Introduction: In the last years cities have been the scene of profound transformation; the growth of cities and our habits of production and consumption directly influence our living environment. In many cities the accelerated growth bring into evidence problems and insufficiencies in the planning of sustainable cities and reveal the necessity to anticipate problems urban societies might face in the future. Latin America is the most urbanized continent on the planet and the majority of Latin American cities have undergone immense urban growth in the last decade. This process has transformed the cities as we know them and lead to social, economic and environmental changes and challenges. The Peruvian society has been also affected by the phenomenon of metropolization. One of the most striking aspects in this transformation is the consolidation of the middle class, inserting itself into the internal consumer market which is necessary to maintain the pace of growth. This middle class directly affects the population-territory relation. The cities expand to the periphery areas and at the same time start these areas get more dense; demanding better coverage of urban services and infrastructure. The management and treatment of urban waste is one of the biggest worries for the urban authorities and the percentage of municipal funds spent on this issue in Peru is one of the most significant. Cities showing the most relevant experiences in waste management are also the ones that used innovative ways to tackle the challenges they face, transforming urban waste in a resource and generating value by properly managing it.

Currently there is the effort to develop a modern approach in the area of waste management, focusing on a concept which Jeremy Rifkin calls “short circuits”, with outstanding experiences in some cities which generate energy from waste. Common phrases such as “from waste to resources” or “waste is gold” show that there is more efficient ways to incorporate environmental challenges in an integral vision of territorial development. With this focus, Ciudad Saludable, UNCRD-LAC and INTA join forces to bring together technicians and politicians of regional and local governments in an international event in order to analyze strategies which have already been implemented in some cities and which show future global tendencies in waste management and treatment. Ciudad Saludable is an organization of social entrepreneurs which support and drive the implementation of integral and environmental waste management models, contributing to social, economic and environmental changes in almost 100 cities in Peru. Its model is applied and replicated in other cities in Latin America, Africa, Asia and Europe. Ciudad Saludable fosters social and economic inclusion of the waste pickers; the creation of strategic alliances and mechanisms to formulate plans of integration of the public and private sector; the design of public policies; knowledge management of innovation of technologies with an intercultural focus; environmental education and communication; and the strengthening of the productive value chain, adding value at all levels. The Office of the United Nations for Regional Development (UNCRD) offers yearly international courses in regional development in Japan, Africa and Latin America. UNCRD also organizes and offers courses specialized in consulting services for countries and bilateral agencies and multilaterals, based on the necessities and interests of the respective countries or regions. Currently UNCRD works on two separate projects: Human safety and regional development ; and environment. The environmental project is currently dealing with the issues of environmental friendly and sustainable transport, sustainable production and consumption and waste management in Asia. The global association of urban development (INTA) is an international network that fosters the identification of urban solutions, organizing and promoting meetings of different actors and taking into account the complexity of territorial management in contemporary cities. INTA stimulates the reflexion and the interchange of experiences between professionals and urban decision makers to develop integral solutions that allow a balanced and sustainable development of territories. Themes and structure of the Forum: The first event of the forum will be the visit of waste management area which was implemented by the municipality of Comas and Ciudad Saludable. In this visit we will concentrate on the issue of appropriation of public space analyzing the collection and segregation processes in the district of Comas.

After this technical visit, the French architect Jean Robert Mazaud, a pioneer in the field of sustainable urban solutions, will speak in the main conference about global trends in treatment of waste in urban environments, discussing issues of valorization of waste and circular economy, as well as sustainability of urban services. Afterwards there will be an analysis by the representatives of the Global Association of Urban Development and the presentation of cases from Egypt and Morocco, countries which count with huge metropolis and with challenges which are comparable to Latin American cities, not only in terms of urbanization indicators, but also in the size of the challenge. The second day of the Forum is divided in two thematic blocks; the first block, Cities with successful systems of public cleaning and economic and social inclusion of the waste pickers, we will present examples from Antioquia in Colombia, Quito in Ecuador and Minais Gerais in Brazil. This block will be initiated by the presentation of Dra. Albina Ruíz which will describe the model Ciudad Saludable suggests in order to construct healthy cities in Latin America. After the presentation of these experiences this block will be concluded by the presentation of Ing. Anseln Rosario from the Waste Wise resource Center, Bangalore, India. The debate will be led by Dr. Michel Sudarskis from de Global Association of Urban Development. The second section will focus on the social and economic valorization and segregation of waste as an instrument of inclusion. Analyzing the principal challenges of the economic and social inclusion of the waste pickers, presented by the Association of recyclers. The experiences of regional and national organizations will show us the advances in this area and present examples from Argentina, Chile and Peru. The debate will be led by Jorge Rochabrunt from Ciudad Saludable. The third day of the forum will begin with a round table and talk about the innovative solutions which can be implemented in the cities. The main session will present the initiative of the UNCRD-LAC: IPLA (International Partnership for Expanding Waste Management Services of Local Authorities). Dra. Claudia Hoshino, Coordinator for Latin America from the United Nations for regional development will present to local authorities and to the general audience their suggestions and recommendations for Peruvian cities. The last block of the Forum: the role of private enterprises in the generation of inclusive opportunities in the recycling sector will showcase experiences of social and environmental responsible companies in Peru. Different sectors of the state and the international cooperation will show how public policy contributes towards the economic and social inclusion of recyclers. Sr. Ricardo Giesecke, Minister of Environment will officially close the event. Ciudad Saludable, UNCRD-LAC and INTA join forces to call a selected international group of leaders, experts in urbanization, decision makers of the private sector and representatives of social organizations to share experiences on innovative projects in the area of management and treatment of waste in the urban environment. This event is part of the promotion of global and sustainable strategies for cities with emphasis on the economic and social valorization of the waste pickers as a mean to inclusion.
