Malmö and the UN Climate Change Conference (COP-14) in Poznan. Over 30 'Wrap Up' actions in atotal of 18 countries resulted in banner squares made by people of at least 30 different nationalities!There are over 1,200 squares, which were stitched together to make a banner that is an incredible 20mlong. climate justice & energy: social movements in poznan demand climate justice!The concept of climate justice seems to be gathering support very quickly in many different parts of theworld, and there is a growing demand that industrialized countries be held accountable for the climatedebt they have incurred. The 'climate justice' slogan was very evident in Poznan when civil society organi-zations took to the city streets on 6 December to celebrate the Global Day of Action on Climate Change.The new Climate Justice alliance includes FoEI, Via Campesina, the Global Forest Coalition, Third WorldNetwork and many other groups. europe: leadership on climate change melting away?Negotiations between the European Parliament and Council continue, but EU Heads of State andGovernment have effectively decreed that they alone will decide on the final laws, leaving room for a radi-cal weakening of the legislation at a forthcoming EU leaders' summit. FoE Europe and other environmen-tal groups took this as a sign that European leaders are preparing the ground to renege on their promisesof global climate leadership. The groups installed giant blocks of ice outside a Ministers' meeting to sym-bolize the impacts of climate change, and projected messages onto the Council building urging Ministersto show leadership. worst eu lobbying awards ceremonyOn 9 December, the winners of the 2008 Worst EU Lobbying Awards - organized by FoE Europe,Corporate Europe Observatory, Lobbycontrol and Spinwatch - were revealed at a ceremony co-presentedby British activist and comedian Mark Thomas. More than 8,500 people took part in the online public vote.One of the candidates for the Worst Conflict of Interest Award, suspended European Commission officialFritz-Harald Wenig, tried to silence the Worst EU Lobbying Awards by taking legal action to have hisname removed from the nominations and not mentioned during the Worst Lobbying Awards ceremony.The court ruled that freedom of speech was more important in this case. use less fuel, European politicians have decided to let it continue to coast along at its own pace for a fewmore years with a regulation riddled with delays, loopholes and concessions. On 1 December, Europeandecision-makers agreed a new regulation on cars and CO2, which sets a 130g CO2/km target for 2015and a 95g target by 2020. FoE Europe had been calling for much tighter restrictions - 120g CO2/km by2012 and 80g CO2/km by 2020. seattles to brussels network 'celebrates' unholy allianceOn 28 October, the Seattle to Brussels network highlighted the unholy alliance between the EuropeanCommission's DG Trade and business lobby group BusinessEurope. S2B celebrated a mock wedding ofthe two, outside BusinessEurope's 'Going Global' conference (which focused on the EU's business-orient-ed Global Europe strategy). foei continues to track international maritime organizationFoEI participated in the International Maritime Organization's Marine Environment Protection Committee(MEPC) 58, 6-10 October through our affiliate group North Sea Foundation, submitting papers and inter-ventions on ship emissions (SOx, NOx and CO2); protection of Antarctica (jointly with the Antarctic andSouthern Ocean Coalition (ASOC) NGO coalition); guidelines for small craft; marine litter; ballast water;ship breaking; and underwater noise. The convention on SOx and NOx will enter into force in July 2010.The convention on marine litter has now gone into a review process and is one of the topics FoE willfocus on next year. argentina: president vetoes bill to protect glaciersIn mid-November, the Argentinean President Cristina Fernández de Kirchner vetoed a bill to protect glaciers inArgentina, even though it had already been passed by the Argentinean Senate by unanimous vote. The billincludes proposals for a National Glacier Inventory, and restrictions on polluting activities and the development ofinfrastructure that might threaten glaciers. Kirchner's veto threatens to undermine the whole region's climate policy,and has been strongly rejected by several environmental and civil society organizations. FoE Argentina issued acommuniqué after the presidential veto saying that it was a result of "the pressure of mining economic and politicalinterests." australia: 96% want tests for toxic food additivesFoE Australia recently commissioned a poll that found that 9 out of 10 Australians want safety checks on nano-par-ticles in food. 92% also believe food companies should label food and food packaging that contain nano-particles,so customers can make an informed decision about whether or not they want to eat nano-foods or buy food innano-packaging. Only 15% said they would purchase foods containing manufactured nano-particles, while 40%said they would not purchase them at all. brazil: civil society challenges brazilian push for more agrofuelsCivil society groups, including Núcleo Amigos da Terra/FoE Brazil, formally challenged the agroindustrial model andits impact on food and energy sovereignty, during Brazil's international conference on biofuels in Sao Paulo, 17-21November. Even though the Brazilian government is threatening a WTO dispute if the EU imposes strict sustain-ability criteria, European Energy Commissioner Piebalgs attended the conference, and UNICA (Brazil's sugar caneindustry association) claims that Piebalgs reassured them that only WTO-compatible criteria will be used. chile: government position in poznan criticizedChile's Alliance for Climate Justice, which includes CODEFF/FoE Chile, questioned the position of the Chilean gov-ernment at COP-14 in Poznan. Although agreeing that there is a need to correct global production patterns, and tocoordinate global UN mechanisms such as the climate change and biodiversity conventions, the Chilean govern-ment hardly practices what it preaches, since it continues to promote and allow unsustainable practices, includingmining, agroforestry and industrial fishing, and permits high levels of water and energy resources to be consumed,even though this has serious impacts on communities and ecosystems, including glaciers. FoE Chile also rejected

costa rica: action on energy, food sovereignty, forests and tradeCOECOCEIBA/FoE Costa Rica has been active on a wide range of issues. They participated in a televi-sion program focusing on the disadvantages of carbon neutral policies. They also hosted a joint meetingof environmental organizations and local, peasant and indigenous communities, who agreed on a workplan for the next six months. Before this meeting, FoE Costa Rica conducted a tour of community forestsin the north of the country, meeting with peasant leaders to discuss community forests and food sover-eignty. The group also helped to close the Atlantic road, to protest against pollution and the expansion ofpineapple plantations; launched discussions on the state of the national economy in the context of theglobal crisis and alternatives from the popular movement, through a new training session; and conducteda forum on the EU cooperation agreement, with the peasant farmers' organization UNAG.Contact: Isaac Rojas, FoE Costa Rica, [email protected]

el salvador: reporting back from the social forum of the americas in guatemalaMOVIACC, the Movement of Victims Affected by Climate Change, participated in three important events atthe 3rd Americas Social Forum (FSA), in Guatemala, 7-12 October. The first was a seminar providing aspace for 'the voice of victims affected by climate change', which consisted of two panel discussions andtwo fora focusing on the experiences of affected communities, especially in regions already affected by cli-mate change. FoE Costa Rica and CENSAT Agua Viva/FoE Colombia also presented information aboutthe relationship between forests and climate change.MOVIACC also participated in a demonstration against the fifth round of negotiations between CentralAmerican countries and the European Union, demanding, amongst other things, the removal of the accordon water. ewni: uk climate law a world firstThe UK Climate Change Bill is finally law! The UK Parliament voted on 28 October for the world-first legis-lation after a three and a half-year campaign by FoE EWNI. The law commits the government to deepcuts in the UK's emissions of greenhouse gases by 2050. The first of its kind in the world, the law is ahuge step in the fight against climate change. It means the UK is legally committed to at least 80% cuts ingreenhouse gases by 2050. Launched in 2005, FoE EWNI's Big Ask campaign saw unprecedented num-bers of people calling for a strong climate law and nearly 200,000 spoke to their MP directly - by letters,email, posting a video clip, or in person. ewni: the big ask wins award for best green websiteThe UK's 2008 Green Awards nominated Friends of the Earth's website, www.thebigask.com, as the BestGreen Website. The website invited members of the public to get on board a virtual flight to Parliamentand make it one plane the government could not ignore! By booking a seat on the plane individuals sent amessage to their MP calling on the government to stop ignoring pollution from planes and ships andinclude them in the Climate Change Bill. georgia: ratifies cartagena protocolGeorgia ratified the Cartagena Protocol on Biosafety on 4 November. It's a step in the right direction, butFoE Georgia is calling on the government to develop national biosafety legislation and institutions toimplement that legislation. In the meantime, FoE Georgia continues its GM-free awareness campaign andlot of schools across the country have already been declared GM-free. indonesia: foe accuses roundtable on sustainable palm oil of greenwashWhen palm oil companies met at the Round Table on Sustainable Palm Oil in Bali, WALHI/FoE Indonesiademanded the total cessation of further deforestation and land conversion for palm oil cultivation. FoEIndonesia rejects the industry-dominated RSPO because its principles and criteria 'sustain' the expansionof huge palm oil plantations, by certifying individual plantations instead of assessing companies' overallproduction. The RSPO thus allows companies to maintain a green and responsible image, even if theycontinue destroying forests and affecting local communities.

ireland: challenging fighting hunger conferenceNGOs called on Kofi Annan, the former UN Secretary General, and Mary Robinson, the former Presidentof Ireland and UN High Commissioner for Human Rights, to oppose GM crops which are being touted asnecessary to feed the growing population of the world's developing countries at the Fighting HungerConference which took place as part of World Food Day. FoE, the African Centre for Biosafety,Greenpeace International and GM-free Ireland said patented GM crops are part of the unsustainableindustrial agribusiness model that makes farmers more reliant on Monsanto and other giant agri-biotechcompanies, which force them to buy GM seeds along with the chemicals to make them work. netherlands: foe groups make history filing law suit against shell in netherlandsMilieudefensie/FoE Netherlands, ERA/FoE Nigeria and four Nigerian citizens filed a unique lawsuit againstAnglo-Dutch oil giant Shell on 7 November. For the first time in history Shell's international headquarterswill have to appear in court to respond to charges of causing environmental damage abroad. The plaintiffsare fishermen and peasants from the Niger Delta area, who have been affected by the oil spills caused byShell's activities. netherlands: rotterdam forest cleared for soy Camila Moreno from Terra de Direitos, Brazil and Anne van Schaik from Milieudefensie/FoE Netherlandsled a protest against plans to clear-cut the Kralingen Forest near Rotterdam harbour, to make way for soyproduction for biofuels. A billboard with an artist's impression of the future soy plantation was revealed,and the impacts of land-grabbing for food and biofuels in both Brazil and European countries wasexposed. Biofuels production projects are also planned in the Dutch Hoge Veluwe National Park and theBlack Forest in Germany. nigeria: reaching out to schools to talk about biofuelsERA/FoE Nigeria and the Committee On Vital Environmental Resources (COVER) organized a workshopon biofuels for children in primary schools and the coordinators of primary and secondary schools in BeninCity on 13 November. The theme of the Workshop was 'Fossil fuels versus Biofuels: Building Knowledgeand Promoting a better Future.' It drew over 100 participants, including 70 children from seven primaryschools, primary and secondary school teachers, media representatives and civil society organizations.Together they considered the risks of the recent plunge into agrofuels production and its impacts on food

palestine: water and wastewater crisis unfolding in the gaza stripPENGON/FoE Palestine fears that the health and environmental consequences of the looming water andwastewater crisis in the Gaza Strip will be severe. Palestine's citizens use only one sixth of the water thattheir neighbors in Israel do, and rely heavily on the area's 155 water wells. But these are either out ofaction or not functioning properly because of power cuts and a lack of spare parts for pumps and genera-tors. The Gaza Strip has also run out of chlorine to disinfect drinking water, and environmental and healthdisasters seem imminent. A lack of fuel means that wastewater treatment plants have been closed and 77million liters of untreated wastewater is being pumped into the sea every day. philippines: helping communities claim their landsLRC-KSK/FoE Philippines is supporting the Taboli-Manobo S'dat Claimants Organization (TAMASCO) andneighboring communities who applied for a Certificate of Ancestral Domain Title in late 2006. The commu-nities are re-establishing their claim to at least 6,000 hectares of lands, more and more of which is beingplanted with coffee by Silvicultural Industries, Inc. Coal mining also poses problems. The communities arenow working with FoE Philippines and others to document their cultural practices, especially their respectfor forests. philippines: scarecrow action to scare off mining companyWomen, men and children helped members of Anislagan Bantay Kalikasan Task Force erect a 5m highscarecrow, as a symbol of their continued staunch opposition to the mining companies that threaten theirfarms. Anislagan is an agricultural community of about 2,000 individuals, and the local town of Placer isalso dependent on clean water from the area. Kalayaan Copper Gold Resources (KCGR), which is a jointventure of Anglo-American Corporation, the world's second largest mining company, and the ManilaMining Corporation (MMC), was issued an exploration permit in March even though there has been noendorsement from the local barangay council and no consultation with the community. uruguay: ence denounced for false advertisingREDES/FoE Uruguay submitted an appeal to Uruguay's Ministry of Economy and Finance to investigatewhether or not the Spanish company ENCE was guilty of false advertising when it advertised itself as pre-serving native forest, palm trees, and riverside and gallery forests. A few months after the advertappeared, the Ministry of Livestock, Agriculture and Fisheries (MGAP) announced the temporary suspen-sion of all ENCE proceedings before the Forest Direction, due to evidence of illegal logging carried out bythe company in approximately 80 ha of native forest in Paysandú Department. This is the first time an African has been elected to chair the federation in its 40-year history. In aspeech after the election, Nnimmo paid tribute to Meena Raman, the last chairperson of FoEI, describing her four-year term as an exemplary one that provided excellent work and leadership to all member groups of the federation.Nnimmo promised prompt actions to mobilize and resist any form of environmental injustice in any part of theworld. new report: forest carbon trading exposedFoEI's climate change campaign has launched a new report on the risks of forest carbon trading. 'REDD Myths', isa comprehensive critique of a new mechanism - known as REDD - to reduce emissions from deforestation anddegradation in developing countries. REDD is being negotiated in the United Nations Framework Convention onClimate Change (UNFCCC), and is scheduled to become a part of the post-2012 agreement that nations pledgedto reach in Copenhagen in 2009.
