MILITARY CURTAIL THE USE OF ANIMALS IN MEDICAL TRAININGThe Pentagon has halted the use of live animals in a variety of medical training programmes, putting it on a path to join the civilian medical community and most of the Western militaries, which have already banned such practices.

The military has been instructed instead to use substitutes, such as a realistic human dummy developed by a research team from Boston. Such training is designed to teach medical personnel how to administer anaesthesia, resuscitate an unconscious person, and practice other life-saving procedures.

The new policy, laid out in a memorandum from the Pentagon’s top health official came into effect on 1st January 2015. To date it marks the most significant effort to reduce the number of animals that have been mistreated in military laboratories and on training bases - from the poisoning of monkeys in order to study the effects of chemical warfare agents, to forcing tubes down live cats’ and ferrets’ throats as part of paediatric care training for military medical personnel.

This is the first time that a major shift away from animal use has been dictated across the entire Department of Defence.

Yet the steps stop short of ending all animal testing by the military. The armed forces will still be allowed to replicate battlefield trauma by shooting and blowing up goats, pigs, and other animals to gauge the impact of particular types of weapons.

It is estimated that the American military uses at least 8,500 animals every year in its combat trauma training courses.

The restrictions on other forms of animal testing bring the military more in line with the civilian medical community, in which an estimated 98% of training programmes and medical schools in America no longer use animals.

It also more closely aligns the Pentagon with most of its NATO allies - 22 of 28 - which have prohibited the use of animals in medical training, most recently Poland.

The IAAPEA expects that the number of animals killed and tortured by the American military will be reduced by thousands.

Secretary of Defence, Chuck Hagel, said the changes are designed to ensure the military is applying its “best practices” and vowed that the Pentagon will be working to identify additional ways it can phase out other testing of live animal subjects.

The policy changes were welcomed by medical professionals, who say that new training tools are more effective than practicing on animals.

“They don’t behave exactly like people behave under those circumstances,” said Dr. John Pawlowski, assistant professor at Harvard Medical School and Co-director of the Shapiro Simulation and Skills Center at Beth Israel Deaconess Medical Center. “That is why I like the simulation, especially the simulations based on fundamental human physiology.”

Education plays a very important part of the International Association Against Painful Experiments on Animal’s work and during the last 12 months a record number of students, universities, colleges and medical schools have requested information and photographs from the IAAPEA.

Among the many media organisations who contacted us were Viacom, the world’s sixth largest broadcasting company. They were planning a children’s educational news programme on animal testing for American TV.

Their award winning TV show ‘Nick News’ is now in its 20th year and is the longest running news show for children in television history. It built its reputation on the

respectful and direct way it speaks to children about the important issues of the day. Over the years, ‘Nick News’ has received more than 20 Emmy nominations and recently won its 9th Emmy Award for the Outstanding Children’s Non-fiction Programme.

It is one of the most consistently watched news shows on TV. A special programme was devoted to animal testing which included information from the IAAPEA and photo images from Brian Gunn.

As a result, millions of American schoolchildren are now aware of the cruelty involved with animal experimentation.

A Government funded opinion poll by Mori in 2014 shows that the British public are increasingly opposed to experiments on animals.

Support for tests on animals is at its lowest for more than a decade.According to the latest figures:

• 32% of Britons object to the use of animals in experiments.

• 31% have little or no faith in the regulatory system

that governs animal experimentation.

• 30% do not trust the experimenters to avoid causing unnecessary suffering to the animals.

The search for alternatives is viewed as an important step in the right direction, with 78% of the poll

agreeing with the statement, “There needs to be more research into alternatives to animal research”.

China has removed a controversial animal test requirement for some types of cosmetics.

In September 2014 the China Food and Drug Administration stopped requiring animal tests on so-called ordinary cosmetics, including shampoos and certain skin-care products. Instead, manufacturers can now opt for alternative methods using existing data on ingredient toxicology or tissue culture when they conduct risk assessments.

This new rule does not apply to imported products or any special-use products, including hair dyes and sunblocks.

The International Association Against Painful Experiments on Animals believes that over 250,000 animals a year are used to test cosmetics in China.

China implemented safety supervision of cosmetics in 1990, when it required that all special-use

products be tested on animals for skin and eye irritation before they could be placed on the market.

In February 2012, the China Food and Drug Administration extended mandatory animal testing to ordinary products, effectively shutting a multibillion-dollar market to international manufacturers like The Body Shop and Lush cosmetics, both based in Britain, which were committed to non-animal testing methods.

China has a fast-growing market in cosmetics, importing nearly $1.7 billion in 2013, which is up 10.7% from the year before.

Following the 2012 regulatory change, some foreign companies, like Avon and Estée Lauder, loosened their no-animal testing policy in order to continue selling in China.

Estée Lauder said it was simply heeding the foreign law by paying for animal tests on their products in a

government-mandated laboratory in China.

China is still a long way from ending cruel and painful cosmetic tests on animals.

The new regulation was written with certain caveats (i.e. other technologies need to be available). Erin H. Hill, Vice President for Programme Development at the Institute for In Vitro Sciences said “Since many of these have not been met, it is likely that the C.F.D.A. will continue to conduct their post-market surveillance as they have in the past.”

The national drug safety regulator required provincial food and drug regulators to run sample testing on new products after the manufacturer has filed its toxicology statement. The lack of know-how and the right materials for in vitro testing – procedures using tissues rather than live animals - means some manufacturers will most likely return to animal testing.
