Agriculture has a vital role as a economic sector for the sustainable development of countries besides its neces-sity for the,continuity of human life. On the other hand, agricultural productiviy is very open to negative changes thatoccurs from social, economic, physical and ecological fluctuations. Given that these pre-explainations, it is necessaryto manage the agricultural areas/resources via a mechanism that deals with the changing socio-cultural, economicand ecological environment with different dynamics and dimensions. The aim of this paper is to analyze a com-perehensive management principles of the areas where there is a vast agricultural production and the contents andpreparation steps of an agricultural management plan, seen as a strategic tools for sustainable management, protec-tion, development and usage. Agriculture-aimed management planning approach can be expressed as a proceess thatdescribes/shows the characterictic features of cultivation, develops a clear vision, policies, targets and action, neededto protect and promote agriculture in a management plan and guides for appling, monitoring and reviewing processesin the context of colloborative ways with all stakeholders. The first method which are used for this research is literaturereview about resource management planning to describe the main steps of it and variation of management areas. Laterthe characteristic of Kumkale Major Plain evaluated in the scope of management area.Finally, Agricultural-AimedAdaptive Management Planning model which create an coordination between stakeholders and describes the futurestrategies, politics, actions with the responsible foundations, time-limits, measurable indicators is proposed for thiskind of managable areas.

The changing socio-economic reality and the challenges of the 21st century resulting from the dynamic de-velopment of globalization force contemporary enterprises to look for new methods of competing on the market. Oneof the ways to determine the competitive position of a company is its strategic analysis. In this approach, the article isan attempt to present the key methods and tools of strategic analysis of the company, expanded by analyzing the pos-sibilities of their use in practice. The Impact of Advance Organizer Design for MOOC Videos on StudentLearning*Peiyu Wang

The purpose of this study was to explore the impact of the advance organizer design for MOOC videos onlearning achievement, flow and brainwave. The experimental videos were adapted from a Taiwan MOOC digital con-tent production (course delivered fall 2018 by the researcher), and the videos were redesigned and revised accordingto the research needs. This was a one-way experimental design in which the factor was the advance organizer designof the video with five groups: 1) the video with no advance organizer design, 2) the video with a static main-ideaweb as advance organizer, 3) the video with a dynamic main-idea web as advance organizer, 4) the video with a staticsequence chart as advance organizer, and 5) the video with a dynamic sequence chart as advance organizer. A sampleof one hundred and fifteen university students, who voluntarily participated in the study, were randomly assigned intoone of the groups for video watching and survey completion. The findings showed that significant differences existedamong groups. We found that the video designed with a sequence chart significantly benefited on learner achievementimprovement and flow experience. In addition, learners in the group watching the video designed with no advanceorganizers had significantly higher brainwaves in attention. Learners showed different cognitive and attitudinal prefer-ence of advance organizer design for MOOCs, and these results could serve as a reference for future work on MOOCvideo or online instructional video design.

Corruption Norms and Corporate Tax Avoidance in a Weak InstitutionalEnvironment: Evidence from Alcohol Consumption in China

Both anecdotal and empirical evidence suggests a relation between cultural norms and illegitimate corporatebehavior. The mechanisms through which cultural norms exert an effect on corporate behavior include socialization,learning and networking, and employee selection. Being among the most significant elements of traditional Chineseculture, alcoholic drinking is the prime lubricant for social interactions and often serves to facilitate business deal-ings and exchange of favors. It is widely believed that drinking is a hotbed of power abuse and corruption. In orderto improve our understanding of the determinants of corporate behavior, this study is aimed at examining whethercorruption norms inferred from the drinking culture are associated with tax noncompliance as measured by the firmseffective tax rate (ETR). The sample involves 14,511 observations and 2,169 unique firms in 2004-2013. By exploitinggeographic variation in the local culture of alcohol consumption, the preliminary results indicate that ETRs are signifi-cantly lower in firms headquartered in the regions with a higher level of alcohol consumption. The result is also robustwhen I use different measures of tax avoidance and regional sin culture. Further, I adopt an instrumental variablemethod where the possibly endogenous variable is instrumented. Specifically, I instrument for Alcohol consumptionwith the regional average temperature. The logic is that temperature has an effect on alcohol consumption rather thancorporate tax reporting behavior. I continue to find a strong positive relationship between alcohol consumption andtax avoidance. The effect is more significant for firms with higher managerial incentives to avoid tax and for firmslocated in a weak institutional environment but weaker when external scrutiny from the government and the mediais more stringent. As revealed by the results, absent market-supporting institutions, the enforcement of tax laws andregulations without a corresponding effort to combat alcohol-related sin culture is less likely to be effective. From theperspective of tax policy, the results suggest that policymakers ought to pay more attention to the possible role playedby informal culture when examining corporate behavior.
