    December 19^5 ' It provides quantitative dataon lend-lease transactions aggregating morethan $2^,000,000,000 and supplements the material presented in the lend-lease historiesthat have "been prepared "by War Department a

    gencie3.The report covers "both dollar values andphysical quantities of material made available to other governments fo r the purpose of

    defeating the Axis powers. It includes activities of the Army Air Forces, the ArmyService Forces and overseas theatres..! Thereport has been prepared to serve informationpurposes of the War Department; it is not anofficial statement of the items transferredto any foreign government, the bills renderedto them, or of amounts debited to their accounts .

    Allfigures in this report are subjectto later revision as progress is made in determining complete and final lend-lease data.It is believed that the greatest changes willoccur in the dollar values fo r theatre trans"fers from Army stocks and fo r returns oflend-lease articles by foreign governments.LEND-LEASE

    Lend-lease was a mechanism establishedby the Act of Congress of 11 March 19^1 bywhich agencies of the United States Government furnished munitions and other suppliesto foreign governments in order to promotethe defense of the United States, generallywithout the payment of cash. Any countrywhose defense the President found vital tothe defense of the United States was eligiblefo r lend-lease supplies. The term "lendlease" also has been used to denote the munitions and other supplies that were furnishedas well as the mechanism through which theywere supplied.ADMINISTRATIVE AGENCIES

    The Lend-Lease Act permitted the President to authorize the Secretary of War, theSecretary of the Navy or the head of any other government agency or department to procure defense articles and sell, lease or lendthem to the government of countries whose defense the President deemed vital to the defense of the United States.*] Provisions ofthe Act were administered under the personaldirection of the President until 2 May 19^1.At that time the Division of Defense Aid Reports was organized in the Executive Officeof the President to supervise the lend-leaseprogram.* Public Law 11, 77th Congress, Section 9,which was known as the Lend-Lease Act.

    Duties of the new central agency included maintenance of records and summary accountsnecessary fo r administrative and financialcontrol, preparation of reports necessary tokeep the President informed cf progress ofthe program, and assistance in the preparation of reports of the President to the Congress concerning lend-lease operations.

    The Division of Defense Aid Reports wasreplaced by the Office of Lend-Leaso Administration which supervised the program from28 October 19^1 to 25 September 19^3 whenthis function was transferred to the ForeignEconomic Administration. On 27 September 19^5the Foreign Economic Administration was abolished as a separate agency and its functionswere transferred to the State Departmentwhere they were administered by the ForeignLiquidation Commissioner. For convenience,the central lend-lease agency has usuallybeen referred to in this report as the Foreign Economic Administration or FE A andstatements pertaining to this agency are in tended to pertain to the agencies which preceded or superseded it, when appropriate.

    Most of the detailed operations underthe Lend-Lease Act were performed by the WarDepartment and other federal agencies responsible fo r procurement of items uaed by theUnited States directly in the prosecution ofthe war. In general the War Department supplied items of the type it normally procuredfo r the Army; the Navy Department suppliednaval vessels and other items normally procured fo r the Navy; the Department of Agriculture supplied foodstuffs; and agenciessuch as the Treasury Department, War ShippingAdministration and the Maritime Commissionsupplied other types of goods and services inwhich they had primary interest.WAR DEPARTMENT FUNCTIONS

    The War Department's responsibilitiesincluded approval of requirements as well asthe procurement of lend-lease ground and airmaterial fo r the armed forces of lend-leasenations. It aiso implemented the allocationof this material to United States Forces andthose of other United Nations in accordancewith policies of the Munitions AssignmentsBoard and the Combined Chiefs of Staff.

    The War Department also acted as agentof the FEA for the procurement of certainnon-munition items. This arrangement wasused to supply items fo r which the War Department had procui .iiiont authority, but whichwere no t primarily military in character.Technically the War Department transferredthese items to FEA which in turn transferredthem to the recipient ccountry. Tabulationsin this report include War Department procurement as agent fo r FEA amounting to about 0.5percent of total War Department lend-leaseprocurement.

    As soon as the United States was attacked at Pearl Harbor, munitions produced "by American industry were urgently needed "by ourown forces as well as "by tlie forces of ourAllies. On 26 January 19^2 the President .ofthe United States and the Prime Minister ofGreat Britain issued a joint declarationwhich stated that :"(l) The entire munitions resources ofGreat Britain and the United States willbe deemed to be in a common pool aboutwhich the fullest information will beinterchanged; (2) committees will beformed in Washington and London underthe Combined Chiefs of Staff in a mannersimilar to the Southwest Pacific Agreement. These committees will advise onall assignments both in quantity and priority whether to Great Britain! and theUnited States or other United Nations in"accordance with strategic needs .This declaration created Munitions Assignments Boards in Washington and in Londonfo r the purpose of assigning finished muni

    tions in accordance with policies of the Combined Chiefs of Staff. Most of 'the membersof the boards were Army and Naval Officers ofthe two countries. Subsequently boards wereestablished in Canada, Australia, and Indiato assign the munitions produced by thosecountries. The Communications Radar Assignments Coordinating Committee was establishedto assign radar and communications equipmentused by two or more Arms of the Service.

    Proposed assignments of items procuredby Army Service Forces were generally determined by the Munitions Assignments Committee(Ground) of which the Director of the International Division, Headquarters, Army ServiceForces*, was Chairman. The Munitions Assignments Committee (Air) was established fo r theassignment of items normally procured by theArmy A ir Forces. The Navy had a similar committee designated as the Munitions Assignments Committee (Navy) .LEND-LEASE FINANCING

    Congress implemented the provisions ofthe Lend-Lease Act shortly after itwas passedby appropriating funds to the President fo rlend-lease purposes. These funds, which weresupplemented from time to time, were administered by the Foreign Economic Administration,acting fo r the President.* Upon reorganization of the War Departmenton 9 March 19^2, the International Divis

    originallyion, ASF, inherited functionsperformed by Defense AidDivision of theOffice of the Under Secretary of War. TheTnternational Division was renamed the In -national Branch on 11 March 19^6.

    Foreign governments wishing to obtainlend-lease assistance from the United Stateswere required to file requests with the FEAstating what items were needed and fo r whatpurpose. The FEA passed upon the proprietyof the request and if it was considered favorably, determined which agency of the government should procure the articles, renderthe service, supply the information or provide the facilities. The request was thenforwarded to the appropriate agency which analyzed it and returned it to FEA recommendingapproval or disapproval. If approved, fundswere allocated from the Presidential appropriations to the appropriate procuring agencyand FEA sent the request to that agency with'instructions to procure and authority totransfer to the requesting nation.

    Prior to Pearl Harbor, lend-lease appropriations to the President were the only fundsavailable fo r the program except that theLend-Lease Act expressly authorized transferstotaling $1,300,000,000 of defense articleswhich had already been procured from fundsappropriated prior to the passage of the Act.

    Soon after the United States entered thewar the procurement of lend-lease materialwas integrated with the procurement programsof the War and Navy Departments. Direct appropriations to the War and Navy Departmentsafter Pearl Harbor, were made large enough toinclude the articles or services programmedby these agencies fo r lend-lease countries.These appropriation acts contained provisions that articles and services, up to specified amounts aggregating $32,170,000,000,could be made available to foreign governmentsunder the authority of the Lend-Lease Act.

    'The new method of appropriating fundsfor lend-lease purposes greatly simplifiedthe task of recording lend-lease transactionsin the War Department. It eliminated thenecessity of maintaining separate fund andproperty accounts for each of the many stagesof procurement prior to the shipment of anarticle from a depot or facility for transferto a foreign government. Under the new pro.cedure it generally was not necessary to r dentify lend-lease articles as such untilthey were shipped from a depot or facility.As a matter of fact, the recipient of an in dividual item such as a tank usually was notfinally designated until after manufacturewas completed.

    The net amount allocated to the War Department from appropriations to the Presidentfor lend-lease purposes as of 31 December19^5 totaled approximately $5,317,000,000 against which obligations amounting to about$5,256,000,000 had been incurred. The unobligated balance as of that date was about$61,000,000. The War Department lend-leasefigures shown in this report include activities financed with both appropriations to the

    The FEA was made the central office ofrecord fo r lend-lease activities and wascharged with the responsibility of preparinginformation for the President to report tothe Congress as prescribed "by Section 5 (^)of the Lend-Lease Act. Allof the procuringagencies were required to report their lend-lease activities to the FEA. The FEA inturn was responsible fo r maintaining the official accounting with foreign governments,determining the terms and conditions underwhich transfers were effected, as well as preparing bills and arranging for collectionsthereon where appropriate.Immediately after the passage of the

    Lend-Lease Act, the General Accounting Officeand the Treasury Department were requested bythe Director of the Bureau of the Budget todesignate representatives to serve on a com mittee with representatives of the Bureau ofthe Budget to develop a system of accountingfo r lend-lease operations. This committeewas composed of accountants and it consideredonly the accounting aspects of the program.

    The committee prepared a basic reportingmanual which was issued 2 May 19^1 by the Division of Defense Aid Reports as "Instructions fo r the Preparation of Financial Reports by Agencies Receiving Allocations Underthe Defense Aid Supplemental AppropriationAct 1941" (DDA series). Many of the reportforms required of procuring agencies by thisdirective remained in use through December19^5 and they have served as the source ofthe financial data presented on the pagesthat follow.

    The committee also developed a basicplan of general ledger accounts and, afterconsultation with the reporting agencies,prepared a standard purpose classificationcode fo r recording and reporting lend-leasegoods and services.

    The financial reports which the War Department was instructed to submit to FEA gaveno information as to the quantity of specificitems furnished under lend-lease. The WarDepartment, however, maintained detailed records of the numbers of items which it ship

    ped from depots and facilities in the UnitedStates under the lend-lease program. Detailedfigures fo r ground items were recorded fo rcontrol purposes by the International Branch,Headquarters, ASF and data- fo r air items wererecorded "by the Army Air Forces.

    Quantitative data fo r principal lend-lease ground items were reported monthly inSection 2-G of the Army Service Forces Monthly Progress Report, entitled "InternationalAid". The last issue of this report was dated September 19^-5 More detailed figures fo rground items are presented in reports fo r in dividual lend-lease countries such as the"Lend-Lease Transfers (Brazil) Report" issued "by the International Division, Headquarters, ASF, 5 February 19^6.CONTENT AND COVERAGE OF THIS STUDYThis study covers dollar values of Wa rDepartment lend-lease transactions and quan

    tities of selected major items shipped fromthe United States under the Lend-Lease Act asof 31 December 19^5* Sources and technicalexplanations of figures shown in this reportappear in Appendix A.

    Part I,DOLLAR VALUES, presents information concerning the cost to the Wa r Department of direct shipments to foreign governments, shipments consigned to commanding generals of oversea theatres and of theatretransfers from Army stocks. This part of thereport also summarizes the value of lend-lease production facilities completed in theUnited States, commanding general shipmentsdiverted overseas to U.S. use, and lend-leasearticles returned to the United States Government .

    Part 11, ITEMS SHIPPED, presents dataon the physical quantities of selected majoritems which the Army Air Forces and the ArmyService Forces shipped to foreign governmentsdirectly and the quantities which these agencies consigned to commanding generals ofoversea theatres fo r transfer to foreign governments. The items covered represent about68 percent of total shipments fo r these purposes. They do 'not include transfers made byoversea commanders from Army stocks and theyhave not been adjusted fo r repossessions inthe United States, fo r diversions after ex port, or fo r items returned to the UnitedStates .

    The total cost of lend -lease goods and services furnished "by the War Department wasapproximately $2^,000,000,000 according to reports prepared -by the Office of the Chief of Finance through 31 December 19*4-5. This was about half of the total cost of the assistance thatthe United States furnished Allied nations under the terms of the Lend -Lease Act of 11 March19^1*.

    The lend-lease dollar value figures presented in this report are subject to revision. Audits of lend-lease records had not been completed on 31 December 19^5 and the amountsreported through that date do not include relatively small 19^6 transactions or certain earlier transactions fo r which basic documents were recorded infinance offices after the 31 December reports were completed. An explanation of the technical content and sources of figurespresented in this report is given in Appendix A.

    War Department lend-lease costs were reported under four major categories each ofwhich represented a different type of lend-lease transaction. Direct shipments were made toforeign governments from United States depots and other facilities; other shipments were con signed to commanding generals of oversea theatres fo r transfer to designated countries;transfers were made to foreign governments from Army stocks by theatre commanders and newproduction facilities were completed in the United States fo r the manufacture of lend-leasearticles.Direct lend-lease shipments from depots and other facilities in the United Statesaccounted for about 80 percent of the total dollar value reported for the War Department. Theforeign governments received such shipments at United States ports of embarkation and transported them overseas by ships available to them.Lend-lease shipments were consigned to commanding generals of United States ArmyForces in overseas theatres fo r transfer to countries that did not have adequate ocean transportation facilities at their disposal. A large part of the supplies transferred to China

    Commanding general shipments amounted to about k percent of the total dollar valueof all War Department lend-lease activities reported through 31 December 19^5* Some of theseshipments, however, were diverted or retained in overseas theatres fo r use of United StatesForces as explained below.Commanders of oversea organizations transferred articles from Army stocks and furnished services to foreign governments which amounted to $3,200,000,000 or about 13 percentof the total dollar value of War Department lend-lease activities reported through 31 December 19^5. Such theatre transfers were authorized to be made under special circumstances orto meet emergency conditions. Most of them were made in areas where troops of other alliednations operated in close coordination with United States commanders.China and the French Forces received approximately 70 percent of the total dollarvalue reported fo r theatre transfers through 31 December 19^5. The British Empire receivedabout 26 percent of the total reported.Facilities and equipment for use in the manufacture or production of defense arti cles in the United States were financed by War Department Defense Aid funds to the extent of$550,000,000. These facilities, which were urgently needed in I9M and in the early monthsof the war, included land and buildings as well as machinery and equipment.

    DIVERSIONS AND RETURNSOversea theatre commanders diverted fo r the use of United States Forces certainlend-lease shipments consigned to them for transfer to foreign governments. The value ofdiverted shipments reported through 31 December 19*4-5 was approximately $227,000,000 (Table 2).This is equivalent to 22 percent of the value of all commanding general shipments or about 1percent of total value of direct and commanding general shipments combined.Foreign governments returned some of the lend-lease articles that they had receivedfrom the United States to theatre commanders of United States forces. Part of the returneditems was requested by theatre commanders fo r United States use but most of the returns weremade voluntarily by the foreign governments. A majority of the voluntary returns were madeafter V-J Day and returns of this type are expected to increase materially in19^6.Overseas returns of lend-lease articles reported through 31 December 19^5 had- a to

    tal procurement value of nearly $175,000,000 and a return value of $96,000,0.00. Return valuewas computed according to several valuation formulas which took into consideration the con dition of the articles and other pertinent factors.6

    PROCURING SERVICESThe total value of War Department lend-lease shipments, theatre transfers and pro

    duction facilities whioh amounted to $24,100,000,000 is shown by procuring service in Table 3.Army Air Forces procurement amounted to roughly $7,100,000,000 or 29 percent of the total andArmy Service Forces procurement amounted to $16,100,000,000 or 67 percent. Miscellaneouslend-lease services and expenses that were reported by theatre commanders bu t not identifiedby original procuring agency accounted fo r the remaining $900,000,000.The total fo r Army Air Forces includes aircraft and aeronautical material transferred by theatre commanders to foreign governments from Army stocks, amounting to

    $400,000,000. The total fo r Army Service Forces likewise includes $1,800,000,000 fo r theatretransfers of items such as tanks and trucks that were normally procured by Army Service Forcesservices. The theatres did no t report the distribution of theatre transfers according tooriginal procuring services; this information was estimated from reported data on types ofitems transferred.7

    The reported value of shipments increased sharply during 19^2 and reached a maximum of $2,100,000,000 for the period July through September 1943. A high level of shipmentswas maintained from July 19^3 > when Sicily was invaded until June 19^4, the month of the in vasion of Normandy. iAs more and more United States troops were sent overseas and the enemy was forcedto retreat the value of lend- lease shipments declined. The value reported fo r the quartercontaining V-J l>ay was scarcely half as large as the value fo r the quarter in which theNormandy invasion occured. The decline continued through the date of the Japanese surrender.Shipments shown in Table h fo r the last six months of19^5 cover amounts made available after V-J Day (2 September 19^5) and reported "by the end of the year.

    Aircraft and aeronautical materiel, tanks and other vehicles accounted fo r morethan one -half of the total dollar value of allWar Department lend-lease shipments and theatre transfers reported fo r the period through 31 December 19^5. Aircraft and aeronauticalmateriel alone accounted for about 28.5 percent of the total value. Tanks, trucks and othervehicles accounted fo r 27 percent of the total.

    Ammunition, artillery, small arms and infantry weapons represented 17 percent ofthe War Department total. An additional 16.5 percent consisted of other military articlesincluding quartermaster, medical, signal, chemical -warfare, engineer and railway equipmentsupplies and materials.Machine tools and production equipment shipped overseas accounted for about 3*5percent of the total. Approximately 2.5 percent consisted of agricultural and industrialcommodities. Most of the commodities reported in this category were non-military items forwhich the War Department had procurement responsibility. Miscellaneous services and expensesaccounted for the remaining 5 percent of the shipments and transfers.The dollar value of major lend-lease items shipped or transferred "by the War Department are shown in Chart 5 which was prepared from figures shown in Table 5The figures shown in Table 5 under the heading of "Quartermaster", "Signal", etc.do not agree with amounts procured and shipped "by those services which are shown in Table 3.Table 5 distributes total dollar values according to purpose classifications designated by theForeign Economic Administration. This classification did not coincide exactly with procurement responsibility. Some items procured by the Quartermaster Corps, were reported under the"Agriculture and Industrial Commodities" purpose classification. The technical services,moreover shipped some items which they did not normally procure. The composition of purposeclassification groups and other basic facts concerning these figures are discussed inAppendix A.Petroleum and coal together as reported by the War Department amounted to about

    $200 ,000,000, 0r less than 1percent of all War Department lend-lease shipments and theatre transfers. Nearly all of the petroleum products transferred under lend-lease procedures wereprocured by the Navy Department.The War Department participated in petroleum activities through its representativesthat served on the Army-Navy Petroleum Board. Army Officers participated in the solution ofthe complex problems of petroleum supply by serving with the Army-Navy Petroleum Boardwhich was established to effect close coordination between the Services on allmatters relating to petroleum products. Total lend-lease transfers of petroleum products through 30 September 19^5 including the "KP amount supplied by the War$2,300,000,000 according to the "Twenty-First Report to Congress Department were valued aton Lend-Lease Operations",dated 31 January 19^6.

    Trends For Major Commodity Gro

    Dollar values for major categories of lend-lease shipments are shown by six monthperiods In Table 6. Figures for nearly all groups rose sharply during the early periods ofthe war, continued at a high level for a time and then declined after V-E Day.During the course of the period under review, .however, relative values reported forcertain groups differed considerably from the parabolic pattern shown inChart k for allitems combined. Ammunition, weapons and combat vehicles accounted for a much smaller percentage of the total value at the end of the war than in19^1, 19^2 and 19^3. Non-combatvehicles, railway materiel and certain other item groups increased in relative importance towards the end of the war period.Values for individual groups are shown as percentages of total values of allWarDepartment shipments inChart 6. Theatre transfers which amounted to about ih percent of reported shipments and transfers are not Included in this chart or in Table 6 because of largevariations between amounts reported for given periods according to required directives andamounts actually transferred during these periods. The data shown in the chart and table aresubject to the qualifications Btated inAppendix A and in the section on trends for all itemscombined.
