Lower Bari Doab Canal Improvement Project

EXECUTIVE SUMMARY

1. The Lower Bari Doab Canal Improvement Project (LBDCIP) involves rehabilitation of

Lower Bari Doab Canal and its Distributary System. The LBDC originates from River

Ravi at Balloki Barrage about 75 km south west of Lahore. Its total length is 201 km.

2. The Project Management Unit (PMU) of LBDCIP has overall responsibility for project

implementation and financing of all resettlement tasks and cross-agency coordination.

The specific institutional arrangements are made in accordance with mechanism

provided in Resettlement Plans to carry out specific LAR activities.

3. The Main Canal is further divided into three separate contract packages to facilitate the

implementation process under the financial facility. The first package (ICB-01 Main

Canal) is from RD 000+500 to RD 227+000, second package ICB-02 (Main Canal)

starts from RD 227+000 and terminates at RD 527+000, third package (ICB-03 Main

Canal) starts from RD 527+000 and terminates at RD 661+000.

4. The ICB-04 contains all distributaries and minors off taking from the reach of

ICB-01 (main canal). It has 84 distributaries and minors. The ICB-04 falls into three

irrigation divisions, namely Balloki, Okara and Sahiwal .Total CCA of this package is

483662 acres. There are 1122 outlets irrigating the command area. Revised SRP for ICB-

04 was approved by ADB on 26.07.2012. Contractor is asked to provide its work plan

and shop drawing of the diversions to finalize the land falling in diversions and to

conduct joint real time impact assessment.

5. The ICB-05 sub-project mainly comprised of distributaries and minors off taking from

the reach of ICB-02 LBDC main canal. It has 85 distributaries and minors. The ICB-05

falls into Sahiwal Irrigation Division. Total CCA of this package is 610738 acres. There

are 1003 outlets irrigating the command area. Revised SRP for ICB-05 was approved by

ADB on 03.04.2013. SRP is under implementation. Contractor is asked to submit work

plan to finalize the area of land falling in diversions and approved shop drawings.

6. The ICB-06 has 2 parts; ICB 06 A comprises the distribution system of Khanewal

Irrigation Division excluding 10-R branch canal and its distribution system. SRP for ICB

06 (A) was approved by ADB on 30.03.2013. Contract award is under process. ICB 06-B

comprises 10-R branch canal of Khanewal Irrigation Division. The ICB-06 (B) comprises

the distribution system of 10-R branch canal and its distribution system of Khanewal

Irrigation Division. SRP for ICB 06 (B) was approved by ADB on 30.03.2013. Contract

award is under process.

7. This Internal Monitoring Report (IMR) is till June 2013. IMR has been prepared for

providing detail about implementation of Resettlement Plans of all on-going sub-projects

of LBDCIP i.e.; NCB-01, NCB-02, ICB-01, ICB-02, ICB-03, ICB-04, ICB-05, ICB-06

(A) and (B) & BB ICB-Balloki (component-1& 2). The status of implementation of

Resettlement Plans is provided in the table below:

1 INTRODUCTION

1. The civil work of the sub-project Jandraka LBDC NCB-01 is in progress. The

assessment of sub-project impact on structures of remaining 14 APs has been jointly

conducted by representatives of contractor, Project Implementation Unit (PIU), Design &

Construction Supervision Consultants (DCSC) and Land Acquisition and Resettlement

Unit (LARU). It is found out that 06 APs will not be impacted due to project activity. The

copy of impact assessment is placed at Annex-01. The Rs.0.810 million has been paid to

actually affected APs 89 out of 95 APs for compensating project impact. The LARU has

assisting these APs to get CNIC and acquisition of land documents.

2. The civil work on sub-project NCB-02 15-L Distributary System is in progress. The

assessment of sub-project impact on structures of remaining 12 APs has been jointly

conducted by the representatives of contractor, PIU, DCSC and LARU. The copy of

impact assessment is placed at Annex-02. An amount of Rs.1.209 Million has been paid

to all the actually affected APs 53 out of 65 APs falling in various categories.

3. The third sub-project is LBDC Main Canal (ICB-01). The civil work is in progress for

construction of diversion channels. The APs whose land has been temporarily occupied

under section-35 of LAA, 1894 have already been paid. The assessment of sub-project

impact on structures of APs listed in SRP has been jointly conducted by the Support

Resettlement Expert, Deputy Director (CR), Deputy Director (SG) and Deputy Director

(PIU). Out of 28 APs, only 02 have been identified to be impacted due to project activity.

The copy of impact assessment is added as Annex-03. The actually affected APs 29 out

of 55APs have been paid in this sub-project. An amount of Rs.5.333 Million has been

disbursed in this regard. Addendum to Short Resettlement Plan LBDC Main Canal (ICB

01) has been sent to ADB for approval dated 20.06.2013

4. The forth sub-project is LBDC Main Canal ICB-02. The civil work is in progress on

diversion channels, all the APs whose land has been temporarily occupied under section-

35 of LAA, 1894 for construction of diversion channels have already been paid. The

assessment of sub-project impact on structures of APs listed in the SRP has been jointly

conducted by representatives of contractor, PIU, DCSC, LARU. The 43 out of 59 APs

have been identified to be impacted due to project activity. The copy of impact

assessment is placed at Annex-04. An amount of Rs.2.955 million has been disbursed to

33 out of 59 identified APs. The implementation of SRP of ICB-02 synchronized with

civil work activity is in progress. The remaining 22 APs will be paid before mobilization

of contractor at their respective reaches so that encroachers located in the area may not

take advantage of gap between payment to APs and start of civil work and moved to the

Corridor of Impact (CoI).

5. The fifth sub-project is LBDC Main Canal ICB-03. The civil work is in progress on

diversion channels. The diversion channels falls in the land of Punjab Irrigation

Department (PID) therefore temporary occupation of land is not involved in this sub-

project. The assessment of impact of sub-project on structures of 11 APs listed in the SRP

has been jointly conducted by the representatives of contractor, PIU, DCSC, LARU. It

was found out that only 05 APs will be impacted due to project activity. Out of these, 04

APs have already been paid and an amount of Rs.0.208 million has been disbursed. The

copy of impact assessment is placed at Annex-05. The remaining 01 APs with the

assistance of LARU is in the process of obtaining CNIC. External Monitor pointed out in

the 3rd

External Monitoring Report, a structure which is likely to be impacted but missing

in the inventory of SRP for ICB-03. A meeting of GRC was held on this issue. It was

found out that it is an abandoned structure with no one living in it. Moreover this

structure is not being impacted by the project activities.

6. The sixth sub-project is BB/ICB-01. All 12 APs of this sub-project have been paid and an

amount of Rs.1.746 Million has been disbursed. Baloki Barrage Component 2 is under

process in Revenue Department for Section 5 of LAA 1894.

7. The contract for seventh sub-project ICB-04 is awarded. Revised SRP for ICB-04 was

approved by ADB on 26.07.2012. Contractor is asked to provide its work plan and shop

drawing of the diversions to finalize the land falling in diversions and to conduct joint

real time impact assessment. Copy of the Letter is Annex-20.

8. The eighth sub-project ICB-05 was approved by ADB on 03.04.2013. SRP is under

implementation and will be synchronized with the civil work activities as it has very long

distribution network and full implementation of SRP at once is not possible in this sub-

project.

9. The ninth sub-project is ICB-06 (A). ICB 06 was divided into two parts as ICB-06 (A)

and (B). SRP for the ICB-06 (A) was approved by ADB on 30.03.2013. Contract award

is under process. SRP will be implemented soon after the completion of contract award.

10. The tenth sub-project is ICB-06 (B). SRP for the ICB-06 (B) was approved by ADB on

03.04.2013. Contract award is under process. SRP will be implemented soon after the

completion of contract award.

11. The Grievance Redressal Committees (GRCs) have been notified separately on all the

sub-projects and are operational (Annex 8-12).

11 COMMUNITY STRUCTURES

24. The community structures carry significance importance for the public. The LARU is,

therefore, trying its level best to diligently avoid project impacts to these structures. In

this regard LARU is working closely with DCSC, PIU and relevant Contractor. However,

till date no community structures has not been removed or damaged.

25. If any of the community structures will come under the project impact, then the

replacements for these community structures will be built at same or nearby locations

already identified by the local community. The structures will be constructed through the

management committees consisting of community representatives. Such committees have

already been formed at various locations. The notification of a management committee is

placed at Annex-6 and consent for relocation of Madrissa by respective Management

Committee is Annex- 07.

12 IMPACT ASSESSMENT OF STRUCTURE APs

26. The Corridor of Impact (CoI) was assumed as the area to be affected based on the

engineering/technical requirements of design at the design stage of the canal. In an effort

to reduce resettlement impacts on APs to the possible extent and reduce financial burden

on exchequer, a real time impact assessment study was conducted before mobilization of

the contractor at particular sites in light of contractor’s work plan. The copies of Impact

Assessments are placed at Annex-1 to 5.

27. These assessments were conducted by Resettlement Expert, Design Consultants, Resident

Engineer Supervision Consultants, Contractor’s Representative, Deputy Director Project

Implementation Unit, Deputy Director Community Relations PMU and Deputy Director

Social Safeguard PMU. Presence of Resident Engineer Supervision Consultant, Deputy

Director Project Implementation Unit and Contractor in the team ensured that APs to be

impacted are identified accurately. Findings of this assessment have already been shared

with ADB in External Monitoring Report.

13 GRIEVANCE REDRESSAL

28. In order to provide assistance to APs for redressal of their grievances, number of

Grievance Redress Committees (GRC) have been notified and are operational on all

ongoing sub-projects. The Deputy Director (Community Relations) PMU is the focal

person and responsible for co-ordination between members of the committee and

complainant, maintain record of meeting convened and decisions arrived in all such

meetings. Deputy Director Social Safeguard, Deputy Director Concerned Project

Implementation Unit are the members of GRCs. The Affected Persons (APs) representing

all the relevant canal reaches of a sub-project area are also members of GRCs.

Notifications of GRC are Annex-08 to 12.

29. The meetings of the GRCs are being held on monthly basis and minutes are being

recorded regularly. Due to smooth implementation of the project, no major issues have

been brought to agenda of the GRC by the APs. The discussions generally involve minor

issues. Minutes of meeting and Attendance sheets are Annexed 13 to 19.

04 Muhammad Nawaz 104 K Plot The AP was squatter and has moved from the area to an unknown location. Efforts were made to locate him but could not find.

05 M. Hanif 162 Renala

The APs falling from Sr. No. 05 to 26 in this reach, previously identified by DCSC in the designated COI for SRP of ICB 01, do not qualify for compensation as now according to the final design and tender documents (Annex-9), this particular reach that start from RD 160+000 to 164+000 do not fall in the engineering scope of work of LBDCIP. It, therefore, confirms that no civil work activity is required under ICB 01 by LBDCIP.
