The conference will commence on September 10, 2012, with a unique series of lectures in which Israeli decision - makers and heads of security services will analyze the regional and Israeli security challenges in light of tectonic changes in the Middle East. This "Talking Heads" series will feature former Directors of Mossad and the ISA (Shabak), IDF Chiefs of Staff, Directors of the Intelligence Directorate, National Security Advisors, General Commissioners of Israel’s Police, and Directors of Counter-Terrorism Bureaus. On the evening of September 10, 2012, we will conclude the first day of the conference with a welcoming ceremony and reception.

The conference’s Plenary Session September 11 will feature international keynote presentations from senior officials, decision - makers and leading academics, who will analyze regional and global security challenges. The Plenary Session will provide a backdrop for the in-depth examinations and discussions of the following two days. On the evening of September 11, 2012, we will hold a Memorial Ceremony for the victims of 9/11 and of terrorism worldwide. Following the memorial ceremony, former Israeli Prime Minister Mr. Ehud Olmert will deliver a Keynote Address. The second day of the conference will conclude with an analytical simulation and presentation of lessons learned from crisis negotiation during terrorism events (Toulouse, Mumbai, Beslan), to be conducted by a team from the IDF Crisis Negotiations Unit.

On September 12, 2012, the conference will be devoted to 11 regional workshops that will examine, from different geo-political perspectives, the threats and challenges emerging from current processes and changes in the Muslim world. On the evening of September 12, 2012, we will present the world premiere screening of the documentary, "Suicide Killing – Proliferation: The Path to Darkness", to be followed by a scholarly discussion of the phenomenon of suicide attacks.

The morning of September 13, 2012 will be devoted to 6 special workshops dealing with new trends, challenges, and fundamental issues facing counter-terrorism, including pharma-terrorism, cyber-terrorism, the future of global jihad, illegal immigration and law enforcement, counter-terrorism and international humanitarian law, and Hezbollah’s activity in Latin America.On the afternoon of September 13, 2012, top Israeli and international experts will conduct a simulation, which will analyze and study the emergence of the Sinai Peninsula as a “glocal” terrorism threat, and the security implications of this for Israel and the Middle East.

The presentations throughout the conference will cover four main issues: The Resurgence of Sunni Islamism: The process that began over a year ago, which

has come to be known as the “Arab Spring”, led to the overthrow of traditional regimes and the rise to power of various Sunni Islamist movements (e.g., the Muslim Brotherhood, Salafist movements) in Arab countries in North Africa and the Middle East.

The Quest of Rebellion/Revolution for Democratization in the Arab World: The collapse of the old authoritarian regimes and the devolution of power to the masses has enabled fundamentalist movements and hybrid terrorist organizations to exploit the opening of a “window of political competition”, in general, and democratic elections, in particular, to gain power and legitimacy.

Instability and the Crisis of Statehood: The Islamist revolutions in the countries of the Arab Spring have led to a crisis of legitimacy in states in the Middle East; the erosion or disappearance of effective control of territory, borders, and certain populations as an outgrowth of regime instability; the loss of a monopoly on centralized, organized state powers; and the appearance of “non-state actors”.

The Information Revolution and Its Impact on Terrorism: Cyber-space, the Internet, and social networks are being used to initiate and foment revolutions and promote political processes, and to conduct terrorist attacks (cyber-terrorism).

The workshop on “Syria and Lebanon: Escalating Challenges to the Grand Levant” will be held in memory of Lt. Col. Emmanuel Moreno z”l. (1971-2006)

The late Emmanuel Moreno was an officer into the General Staff Reconnaissance Unit (Sayereth Matkal) and in 1997; Emmanuel commenced his Law studies at the Interdisciplinary Center Herzliya. After completing his studies, Emmanuel continued to serve in the Unit and was promoted to the rank of Lt. Col. Lt. Col. Moreno z"l, was killed on Saturday 19/8/2006, in an operation in the region of Baalbek Lebanon, during the Second Lebanon War.

The Workshop on “United States Promoting Democracy to Curb Terrorism: Wishful Thinking or Practical Solution?” will be held in memory of Prof. Ehud Sprinzak z”l (1940-2002).

Professor Ehud Sprinzak was the founding Dean of the Lauder School of Government, Diplomacy and Strategy at IDC Herzliya. He was a world renowned researcher and lecturer on topics of public affairs, religion and fundamentalism, violence and terrorism in Israel, the Middle-East and the US, and was considered one of Israel’s top authorities on these matters.

The workshop on “The Challenges and Implications of the Arab Spring on the Palestinian Arena” will be held in memory of Major Eyal Ragonis Z"L

Eyal Ragonis was born in Rishon Lezion in February 1958, and died in May 1995. Eyal served as an intelligence officer in elite units, including the Chief of Staff’s Corps (Sayeret Matkal), and excelled in planning and execution. Eyal was imbued with a sense of purpose, and was always guided by his love for humanity and for the Land of Israel. The adored son of Raya and Haim, and beloved brother of Leon, Oz and Adir, Eyal was age 37 at his death.

The documentary "Suicide Killing – Proliferation: The Path to Darkness" will be held in memory of First Lieutenant Adi Rosen Z"L

Adi enlisted in the IDF in January 1993. After completing her basic training, she was posted as an NCO for Personal Affairs, and within several months was sent for officers' training. On January 22, 1995 (Shevat 21, 5755), Adi was killed while on active duty in a terrorist attack at the Beit Lid - Sharon Junction, along with 21 other soldiers and one civilian.
