2) Myth: Triangular co‐operation projects don’t follow a strategicvision and don’t have clear guidelines.

Reality: Guidelines, policy frameworks and strategies fortriangular co‐operation have been developed by many actors.

MISSION: Strengthen South‐South and Triangular Cooperation in Ibero‐America, promoting its values and principles, to effectively contribute to sustainable development.

About the PIFCSS:

Triangular Co‐operation in Ibero‐America

In 2013, 53% of all Triangular Cooperation projects and actions, originated in a demandfrom a recipien country. (Source: Report on South‐South Cooperation in Ibero‐America 2015)

Since its launch in 2010, the Ibero‐American Programme has contributed to building capacity and sharing knowledge among its 20 member countries in relation to South‐South and Triangular Cooperation.

Consequently, several workshops has been organized in recent years, mostly related to the need for a better understanding of the roles played by different actors involved in triangular formulas, and necessity to carry out an effective project cycle development under this modality.

Shows case the comparative advantages and added value of this type of cooperation and improve understanding and dialogue among actors in the international cooperation system

Encourage the scaling up of triangular cooperation based on the principles and provide a referential framework to actual and potential partners that support triangular cooperation in the 

region.  

Promote leadership of the triangular initiatives by the recipient partner and support development processes in a sustainable manner 

Ensure common criteria for triangular cooperation and  promote the effectiveness of the proposed triangular initiatives

The ultimate goal of the Guide is to support and facilitate the work of PIFCSS countries, byproviding operational guidelines for triangular cooperation management, collectedcountry‐based practices, with all their successes and weaknesses.

In no case does it aim to becoming a single tool, a model to follow strictly, but rather a tooloffering a range of possibilities that can be adapted to the context and particularities ofeach actor.

This guide is the product of the joint work of Ibero‐American countries, which havemutually identified operational, practical and concrete tools for better TriangularCooperation management criteria.

FINAL REMARKSThe Ibero‐American region has been defining a very clear political vision regarding Triangular Cooperation, based on its extensive experience on SSC.

• This political visión is stated in the Report on SSC in Ibero‐America, but it is also present in the essence of the very different normative documents our member countries havedeveloped.

• The exponential increase in the number of Triangular Projects in the región portrays itsimportance and potential, but also calls for guiding instruments and harmonization.

• Ibero‐American countries have had the opportunity to work together on a consensus basistrack, and produce a Management Guidelines. Yet, the challenge ahead is for developmentpartners to come up with a common vision on Triangular Cooperation in order to faciliate –then‐ a common ground to boost dialogue and improve Triangular Cooperation practicesans results.
